Massive street demonstrations all over Brazil on May 29th and June 19th showed the enormous dissatisfaction of most Brazilians with the genocidal policies of the Bolsonaro-Mourão government. The situation is really dramatic: more than 520.000 deaths caused by the Covid-19, high unemployment rates, hunger and misery for millions of workers, corruption in many government sectors, a criminal policy adopted to combat the pandemic.
This process has been increasingly eroding the Bolsonaro government both in Brazil and abroad. The recent political changes in neighboring countries, in South America, reinforce this tendency, as well as international denunciations against the Brazilian government environmental policy that’s destroying the environment.
The Bolsonaro-Mourão government represents the interests of imperialism, of the monopolistic bourgeoisie, of bankers and of the agribusiness, which take advantage of unemployment e of the sanitary crisis to withdraw more rights from the working class, to reduce salaries, privatize state companies and to loot public funds. In addition, they’re permanently seeking the dismantling of the State and the increasing of the precariousness of public services.
The government Palace's occupants reveal a deep contempt for the poor: the recent statements by ministers Paulo Guedes and Tereza Cristina, arguing that restaurants should distribute leftover food to serve the hungry and proposing the flexibility of the expiration date of food as a policy to combat hunger also reveal the perversity with which the Brazilian ruling class treats social issues.
The government also reaffirms its commitment to the rich by weakening labor relations and proposing an administrative reform that, in addition to removing civil servants' rights, aims at dismantling public services to favor the interests of large companies, as well as allowing the hiring of workforce without public tenders.
Brazil continues to reduce its industrial park and to transform itself into an exporter of primary goods, such as ores and agricultural products, which makes the country get back to the condition of an agrarian-exporting nation, deepening the country's subordinate position in the context of international capitalism.
As if all this were not enough, environmental degradation continues to advance, as in the case of forest fires and deforestation in the Amazon to favor illegal logging and sales of wood abroad, the expansion of agribusiness and mining on indians’ lands. An unmistakable demonstration of the orchestrated attack on the environment is the bill now being examined in Congress that changes the environmental licensing law to allow the advancement of real estate mega-developments in protected areas such as sandbanks and mangroves.
This policy has intensified under former minister Salles, who led the dismantling of environmental agencies, such as Ibama and ICMbio (environmental public organizations), dismantled inspection structures and is now being investigated for participating in illegal timber sales operations abroad. Everything indicates that the new minister will maintain the same policy of environmental destruction, favoring agribusiness and deforestation, because this is the Bolsonaro's orientation.
Also demonstrating its profound contempt for life, the government has sabotaged social distancing and the wearing of masks and refused offers to buy available vacines, bought them late and, in the case of Indian vaccines, at overpriced prices. In addition, government has guided the use of medications not indicated for the Covid-19, which can also generate serious health problems through misuse.
Such attitudes have led the health system to collapse in many states and municipalities, especially in Manaus, where many have died due to lack of oxygen. Even scrapped and precarious, it is increasingly evident to the population the importance of SUS (the Brazilian Public Health System), without which the number of deaths would have been even higher.
Bolsonaro moves to keep his most radicalized social bases, including fascist and “militia” (criminal) groups, doubling the bet on denying the pandemic with statements and attitudes of direct confrontation, street demonstrations without the use of masks, and incitement to the use of organized violence against his opponents, notably those from the leftist sector. Some of these neo-fascist social bases remain mobilized, which is still reflected in the approval rating of his government, above 20%. At the same time, Bolsonaro seeks to co-opt a larger number of military personnel to work in the government and strengthens the physiological alliances in Congress, with the offer of positions and funds to members of his supporting basis.
The National Congress, composed mostly by representatives of bourgeois interests, is speeding up the agenda of destroying the rights of the Brazilian working people, which is evidenced by the recent approval of Bill 490/2007 in the Commission of Justice, Constitution and Citizenship (CCJ). The project transfers the competence for carrying out demarcations of indians' lands from the Executive to the Legislative Branch, what favors the ruralist groups, reinforcing the anti-indians agenda that is being pushed by the government and its supporters. The indian peoples resist these attacks but they are received in Brasilia with repressive violent actions by the Military Police.
In such a situation, only the organized working people are capable of confronting the genocidal government and its political supporters. Therefore, we want to enthusiastically welcome the resumption of street demonstrations, which gathered hundreds of thousands across the country on May 29th and June 19th, victorious days of struggles, which were attended by popular sectors, male and female workers, the youth, parties and organizations that oppose the Bolsonaro government. The Brazilian Communist Party was present in the main Brazilian cities, with its militancy and its fighting collectives, in an organized and disciplined way, showing the strength and the fighting spirit of the communists.
However, it is necessary to draw attention to the fact that some political forces still maintain illusions with the Brazilian ruling classes and seem to be much more concerned with the 2022 elections than with intensifying the popular struggle to defeat the government. In this block are parties and organizations of the social-liberal field, which privilege the electoral calendar and put little weight on the popular struggle, and parties of the traditional right, which combat the negationist and obscurantist aspects of the Bolsonaro government, the denial of science in fighting the pandemic, but which fear popular mobilization in defense of workers because they are in favor of neoliberal policies.
In this situation, it is essential to maintain the offensive, with unified demonstrations for the "Out Bolsonaro and Mourão" campaign, participating in all spaces and articulations that point towards the continuity of struggles and street acts. We also propose the construction of an agenda of actions and mobilizations, beyond the marches and unified demonstrations, in popular neighborhoods, suburbs and municipalities of the interior, as a way to intensify the struggle against the government and its scorched earth policy. We need to strengthen the struggle based on the daily lives of Brazilian workers, their categories and their places of residence.
Given the attacks on the civil service with the administrative reform, we propose, reinforcing the organization of the Unions, Popular and Youth Forum, the construction of a strike of public servants to stop the attacks on workers and the dismantling of public services. It is of fundamental importance to put on the agenda of the unions and popular movement a process of building a general strike in defense of life, jobs and to defeat the government of Bolsonaro and Mourão.
The recent accusations, made in the scope of the Covid CPI (Parliamentary Comission of Inquiry), involving the Federal Government's corruption scheme in the purchase of the Indian vaccine Covaxin, make even more clear the long list of crimes committed by Bolsonaro and his cohorts against the Brazilian population. Given the deepening wear and tear on the government, the national campaign "Fora Bolsonaro" (Out Bolsonaro) defined July 3rd as the new date for large national demonstrations, following the mobilizations that should take place during the delivery of a unified impeachment request to the Congress on June 30th in Brasilia. Other national demonstrations will take place in July.
We call on our militancy and the working class as a whole to build the calendar of mobilizations called by the set of political organizations, fronts, forums, and popular movements that articulate the struggles and unified acts against the Bolsonaro-Mourão government.
Only the struggle in the streets, combined with the work stoppage in defense of life and jobs, will be able to change the correlation of forces and open space for the reorganization of the working class and the construction of the anti-capitalist and anti-imperialist alternative, in the perspective of popular power and socialism. The Brazilian Communist Party will make all efforts to maintain the offensive and will not give one minute of truce to the anti-popular politics of the rulers and capitalists.
