Dear comrades,

We would like to salute the celebration of this of this 14th International Meeting of Communist and Workers' Parties, most particularly thanking the Lebanese Communist Party for its organization. At the same time, we would like to convey a struggling greeting to all peoples struggling against the imperialist aggressions unleashed in this region, especially to Palestinian and Syrian brothers.

The PCPE participates in this International Meeting with the firm will to deepen the multilateral relations between the communist and workers' parties. All the capabilities of the PCPE will be devoted to the goal that the debates in these days result in concrete measures for the communist international coordination which will allow the strengthening of the struggles in all parts of the world against imperialist plans.

In the case of Spain, since the outbreak of the capitalist crisis we are witnessing a wild wave of attacks against the rights of the working class and popular sectors: to the various labour reforms aimed at lowering the price of the workforce we have to add the delay on the retirement age, the open privatization of public services as health and education and a colossal destruction of productive forces that has led to a situation in which the number of unemployed people in Spain is around 6 million (25.02%).

Today in Spain there are almost two million households with all members unemployed and a part of them subsist thanks to a social assistance which is also threatened by the plans of the IMF, the European Commission and the European Central Bank, in coordination with the government. Hundreds of thousands of families in unemployment already lack any kind subsidy.

The measures to be taken at the time that the government of Mariano Rajoy asks for bailout to those institutions will be much more brutal and aggressive and will place the working class of our country in a position of great weakness. That's why struggles have increased in intensity and strength in the last period. Strikes, protests, demonstrations, multiply and, at the same time, the bourgeois state repression against the most struggling political or union organizations increases. The use of provocative elements in the demonstrations, arrests and brutal police charges are repeated more insistently and try to criminalize social protest and out to the masses of the mobilization. As Lenin said, imperialism tends to the reaction in all fields, and now we are seeing how this is embodied in new legal measures directed specifically against the workers' parties and organizations who stand against the measures of the governments of the oligarchy.

Capitalist barbarism is becoming increasingly more visible and evident for large sections of the working people who see their neighbours lose their housing, the social benefits and their own life as the government responds with brutality against those who mobilize and fight. The PCPE openly states that this structural crisis is proving what the communists have always defended, which is nothing else but the fact that the only viable alternative for the social majority is the overthrow of bourgeois power, the seizure of power by the working class and the construction of socialism and communism.

In this sense, the objective conditions for the construction of socialism are ready in our country. The sharpening of the contradictions between the development of productive forces and production relations is extreme. But still the subjective conditions are not mature, the working class still needs to develop its consciousness, the Communist Party is still weak and bourgeois and petty bourgeois ideological principles still prevail in our class, advocated by reformist organizations that do not aspire to socialist construction, but to the mere management of capitalism in a more "human" or "social" way, as if that were possible.

Capitalism is showing its limits with this crisis and capitalists are not willing to make concessions to the working class. The alternative is therefore situated between them and us, between capitalists and workers, and there is no room anymore for middle positions of managing the capitalist system, nor for deceiving the working class in the name of supposed "progressive" governments which continue applying measures that favour large monopolies and condemn to misery the working people. Now is the time to strengthen the revolutionary struggle of our class, to openly say that the only solution involves building a socialist society, with a planned economy, with workers' control of production and the means of production, and only that way the needs of all members of society, and not just a few, can be satisfied. Capitalism, as long as it survives, will only offer more exploitation and misery to the working class.

Our struggle should focus on raising the level of consciousness of the working masses, on strengthening class organization, its autonomy from the class enemy, and this requires us to speak to the class directly, without subterfuges or hiding our strategic goal. We should be tactical enough in the field of alliances to know at all times to the position that further strengthens the working class and situates it closer to the strategic objective, but without falling into a tacticism that confuses the masses, that places them closer to embrace the positions of class conciliation, of the social pact, and not socialism.

From our perspective, there are several lines which are essential for the strengthening of the struggles.

First, it is essential to strengthen the Communist Party as the political and ideological vanguard of the working class. The Communist Parties, guided by Marxism-Leninism and not subordinated to the positions of other social classes, ensure the victory of the working class.

Second, the dispute over the ideological hegemony within the labour movement against the conciliatory positions that alienate the class from the revolutionary struggle and pretend to convince the class that reforms can be taken from capitalists.

Third, it is necessary to quickly develop the highest degree of workers' unity starting from the work place, regaining as the center stage of mobilization and organization the place where the principal contradiction that exists under capitalism, the contradiction between capital and labour, manifests directly .

Fourth, it is necessary to seek the necessary alliances with other social sectors who are objectively interested in putting an end to the power of monopolies, such as smallholders facing the proletarianization or the peasants.

Fifth, we must redouble our struggle against all the structures created by imperialism to chain and oppress the people, as the European Union itself or NATO, from which we have to promote the unilateral disengagement of each of our countries, without naively waiting for them to decide their dissolution or to adopt and impossiblesocial orientation.

Finally, we must find a way to ensure serious and stable coordination spaces between Communist and Workers' Parties. Only a closer union between the communist and workers parties will respond effectively to the attacks of the oligarchy, coordinated internationally, but for this it is absolutely necessary to abandon once and for all the rhetoric and reluctance, to proceed to the international communist movement's ideological unification under Marxism-Leninism and banish from our midst all those positions that deny the socialist construction and only wish to get a share of power in the management of the interests of the oligarchy.

Comrades, we are well aware that these tasks are difficult and it is not enough just to express them, so we clearly state our absolute willingness to work on them from this moment with all those parties willing. We can not wait or delay further the development of our international coordination while the working class is the victim of the most brutal attacks in the last 30 years and capitalism is entering a new phase of more authoritarian and criminal violence.

Estimados camaradas,

Queremos saludar la celebración de este 14 Encuentro Internacional de Partidos Comunistas y Obreros, agradeciendo muy particularmente al Partido Comunista Libanés la organización del mismo. Al mismo tiempo, un saludo combatiente a todos los pueblos que luchan contra las agresiones imperialistas desatadas en esta región, especialmente a nuestros hermanos palestinos y sirios.

El PCPE participa en este Encuentro con la firme voluntad de profundizar en las relaciones multilaterales entre los partidos comunistas y obreros. Pondremos todas las capacidades del PCPE para que de los debates de estas jornadas saliesen medidas concretas de coordinación comunista internacional que permitan el fortalecimiento de las luchas en todos los lugares del planeta contra los planes imperialistas.

En el caso de España, estamos asistiendo desde el estallido de la crisis capitalista a una salvaje oleada de ataques contra los derechos de la clase obrera y los sectores populares: a las diversas reformas laborales tendentes a abaratar la fuerza de trabajo se suman el retraso de la edad de jubilación, la privatización abierta de servicios públicos como la sanidad y una colosal destrucción de fuerzas productivas que ha llevado a que hoy el número de parados y paradas en España ronde los 6 millones de personas (25,02%).

Hoy en España hay casi dos millones de familias que tienen a todos sus miembros en paro y que una parte de ellas subsisten gracias a unas ayudas sociales también amenazadas por los planes del FMI, la Comisión Europea y el Banco Central Europeo, en coordinación con el gobierno. Cientos de miles de familias en paro carecen ya de cualquier tipo de subsidio.

Las medidas que se adoptarán en el momento en que el gobierno de Mariano Rajoy pida el rescate financiero a esas instituciones serán mucho más brutales y agresivas aún, y situarán a la clase obrera de nuestro país en una posición de enorme debilidad. Es por eso que en el último período las luchas han aumentado en intensidad y en fuerza. Las huelgas, movilizaciones, manifestaciones, se multiplican y al mismo tiempo se incrementa la represión del estado burgués hacia las organizaciones políticas o sindicales más combativas. La utilización de elementos provocadores en las manifestaciones, las detenciones y las brutales cargas policiales se repiten con mayor insistencia y pretenden criminalizar la protesta social y alejar a las masas de la movilización. Como bien señaló Lenin, el imperialismo tiende a la reacción en todos los campos, y ahora mismo estamos siendo testigos de cómo esto se materializa en nuevas medidas legales dirigidas específicamente contra los partidos y organizaciones obreras que plantamos cara frente a las medidas de los gobiernos de la oligarquía.

La barbarie capitalista se está haciendo cada vez más visible y evidente para amplios sectores del pueblo trabajador que ven cómo sus vecinos pierden la vivienda, las ayudas sociales o la misma vida mientras el gobierno responde con brutalidad ante quienes se movilizan y luchan. El PCPE afirma sin tapujos que esta situación de crisis estructural está demostrando lo que siempre hemos defendido los comunistas, que no es otra cosa que la única alternativa viable para la mayoría social es el derrocamiento del poder burgués, la toma del poder por la clase obrera y la construcción del socialismo y el comunismo.

En este sentido, en nuestro país se dan las condiciones objetivas para la construcción del socialismo. La agudización de las contradicciones entre el desarrollo de las fuerzas productivas y las relaciones de producción es extrema. Pero todavía no están maduras las condiciones subjetivas, todavía la clase obrera tiene que desarrollar su conciencia, todavía el Partido Comunista es débil y todavía predominan en nuestra clase postulados ideológicos burgueses o pequeñoburgueses, preconizados por las organizaciones reformistas que no aspiran la construcción socialista, sino a la mera gestión del capitalismo desde una perspectiva más “humana” o “social”, como si eso fuera posible.

El capitalismo está demostrando sus límites con esta crisis y los capitalistas no están dispuestos a realizar concesiones a la clase obrera. La alternativa se sitúa, pues, entre ellos o nosotros, entre los capitalistas o los trabajadores, y no caben ya posiciones intermedias de gestión del sistema capitalista, ni de engaños a la clase obrera que, en nombre de supuestos gobiernos “progresistas”, sigan aplicando las medidas que favorecen a los grandes monopolios y condenan a la miseria al pueblo trabajador. Ahora es el momento de fortalecer la lucha revolucionaria, de plantear abiertamente a nuestra clase que la solución sólo pasa por la construcción de la sociedad socialista, con una economía planificada, con un control obrero de la producción y los medios de producción, y que sólo así se podrán satisfacer las necesidades de todos los miembros de la sociedad, y no sólo los de unos pocos. El capitalismo, mientras consiga sobrevivir, solo ofrecerá más explotación y miseria a la clase obrera.

Nuestra lucha debe centrarse en elevar el nivel de conciencia de las masas obreras, en fortalecer la organización de la clase, su autonomía frente al enemigo de clase, y para ello es necesario que le hablemos a la clase directamente, sin subterfugios ni ocultando nuestro objetivo estratégico. Debemos ser lo suficientemente tácticos en el terreno de las alianzas para saber en cada momento elegir la posición que fortalece más a la clase obrera y que permite situar más cerca el objetivo estratégico, pero sin caer en un tacticismo que confunda a las masas, que las sitúe más cerca no del socialismo, sino de abrazar las posiciones de conciliación de clases, el pacto social.

Desde nuestra perspectiva, son varios los ejes por los que pasa ineludiblemente el fortalecimiento de las luchas.

En primer lugar, es esencial el fortalecimiento del Partido Comunista como vanguardia política e ideológica de la clase obrera. Los Partidos Comunistas, guiados por el marxismo-leninismo y sin subordinarse a las posiciones de otras clases sociales, somos la garantía de la victoria de la clase obrera.

En segundo lugar la disputa por la hegemonía ideológica en el seno del movimiento obrero frente a las posiciones conciliadoras, que alejan a la clase de la lucha revolucionaria y pretenden convencerla de que se pueden arrancar reformas a los capitalistas.

En tercer lugar, es necesario desarrollar rápidamente el mayor grado de unidad obrera a partir del centro de trabajo, recuperando como escenario central de movilización y organización el lugar donde se manifiesta directamente la contradicción principal que existe bajo el capitalismo, la contradicción entre capital y trabajo.

En cuarto lugar, es necesario buscar las alianzas necesarias con otros sectores sociales objetivamente interesados en poner fin al poder de los monopolios, como los pequeños propietarios condenados a la proletarización o el campesinado.

En quinto lugar, hemos de redoblar nuestra lucha contra todas las estructuras creadas por el imperialismo para encadenar y oprimir a los pueblos, como la propia Unión Europea o la OTAN, para lo cual hemos de apostar directamente por la ruptura unilateral de cada uno de nuestros países con ellas, sin esperar ingenuamente a que éstas decidan disolverse o adoptar una imposible orientación social.

Por último, hemos de encontrar de una vez la manera para garantizar espacios de coordinación serios y estables entre los Partidos Comunistas y Obreros. Sólo una mayor unión entre los partidos comunistas y obreros permitirá responder con eficacia ante los ataques, coordinados internacionalmente, de la oligarquía, pero para ello es absolutamente necesario que abandonemos de una vez la retórica y las reticencias, que procedamos a la unificación ideológica del movimiento comunista internacional bajo el marxismo-leninismo y que desterremos de nuestro seno todas aquellas posiciones que reniegan de la construcción socialista y que únicamente se conforman con obtener cuotas de poder en la gestión de los intereses de la oligarquía.

Camaradas, somos muy conscientes de que estas tareas son difíciles y que no basta sólo con expresarlas, así que dejamos constancia de nuestra absoluta disposición para trabajar en ellas desde este mismo momento con todos aquellos partidos dispuestos a ello. No podemos esperar más ni retrasar más el desarrollo de nuestra coordinación internacional, mientras la clase obrera sigue siendo víctima de los ataques más brutales en los últimos 30 años y el capitalismo se adentra en una nueva fase más autoritaria y de mayor violencia criminal.
