Solidarity Statement with the people of Cyprus

IN THE FRAMEWORK OF THE 22nd IMCWP, HAVANA 28-29 OCTOBER 2022

“The peaceful reunification of Cyprus - a step to curb militarisation and imperialist aggressions”

The Cyprus problem is the result of foreign interventions and imperialist aggression. For 48 years, Cyprus and its people-Greek Cypriots and Turkish Cypriots- have been experiencing the consequences of the 1974 coup d'état that was planned by CIA, NATO and the Greek junta, and the Turkish invasion and continuing Turkish occupation of 37% of its territory.

In the current international conditions of exacerbated militarisation of international relations, the sidelining of international law and the UN Charter, the peaceful solution of the Cyprus problem becomes even more urgent.

The status quo is nor static nor can it represent a solution; on the contrary, the status quo and the continuing stalemate serve Turkey’s long-term hegemonic objectives against Cyprus and the permanent division of Cyprus and its people.

Turkey’s illegal actions in the Exclusive Economic Zone of the Republic of Cyprus contrary to the Law of the Sea, and in Varosha, in violation of UN Security Council resolutions 550 and 789, along with the intensifying militarisation of the occupied areas by the further transfer of military equipment including combat drones, are causes of extreme concern for the present and the future of Cyprus.

The resumption of a substantive dialogue, from where it was left in July 2017, is a matter of urgency, in order to achieve a comprehensive solution on the agreed basis of a bizonal bicommunal federation with political equality, as this is prescribed by the relevant UN resolutions, with the withdrawal of all the Turkish occupation troops and termination of the Treaty of Guarantee.  This constitutes the sole viable option for Cyprus to be freed of the illegal occupation by Turkey and for the country and its people to reunify.

The transformation of the political system into a federal one, is the only way to reunite Cyprus; we will never accept any ‘solution’ that may jeopardize the true independence of Cyprus, bearing on its single sovereignty, single international legal personality and single citizenship, and whereby no third parties will be able to intervene and the human rights and freedoms of all Cypriots will be restored in accordance with international law and the principles upon which the EU is founded.   

The comprehensive solution of the Cyprus problem is a necessary prerequisite for the demilitarisation of the island, for common class struggles and a future socialist transformation.

  1. Call on the international community to support the resumption of substantive negotiations for the comprehensive solution of the Cyprus problem as soon as possibleand demand an end of the Turkish illegal actions and occupation
  2. Express their solidarity with and support to the struggle of the Cypriot people for the liberation and reunification of its country.

Declaración de solidaridad con el pueblo de Chipre 

EN EL MARCO DE LA 22ª EIPCO, LA HABANA 28-29 DE OCTUBRE DE 2022 

"La reunificación pacífica de Chipre: un paso para frenar la militarización y las agresiones imperialistas"

 

El problema de Chipre es el resultado de las intervenciones extranjeras y la agresión imperialista. Desde hace 48 años, Chipre y su pueblo -griegochipriotas y turcochipriotas- sufren las consecuencias del golpe de estado de 1974, planeado por la CIA, la OTAN y la junta griega, y de la invasión turca y la continua ocupación turca del 37% de su territorio. 

En las actuales condiciones internacionales de exacerbada militarización de las relaciones internacionales, de marginación del derecho internacional y de la Carta de la ONU, la solución pacífica del problema de Chipre se hace aún más urgente. 

El statu quo no es estático ni puede representar una solución; por el contrario, el statu quo y el continuo estancamiento sirven a los objetivos hegemónicos a largo plazo de Turquía contra Chipre y a la división permanente de Chipre y su pueblo. 

Las acciones ilegales de Turquía en la Zona Económica Exclusiva de la República de Chipre, contrarias al Derecho del Mar, y en Varosha, en violación de las resoluciones 550 y 789 del Consejo de Seguridad de la ONU, junto con la intensificación de la militarización de la parte ocupada mediante la transferencia adicional de equipos militares, incluidos los drones de combate, son causas de extrema preocupación para el presente y el futuro de Chipre. 

La reanudación de un diálogo sustantivo, desde donde se dejó en julio de 2017, es una cuestión urgente, para lograr una solución global sobre la base acordada de una federación bicomunal bizonal con igualdad política, tal y como prescriben las resoluciones pertinentes de la ONU, con la retirada de todas las tropas de ocupación turcas y la terminación del Tratado de Garantía.  Esto constituye la única opción viable para que Chipre se libere de la ocupación ilegal de Turquía y para que el país y su pueblo se reunifiquen. 

La transformación del sistema político en uno federal, es la única manera de reunificar Chipre; nunca aceptaremos ninguna "solución" que pueda poner en peligro la verdadera independencia de Chipre, teniendo en cuenta su soberanía única, su personalidad jurídica internacional única y su ciudadanía única, y por la que no podrán intervenir terceras partes y se restaurarán los derechos humanos y las libertades de todos los chipriotas de acuerdo con el derecho internacional y los principios sobre los que se fundamenta la UE.  

La solución integral del problema de Chipre es un requisito previo necesario para la desmilitarización de la isla, para las luchas de clase comunes y para una futura transformación socialista. 

 

Los Partidos Comunistas y Obreros que firman la presente Declaración: 

  1. Llaman a la comunidad internacional a apoyar la reanudación de las negociaciones de fondo para la solución global del problema de Chipre lo antes posible y exigen el fin de las acciones ilegales de Turquia y de la ocupación turca
  2. Expresan su solidaridad y apoyo a la lucha del pueblo chipriota por la liberación y reunificación de su país.
