The CC of the KKE honors the 100th year anniversary marking the founding of the Communist International (CI) ( 2 – 6 March, 1919). It recognizes its contribution to the international workers' and communist movement, while underlining the need to derive important lessons from the experience accumulated from its action.

The CI, progeny of the victory of the October Socialist Revolution in Russia (1917), answered to the need for coordination and unity in the international revolutionary workers' movement.

The contribution of the CI was important in the support and the strengthening of the Communist Parties on a worldwide scale, its internationalist selfless solidarity towards the struggling and oppressed peoples, such as that which it offered with the formation of the “International Brigades” at the side of the Republican Army of Spain ( 1936 – 1938 ) .

The CI provided multi-faceted support towards persecuted militants throughout the world, carrying out publishing – educational actions, organizing schools for cadre on the revolutionary theory of Marxism – Leninism, and operating a network for political information sharing,  also including journalists .

The problems and conflicts in the strategics of the CI that had a negative influence on all of the Communist Parties – members, do not negate its contribution to the International Communist Movement.

The legacy of the CI, the study of its experience, are valuable today for the regroupment of the International Communist Movement, for the creation of a unified revolutionary strategy against capitalist power.

 

A. From the 1st International to the 3rd (Communist ) International

1. Karl Marx and Fredrick Engels as far back as the period of bourgeois revolution highlighted the historic role of the working class as the “gravedigger of capitalism” and the internationalist character of its struggle. They scientifically established the necessity and the possibility of a workers' communist revolution and set as a necessary prerequisite for its victory, the international organization of the revolutionary movement. They took up the issue of linking the struggle of the working class to take power, with the war that was being waged by the bourgeois states among themselves for the divvying up of the markets and the sources of raw materials.

Marx-Engels led the way in the founding of the International Workingmen's Association or the First International that was formed on 28th of September, 1864 by workers' trade unions, mutual support societies, political and cultural groups, and conspiratorial organizations. The First International was founded as an international organization with sections and poles in different countries. It issued an appeal for international solidarity towards workers, warning the working class, especially the German and French workers about the danger of a French-German war that could turn into a war of annexation. The inaugural Address of the First International, inspired by the Communist Manifesto, constituted an important document in the struggles and the general prospects of the working class.

Throughout all of the course of the 1st International , Marx-Engels led the theoretical struggle against petty-bourgeois and other conceptions, that distanced the working class from exercising its independent role. They fought against opportunism, Bakunism, Lassallism and British labourism.

Independently of the problems of ideological diversity, as well as the fact that its Organizations had not adopted scientific socialism, the 1st International contributed to the strengthening of labor actions at a national and international level, to the development of the political character of their actions. It provided an impetus to the realization of the need for the creation of workers' political parties. Its dissolution (1876) was the result of its inability to fulfill its role under conditions with new demands that became evident after the defeat of the Paris Commune (1871), during a period in which capitalism was passing into its highest and final stage, imperialism.

 

2. The 2nd International was formed on 14th July, 1889 in Paris, 100 years after the outbreak of the bourgeois French Revolution and the fall of the Bastille, in a period of rapid development and expansion of the global capitalist system, with the formation of monopoly and finance capital as well as the fervent development of the trade union movement. It was mainly based on parties that were formed from the older associations and groups of the 1st International , in which – despite the fact that Marxism had become the dominant current in the labor movement – reformist, anarcho-syndicalist and other opportunist forces had an influence. Most of the parties were weak, both organizationally and ideologically – politically and were under pressure to restrict their action within the framework of bourgeois legality.

In the end, the predominance of reformism within the parties of the 2nd International had material support from the channels of the developed capitalist societies of the West, to the extent that the exploitation of their colonies gave them the possibility of granting concessions to the working class in order to create an extensive labor aristocracy.

The 2nd International  did not function as an international revolutionary center since it did not constitute a unitary guiding body, nor had a joint Program and Statute, nor did it issue a journal of sorts, while the Decisions of the Congresses were not binding for any national party.

The 2nd International (1916) was dissolved because of the predominance of opportunist deviations that led to the betrayal of the interests of the working class in favor of the bourgeois class in the First World Imperialist War.

Most of the leaders of the 2nd International found themselves in opposing imperialist camps, some of them became war ministers. Their betrayal was not a bolt from the blue, but the result of a reformist line and their collaboration with the ruling class during peacetime and “the defence of the bourgeois homeland” during the period of war. Reformism gave rise to social chauvinism. A shining exception were the Bolsheviks of Russia under the leadership of V.I. Lenin, the Internationalists – Spartacus of Germany (Karl Liebknecht, Rosa Luxemburg, Frantz Mehring etc) and some Balkan socialists.

 

The Communist International from its founding to its self-dissolution

3. The 1st World War accelerated the process of transforming the social democratic parties into bourgeois counter-revolutionary parties. The victorious October Socialist Revolution in Russia in 1917, confirmed the potential of the working class to take power in its hands through revolution. It put on the agenda once again the need to form a unified global revolutionary center with revolutionary principles and an organizational structure, based on the theory of Marx-Engels and the experience of the October Revolution. Lenin led the struggle for the creation of this center. He put forward the issue of changing the Programs of the workers' parties, of their renaming themselves as Communist Parties and the need to found a new International.

The CI was founded under conditions of a rise in the revolutionary movement in Europe that was expressed mainly through labor uprisings in Finland (1918), in Germany ( 1918 – 1923) and in Hungary (1919 ), as well as through the action of vanguard workers all over the world, with strikes, protests and the boycotting of war supplies transport against the imperialist intervention of 14 states in revolutionary Russia. The CI provided an important impetus to the founding of Communist Parties, independently of the fact that those, even though they adopted its proclamations, had not yet acquired the ideological – political maturity to formulate a scientifically elaborated Program and corresponding strategy.

 

4. At the 1st Founding Congress of the CI,  52 delegates from 35 Organizations, 31 countries of Europe, of America and Asia too part, while some delegates did not even manage to reach the Congress because they had been arrested by bourgeois governments. With the founding of the CI, the split that had taken place in a series of social democratic parties was made official at an international and national level.

The Platform of the Congress stated: “A new epoch is born! The epoch of the dissolution of capitalism, of its inner disintegration. The epoch of the communist revolution of the proletariat..” The Programmatic Platform of the CI projected the dictatorship of the proletariat, challenged bourgeois democracy as a form of dictatorship of capital, created a Manifesto for the international proletariat.

In November of 2019 the Young Communist Internationalwas founded in Berlin to unite the revolutionary forces of the youth based on the general line of the CI, setting forth demands for education, living and working conditions for youth and the struggle against militarism.

In January 1920, the Balkan Communist Federation (BCF) was founded as a unified center of Balkan CPs of which the first Resolution was its affiliation with the CI.

The Communist International had to struggle against the influence of social democracy on the labor movement. During its exit from the war, the bourgeois command and the opportunist forces adapted themselves with the result that  pacifism predominated in their propaganda in contrast to the need for the working class to struggle for the conquest of power. The 2nd International was re-founded on this base, while following the founding of the Third International, the so-called Two-and-a-half International functioned for a few years, in which the so-called 'left' social democracy operated. Both of these organizations continued to have influence in the labor movement, also aided by bourgeois governments. At an international level they struggled against Soviet power. Simultaneously, the 2nd and Two-and-a-half International  operated in the Labor International in Amsterdam which was supported by the International Labor Office, organ of the imperialist League of Nations, with the goal of promoting the necessary bourgeois adaptations and class collaboration.

 

5.The 2nd Congress of the CI ( Petrograd and Moscow, 6 – 25 July 1920) voted for Theses and a Statute. The Theses put forward the issues of immediate preparation for the dictatorship of the proletariat, the formation of a united CP in every country, the strengthening of action of the groups and parties that recognize the dictatorship of the proletariat, the combination of legal and illegal work. In parallel, it estimated that the action of the parties and the groups  was not yet by a long way been subjected to that radical transformation and regeneration which are essential if it is to be regarded as communist work, corresponding to the tasks on the eve of the proletarian dictatorship.”

A Congress document of great importance was the text with the 21 Conditions of Admission to the CI, which were presented by Lenin, criticizing the opportunists and the vacillating delegates at the Congress who supported that Bolshevism was an exclusively Russian phenomenon.  It showed that it had universal relevance, which did not contradict the estimation of any national peculiarities. The most important of the 21 conditions was the cleansing of parties from social democratic and other reformist elements, the acceptance of the principle of democratic centralism within each party and in the CI, the expulsion of those who disagreed with the positions of the CI, the condemnation of social-pacifism and social chauvinism and by extension, of colonialism.

Lenin, in his essential work “Left-Wing” Communism, an Infantile Disorder, fought against the sectarianism that dismissed the necessity of combining all forms of struggle, including parliamentary and non- parliamentary mass struggle. However, the necessary struggle against this form of deviation was utilized by right opportunism in order to strengthen itself inside the ranks of parties of the CI.

In conjunction with the proceedings of the 2nd ( and later the 3rd) Congress of the CI, International Meetings of the women delegates were held on specialized work among women. The International secretariat of Women was headquartered in Moscow with Clara Zetkin as its head.

 

6. The 3rd Congress of the CI (Moscow, 22 June – 12 July 1921 ) attempted to improve the action of communists among the politically immature working class forces, as the majority of organized workers remained entrapped in the social democratic parties, while in some, a sharp ideological struggle raged internally, such as in Germany and Italy.

The revolutionary uprisings in Finland, Germany and Hungary constituted historic events of great importance. The fact however that they did not have a victorious outcome led to a negative change in the correlation of forces. At the same time, bourgeois power was stabilized with the result that the issue “reform or revolution” was projected as the central element of the ideological struggle within the ranks of the revolutionary labor movement. The pressure exercised by the powerful influence of social democracy in the labor movement, where communists had a weak presence due to persecution, their being blocked from workplaces and the general reactionary propaganda on “decommunization” of the trade unions, also had a contribution.

The 3rd Congress launched the slogan “To the masses” and its line “United Front of the Workers” that would foster the common action of workers under non-revolutionary conditions that were being influenced by different political and labor organizations.

The most basic problem was that under the new, non-revolutionary conditions, the teachings of the revolutionary line of struggle of the Soviet, as experience, was not utilized. Then, from February till October 1917, in order to gain the majority in the Soviet there was a powerful ideological front against the Mensheviks, opportunists who were in the minority already before 1917 in the Russian Social Democratic Workers Party (RSDRP).

During the 3rd Congress of the CI, the Red International of Labor Unions (Profintern) was founded ( July 3 1921) with the participation of 220 labor delegates from all over the world that aimed at the regroupment of the trade union movement in a revolutionary line of struggle. The labor organizations that affiliated with Profintern (either directly or as sympathizer unions, or as minority movements ) numbered around 17, 000, 000 members. Profintern ceased its action at the end of 1937, however, it had essentially stopped functioning earlier since the Red Unions had begun, from 1934, to merge with the reformists in the direction of forming the Popular Fronts.

 

7. After the 3rd Congress, the policy of the “United Front of the Workers” and the relations with social democracy constituted an arena of ideological struggle in the organs of the CI.

The “United Front of the Workers” was interpreted correctly by some of the Communist Parties as a struggle for the development of a communist influence among the working masses and detaching them from social democracy. In other cases, it was defined as being a means of pressure from the bottom to change the line in the leadership of the parties of social democracy and the achievement of political collaboration from above. This interpretation was not justified.

The struggle ended in the prevalence of a conception in favor of collaboration with social democracy and the non–exclusion of the participation or support of communists in bourgeois governments that was adopted by the Resolution of the 4th Congress of the CI (Moscow, November 7th – December 3rd 1922). The Congress accepted the possibility of the participation of communists  in a workers' and peasants' government or a workers' government, that would not yet be a dictatorship of the proletariat, despite the fact that it did not consider it historically inevitable as a starting point for the dictatorship of the proletariat.

 

8. The 5th Congress of the CI (Moscow, June 17 - July 8, 1924) concluded that the essence of the slogan "workers' and peasants' government" was identical to the dictatorship of the proletariat, while giving special attention to the Bolshevization of the Communist Parties, which meant their development based on the Leninist principles of the Party of a New Type.

Then the CI, through a contradictory course of alternation in its stance towards social democracy, gradually weakened the front against it, although the latter had clearly developed as a counter-revolutionary political force of bourgeois power. Thus, the right opportunist positions were strengthened in the ranks of the CI parties.

 

9. The discussion on the CI Program, which began at the 3rd Congress (1921), finally culminated in the 6th Congress (Moscow, 15 July - 1 September 1928).

In the Program, the Leninist analysis was rightly highlighted that "Uneven economic and political development is an absolute law of capitalism" and therefore "At first socialism may be victorious in a few, or even in one single capitalist country " .However,itdistinguished three main types of revolutions in the struggle for the global dictatorship of the proletariat, based on the position of each capitalist country in the international imperialist system: 1. Countries of developed capitalism, in which it is possible foran immediate transition to the dictatorship of the proletariat. 2. Countries with an average level of capitalist development, where the bourgeois-democratic transformation has not yet been completed, in which it was considered possible for a somewhat rapid transition of the bourgeois-democratic revolution to a socialist one. 3. Colonial or semi-colonial countries in which the transition to the dictatorship of the proletariat required an entire period for the transformation of a bourgeois-democratic revolution into a socialist one.

The international character of the epoch of monopoly capitalism and the sharpening of the fundamental contradiction between capital and labor were underestimated. Moreover, the analysis of the CIwas not guided by the objective fact that the uneven development of capitalist economies and inequal relations between states can not be abolished on the grounds of capitalism. Ultimately, the character of the revolution in every capitalist country is objectively determined by the basic contradiction it is called upon to resolve, irrespective of the relative change in the position of each country in the international imperialist system. The socialist character and the tasks of the revolution arise from the sharpening of the fundamental capitalist-labor contradiction in every capitalist country, in the era of monopoly capitalism.

The character of the era was underestimated, as a period of transition from capitalism to socialism, and the ability of socialist production relations to give great impetus to liberating the development of the productive forces, as proven in the Soviet Union.

Imperialism was mistakenly considered as a form of violent foreign policy of some - the most powerful - states, while within the imperialist system were dozens of countries (monopoly capitalism had been formed in both China and Brazil). At the same time, their characterization as dependent did not take into account the interplay of interests between the foreign and the domestic bourgeoisie.

Another fundamental problem was that powerful bourgeois and political forces, already in power, engaged in the revolutionary process, as in Turkey, as well as the bourgeois classes of Morocco, Syria, and so on.

The 6th Programmatic Congress of the CI correctly pointed out that "war is inseparable from capitalism." It was clear from this statement that "the “abolition” of war is only possible through the abolition of capitalism."It urged the workers to "transform the war", which threatened to break out among the imperialist states, "intoproletarian civil war against the bourgeoisie for the purpose of establishing the dictatorship of the proletariat and socialism"

As to the nature of fascism, it estimated that it was a form of capitalist imperialist reaction under particular historical circumstances, "in order to stabilise and perpetuate its rule ... the bourgeoisie is compelled to an increasing degree to abandon the parliamentary system  (. ..) in favour of a fascist system".

Regarding social democracy, it stated: "It often plays  a fascist role when the situation is critical for capitalism. In the process of its development, social democracy reveals fascist tendencies. " The above assessment was not correct. The reality is that, in opposition to socialist revolution, social-democrats played the role of 'extinguishers' at the discretion of liberal bourgeois governments, and allowed space for their alternation with fascist governments.

 

10.Previous to the 7th CI Congress (Moscow, 25 July - 21 August 1935), the CP of France and Spain, in agreement with the CI's Executive Committee, had called for cooperation with the Social-Democratic parties. After all,  the People's Fronts in these countries had been formed in 1936 as a form of political co-operation between the Communist Parties and the social democratic and other bourgeois parties and opportunist movements, and took part or supported governments that did not challengecapitalist power.

The 7th Congresscharacterized the upcoming Second World War as imperialist, but at the same time it gave priority to the policy of establishing an anti-fascist front. Indeed, it determined that the emergence of an anti-fascist government constituted a form of transition to workers' power.

The 6th Congress's assessment of the character of fascism was replaced by the position that it constituted an "open terrorist dictatorship of the mostreactionary, most chauvinist, most imperialist elements of finance capital".It adopted the problematic estimation that within social democratic parties there was expressed a"revolutionary course", leading to the need to "unite the communist and socialist parties", provided that the latter would recognize the revolutionary overthrow of bourgeois sovereignty, the unity of action with the Communist Parties, the operation of a new party based on democratic centralism. The fact that the 7th Congress laid down the above conditions did not negate the essence: that this created illusions and a spirit of reconciliation, confusion and attenuation of the ideological-political front against social democracy and opportunism.

Following fascist Germany's invasion of the USSR, the CI changed its position on the character of the war, defining it as anti-fascist, and stating that "... the basic strike is now directed against fascism ..."and that "at this stage, we do not call for the overthrow of capitalism in the various countries, nor for a global revolution (...) from this struggle we must not rebuff that section of the petty bourgeoisie, the intellectuals and the peasantry which leans openly in favor of  the national liberation movement. Instead, we must win them as allies, and the Communists mustbecome part of this movement as its guiding core. "

This position underestimated the fact that the character of the war is determined by which class wages the war and for what purpose, whether it is originally and at that particular moment on the defense or on the attack. The struggle against fascism and the liberation from foreign occupation, for democratic rights and freedoms, was detached from the struggle against capital.

The contradictions in the CI's line on the character of the Second World War were also influenced by the aspirations of the USSR's foreign policy and by its attempt to defend itself from an imperialist war. However, in any case, the needs of the foreign policy of one socialist state cannot supplant the necessity of a revolutionary strategy for every capitalist country. The ultimate security of a socialist state is determined by the worldwide victory of socialism or its prevalence in a powerful group of countries and hence, the struggle for revolution in each country.

 

11. On May 15, 1943, in the midst of the imperialist war, the CI's self-dissolution was decided on following a proposal by its Presidium that was ratified by all the CPs. It was justified by the estimation that it had fulfilled its historical mission as an international form of unity of the Communist movement. In the decision to disband it noted that since the 7th Conference the need had been underscored for the Executive Committee of the CI in resolving all the issues of the labor movement ""to proceed from the concrete situation and specific conditions obtaining in each particular country and as a rule avoid direct intervention in internal organisational matters of the Communist Parties..It also stated: "... taking into account the growth and political maturity of the Communist Parties and their leading cadres in individual countries(...) ”Proceeding from the above-stated considerations, and taking into account the growth and political maturity of the Communist Parties and their leading cadres in individual countries, and also in view of the fact that during the present war a number of sections have raised the question of dissolution of the Communist International, the Presidium of the E.C.C.I., unable owing to the conditions of the world war to convene the Congress of the Communist International, permits itself to submit for approval by sections of the Communist International the following proposal: To dissolve the Communist International as a guiding centre of the international labor movement, releasing sections of the Communist International from the obligations ensuing from the constitution and decisions of the Congresses of the Communist International.

J.V. Stalin justified the self-dissolution, stating, among other things, that ".It exposes the lie of the Hitlerites to the effect that “Moscow” allegedly intends to intervene in the life of other nations and to “Bolshevize” them"

The decision to self-dissolve the CI was in complete opposition to the principles that served its founding. It was in contradiction with the spirit and the letter of the Communist Manifesto, with the principle of Proletarian Internationalism, with the need, under all circumstances, for a united revolutionary strategy of the Communist parties against international imperialism.

It is a different matter to explore the organizational form that the unity of the International Communist Movement must have, its way of functioning and, of course, always on the condition of formulating a single revolutionary strategy.

 

12. After the Second World War, it projected the need for unitary action of the International Communist Movement against the united international counter-attack of imperialism. Its expression was in the formation of the Information Bureau (Cominform) by representatives of 9 Communist and Workers' Parties (USSR, Yugoslavia, Romania, Bulgaria, Poland, Czechoslovakia, Hungary, France and Italy) in Sklarska Poruba, Poland (22-28 September 1947) ). The founding meeting set itself the objective of exchanging information and coordinating action. In reality, the Information Bureau played a leading role in the International Communist Movement, although it could in no way cover the need for the formation of a new Communist International. It was dissolved in 1956, as a result of the right-wing opportunist turn (after the 20th CPSU Congress) and the crisis in the International Communist Movement.

New, more relaxed forms of co-ordination of the action of the International Communist Movement were established later via the international conferences of Communist and Workers’ Parties, however these did not form the basis for a single revolutionary strategy confronting the international imperialist system.

 

The KKE and the Communist International

13. Before the founding of the CI, the Socialist Workers' Party of Greece (SEKE, later KKE) proclaimed at its Founding Conference (November 17-23, 1918) that it "declares itself a section of the International, of theunited and associated parties of all the Countries that struggle for the overthrow of International capitalism and the triumph of International socialism. "

The First National Council of SEKE (31 May - 5 June 1919) renounced the opportunist line of the 2nd International and instructed the CC to begin preparations for the Party's affiliation with the Communist International.

SEKE, with delegate Dimosthenis Ligdopoulos, participatedin the founding of the Balkan Communist Federation (BCF) in January 1920 .

The 2nd Congress of SEKE (18-25 April 1920) decided to affiliate with the CI, accepting its principles and resolutions. It also decided to add the term "Communist”  to the party name, reflecting the new elaborations of strategywhich was linked with its intention to affiliate with the CI.

A period of internal party struggle ensued with the forces that expressed a right-wing deviation within the party and called into question the revolutionary strategy of the CI, in the name of “national particularities”.

In the end, the 3rd Extraordinary Congress of the SEKE (November 26 - December 3, 1924) decided on the unequivocal acceptance of the CI and BCFResolutions and the renaming of the Party asthe Communist Party of Greece (Greek Section of the Communist International).

The KKE received significant assistance from the CI. At the same time, its ideological-political maturity was inevitably linked to the course of the International Communist Movement, since the CI functioned as a global party.

The continuous changes - variations in the CI line (e.g. on the content of the workers' - peasants' government), the problem of its key positions and elaborations (eg the "left democracy" strategy and the categorization of countries in the 6th Congress) , had a negative impact on the formulation of its strategy.

Whatever criticism of the CI is part of KKE's own self-criticism; it does not negate the history and its contribution; it does not negate the responsibility of every party - its section, towards the workers' - popular movement of its country and internationally.

 

14. At the meeting of the CC of the KKE (June 2, 1943), the Resolution of the Presidium of the EC of the CI on its dissolution was accepted. The Resolution of the CC of the KKE stated that "dissolution(...) is today the only appropriate act of correct Marxist policy."Also, "the decision of the Communist International is the logical consequence and evolution of the line that it set itself in its 7th Congress" and that "dissolution removes every obstacle to the consolidation of the national struggle". Later, the 7th Congress of the KKE (1-6 October 1945) adopted a resolution on the "international political unity of the working class". The resolution expressed the "wish to integrate all the working parties of the world who believe in socialism, regardless of color, into a new unified international political organization of the working class, as soon as possible." In essence, it viewed the issue on the basis of the common action of the CPs with Social Democrats in an International.

 

15. For the KKE, the issue of a comprehensive assessment of the strategy, course and self-dissolution of the CI remains open for further investigation. An important factor for the continuation of the study is the gathering of the necessary sources concerning the discussions in the CIOrgans, the Organs of the CP (Bolshevik), the bilateral discussions of the parties represented in the Executive Committee of the CI.

The necessity of an international organization of the revolutionary workers' movement stems from the international character of the class struggle. The question of ideological unity and revolutionary strategy is a task for each CP, and the extent of its promotion is the great demand that we face today.

The 20th Congress of the KKE (30 March - 2 April 2017) confirmed "that the regroupment and development of the International Communist Movement is a permanent, steady task of our Party", "stemming from the global character of the class struggle". "The International Communist Movement is in retreat, it has difficulty reacting to the attack of the class enemy, which is carried out not only with repression, but also with ideological-political means, with the influence of opportunism." The KKE is developing initiatives to shape the conditions that will give impetus to the adoption of a common strategy of the Communist Parties through various forms, the European Communist Initiative, the "International Communist Review," while forming a Marxist-Leninist pole in the International Communist Movement remains a goal for our Party. The KKE is aware that "the process of revolutionary regroupment will be slow, tortuous, vulnerable and will build on the capacity of the Communist Parties to comprehensively strengthen themselves ideologically and organizationally in their country. Overcoming mistakes that dominated in the International Communist Movement in the past decades and are reproduced in various forms today. Building strong bases in the working class, in strategic sectors of the economy, reinforcing their intervention in the workers' movement”, will strengthen every CP, combining revolutionary action with revolutionary theory.

100 ЛЕТ КОММУНИСТИЧЕСКОМУ ИНТЕРНАЦИОНАЛУ

ЗАЯВЛЕНИЕ ЦЕНТРАЛЬНОГО КОМИТЕТА КОММУНИСТИЧЕСКОЙ ПАРТИИ ГРЕЦИИ


ЦК Коммунистической партии Греции отмечает 100-летнюю годовщину со дня основания Коммунистического Интернационала (Коминтерн) (2-6 марта 1919 г.). Он признает его вклад в развитие международного рабочего и коммунистического движения, подчёркивая при этом необходимость извлечения уроков из опыта, накопленного в ходе его деятельности.

Коминтерн – это дитя победы Октябрьской социалистической революции в России (1917 г.), был создан как ответ на необходимость координации и единства международного революционного рабочего движения.

Важным был вклад Коминтерна в поддержку и укрепление коммунистических партий в глобальном масштабе, его интернациональная бескорыстная солидарность с борющимися и угнетёнными народами, проявлением которой стало, в том числе формирование Интернациональных бригад, которые сражались на стороне Испанской демократической армии (1936 – 1938 г.г).

Важными сторонами деятельности Коминтерна являлись также оказание им разнообразной помощи преследуемым борцам во всем мире, издательско-просветительская деятельность, организация школ подготовки кадров на основе революционной теории марксизма-ленинизма, функционирование сетей политической и журналистской информации.

Проблемы и противоречия в стратегии Коминтерна, которые негативно повлияли на все коммунистические партии – его члены, не отменяют его вклада в развитие международного коммунистического движения.

Наследие Коминтерна, изучение его опыта сегодня имеет ценность для реорганизации международного коммунистического движения, для формирования единой революционной стратегии против капиталистической власти.

 

 

 

А. От 1-го Интернационала до 3-го (Коммунистического) Интернационала

 1.Ещё со времён буржуазных революций Карл Маркс и Фридрих Энгельс подчёркивали историческую роль рабочего класса как могильщика капитализма и интернациональный характер его борьбы. Они научно обосновали необходимость и возможность рабочей коммунистической революции и установили, что необходимой предпосылкой для её победы является создание международной организации революционного движения. Они занимались вопросом о  связи борьбы рабочего класса за завоевание власти с войной за раздел рынков и источников сырья, которую вели буржуазные государства между собой.

Маркс и Энгельс были основателями Международного товарищества рабочих, или 1-го Интернационала, которое было создано 28 сентября 1864 года рабочими профсоюзами, обществами взаимопомощи, политическими и просветительными группами, заговорческими организациями.1-ый Интернационал был создан как международная организация, которая  имела секции и общества в разных странах. Он призывал к международной солидарности рабочих, предупреждая рабочий класс, в частности немецких и французских рабочих, об опасности франко-прусской войны, которая может превратиться в грабительскую войну. Учредительный манифест 1-го Интернационала, вдохновленный духом Коммунистического манифеста, стал важным документом для борьбы и общей перспективы рабочего класса.

На всем пути 1-го Интернационала Маркс и Энгельс возглавляли теоретическую борьбу внутри него против мелкобуржуазных и других концепций, которые отдаляли рабочий класс от выполнения своей самостоятельной роли. Они боролись против оппортунизма, бакунизма, ласализма и английского синдикализма (тред-юнионизма).

Независимо от проблем идеологической неоднородности, а также от непринятия его организациями научного социализма, 1-й Интернационал способствовал усилению деятельности профсоюзов на национальном и международном уровне, развитию политического характера их деятельности. Дал толчок к осознанию необходимости создания рабочих политических партий. Его роспуск (1876г.) был результатом недостаточного выполнения своей роли в условиях новых требований, что стало очевидным и после поражения Парижской Коммуны (1871г.), в период, когда капитализм начал переходить в свою высшую и последнюю стадию - империалистическую.

 

2.2-й Интернационал был создан 14 июля 1889 года в Париже, через 100 лет после начала французской буржуазной революции и взятия Бастилии, в период быстрого роста и расширения мировой капиталистической системы, образования монополий и финансового капитал, а также стремительного развития рабочего движения. Его основу главным образом составляли партии, сформированные из старых федераций и групп 1-го Интернационала, на которые - несмотря на то, что марксизм стал доминирующим течением в рабочем движении – оказывали влияние реформистские, анархо-синдикалистские и другие оппортунистические силы. Большинство партий были организационно и идейно слабыми, и на них оказывалось давление с целью ограничить борьбу в рамках буржуазной законности.

В итоге доминирование реформизма в партиях 2-го Интернационала нашло объективную материальную поддержку в развитых капиталистических обществах Запада в той степени, в которой эксплуатация колоний позволила им пойти на уступки рабочему классу и сформировать широкий слой рабочей аристократии.

2-ой Интернационал не действовал как международный революционный центр, поскольку не было создано ни единого руководящего органа, ни совместной Программы, ни Устава, а также он не имел печатного органа, в то время как решения, принятые конгрессами, не были обязательными для каждой национальной партии.

2-ой Интернационал был распущен (1916 г.) из-за превалирования оппортунистического уклона, что привело к измене интересам рабочего класса в пользу буржуазии в Первой мировой империалистической войне.

Большинство лидеров 2-ого Интернационала перешли во враждебный империалистический лагерь, а  некоторые стали военными министрами. Их предательство не было громом среди ясного неба, а результатом реформистской линии и сотрудничества с буржуазией в мирное время и «защиты буржуазного отечества» в военное время. Реформизм породил социал-шовинизм. Ярким исключением были большевики в России во главе с В.И. Лениным, интернационалисты-спартаковцы в Германии (Карл Либкнехт, Роза Люксембург, Франц Меринг и др.) и некоторые балканские социалисты.

 

Коммунистический Интернационал с момента его создания до его самороспуска

3.Первая мировая империалистическая война ускорила процесс превращения социал-демократических партий в буржуазные контрреволюционные. Победоносная Октябрьская социалистическая революция в России в 1917 году подтвердила способность рабочего класса взять власть в свои руки революционным путём. Она вновь выдвинула на повестку дня необходимость создания единого мирового революционного центра с революционными принципами и организационной структурой на основе теории Маркса и Энгельса и опыта Октябрьской революции. Борьбу за создание этого центра возглавил Ленин. Он поднял вопрос об изменении программ рабочих партий, их переименовании в коммунистические партии и необходимости создания нового Интернационала. Коминтерн был основан в условиях подъёма революционного движения в Европе, который выражался главным образом в рабочих восстаниях в Финляндии (1918г.), Германии (1918-1923г.г.) и Венгрии (1919г.), а также в деятельности передовых рабочих по всему миру, в забастовках, демонстрациях и бойкотах перевозок боеприпасов во время империалистической интервенции 14 государств в революционную Россию. Коминтерн дал значительный импульс созданию коммунистических партий, несмотря на то, что они, одобряя его декларации, ещё не достигли идеологической и политической зрелости для создания научно-разработанной Программы и соответствующей стратегии.

 

4.В 1-ом Учредительном конгрессе Коминтерна приняли участие 52 делегата от 35 организаций из 31 страны Европы, Америки и Азии, в то  время  как некоторые делегаты не доехали до него, потому что были арестованы буржуазными правительствами. После создания Коминтерна на международном и национальном уровне был официально оформлен раскол, имевший место в ряде социал-демократических партий.

В платформе, принятой конгрессом, отмечалось: «Родилась новая эпоха. Эпоха разложения капитализма и его внутреннего распада. Эпоха коммунистической революции пролетариата...». Платформа Коминтерна провозглашала диктатуру пролетариата, противопоставляла её буржуазной демократии как форме диктатуры капитала, был принят Манифест к международному пролетариату.

В ноябре 1919 года в Берлине был создан Коммунистический интернационал молодёжи для объединения революционных сил молодёжи на основе общей линии Коминтерна и выдвижения на первый план требований об условиях образования, жизни, работы молодёжи и борьбы с милитаризмом.

В январе 1920 года была создана Балканская коммунистическая федерация (БКФ) как единый центр Балканских коммунистических партий, первым решением которой было присоединение к Коминтерну.

Коммунистический Интернационал должен был бороться с влиянием социал-демократии на рабочее движение. В конце войны буржуазные штабы и оппортунистические силы приспособились к новой ситуации, в результате чего в их пропаганде стал доминировать пацифизм вместо необходимости борьбы рабочего класса за завоевание власти. На этой основе был воссоздан  2-й Интернационал, а после создания 3-го Интернационала в течение нескольких лет действовал так называемый 2½ Интернационал, в котором объединилась так называемая «левая» социал-демократия. Обе эти организации продолжали оказывать влияние на рабочее движение, которым также помогали буржуазные правительства. Они боролись с Советской властью на международном уровне. В то же время 2-й и 2½ Интернационал объединились в Амстердамский интернационал профсоюзов, который был поддержан Международным бюро труда – органом империалистической Лиги наций – с целью проведения необходимых буржуазных реформ и продвижения классового сотрудничества.

 

5.На 2-ом конгрессе Коминтерна (Петроград и Москва, 6-25 июля 1920 г.) были приняты Тезисы и Устав. В Тезисах излагались вопросы прямой подготовки к диктатуре пролетариата, формирования в каждой стране единой компартии, усиления деятельности групп и партий, признающих диктатуру пролетариата, сочетание легальной и подпольной работы. В то же время отмечалось, что работа партий и групп «далеко ещё в недостаточной мере подвергнута той коренной переделке, тому коренному обновлению, которые необходимы для признания этой работы коммунистической и соответствующей задачам кануна пролетарской диктатуры».

Важным документом конгресса стало «21 условие» вступления в Коминтерн, которое предложил Ленин, критикуя оппортунистов и колеблющихся представителей на конгрессе, утверждавших, что большевизм является исключительно русским явлением. Он показал свою универсальную силу, которая не противоречила учёту каких-либо национальных особенностей. Самым важным из 21 условия была очистка партий от социал-демократических и других реформистских элементов, построение каждой партии и Коминтерна на основе демократического централизма, исключение тех, кто не согласен с тезисами Коминтерна, разоблачение пацифизма и социал-шовинизма и, следовательно, поддержки колониализма.

Ленин в своей важной работе «Детская болезнь «левизны» в коммунизме» выступал против сектантства, отвергавшего необходимость сочетания всех форм борьбы - парламентской и внепарламентской массовой борьбы. Однако необходимая борьба с этим уклоном была использована правым оппортунизмом для своего укрепления в рядах партий Коминтерна.

Наряду с работой 2-го (а позднее и 3-го) конгресса Коминтерна созывались международные женские конференции по специализированной работе среди женщин. В Москве работал Международный женский секретариат, главой которого была Клара Цеткин.

 

6.3-й Конгресс Коминтерна (Москва, 22 июня - 12 июля 1921 г.) попытался улучшить деятельность коммунистов среди политически незрелых рабочих масс, поскольку большинство рабочих, входящих в профсоюзы, оставалось в ловушке  социал-демократических партий, в то время как в некоторых продолжалась острая внутренняя идеологическая борьба, как например, в Германии и Италии.

Революционные восстания в Финляндии, Германии и Венгрии имели важное историческое значение. Однако факт заключается в том, что их поражение привело к неблагоприятному изменению соотношения сил. Одновременно стабилизировалась буржуазная власть, в результате чего вопрос «реформа или революция» стал ключевым элементом идеологической борьбы в рядах революционного рабочего движения. Также оказывалось давление со стороны мощной социал-демократии на профсоюзы, в которых коммунисты имели слабое присутствие в связи и с гонениями, вытеснением их с рабочих мест и общей реакционной пропагандой о «декоммунизации» профсоюзов.

3-й конгресс принял лозунг «К массам» и взял курс на создание Единого рабочего фронта, который помог бы в нереволюционных условиях совместной деятельности рабочих, подверженных влиянию различных политических и профсоюзных организаций.

Основная проблема заключалась в том, что в новых нереволюционных условиях, как показывает опыт, не были извлечены уроки из революционной борьбы Советов. Тогда, с февраля по октябрь 1917 года, для завоевания большинства в Советах был развернут мощный идеологический фронт против меньшевиков, оппортунистов, которые уже до 1917 года находились в меньшинстве в Российской социал-демократической рабочей партии (РСДРП).

В ходе 3-го конгресса Коминтерна (3 июля 1921 г.), в котором приняли участие 220 представителей профсоюзов со всего мира, был создан Красный интернационал профсоюзов (Профинтерн) с целью реорганизации рабочего и профсоюзного движения в направлении революционной борьбы. Профсоюзные организации, входившие в Профинтерн (либо напрямую, либо в качестве сочувствующих профсоюзов, либо в качестве движения меньшинства), насчитывали около 17 млн. членов. Профинтерн прекратил своё существование в конце 1937-х годов, но фактически он прекратил свою деятельность раньше, так как Красные профсоюзы начали объединяться с реформистскими профсоюзами в 1934 году в направлении формирования Народного фронта.

 

7. После 3-го конгресса политика Единого рабочего фронта и отношения с социал-демократией представляли собой поле идеологического противоборства в органах Коминтерна.

Некоторые коммунистические партии правильно истолковывали Единый рабочий фронт как борьбу за рост коммунистического влияния на рабочие массы и их разрыв с социал-демократией. Другие же толковали его как средство давления снизу для изменения линии руководства социал-демократических партий и достижения политического сотрудничества сверху. Такая трактовка была не оправдана.

В результате этой борьбы возобладало представление о сотрудничестве с социал-демократией и возможности участия коммунистов в буржуазных правительствах или их поддержки, которое нашло отражение в решении 4-го конгресса Коминтерна (Москва, 7 ноября - 3 декабря 1922 г.).Конгресс принял решение о возможности участия коммунистов в рабоче-крестьянском или рабочем правительстве, которое ещё не было бы диктатурой пролетариата, несмотря на то, что он не считал эти правительства исторически неизбежной отправной точкой для диктатуры пролетариата.

 

8.5-й конгресс Коминтерна (Москва, 17 июня - 8 июля 1924 г.) пришёл к выводу о том, что лозунг «рабоче-крестьянское правительство» сопоставим с диктатурой пролетариата, а также особое внимание уделял большевизации коммунистических партий, что означало их развитие на основе ленинских принципов партии нового типа.

Впоследствии Коминтерн из-за противоречивого курса чередования своего отношения к социал-демократии постепенно ослабил фронт против неё, несмотря на то, что последняя явно сформировалась как контрреволюционная политическая сила буржуазной власти. Также в рядах партий Коминтерна усиливались правые оппортунистические позиции.

 

9.Обсуждение Программы Коминтерна, начавшееся на 3-м конгрессе (1921 г.), завершилось на 6-м конгрессе (Москва, 15 июля - 1 сентября 1928 г.).

В Программе правильно  показан ленинский анализ того, что «неравномерность экономического и политического развития есть безусловный закон капитализма» и «отсюда следует, что возможна победа социализма первоначально в немногих и даже в одной, отдельно взятой, капиталистической стране». Однако она определила три основных типа революций в борьбе за мировую диктатуру пролетариата на основе положения каждой капиталистической страны в международной империалистической системе: 1. Страны высокого капитализма, в которых был возможен прямой переход к диктатуре пролетариата. 2. Страны со средним уровнем развития капитализма с ещё не завершёнными буржуазно-демократическими преобразованиями, в которых считался возможным процесс более или менее быстрого перерастания буржуазно-демократической революции в революцию социалистическую. 3. Колониальные или полуколониальные страны, в которых переход к диктатуре пролетариата возможен в результате целого периода перерастания буржуазно-демократической революции в революцию социалистическую.

Недооценивались международный характер эпохи монополистического капитализма и обострение основного противоречия между капиталом и трудом. Более того, анализ Коминтерна не ориентировался на объективный факт, что неравномерность развития капиталистических экономик и неравноправные отношения между государствами не могут быть упразднены на почве капитализма. В конечном счёте характер революции в каждой капиталистической стране объективно определяется основным противоречием, которое требуется разрешить независимо от относительного изменения положения каждой страны в международной империалистической системе. Из обострения основного противоречия между капиталом и трудом в каждой капиталистической стране в эпоху монополистического капитализма вытекают социалистический характер и задачи революции.

Был недооценён характер эпохи как эпохи перехода от капитализма к социализму и возможность социалистических производственных отношений дать большой толчок развитию производительных сил, как было продемонстрировано в Советском Союзе.

Империализм ошибочно считался формой насильственной внешней политики некоторых самых мощных государств, тогда как в империалистическую систему входили десятки стран (монополистический капитализм сложился как в Китае, так и в Бразилии).

В то же время их характеристика в качестве зависимых не учитывала переплетения интересов иностранной и местной буржуазии.

Другая основная проблема заключалась в том, что считалось, что в революционный процесс включились мощные буржуазные социальные и политические силы, которые уже находились у власти, как например, в Турции, а также буржуазные классы Марокко, Сирии и т.д.

6-ой программный конгресс Коминтерна справедливо подчёркивал, что «война неразрывна с капитализмом, а отсюда следует, что “уничтожить” войну можно только путём уничтожения капитализма». Призывал рабочих «к превращению войны», которая грозила разразиться между империалистическими государствами «в гражданскую войну пролетариата против буржуазии. За диктатуру пролетариата и социализм».

Что касается природы фашизма, он считал его формой буржуазной империалистической реакции в особых исторических условиях «чтобы обеспечить себе большую устойчивость (…) буржуазия все более вынуждается переходить от парламентской системы к (…) фашистскому методу.

Говоря о социал-демократии, отмечал, что она: «в моменты наиболее для капитализма критические нередко играет фашистскую роль. В ходе развития она обнаруживает фашистские тенденции». Приведённая выше оценка была неверной. Реальность такова, что перед лицом социалистической революции социал-демократия в отдельных случаях действовала как пожарный во время кризиса либеральных буржуазных правительств и давала почву для их чередования с фашистскими правительствами.

 

10.Перед 7-м конгрессом Коминтерна (Москва, 25 июля - 21 августа 1935 г.) компартии Франции и Испании с согласия Исполнительного комитета Коминтерна адресовали призыв к сотрудничеству с социал-демократическими партиями. В итоге в этих странах в 1936 году были сформированы народные фронты как политическое сотрудничество между коммунистическими партиями и социал-демократическими и другими буржуазными партиями и оппортунистическими течениями, которые принимали участие или поддерживали правительства, не ставящие под сомнение капиталистическую власть.

7-ой конгресс охарактеризовал грядущую Вторую мировую войну как империалистическую, но в то же время он отдавал приоритет политике создания антифашистского фронта. Причём он определил, что появление антифашистского правительства является формой перехода к рабочей власти.

Оценка 6-ым конгрессом сущности фашизма была заменена тезисом о том, что он является «открытой террористической диктатурой наиболее реакционных, наиболее шовинистических, наиболее империалистических элементов финансового капитала». Была сделана неверная оценка о том, что внутри социал-демократических партий шел «курс на революционизирование», который приводил «к объединению социал-демократических партий или отдельных организаций с коммунистическими партиями» при условии признания первыми необходимости революционного свержения господства буржуазии, при условии осуществления единства действий компартий, при условии построения партии на основе демократического централизма. Тот факт, что на 7-ом конгрессе были поставлены вышеизложенные условия, не отменял главного: что именно так создавались иллюзии и дух примирения, путаницы и ослабления идейно-политического фронта против социал-демократии и оппортунизма.

После вторжения фашистской Германии в СССР Коминтерн изменил позицию относительно характера войны, определив ее как антифашистскую и заявив, что «...основной удар теперь направляется против фашизма»..........«мы не будем на этом этапе призывать ни к свержению капитализма в отдельных странах, ни к мировой революции (...) в этой борьбе мы не должны отталкивать ту часть мелкой буржуазии, интеллигенции, и крестьянства, которые честно стоят за это национально-освободительное движение. Наоборот, нужно завоевать их в качестве союзников и коммунистам включиться в это движение в качестве руководящего элемента...»

Такая позиция недооценивала того, что характер войны определяется тем, какой класс и с какой целью он ведёт войну, независимо от того, была ли она первоначально и в конкретный момент оборонительной или наступательной. Борьба против фашизма и освобождение от иностранной оккупации, за демократические права и свободы была отделена от борьбы против капитала.

Противоречия в рядах Коминтерна относительно характера Второй мировой войны происходили также под влиянием стремлений внешней политики СССР и его попытки защитить себя от империалистической войны. Однако в любом случае потребности внешней политики социалистического государства не могут заменить необходимость революционной стратегии для каждой капиталистической страны. В конечном счёте окончательная гарантия социалистического государства зависит от мировой победы социализма или его преобладания в мощной группе стран, а, следовательно, от борьбы за революцию в каждой стране.

 

11.15 мая 1943 года, в разгар империалистической войны, по предложению Президиума было принято решение о самороспуске Коминтерна, которое одобрили все компартии. Это было обосновано тем, что он выполнил свою историческую миссию как интернациональная форма единства коммунистического движения.

В решении о его роспуске отмечалось, что уже  7-ой конгресс подчёркивал необходимость для Исполнительного Комитета Коминтерна при решении всех вопросов рабочего  движения  «исходить из конкретных условий и особенностей каждой страны и избегать, как правило, непосредственного вмешательства во внутриорганизационные дела коммунистических партий». Также отмечал: «учитывая рост и политическую зрелость коммунистических партий и их руководящих кадров, а также имея в виду, что за время нынешней войны ряд секций возбуждал вопрос о роспуске Коммунистического Интернационала,  как руководящего центра международного коммунистического движения, Президиум Исполкома Коммунистического Интернационала, не имея возможности в условиях мировой войны созвать Конгресс Коммунистического Интернационала, позволяет себе внести на утверждение секций Коммунистического Интернационала следующее предложение: Коммунистический Интернационал (...) распустить».

И.В. Сталин, обосновывая самороспуск Коминтерна, отмечал, среди прочего, что «он разоблачает ложь гитлеровцев о том, что «Москва» якобы намерена вмешиваться в жизнь других государств и «большевизировать» их».

Решение о роспуске Коминтерна вступало в полное противоречие с принципами, служащими его созданию. Противоречило духу и букве Коммунистического Манифеста, принципам Пролетарского Интернационализма, необходимости в любых условиях существования единой революционной стратегии коммунистических партий против международного империализма.

Другим делом является исследование организационной формы единства международного коммунистического движения, способ его работы и, безусловно, всегда при условии формирования единой революционной стратегии.

 

12.После Второй мировой войны появилась настоятельная необходимость единой деятельности международного коммунистического движения против единого международного контрнаступления империализма. Его выражением стало создание  в Шклярской Порембе  (Польша) (22-28 сентября 1947 г.)  Информационного бюро (Коминформ) из представителей 9 коммунистических и рабочих партий (СССР, Югославии, Румынии, Болгарии, Польши, Чехословакии, Венгрии, Франции и Италии).

Учредительное совещание поставило перед собой задачу обмена информацией и координации деятельности. В действительности Информационное бюро играло ведущую роль в международном коммунистическом движении, хотя оно никоим образом не могло восполнить необходимость создания нового Коммунистического Интернационала. Оно было распущено в 1956 году в результате правого оппортунистического поворота (после 20-го съезда КПСС) и кризиса международного коммунистического движения.

Новыми, более рыхлыми формами координации деятельности международного коммунистического движения стали впоследствии международные конференции коммунистических и рабочих партий, которые не создали условий для формирования единой революционной стратегии по отношению к международной империалистической системе.

 

КПГ и Коммунистический Интернационал

13.До создания Коминтерна Социалистическая рабочая партия Греции (СРПГ, затем КПГ) провозгласила на своём Учредительном съезде (17-23 ноября 1918 г.), что, «объявляет себя частью Интернационала, объединяясь и скрепляясь с партиями всех стран мира, борющимися за свержение международного капитализма и победу международного социализма».

Первый Национальный Совет СРПГ (31 мая - 5 июня 1919 г.) отрешился от оппортунистической линии 2-го Интернационала и поручил ЦК начать подготовку к вступлению партии в Коммунистический Интернационал.

В январе 1920 года в создании Балканской коммунистической федерации (БКФ) участвовал представитель СРПГ Димостенис Лигдопулос.

2-й съезд СРПГ (18-25 апреля 1920 г.) принял решение присоединиться к Коминтерну, приняв его принципы и резолюции. Он также постановил внести в название партии термин «коммунистическая» - факт, который отражал новые разработки стратегии партии и был связан с намерением присоединиться к Коминтерну.

Последовал период внутрипартийной борьбы с силами правого уклона в партии и  теми,  кто оспаривал революционную стратегию Коминтерна во имя «национальных особенностей».

В итоге 3-й внеочередной съезд СРПГ (26 ноября - 3 декабря 1924 г.) высказал полное одобрение решениям Коминтерна и БКФ, а также решению о переименовании партии в Коммунистическую партию Греции (Греческая секция Коммунистического Интернационала).

КПГ получила большую помощь от Коминтерна. В то же время её идейно-политическая зрелость неизбежно была связана с развитием международного коммунистического движения, поскольку Коминтерн являлся мировой партией.

Постоянные изменения в линии Коминтерна (например, в отношении содержания рабоче-крестьянского правительства), проблематичность его основных позиций и разработок (например, его стратегия «левосторонней демократии» и классификация стран на 6-м конгрессе) оказали негативное влияние на формирование её стратегии.

Любая критика Коминтерна является частью самокритики КПГ, она не перечёркивает историю и его вклад, не отменяет ответственности каждой партии – его секции перед рабочим и народным движением своей страны и в мире.

 

14.На заседании ЦК КПГ 2 июня 1943 года было одобрено решение Президиума Исполнительного комитета Коминтерна о его роспуске. Решение ЦК гласило: «роспуск (...)является сегодня единственным приемлемым действием правильной марксистской политики». А также, что «решение Коммунистического Интернационала является логическим следствием и развитием линии, которая была определена на 7-ом конгрессе Коминтерна», и «роспуск устраняет все препятствия для укрепления национальной борьбы».Позже на 7-м съезде КПГ (1-6 октября 1945 г.) была принята резолюция о «международном политическом единстве рабочего класса».В резолюции выражалось «желание как можно скорее объединить все рабочие партии мира, которые верят в социализм, независимо от оттенков, в новую, единую международную политическую организацию рабочего класса». По сути,  она рассматривала вопрос на основе сотрудничества компартий с социал-демократическими партиями в Интернационале.

 

15.Для КПГ вопрос всесторонней оценки стратегии, пути и самороспуска Коминтерна остаётся открытым для дальнейшего изучения. Важным фактором для продолжения исследования является сбор необходимых источников, касающихся дискуссий в органах Коминтерна, органах ВКП(б), двухсторонних обсуждений партий, представленных в Исполнительном комитете Коминтерна.

Необходимость международной организации революционного рабочего движения вытекает из международного характера классовой борьбы. Вопрос об идеологическом единстве и революционной стратегии является задачей каждой компартии, а степень её продвижения является и сегодня большим вопросом.

20-ый съезд КПГ (30 марта - 2 апреля 2017 г.) подтвердил, что «реорганизация и развитие международного коммунистического движения является постоянной, неизменной задачей нашей партии», которая « исходит из глобального характера классовой борьбы». Что «Международное коммунистическое движение находится в стадии отступления, оказывается не в состоянии ответить на нападки классового противника, которые ведутся не только посредством репрессивных мер, но и идейно-политических средств, влияния оппортунизма». КПГ разрабатывает инициативы по формированию условий, которые дадут импульс для принятия общей стратегии коммунистических партий через различные целесообразные формы, как например, Европейская коммунистическая инициатива, «Международный коммунистический обзор», в то время как целью нашей партии остаётся создание марксистско-ленинского полюса в международном коммунистическом движении.

КПГ знает, что «процесс революционной реорганизации будет медленным, мучительным, уязвимым, он будет опираться на способность компартий крепнуть в своей стране идеологически, политически и организационно, преодолевая ошибочные позиции, которые доминировали в международном коммунистическом движении в предыдущие десятилетия и воспроизводятся в различных формах в настоящее время. Закладывая прочные основы в рабочем классе, в отраслях экономики, имеющих стратегическое значение, повышая участие в рабочем, народном движении», укрепит каждую компартию, соединит революционную деятельность с революционной теорией.

 

По-прежнему остаётся актуальным лозунг «Коммунистического манифеста»: «Пролетарии всех стран, соединяйтесь!»

100e anniversaire de l’Internationale communiste

Déclaration du Comité central du KKE


Le CC du KKE célèbre le 100e anniversaire de la création de l'Internationale communiste (IC) (2-6 mars 1919). Il reconnaît sa contribution au mouvement ouvrier et communiste international, tout en soulignant la nécessité de tirer des leçons de l'expérience accumulée de son action.

L’IC, fruit de la victoire de la révolution socialiste d'octobre en Russie (1917), est venu pour répondre au besoin de coordination et d'unité du mouvement ouvrier révolutionnaire international.

La contribution de l’IC au soutien et à la fortification des Partis communistes à l'échelle mondiale, sa solidarité internationaliste désintéressée avec les peuples opprimésen lutte, étaient importantes, la formation des « Brigades internationales »aux côtés de l'Armée démocratique d'Espagne (1936 - 1938) en constituant un exemple.

Son assistance multiforme aux militants persécutés partout dans le monde, son activité éditoriale-éducative, l'organisation d'écoles de formation de cadres avec la théorie révolutionnaire du marxisme-léninisme, le fonctionnement de réseaux d'information politique et d'information journalistique constituent quelques aspects de l'action de l’IC.

Les problèmes et les contradictions de la stratégie de l’IC, qui ont affecté négativement tous les Partis communistes qui étaient ses membres, n’annulent pas sa contribution au Mouvement communiste international.

L'héritage de l’IC, l'étude de son expérience, est aujourd'hui précieux pour la reconstruction du Mouvement communiste international,pour la formation d’une stratégie révolutionnaire unique contre le pouvoir capitaliste.

A. De la 1e Internationale à la 3e Internationale (communiste)

1. Carl Marx et Friedrich Engels, depuis l'époque des révolutions bourgeoises, ont souligné le rôle historique de la classe ouvrière en tant que « fossoyeur  du capitalisme » et la nature internationaliste de sa lutte. Ils ont établi scientifiquement la nécessité et la possibilité de la révolution communiste ouvrière et ont posé comme condition préalable à sa victoire l'organisation internationale du mouvement révolutionnaire. Ils ont traité de la question de la corrélation entre la lutte de la classe ouvrière pour la conquête du pouvoir et la guerre entre les États bourgeois pour la distribution des marchés et des sources de matières premières.

Marx et Engels ont joué un rôle de premier plan dans la fondation de l'Union internationale des travailleurs (1e Internationale), créée le 28 septembre 1864 par des syndicats ouvriers, des sociétés d’aide mutuelle, des groupes politiques et culturels, des organisations conspiratrices. La 1e Internationale a été créée en tant qu'organisation internationale avec des sections et des pôles dans les différents pays. Elle a appelé à la solidarité internationale des travailleurs, avertissant la classe ouvrière, en particulier les travailleurs allemands et français, du danger d’une guerre franco-allemande qui pourrait se transformer en guerre d’annexion. La Déclaration de fondation de la 1e Internationale, inspirée du Manifeste communiste, constituait un document important dans les luttes et la vision générale de la classe ouvrière.

Tout au long de la 1e Internationale, Marx et Engels ont joué un rôle de premier plan dans la lutte théorique au sein de celle-ci, contre les perceptions petite-bourgeoises et autres empêchant la classe ouvrière d'exercer son rôle indépendant. Ils ont lutté contre l'opportunisme, lebakuninisme, le lassalisme et le syndicalisme anglais (trade-unionism).

Indépendamment des problèmes d’hétérogénéité idéologique, puisque ses Organisations n’avaient pas adopté le socialisme scientifique, la 1e Internationale a contribué au renforcement de l’action syndicale aux niveaux national et international, au développement de la nature politique de leur activité. Elle a contribué à la prise de conscience de la nécessité de créer des partis politiques ouvriers. Sa dissolution (1876) était le résultat de son incapacité à remplir son rôle dans des conditions de nouvelles demandes, devenue évidente aussi après la défaite de la Commune de Paris (1871), à une époque où le capitalisme entrait dans son dernier stadesuprême, l'impérialiste.

2. La 2e Internationale s'est formée le 14 juillet 1889 à Paris, cent ans après le déclenchement de la Révolution française et la chute de la Bastille, dans une période d'expansion rapide du système capitaliste mondial, avec la formation des monopoles et du capital financier, ainsi quede développement rapide du mouvement ouvrier. Elle reposait principalement sur des partis formés par les fédérations et groupes anciennes de la 1e Internationale sur lesquels les forces réformistes, anarcho-syndicalistes et autres opportunistes exerçaient de l'influence, malgré le fait que le marxisme était devenu un courant dominant dans le mouvement ouvrier. La plupart des partis étaient faibles du point de vue organisationnel et idéologique-politique et étaient sous pression pour limiter la lutte dans le cadre de la légitimité bourgeoise.

En fin de compte, la domination du réformisme dans les partis de la 2e Internationale avait des piliers objectifs matériels dans les sociétés capitalistes développées de l’Ouest, dans la mesure où l’exploitation des colonies leur permettait de faire des concessions à la classe ouvrière et de former une aristocratie ouvrière élargie.

La 2e Internationale ne fonctionnait pas en tant que centre révolutionnaire international, car elle n’avait pas formé un organe directeur unique, elle n’avait pas élaboréduProgramme et duStatut communs, elle n’avait pas publié un organe journalistique,alors que les Décisions de sesCongrèsn'avaient aucun caractère contraignant pour chaque parti national.

La 2e Internationale a été dissoute (1916) à cause de la domination de la déviation opportuniste, ce qui a conduit à la trahison des intérêts de la classe ouvrière en faveur de la bourgeoisie lors de la première Guerre mondiale impérialiste.

La plupart des dirigeants de la 2e Internationale se sont retrouvésdans des camps impérialistes rivaux, certains ont devenu même ministres de la Guerre. Leur trahison n’avait pas tombée du ciel, c’était le résultat de la ligne réformiste et de la coopération avec la bourgeoisie en temps de paix et de « la défense de la patrie bourgeoise » en temps de guerre. Le réformisme a donné naissance au social-chauvinisme. Les bolcheviks de Russie, sous la direction de Vladimir Lénine, les Internationalistes – Spartakistes en Allemagne (Carl Liebknecht, Rosa Luxemburg, Franz Mering, etc.) et certains socialistes des Balkans étaient une exception flagrante.

3. La première Guerre mondiale impérialiste a accéléré le processus de transformation des partis sociaux-démocrates en partis bourgeoiscontre-révolutionnaires. La Révolution socialiste victorieuse d'octobre en Russie en 1917 a confirmé la capacité de la classe ouvrière à prendre le pouvoir de manière révolutionnaire. Elle a de nouveau mis à l'ordre du jour la nécessité de créer un centre révolutionnaire mondial unique doté de principes révolutionnaires et d'une structure organisationnelle, fondé sur la théorie de Marx-Engels et l'expérience de la révolution d'octobre. Lénine a joué un rôle de premier plan dans la lutte pour la création de ce centre. Il a soulevé la question du changement des programmes des partis ouvriers, du changement de leur nom en Partis communistes, et de la nécessité de créer une nouvelle Internationale.

L’IC a été créée dans le contexte de la montée du mouvement révolutionnaire en Europe, exprimé surtout par les soulèvements ouvriers en Finlande (1918), en Allemagne (1918-1923) et en Hongrie (1919), ainsi que par l'action des travailleurs pionniers du monde entier, par des grèves, des manifestations et des boycotts du transport de munitions au cours de l'intervention impérialiste de 14 États dans la Russie révolutionnaire. L’IC a donné une impulsion significative à la création de Partis communistes, indépendamment du fait que ceux-ci, tout en adoptant ses proclamations, n’avaient pas encore acquis la maturité idéologique et politique pour formuler un programme scientifiquement élaboré et une stratégie correspondante.

4. Au 1er Congrès fondateur de l’IC ont pris part 52 représentants de 35 Organisations de 31 pays d'Europe, d'Amérique et d'Asie, alors que certains délégués ne sont pas arrivés au Congrès parce qu'ils ont été arrêtés par les gouvernements bourgeois. Avec la création de l’IC, la scission des certains partis sociaux-démocrates, a été officialisée aux niveaux international et national.

La déclaration du Congrès estimait: « Une nouvelle ère a commencé! C'est l'ère de l'effondrement du capitalisme et de sa désintégration interne. L'ère de la révolution communiste prolétarienne ... ». La  déclaration de programme de l’IC proclamait la dictature du prolétariat, s’était opposé à la démocratie bourgeoise en tant que forme de la dictature du capital et avaitformuléun Manifeste adressé au prolétariat international.

En novembre 1919, l'Internationale de la jeunesse communiste a été créée en Berlin pour unir les forces révolutionnaires de la jeunesse, sur la base de l’orientation générale de l’IC,mettant en avant des revendications relatives aux conditions de l'éducation, de la vie, du travail de la jeunesse, et la lutte contre le militarisme.

En janvier 1920, la Fédération communiste balkanique  (FCB) a été créée en tant que centre unique desPartis communistes des Balkans, dont la première Décision était de rejoindre l’IC.

L'Internationale communiste devait lutter contre l’influence de la social-démocratie sur le mouvement ouvrier. À la fin de la guerre, le personnel bourgeois et les forces opportunistes se sont adaptés, ce qui se traduisait par la dominationdu pacifisme dans leur propagande, contrairement à la nécessité pour la classe ouvrière de lutter pour la conquêtedu pouvoir. Sur cette base, la 2e Internationale a été reconstruite et, après la création de la 3e Internationale, la soi-disant 2e ½ Internationalea fonctionné pendant quelques années, au sein de laquelle la soi-disant social-démocratie « de gauche » se regroupait. Ces deux organisations ont continué d'influencer le mouvement ouvrier, aidées également par les gouvernements bourgeois. Au niveau international, ils ont combattu le pouvoir soviétique. Dans le même temps, la 2e et la2e ½ Internationale se sont regroupéesau sein de l’Internationale syndicale d'Amsterdam, soutenue par le Bureau international du Travail, un organe de la Société des Nations impérialiste, ayant pour but de promouvoir les adaptations bourgeois nécessaires et la collaboration de classe.

5. Le 2e Congrès de l’IC (Petrograd et Moscou, 6-25 juillet 1920) a adopté desPositions et du Statut. Les Positions posaient les questions de la préparation directe à la dictature prolétarienne, la formation dans chaque pays d'un PC unique, le renforcement de l’activité des groupes et des partis qui reconnaissaient la dictature du prolétariat, la combinaison du travail légal et illégal. Dans le même temps, ils ont estimé que l'action des partis et des groupes « est loin d'avoir subi cette modification fondamentale, ce renouvellement radical, qui est nécessaire, pour qu'on en reconnaisse l'action comme étant bien communiste et comme correspondant aux tâches de la veille de la dictature prolétarienne ».

Un document de grande importancedu Congrès était le texte avec les 21 conditions d'admission à l’IC, suggérées par Lénine critiquant les opportunistes et les représentants oscillants du Congrès, qui affirmaient que le bolchevisme était un phénomène exclusivement russe. Il a montré l’universalisation du bolchevisme, qui n’allait pasà l’encontre de spécificités nationales. Desconditions fondamentales étaient l’élimination des éléments sociaux-démocrates et réformistes des partis, l’acceptation du principe de la centralisation démocratique au sein de chaque parti et de l’IC, la suspension de ceux qui étaient en désaccord avec les positions de l’IC, la condamnation du pacifisme et du social-chauvinismeet donc du colonialisme.

Lénine, avec son œuvre important « La maladie infantile du communisme (le gauchisme) », a combattu le sectarisme qui rejetait la nécessité de combiner toutes les formes de lutte, la lutte parlementaire et la lutte de masse extraparlementaire. Cependant, l'opportunisme de droite a exploité la lutte nécessaire contre cette forme de déviation pour se renforcer dans les lignes des partis de l’IC.

Parallèlement aux travaux du 2e (et depuis du3e) Congrèsde l’IC, des Conférences internationales de femmes représentantes ont été convoquées, pour le travail spécial parmi les femmes. Ayant son siège à Moscou, le Secrétariat international desFemmesa été mis en place, dirigé par Clara Ceckin.

6. Le 3e Congrès de l’IC (Moscou, 22 juin - 12 juillet 1921) a tenté d'améliorer l'action des communistes parmi des forces ouvriers politiquement immatures, la majorité des travailleurs syndiqués demeurant piégés dans les partis sociaux-démocrates, tandis qu’au sein de certains le conflit idéologique aigu continuait, comme en Allemagne et en Italie.

Les soulèvements révolutionnaires en Finlande, en Allemagne et en Hongrie étaient des étapes historiques de grande importance. Cependant, le fait qu'ils n’étaient pas victorieux a conduit à un changement défavorable de la corrélation des forces. Dans le même temps, le pouvoir bourgeois s'est stabilisé; comme résultat, la question de « réforme ou révolution »est devenue un élément clé de la lutte idéologique au sein du mouvement ouvrier révolutionnaire. De plus, il faut prendre en compte la pression exercée par la forte influence de la social-démocratie sur les syndicats, où les communistes avaient une faible présence,également  à cause des persécutions, de leur exclusion des lieux de travail et d'une propagande réactionnaire généralisée en faveur de l’« élimination du communisme » des syndicats.

Le 3e Congrès a lancé le slogan « Parmi les masses » et la ligne du « Front ouvrier unique » qui aideraient, dans des conditions non révolutionnaires, l'action commune des travailleurs influencés par les différentes organisations politiques et syndicales.

Le problème le plus fondamental était que dans les nouvelles conditions non révolutionnaires les leçons tirées de la ligne de lutte révolutionnaire dans les Soviets, n’étaient pas exploitées, en tant qu’expérience. Alors, de février à octobre 1917, afin d’obtenir la majorité au seindes Soviets, un puissant front idéologique avait été formé contre les mencheviks, des opportunistes qui avaient déjà été mis en minorité dans le Parti ouvrier social-démocrate de Russie (CSSR) avant 1917.

Lors du 3e Congrès de l’IC, l’Internationale syndicale rouge (Profintern) a été fondé (3 juillet 1921), avec la participation de 220 représentants syndicaux du monde entier, dans le but de reconstruire le mouvement syndical ouvrier avec une orientation de lutte révolutionnaire. Les syndicats qui ont adhéré au Profintern (soit directement, soit en tant que syndicats sympathisants, soit en tant que mouvements minoritaires) comptaient environ 17 000 000 membres. Profintern a cessé son action à la fin de l’année 1937, mais pratiquement il a cessé de fonctionner plus tôt, car les Syndicats rouges ont commencé à fusionner avec les réformistes depuis 1934, en vue de former les Fronts populaires.

7. Après le 3e Congrès, la politique du « Front ouvrier unique »  et les relations avec la social-démocratie ont fait l’objet d’une lutte idéologique dans les organes de l’IC.

Certains partis communistes ont correctement interprété le « Front ouvrier unique » comme une lutte pour le développement de l'influence communiste dans les masses ouvrières et leur détachement de la social-démocratie. Dans d’autres cas, il était défini comme moyen de pression d’en bas pour changer la ligne de la direction des partis sociaux-démocrates et pour instaurer une coopération politique d’en haut. Cette interprétation n'était pas justifiée.

La lutte a abouti à la prédominance du concept promouvant la coopération avec la social-démocratie et la non-exclusion de la participation ou du soutien des communistes aux gouvernements bourgeois, adopté dans la Décision du 4e Congrès de l’IC (Moscou, 7 novembre - 3 décembre 1922). Le Congrès a accepté la possibilité que les communistes participent soit à un gouvernement ouvrier-paysan, soit à un gouvernement ouvrier, qui ne serait pas encore une dictature du prolétariat, même s’il ne considérait pas ces gouvernements comme un point de départ historique inévitable pour la dictature du prolétariat.

8. Le 5e Congrès de l’IC (Moscou, 17 juin - 8 juillet 1924) a conclu que le slogan « gouvernement ouvrier-paysan» était essentiellement identique à la dictature du prolétariat, en accordant une attention particulière à la bolchévisation des Partis communistes, ce qui signifiait leur développement sur la base des principes léninistes du Parti de nouveau type.

Ensuite, l’IC, après avoir changé plusieurs fois de façon contradictoire son attitude envers la social-démocratie, a progressivement affaibli son front à l’égard de celle-ci, malgré le fait que cette dernière avait été clairement établie en tant qu’une force politique contre-révolutionnaire du pouvoir bourgeois. Ainsi, les positions opportunistes de droite ont été renforcées au sein des Partis de l’IC.

9. La discussion sur le Programme de l’IC, commencée au 3e Congrès (1921) s’est achevée au 6e Congrès (Moscou, 15 juillet - 1er septembre 1928).

Le Programme a justement mis en avant l'analyse léniniste que « l’inégalité  du développement économique et politique est une loi absolue du capitalisme » et qu'il « s’ensuit que la victoire du socialisme est possible au début dans un petit nombre de pays capitalistes ou même dans un seul pays capitaliste pris à part ». Cependant, il a défini trois types de révolutions fondamentaux dans la lutte pour la dictature mondiale du prolétariat, ayant comme critère la position de chaque pays capitaliste dans le système impérialiste international: 1. Les pays du capitalisme développé, dans lesquels il était possible de passer directement à la dictature du prolétariat; 2. Les pays avec un niveau moyen de développement capitaliste, dans lesquels la transformation démocratique bourgeoise n'est pas achevée, où un passage plus ou moins rapide de la révolution démocratique bourgeoise à une révolution socialiste était considéré comme possible; 3. Le pays coloniaux ou semi-coloniaux dans lesquels le passage à la dictature du prolétariat nécessitait une période entière pour transformer la révolution démocratique bourgeoise en une révolution socialiste.

Le caractère international de l'ère du capitalisme monopoliste et l’aiguisement de la contradiction fondamentale entre le capital et le travail ont été sous-estimés. En outre, l'analyse de l’IC ne prenait pas en compte le fait objectif que le développement inégal des économies capitalistes et les relations inégales entre les États ne peuvent être abolis dans le cadre du capitalisme. En fin de compte, le caractère de la révolution dans chaque pays capitaliste est déterminé objectivement par la contradiction fondamentale qu’elle doit résoudre, indépendamment du changement relatif de la position de chaque pays dans le système impérialiste international. Le caractère socialiste et les tâches de la révolution résultent de l’aiguisement de la contradiction fondamentale entre le capital et le travail dans chaque pays capitaliste, à l'ère du capitalisme monopoliste.

Le caractère de l’époque en tant qu’époque de transition du capitalisme au socialisme a été sous-estimé, ainsi que la capacité des relations de production socialistes à donner une grande impulsion, à libérer le développement des forces productives, comme cela a été démontré dans l'Union soviétique.

L'impérialisme était erronément interprété comme une forme de politique étrangère violente des plus puissants États, lorsque dans le système impérialiste il y avait des dizaines de pays (le capitalisme monopoliste s'était formé en Chine, ainsi qu’au Brésil). En même temps, leur qualification en tant que pays dépendantes ne tenait pas compte de l'interaction des intérêts entre la bourgeoisie étrangère et la bourgeoisie locale.

Un autre problème fondamental était que de puissantes forces bourgeoises politiques et sociales étaient incluses dans le processus révolutionnaire, des forces qui étaient déjà au pouvoir, comme en Turquie, ainsi que les classes bourgeoises du Maroc, de la Syrie, etc.

Le 6e Congrès programmatique de l’IC a souligné à juste titre que « la guerre et le capitalisme  sont inséparables». Il ressort de cette déclaration que « l'abolition de la guerre n'est possible qu'avec l'abolition du capitalisme ». Il a appelé les travailleurs à « transformer la guerre », qui risquait d’éclater parmi les États impérialistes, « dans une guerre civile des prolétaires contre la classe bourgeoise afin d'établir la dictature du prolétariat et le socialisme ».

Quant à la nature du fascisme, il a estimé qu’il s’agissait d’une forme de réaction capitaliste impérialiste dans des circonstances historiques particulières, « pour assurer une plus grande stabilité ... le capitalisme est de plus en plus forcée de passer du système parlementaire à (...) la méthode fasciste ».

Concernant la social-démocratie, il a apprécié: « Au moment le plus crucial pour le capitalisme, elle joue souvent un rôle fasciste. Au cours de son développement, la social-démocratie manifeste des tendances fascistes ». L'évaluation ci-dessus n'était pas correcte. La réalité est qu’à l’égard de la révolution socialiste, la social-démocratie jouait brièvement un rôle de pompier dans la crise des gouvernements bourgeois libéraux et laissait du terrain à des gouvernements fascistes.

10. Avant le 7e Congrès de l’IC (Moscou, 25 juillet - 21 août 1935), les PC français et espagnol, en accord avec le Comité exécutif de l’IC, avaient appelé à une coopération avec les partis sociaux-démocrates. Enfin, les Fronts populaires dans ces pays ont été formés en 1936 en tant que coopération politique entre les partis communistes et les partis sociaux-démocrates et autres partis bourgeois et mouvements opportunistes. Ils ont soutenu ou ont pris part à des gouvernements qui ne contestaient pas le pouvoir capitaliste.

Le 7e Congrès a qualifié la seconde Guerre mondiale qui s’approchait en tant qu’impérialiste, mais il a également donné la priorité à la politique de mise en place d'un front antifasciste. En effet, il a déterminé que l’émergence d’un gouvernement antifasciste était une forme de transition vers le pouvoir ouvrier.

L'évaluation du caractère du fascisme par le 6e Congrès a été remplacée par la position selon laquelle il s'agissait d'une « dictature terroriste ouverte des éléments les plus réactifs, les plus chauvins et les plus impérialistes du capital financier ». L’évaluation problématique selon laquelle au sein des partis sociaux-démocrates se présentaient une « voie révolutionnaire » était adoptée, qui concluait à la nécessité de « fusionner les partis communistes et socialistes », à condition que ces derniers reconnaissent le renversement révolutionnaire de la souveraineté bourgeoise, l'unité d'action avec les partis communistes, le fonctionnement d'un nouveau parti basé sur la centralisation démocratique. Le fait que le 7e Congrès avait posé les conditions ci-dessus n’annule pas l’essence: qu’ainsi étaient créés des illusions et un esprit de réconciliation, de confusion et d’atténuation du front idéologique-politique contre la social-démocratie et l’opportunisme.

Après l'invasion de l'Allemagne fasciste en URSS, l’IC a changé sa position sur le caractère de la guerre, la définissant comme antifasciste et déclarant que « ... le coup fondamental est désormais dirigé contre le fascisme ... » et qu’ « à ce stade, nous n’appelons pas au renversement du capitalisme dans les différents pays, ni à une révolution mondiale (...), de cette lutte, nous ne devons pas repousser cette partie de la petite bourgeoisie, des intellectuels et de la paysannerie qui est ouvertement favorable au mouvement de libération nationale. Au contraire, nous devons les conquérir en tant qu'alliés et il faut que les communistes adhèrent à ce mouvement comme noyau dirigeant».

Cette position a sous-estimé le fait que le caractère de la guerre est déterminé par la classe qui mène la guerre et ses objets, qu’elle soit initialement et à ce moment particulier sur la défensive ou l’agresseur. La lutte contre le fascisme et la libération de l'occupation étrangère, pour les droits et libertés démocratiques, était déconnectée de la lutte contre le capital.

Les contradictions dans la ligne de l’IC sur le caractère de la seconde Guerre mondiale ont également été influencées par les objectives de la politique étrangère de l'URSS et par sa tentative de se défendre d'une guerre impérialiste. Cependant, dans tous les cas, les besoins de la politique étrangère d'un État socialiste ne peuvent se substituer à la nécessité d'une stratégie révolutionnaire pour chaque pays capitaliste. En fin de compte, la garantie ultime pour un État socialiste est la victoire globale du socialisme ou sa prédominance dans un groupe de pays fort, et donc la lutte pour la révolution dans chaque pays.

11. Le 15 mai 1943, en pleine guerre impérialiste, l'autodissolution de l’IC a été décidée sur proposition de son Bureau, ratifiée par tous les PC. Elle était justifiée en estimant qu'elle avait rempli sa mission historique en tant que forme internationale d'unité du mouvement communiste. La décision sur sa dissolution a noté que, depuis le 7e Congrès, il était nécessaire que le Comité exécutif de l’IC, dans la recherche de solutions à des questions du mouvement ouvrier, « parte des circonstances particulières et des spécificités de chaque pays et évite, comme règle générale, l’implication directe dans les affaires organisationnelles intérieures des partis communistes ». Elle a également noté: « ... compte tenu de la montée et la maturité politique des partis communistes et de leurs dirigeants (...), tout en gardant à l'esprit que pendant la guerre actuelle quelques sections ont soulevé la question de la dissolution de l’IC en tant que centre dirigeant du mouvement syndical international, le Bureau du CE de l'IC, n'ayant pas la possibilité de convoquer une convention dans les conditions d’une guerre mondiale, se permet de soumettre la phrase suivante à la ratification des sections de l’IC: l'Internationale communiste (...) doit être dissoute ».

Staline a justifié l'autodissolution, affirmant, entre autres, qu’ « il révèle les mensonges des hitlériens selon lesquels Moscou a l’intention d’intervenir dans les affaires d'autres États et faire dominer le bolchevisme ».

La décision de l’autodissolution de l’IC était en totale contradiction avec les principes de sa fondation. Elle était en contradiction avec l'esprit et la lettre du Manifeste communiste, avec le principe de l’internationalisme prolétarien, avec la nécessité, en toutes circonstances, d'une stratégie révolutionnaire unique  des partis communistes contre l'impérialisme international.

C’est une autre question d’explorer la forme organisationnelle de l’unité du Mouvement communiste international, de son mode de fonctionnement et, bien sûr, toujours ayant pour but la formation d’une stratégie révolutionnaire unique.

12. Après la Seconde Guerre mondiale, la nécessité d'une action unique du Mouvement communiste international à l’égard de la contre-attaque internationale unifiée de l'impérialisme a fait son apparition. Elle a été exprimée par la création du Bureau d'information (Cominform) par des représentants de 9 partis communistes et ouvriers (URSS, Yougoslavie, Roumanie, Bulgarie, Pologne, Tchécoslovaquie, Hongrie, France et Italie). La réunion fondatrice s'est fixé pour objectif l'échange d'informations et la coordination des actions. En fait, le Bureau d'information a joué un rôle de premier plan dans le Mouvement communiste international, même s'il ne pouvait en aucun cas couvrir le besoin d'une nouvelle Internationale communiste. Il a été dissout en 1956 en raison du tournant opportuniste de droite (après le 20e Congrès du PCUS) et de la crise du Mouvement communiste international.

Des nouvelles formes de coordination de l'action du Mouvement communiste international, plus détendues, étaient alors les conférences internationales des Partis communistes et ouvriers, qui n’ont pas créé les conditions à une stratégie révolutionnaire unique à l’égard du système impérialiste international.

Le KKE et l'internationale communiste

13. Avant la fondation de l’IC, le Parti socialiste ouvrier de Grèce (SEKE, par la suite KKE) avait proclamé lors de son Congrès de fondation (17-23 novembre 1918) qu'il « se déclare membre de l’Internationale, uni et associé avec les partis de tous les pays, qui luttent pour le renversement du capitalisme international et le triomphe du socialisme international ».

Le Premier Conseil national du SEKE (31 mai - 5 juin 1919) a dénoncé la ligne opportuniste de la 2e Internationale et a chargé le CC de commencer la préparation pour l'adhésion du Parti à l'Internationale communiste.

Le SEKE, ayant pour représentant Dimosthenis Ligdopoulos, a participé en janvier 1920 à la fondation de la Fédération communiste balkanique (FCB).

Le 2e Congrès du SEKE (18-25 avril 1920) a décidé l’adhésion du Parti à l’IC, en acceptant ses principes et résolutions. Il a également décidé d'ajouter le terme « communiste » au nom du Parti, ce qui reflétait les nouveaux élaborations stratégiques et était lié à l'intention de s’associer avec l’IC.

Puis a suivi une période de lutte au sein du Parti avec les pouvoirs exprimant la déviation de droite dans le Parti et contestant la stratégie révolutionnaire de l’IC au nom de « spécificités  nationales ».

Finalement, le 3e Congrès extraordinaire du SEKE (26 novembre - 3 décembre 1924) a décidé d’accepter explicitement les Décisions de l’IC et de la FCB et de changer le nom du Parti en Parti communiste de Grèce (KKE) (Section grecque de l'Internationale communiste).

Le KKE a reçu beaucoup d'aide de l’IC. Dans le même temps, sa maturité idéologique-politique était inévitablement liée au cours du Mouvement communiste international, puisque l’IC fonctionnait en tant que parti mondial.

Les changements et les variations continus de la ligne de l’IC (par exemple par rapport au contenu du gouvernement ouvrier-paysan), les problèmes dans quelques de ses positions et élaborations fondamentales (par exemple la stratégie de la « démocratie de gauche» et la classification des pays lors du 6e Congrès), ont eu un impact négatif sur la formulation de sa stratégie.

Toute critique à l’égard de l’IC fait partie de l'autocritique du KKE, ne nie pas son histoire et sa contribution, et dans le même temps ne soustrait pas à la responsabilité de chaque parti-membre envers le mouvement populaire - ouvrier de son pays et au niveau international.

14. Lors de la réunion du CC du KKE (2 juin 1943), la décision du Bureau du CE de l’IC sur sa dissolution a été acceptée. La décision du CC indiquait que « la dissolution (...) est aujourd'hui le seul acte approprié d'une bonne politique marxiste». Aussi, que « la décision de l'Internationale communiste est la conséquence logique et l'évolution de la ligne qu'elle s'est fixée lors de son 7e Congrès » et que « la dissolution supprime tout obstacle à la consolidation de la lutte nationale ». Plus tard, le 7e Congrès du KKE (1-6 octobre 1945) a adopté une résolution sur « l'unité politique internationale de la classe ouvrière ». La résolution exprimait le « souhait d'incorporer, le plus rapidement possible, tous les Partis ouvriers du monde qui croient au socialisme, quelle que soit leur couleur, dans une nouvelle organisation politique internationale unique de la classe ouvrière ». Sur le fond, il abordait la question sur la base de la coopération des PC avec les sociaux-démocrates au niveau international.

15. Pour le KKE, la question de l'évaluation complète de la stratégie, du cours et de l'autodissolution de l’IC reste ouverte à un examen plus approfondi. Un facteur important pour la poursuite de l'étude est la collecte des ressources nécessaires concernant les discussions au sein des organes de l’IC, des organes des PC(b), les discussions bilatérales des partis représentés au CE de l’IC.

La nécessité d'une organisation internationale du mouvement ouvrier révolutionnaire découle du caractère international de la lutte de classe. La question de l'unité idéologique et de la stratégie révolutionnaire est également un devoir de chaque PC, alors que la mesure dans laquelle elle est promue est la grande demande de nos jours aussi.

Le 20e Congrès du KKE (30 mars - 2 avril 2017) a confirmé « le regroupement et le développement du mouvement communiste international constituent une tâche permanente et stable de notre Parti. Elle émerge du caractère international de la lutte de classe »; que « le mouvement communiste est en régression, il trouve difficile de réagir à l’offensive du rival de classe, qui utilise non seulement des moyens de répression mais aussi des moyens idéologiques et politiques, avec l'influence de l'opportunisme ». Le KKE élabore des initiatives visant à former des conditions qui donneront un élan à l’adoption de la stratégie commune des PC, à travers de diverses formes appropriées, comme p.ex. l’Initiative communiste européenne, la « Revue communiste internationale ». Dans le même temps, l'objectif de la formation d’un pôle marxiste-léniniste au sein du Mouvement communiste international existe toujours pour notre Parti. Le KKE est conscient du fait que « la procédure du regroupement révolutionnaire sera lente, tourmenteuse, vulnérable, elle se fondera au conquêt de la capacité des Partis communistes à se renforcer complètement dans leur pays, au niveau idéologique-politique et au niveau organisationnel. En surpassant des positions erronées qui ont dominé dans le Mouvement communiste international pendant les décennies antérieures. En jetant des bases fortes au sein de la classe ouvrière, dans des secteurs d’importance stratégique de l’économie, en renforçant leur intervention au mouvement ouvrier – populaire », chaque PC se renforcera, il associera l’action révolutionnaire à la théorie révolutionnaire.

SHPALLJE E KOMITETIT QENDROR TË PARTISË KOMUNISTE TË GREQISË (KKE)


Komiteti Qendror i Partisë Komuniste të Greqisë (KKE) përkujton dhe nderon 100-vjetorin e themelimit të Internacionales Komuniste (2 - 6 mars, 1919). Njeh kontributin e saj në lëvizjen komuniste dhe punëtore ndërkombëtare, duke theksuar njëkohësisht nevojën e nxjerrjes së mësimeve nga përvoja dhe aktiviteti i saj.

Internacionalja Komuniste, ishte bija e fitores së Revolucionit Socialist të Tetorit në Rusi (1917), erdhi për të plotësuar nevojën e koordinimit dhe të unitetit të lëvizjes punëtore revolucionare ndërkombëtare.

Kontributi i Internacionales Komuniste ishte i rëndësishëm në mbështetjen dhe forcimin e Partive Komuniste në nivel botëror. Misionii saj, solidaritetiinternacionalist dhe vetëmohues ndaj punëtorëve dhe popujve të shtypur, si ajo që ofroi me themelimin e «Brigadave Internacionale» në krahë të Ushtrisë Demokratike të Spanjës (1936 - 1938).

Disa nga aspektete veprimtarisë së Internacionales Komuniste ishinedhe ndihmate shumanshme që ajo jepte ndajmilitantëve të persekutuar në mbarë botën, veprimtaria e saj me botime - edukative,organizimi i shkollave të trajnim-edukimit të kuadrove me teorinë revolucionare të marksizëm - leninizmit,funksionimi i rrjeteve të informacionit politik dhe atij gazetaresk.

Problemet dhe kontradiktat në strategjinë e Internacionales Komuniste, të cilat ndikuan negativisht në të gjitha Partitë Komuniste – anëtare të saj, nuk e bëjnë të pavlefshme, nuk e zërojnë kontributinesaj në Lëvizjen Komuniste Ndërkombëtare.

Trashëgimia e Internacionales Komuniste, studimi i përvojës së saj, sot është shumë i vlefshëm për riorganizimin e Lëvizjes Komuniste Ndërkombëtare, për formimin e një strategjie revolucionare të unifikuar kundër pushtetit kapitalist.

A. Nga Internacionalja e Parë në Internacionalen e 3-të (Komuniste)

1. Karl Marksi dhe Frederik Engelsi, që nga periudha e revolucioneve borgjeze, nxorrën në pah rolin historik të klasës punëtore si «varrmihësee kapitalizmit» dhe të karakterit internacionalisttë luftës së saj. Ata themeluan shkencërisht domosdoshmërinë dhe mundësinë e revolucionit komunist punëtordhe vendosën si parakusht për fitoren e tijorganizatën ndërkombëtare të lëvizjes revolucionare. Ata umorrën me çështjen e lidhjes së luftës së klasës punëtore, për marrjen e pushtetit,me luftënqë kryeninmes tyre shtetet borgjeze për ndarjen e tregjeve dhe burimeve të lëndëve të para.

MarksidheEngelsi ishin nga protagonistët e parë në krijimin e Bashkimit Ndërkombëtarë të Punëtorëve, ose, siç dihet, të Internacionales së Parë, e cila u themelua më 28 shtator, 1864, nga shoqatat dhe sindikatat punëtore, nga grupet politike dhe kulturore, nga organizata konspirative. Internacionalja e Parë u krijua si një organizatë Internacionale me departamente dhe pole në shtete të ndryshme. Bëri thirrje për solidaritet ndërkombëtar mes punëtorëve, duke paralajmëruar klasën punëtore, sidomos punëtorët gjermanë dhe ata francezë, për rrezikun e luftësfranko-gjermaneqë u kanosej e cila mundesh të bëhej një luftë gllabërimi. Deklarata Themeluesee Internacionales së Parë, e frymëzuar nga Manifesti i Partisë Komuniste, përbënte një dokument i rëndësishëm përluftën dhe perspektivën e përgjithshme të klasës punëtore.

Gjatë rrjedhës së Internacionales së Parë,Marksi dhe Engelsi udhëhoqën luftën teorike në brendësinë e saj kundër perceptimeve mikroborgjeze dhe perceptimeve të tjera, të cilat largonin klasën punëtore nga ushtrimi i rolit të saj të pavarur. Luftuan oportunizmin, bakunizmin, lasalizmin dhe sindikalizmin anglez (trend-unionistët).

Pavarësisht nga problemet e heterogjenitetit ideologjik, pasi ngaOrganizatat e saj nuk ishtepranuar ende socializmi shkencor, Internacionalja e Parë ka kontribuar në forcimin e aktiviteteve të sindikatave në nivel kombëtar dhe ndërkombëtar, në zhvillimin e natyrës politike të veprimtarisë së tyre. Ajo i dha shtysë mendimitpër nevojën e krijimit të partive politike punëtore. Shpërbërja e saj (1876) ishte rezultat i pamundësisë së saj për të përmbushur rolin e vet në kushtet e kërkesave të reja, diçka që u bë e qartë pas humbjes së Komunës së Parisit (1871), në një periudhë ku kapitalizmi filloi të kalonte në fazën më të lartë dhe të fundit të tij, në imperializëm.

2.Internacionalja eDytë u themelua më 14 korrik 1889 në Paris, 100 vjet pas shpërthimittë Revolucionit borgjez Francez dhe rënies së Bastillit, në një periudhë të rritjes dhe zgjerimit të shpejtë të sistemit kapitalist global, me formimin e monopoleve dhe të kapitalit financiar, si dhe të zhvillimittë turrshëmtë lëvizjes punëtore.Kryesisht u bazua në partitë e vjetra që ishin formuar nga federatat dhe grupet e Internacionales së Parë, tektë cilat -pavarësisht faktit se marksizmi ishte mbizotërues në lëvizjen punëtore- ushtronin ndikim forca reformiste, anarkosindikaliste dhe forca të tjera oportuniste.

Më në fund, dominimi i reformizmit në partitë e Internacionales së Dytë kishte mbështetje objektive materiale në brendësi të shoqërive të zhvilluara kapitaliste të Perëndimit, në shkallën që shfrytëzimi i kolonive u dha atyre mundësinë për të bërë lëshime ndaj klasës punëtore dhe për formimin e aristokracisë së gjerë punëtore.

Internacionalja e Dytë nuk funksionoi si një qendër revolucionare ndërkombëtare, pasi ajo nuk formoi një organ udhëheqës, as Program dhe Statut, as botoi ndonjë organ gazetaresk të saj, ndërsa vendimet e Kongreseve të saj nuk ishin të detyrueshme për çdo parti kombëtare.

Internacionaljae Dytë u shpërbë (1916) për shkak të dominimit të shkarjes oportuniste, e cila çoi në tradhtinëe interesave të klasës punëtore në favor të klasës borgjeze në periudhën e Luftëssë Parë imperialiste Botërore.

Shumica e udhëheqësve të Internacionalessë Dytë u gjendën në kampe rivale imperialiste, disa prejtyre u bënë dhe ministra të luftës. Tradhtia e tyre nuk ishte një “vetëtimë që ra në qiell të hapur”, por njërezultati i linjës reformiste dhe të bashkëpunimit me klasën borgjeze në kohë paqeje për«Mbrojtjene Atdheut borgjez» në kohë lufte. Reformizmi lindi socialshovinizmin. Nga ky zhvillimpërjashtohen në mënyrë të shkëlqyer bolshevikët në Rusi, nën udhëheqjen e V. I. Leninit,Internacionalistët- Spartakian në Gjermani (Karl Liebknecht, Rosa Luksemburg, FranzMering, etj.) dhe disa socialiste të Ballkanit.

3. Lufta e Parë imperialiste Botërore përshpejtoi procesin e shndrimit të partive socialdemokrate në borgjeze dhe kundërrevolucionare. Triumfi i RevolucionitSocialist tëTetorit në Rusi, 1917,vërtetoi aftësinë e klasës punëtore për të marrë pushtetin në duart e vetame revolucion. Solli përsëri në rendin e ditës nevojën për të krijuar një qendër të përbashkët revolucionare botërore, me parime revolucionare dhe strukturë organizative, në bazë të teorisë së Marksit dhe Engelsit dhe përvojëssë Revolucionit të Tetorit. Lenini udhëhoqi luftën për ta ngritur këtë Qendër. Ai ngriti çështjen e ndryshimit të Programeve të partive punëtore, riemërimin e tyre në Parti Komuniste dhe nevojën përtë krijuar një Internacionale të re.

InternacionaljaKomuniste u themelua në kushtet e rritjes së lëvizjes revolucionare në Europë, e cila kryesisht ishte shprehur me kryengritjet e punëtorëve në Finlandë (1918),Gjermani (1918-1923) dhe në Hungaria (1919) si dhe me aktivitetin e punëtorëve pionierë në mbarë botën, me greva, demonstrata dhe bojkotime në transportin e municioneve kundër ndërhyrjes imperialiste të 14 shtetevekundërRusisë së revolucionarizuar. Internacionalja Komuniste i dha një shtysë të rëndësishme krijimittëPartive Komuniste, pavarësisht nga fakti se këto parti, edhe pse pranuan deklaratat e Internacionales Komuniste, ende nuk kishin fituar pjekurinë  ideologjike-politike për formimin enjë Programit të përpunuar shkencërisht dhe me një strategji përkatëse.

4.Në Kongresin Themelues të Internacionales Komuniste morën pjesë 52 përfaqësues nga 35 Organizata të 31 shteteve të Europës, të Amerikës dhe Azisë, ndërsa disa përfaqësues nuk arritën në këtë Kongres, për shkaktë arrestimit të tyre nga qeveritë borgjeze. Me themelimin e Internacionales Komunisteu deklarua dhe përçarja në nivel ndërkombëtar dhe kombëtar, që kishte ndodhur në shumë parti socialdemokrate.

Deklarata e Kongresit vlerësonte se: «Ka filluar një epokë e re! Është epoka e rënies së kapitalizmit dhe eshpërbërjes së brendshme të tij. Epoka e Revolucionit Komunist Proletar...». Deklarata Programatike e Internacionales Komuniste shpalli diktaturën e proletariatit, konfrontoikundër demokracisë borgjeze si një formë e diktaturës së kapitalit, formoi Manifestinndaj proletariatit ndërkombëtar.

Në nëntorin e vitit 1919 u themelua Internacionalja Komuniste e të Rinjve në Berlin për bashkimin e forcave revolucionare të rinisë, në bazë të linjës së përgjithshme të Internacionales Komuniste dhe me paraprijë pretendimesh mbi kushtet e arsimit, të jetës dhe punës së rinisë dhe luftën kundër militarizmit.

Në janar të vitit 1920 u themelua Federata Komuniste Ballkanike, si një qendër e vetme e Partive Komuniste të Ballkanit, e cila,vendim të parë nxori bashkimin me Internacionalen Komuniste.

InternacionaljaKomuniste kishte për të luftuar ndikimin e socialdemokracisë në lëvizjen punëtore. Gjatë daljes nga lufta, shtabet borgjeze dhe forcat oportuniste u përshtatën, duke rezultuar në propagandën e tyre mbizotërimi ipacifizmit (paqësimi), në kundërshtim me nevojën që klasa punëtore të luftontepër marrjen e pushtetit. Mbi këtë bazëriformohet Internacionaljae Dytë, ndërsa pas themelimit të Internacionales së Tretë ka funksionuar për pak vjet edhe e ashtuquajturaInternacionalja 2 ½ (dy e gjysmë), në të cilën bashkoheshin të ashtuquajturit socialdemokracia gjoja e"majtë". Që të dyja këto organizata vazhduan të kishin ndikim në lëvizjen punëtore, të ndihmuaraedhe nga qeveritë borgjeze. Në nivel ndërkombëtar, luftuan kundër pushtetit sovjetik. Njëkohësisht, Internacionalja e Dyte dhe 2½ (dy e gjysma) u bashkuan në Internacionalen Sindikaliste të Amsterdamit, e cila u mbështet nga Zyra Ndërkombëtare e Punës, organ i Shoqërisë imperialiste të Kombeve, me synim promovimin e përshtatjes së nevojshme borgjeze dhe bashkëpunimit klasor.

5.  Kongresi i 2-të i Internacionales Komuniste (Shën Petersburg dhe Moskë, 6 - 25 korrik, 1920) aprovuan Qëndrimet dhe Statutin. Qëndrimet ngritën çështjen e përgatitjes së drejtpërdrejtë për diktaturën proletare, për formimin në çdo shtet të një partie të bashkuar Komuniste, të forcimittë aktiviteteve të grupeve dhe partive të cilat njihnin diktaturën e proletariatit, të kombinimittë punës legaledhe ilegale. Në mënyrë paralele, vlerësonin se veprimtariae partive dhe grupeve ishte«larg nga të patuaritkëtë ndryshim themelor, këtë rinovim radikal, e cila është e nevojshme për njohjen e këtyre aktiviteteve si komuniste dhe duke iu përgjigjur detyrave në prag të imponimittë diktaturës proletare».

Dokument i Kongresit me rëndësi të madhpërbënte teksti me 21 kushtete detyrueshme të pranimit në Internacionalen Komuniste, të cilat i sugjeroi Lenini, duke kritikuar oportunistët dhe përfaqësuesit e lëkundur në Kongres, të cilët argumentonin se bolshevizmi ishte ekskluzivisht një fenomen rus. Ai tregoi fuqinë e saj universale, e cila nuk binte në kundërshtim me llogaritjen e ndonjë veçantie kombëtare. Nga kushtet më kryesore të këtyre 21 kushteve ishte spastrimi i partive nga elementësocialdemokratë dhe reformistë të tjerë, pranimi i parimit të centralizmit demokratik në brendësinë e secilës parti dhe të Internacionales Komuniste, përjashtimin e atyre që nuk pajtoheshin me qëndrimet e Internacionales Komuniste, dënimin e pacifizmit dhe socialshovinizmit dhe më tejtë kolonializmit.

Lenini, me veprën e tij të rëndësishme «Majtizmi sëmundja foshnjore e komunizmit», luftoi sektarizmin i cili refuzonte nevojën për të kombinuar të gjitha format e luftës, luftën parlamentare dhe luftën masive jashtë-parlamentare. Megjithatë, lufta e nevojshme me këtë formë devijimiu shfrytëzua nga oportunizmi i djathtëpër forcimin e vetbrenda linjavetë partive të Internacionales Komuniste.

Në formë paralele me punimete Kongresit të 2-të (dhe më vonë të tretë) të Internacionales Komuniste, u mblodhën Konferencat Ndërkombëtare të përfaqësueseve të grave, për punëne veçantë me gratë. Me seli në Moskë, funksionoi Sekretariati Ndërkombëtar i Grave i kryesuar nga KlaraCetkin.

6.Kongresi i 3-të i Internacionales Komuniste (Moskë, 22 qershor - 12 korrik, 1921) u përpoq të përmirësonte veprimtarinë e komunistëve mes forcave punëtore që ishin ende të papjekurapolitikisht, pasi pjesa më e madhe e punëtorëve që ishin në sindikata mbeteshintë bllokuar tek partitë socialdemokrate, ndërsanë disa të tjera po vazhdonte luftae prehur ideologjike në brendësi të tyre, si p.sh në Gjermani dhe Itali.

Kryengritjet revolucionare në Finlandë, Gjermani dhe Hungari përbërën hove historikeme rëndësi të madhe. Por, fakti që këtoshtete nuk patën rezultate fitimtare, çoi në ndryshimin e pafavorshme të raportit të forcave. Në të njëjtën kohë, pushteti borgjezu stabilizua, kështu që pyetja «Reforma apo revolucion»dilte si një element kyç i luftës ideologjike në radhët e lëvizjes punëtore revolucionare. I favorshëm ishte edhe presioni i ushtruar nga ndikimii fortë i socialdemokracisë në sindikata, në të cilat, komunistët kishin forca të dobëta për shkak të përndjekjeve dhepërjashtimevetë tyre nga vendet e punësimit dhe të propagandës së përgjithësuar reaksionare për «dekomunizimin e sindikatave».

Kongresi i 3-të hodhi parullën «midis masave» dhe linjën e «Frontit të Bashkuar Punëtor», e cila do të ndihmonte, në kushte jo-revolucionare, veprimtarinë e përbashkëttë punëtorëve të ndikuar nga politikat e ndryshme dhe organizatat sindikaliste.

Problemi më themelor ishte se në kushtet e reja,jo-revolucionare, nuk u shfrytëzuan si përvojë mësimet e linjëssë luftës revolucionare tek Sovjetët. Atëherë, nga shkurti deri në tetorin e vitit 1917, për marrjen e shumicës tekSovjetëtkishte një front të fortë ideologjik kundër menshevikëve, oportunistë që ishin pakicëqë para vitit 1917 në Partin Socialiste Demokratike Punëtore të Rusisë.

Gjatë Kongresit të 3-të të Internacionales Komuniste, u themelua(3 korrik, 1921) Internacionalja e Kuqe e Sindikatave (Profidern-i), me pjesëmarrjen e 220 përfaqësuesve të sindikatave nga e gjithë bota dhe synonte në rindërtimin e lëvizjes sindikaliste punëtore në linjë revolucionare të luftës. Sindikatat që u bashkuan me Profidern (qoftë drejtpërdrejtë, qoftë si simpatizant, ose si lëvizje të pakicave) arritën rreth 17 milionë anëtarë. Profidern-i pezulloi aktivitetin e vet nga fundii vitit 1937, por në thelb, praktikisht kishte pushuar funksionimin e tij që më shpejtë, pasi Sindikatat e Kuqe filluan në vitin 1934 tëbashkoheshin me ato reformiste, me orientim të formoninFrontetPopullore.

7.Pas Kongresittë 3-të, politika e «Frontit të Bashkuar Punëtor» dhe marrëdhëniet me socialdemokracinë përbërënfushë përluftë ideologjike në organete Internacionales Komuniste.

Nga disa Parti Komuniste «Fronti i Bashkuar Punëtor»u interpretua në mënyrë korrekte, si një luftë për zhvillimin e ndikimit komunist në masat punëtore dhe për shkëputjen e tyre nga socialdemokracia. Në rastet e tjera përcaktohej si një mjet nga poshtë për të ushtruar presion për ndryshimin e linjës në udhëheqjen e partive socialdemokrate dhe arritjen e bashkëpunimit politik nga lart. Ky interpretim nuk u konfirmua.

Lufta përfundoi me dominimin e opsionit pro-bashkëpunimit me socialdemokracinë dhe përjashtimin e pjesëmarrjes apo mbështetjes së komunistëve në qeveritë borgjeze, që u miratua me Vendimin e Kongresit të 4-të të Internacionales Komuniste (Moskë, 7 nëntor - 3 dhjetor, 1922). Kongresi pranoi mundësinë e pjesëmarrjes së komunistëve në një qeveri punëtore-fshatare apo në qeveri punëtore, që nuk do të ishte ende diktaturë e proletariatit, edhe pse nuk i konsideronte historikisht pika të pashmangshme për diktaturëne proletariatit.

8. Kongresi i 5-të i Internacionales Komuniste (Moskë, 17 qershor - 8 korrik 1924) arriti në konkluzionin se thelbi i motos«qeveria punëtore-fshatare»ështëi njëjtë me atë të diktaturës së proletariatit dhe i kushtoi vëmendje të veçantë bolshevizimit tëPartive Komuniste, që do të thotë, zhvillimin e tyre duke u bazuar në parimet leniniste të Partisë së Tipit të Ri.

Në vazhdim, Internacionalja Komuniste,  përmes një kursi kontradiktor në qëndrimet e veta ndaj socialdemokracisë, gradualisht dobësoifrontin kundër saj, edhe pse kjo e fundit ishte tashmë e formuar në mënyrë të qartë si një forcë politike kundër-revolucionare e pushtetit borgjez. Kështu, përforcohen dhe pozitat e djathta oportuniste në radhët e partive të Internacionales Komuniste.

9. Diskutimi përProgramin e Internacionales Komuniste, që nisi nga Kongresii 3-të (1921), më në fund erdhi në Kongresin e 6-të (Moskë, 15 korrik - 1 shtator, 1928).

Në Program theksohej, saktë, analiza leniniste, se «zhvillimi i çekuilibruar (jo i barabartë)ekonomik dhe politik është një ligj absolut i kapitalizmit» dhe për këtë arsye«nga këtudel se fitorja e socializmit është e mundur, në fillim në disa shtete, madje edhe në një vend të veçantë kapitalist». Por, identifikoi tri lloje kryesore të revolucioneve në luftën për diktaturën botërore të proletariatit, me kriter pozicionine çdo vendi kapitalist në sistemin imperialist ndërkombëtar: 1. Vendet e kapitalizmit të zhvilluar, kuështë i mundur kalimi i drejtpërdrejtë  në diktaturëne proletariatit. 2. Vendet me një nivel mesatar të zhvillimit kapitalist, ku transformimi borgjez nuk ka përfunduar ende, në të cilat është konsideruar të jetë e mundur pak a shumë i shpejtë i revolucionit borgjez në socialist. 3. Vendet koloniale ose gjysmë-koloniale, në të cilat kalimi në diktaturën e proletariatit presupozonnjë periudhë të tërë për konvertimin e revolucionit borgjez në socialist.

U nënvlerësua karakteri ndërkombëtar i epokës së kapitalizmit monopol dhe mprehja e kontradiktës themelore midis kapitalit - punës. Po ashtu, dhe analiza e Internacionales Komunistenuk u orientua nga fakti objektivse zhvillimi i pabarabartë (jo me ritme të njëjta në të gjitha shtetet) i ekonomive kapitaliste dhe marrëdhëniet jo të barabarta mes shteteve nuk mund të likuidohen në terenine kapitalizmit. Në fund të fundit, natyra e revolucionit në çdo vend kapitalist përcaktohej objektivisht nga kontradikta bazë që lypet për të zgjidhur, pavarësisht nga ndryshimi relativ i pozitës së secilit shtet në sistemin imperialist ndërkombëtar. Nga intensifikimi i kontradiktës themelore kapital - punë në çdo shtet kapitalist, në epokën e kapitalizmit monopol, rezulton karakteri socialist dhe detyrat e revolucionit.

U nënvlerësua karakteri iepokës, si epokëe kalimit nga kapitalizmi në socializëm dhe mundësia e marrëdhënieve socialiste të prodhimit të japinshtytje të madhe,tëçlirojnëzhvillimin e forcave prodhuese, siç u vërtetua në Bashkimin Sovjetik.

Në mënyrë të gabuar imperializmi u konsiderua siforma e dhunshme e politikës së jashtme të disa shteteve -më të fuqishme-, ndërsa në sistemin imperialist përfshiheshin dhjetëra shtete (kapitalizmi monopol ishte formuar edhe në Kinë, por edhe në Brazil). Në të njëjtën kohë, identifikimi i tyre, si shtete të varura, nuk e merrte parasysh gërshetimin e interesave midis klasës borgjeze tëhuaj dhe asaj vendase.

Një tjetër problem kryesorë ishte se,në procesin revolucionar klasifikoi shoqëri të fuqishme borgjeze dhe forca politike, që ndodheshin në pushtet, si në Turqi, si dhe klasat borgjeze të Marokut dhetë Sirisë, etj

Kongresi i 6-të Programatik i Internacionales Komuniste theksoi saktë se «lufta është e pandashme nga kapitalizmi». Që nga ky nënvizimdilte se«heqja e luftës nuk është e mundur pa heqjene kapitalizmit». I bëri thirrje punëtorëve«për ta kthyer luftën», e cila kërcënonte të shpërthente midis shteteve imperialiste,«në luftë civile të proletariatit kundër klasës borgjeze, me synim vendosjen e diktaturëssë proletariatit dhe të socializmit»

Në lidhje me karakterin e fashizmit, vlerësonte se është formë reaksioni e plutokracisëimperialiste në kushte të caktuara historike,«për të siguruar stabilitet më të madh (...) plutokracia është e detyruar  gjithnjë e më shumë të kalojë nga sistemi parlamentar drejt (...) metodës fashiste».

Rreth socialdemokracisë vlerësonte se: «Ajo shpesh luan në momentet më kritike për kapitalizmin, rol fashist. Në rrjedhën e zhvillimittë saj, socialdemokracia shfaq tendenca fashiste».Vlerësimi i mësipërm nuk ishte i saktë. Realiteti është se, përballë revolucionit socialist, socialdemokracia funksionontenë përshtatje me zhvillimet si zjarrfikëse në krizën e qeverive liberale borgjeze dhe shtronte rrugën për rotacionin e tyre me qeveri fashiste.

10. Para Kongresi të 7-të të Internacionales Komuniste (Moskë, 25 korrik - 21 gusht, 1935) Partitë Komuniste të Francës dhe Spanjës, me marrëveshjen e Komisionit Ekzekutiv të Internacionales Komunistekishin drejtuar thirrjepër bashkëpunim me partitë socialdemokrate. Përfundimisht, Frontet Popullore në këto shteteu themeluan në vitin 1936, si një bashkëpunim politik iPartive Komuniste me partitë socialdemokrate dhe partitë e tjera borgjezee rryma oportuniste dhe morën pjesë ose mbështetën qeveritë, të cilat nuk kundërshtoninpushtetin kapitalist.

Kongresi i 7-të e karakterizoi luftën e Dytë Botërore që po afrohej, luftë imperialiste, por njëkohësisht i jepte përparësi formimit politik të frontit anti-fashist. Madje, konstatoi se shfaqja qeverive antifashiste përbënte një formë kalimtare drejt pushtetit punëtor.

U zëvendësua qëndrimi i Kongresit të 6-të mbi natyrëne fashizmit, me qëndrimin sefashizmi ishte«diktaturë e hapur terroriste e elementëve imperialistë nga më reaksionarët dhe më shovinistë të kapitalit financiar».U miratua vlerësimi problematik se brenda partive socialdemokrate po shfaqej«trendi i revolucionarizimit», vlerësim i cilipërfundonteme nevojën e«bashkimit të partive komuniste me ato socialiste», me kushtin që këtotë fundit të njihnin përmbysjen revolucionare të sundimit borgjez, unitetine veprimit me Partitë Komuniste, funksionimin e një partie të re të bazuar në centralizimin demokratik. Fakti se Kongresi i 7-të vendoste kushtet e mësipërme nuk mohonte thelbin: se në këtë mënyrë krijoheshin iluzione dhe frymë pajtimi, konfuzion dhe sheshimetë ngërçeve të frontit ideologjik dhe politik kundër socialdemokracisë dhe oportunizmit.

Pas pushtimit të BRSS ngaGjermanianaziste, Internacionalja Komuniste ndryshoi qëndrimmbi karakterin e luftës, duke e identifikuar atë si antifashiste dhe duke specifikuar se «... goditja kryesore tani kthehet kundër fashizmit ...»dhe se«në fazën ku ndodhemi nuk do të bëjmë thirrje për të përmbysur kapitalizmin në shtete të ndryshme, as në revolucionin botëror (...) nga kjo luftë nuk duhet të largojmëato pjesëtëklasës borgjeze të vogël, të inteligjencës dhe të fshatarësisë të cilat haptazi bëjnë thirrje për lëvizje nacionalçlirimtare. Në të kundërt, ne duhet ti fitojmëata si aleatë dhe komunistët të bashkohen me këtë lëvizje si celulë udhëheqëse».

Ky qëndrim nënvlerësontefaktinse karakteri i luftës përcaktohet nga faktori se cila klasëdhe për ç’ qëllimbëhet kjo luftë, edhe nëse në fillim apo në rastin konkretndodhet në pozicion mbrojtës apo sulmi. Lufta kundër fashizmit, dhe për çlirimin nga pushtimi i huaj, për të drejtat dhe liri demokratike, u shkëput nga lufta kundër kapitalit.

Kontradiktat në linjën e Internacionales Komuniste mbi natyrën e Luftës së Dytë Botërore ishin të ndikuaraedhe nga qëllimet e politikës së jashtme të BRSS-së dhe nga përpjekjae mbrojtjes së saj nga një luftë imperialiste. Por, në çdo rast, nevojat e politikës së jashtme të një shteti socialist nuk mund të zëvendësojë nevojën e strategjisë revolucionare për çdo shtet kapitalist. Sigurimi përfundimtar, në fund të fundit, i një shteti socialist vlerësohetnga fitorja globale e socializmit, ose nga mbizotërimi i tij në një grup të fortë shtetesh, pra, nga lufta për revolucion në çdo shtet.

11. Më 15 maj, 1943, në mes të luftës së Dytë imperialiste Botërore, u vendos vetë-shpërbërja e Internacionales Komuniste, pas propozimittë Byrosë së saj që e miratuan të gjitha PK-të. Kjo u justifikuame vlerësimin se Internacionalja Komunistee kishte përmbushur misionin e saj historik si një formë ndërkombëtare e unitetit të lëvizjes komuniste. Në vendimin për shpërbërjen e Internacionales Komuniste vihej në dukje se, që nga Kongresi i 7-të ishte theksuar nevoja për Komisionin Ekzekutiv të Internacionales Komunistepër zgjidhjen e të gjitha çështjevetë lëvizjes punëtore «të fillojnë nga kushtet specifike dhe karakteristikat e secilit shtet dhe të shmangin, si rregull, përfshirjen e drejtpërdrejtë në çështjet organizative të partive komuniste». Gjithashtu, përmendet: «... duke llogaritur rritjen dhe pjekurinë politike të partive komuniste dhe të udhëheqësvetë tyre (...) dhe gjithashtu duke pasur parasysh se gjatë kësaj lufte disa seksione kanë ngritur çështjen e shpërbërjes së Internacionales Komuniste si një qendër udhëheqëse e lëvizjepunëtore ndërkombëtare,Kryesia e Komisionit Ekzekutiv e Internacionales Komuniste duke mos pasur, në kushtete luftës botërore, mundësinë të thërrasë Kongresini lejon vetes së saj që të vihet për miratimnë seksionet e Internacionales Komuniste, propozimin e mëposhtëm: Internacionalja Komuniste (...) të shpërbëhet».

I.V Stalini e justifikoi vet-shpërbërjen, duke thënë, ndërmjet të tjerash se «zbulon gënjeshtrën e hitlerjanëvese gjoja “Moska” synon të ndërhyjë në jetën e shteteve të tjera dhe ti “boshevikizoi” ato» 

Vendimi për vetë-shpërbërjen e internacionales Komuniste ishte në kundërshtim të plotë me parimet që i shërbyen themelimit të saj. Gjendeshin në kundërshtim me frymën dhe orientimin e Manifestit të Partisë Komuniste, me parimin e Internacionalizmit Proletar, me nevojën, brenda çdo rrethane, të ekzistojë një strategji e përbashkët revolucionare në Partitë Komuniste kundër imperializmit ndërkombëtar.

Përbën një çështje tjetër kërkimi i formës organizative që duhet të ketë bashkimi i Lëvizjes Komuniste Ndërkombëtare, mënyra e funksionimit të saj, dhe natyrisht, gjithmonë me kusht formimin e një strategjie të unifikuar revolucionare.

12. Pas Luftës së Dytë imperialiste Botërore, doli në pah nevoja urgjente për veprimin e përbashkët të Lëvizjes Komuniste Ndërkombëtare përballë kundërsulmit të përbashkëttë imperializmit. Pasqyrimi i kësaj ishte krijimi, në SklarskaPoreba të Polonisë (22 - 28 shtator 1947) i Byrosë Informative (Komintern-it), nga përfaqësues të 9-tëPartive Komuniste dhe Punëtore(BRSS, Jugosllavisë, Rumanisë, Bullgarisë, Polonisë, Çekosllovakisë, Hungarisë, Francës dhe Italisë). Në takimin e themelimitu caktua si objektiv shkëmbimi i informacionit dhe koordinimi i veprimtarisë. Në fakt, Zyra e Informimit ka luajtur një rol udhëheqës në Lëvizjen Komuniste Ndërkombëtare, edhe pse në asnjë rast nuk mundesh të plotësonte nevojën e krijimittë një Internacionaleje të reKomuniste. U shpërbë në vitin 1956, si rezultat kthesëssë djathtë oportuniste (pas Kongresit të 20-të të PKBS-së) dhe krizës në LëvizjenKomuniste Ndërkombëtare.

Më pas, forma të reja dhe më të voglatpërkoordinimin e veprimtarisë së Lëvizjes Komuniste Ndërkombëtare ishin konferencat ndërkombëtare të Partive Komuniste dhe Punëtore, të cilat nuk formuan parakushtet për një strategji të përbashkët revolucionare kundër sistemit imperialist ndërkombëtar.

Partia Komuniste e Greqisë (KKE) dhe InternacionaljaKomuniste

13. Para themelimit të Internacionales Komuniste, Partia Socialiste Punëtore e Greqisë (SEKE, dhe më pas KKE (Partia Komuniste e Greqisë)), shpalli në Kongresin e themelimittë saj (17 - 23 nëntor, 1918) se «shpallim veten pjesë të Internacionales dhe se jemi bashkangjitur me partitëetë gjitha vendeve, të cilat luftojnë për përmbysjen e plutokracisëNdërkombëtare dhe triumfin e socializmit Ndërkombëtar».

Në Kongresin e Parë të SEKE (31 maj - 5 qershor, 1919) denoncoi vijën oportunistetë Internacionalessë Dytë dhe i dha urdhër KQ për të filluar përgatitjen për anëtarësimtëPartisë në Internacionalen Komuniste.

SEKE, me përfaqësuesDhimosteniLigdhopulo, morri pjesë, në janar 1920,në themelimin e Federatës Komuniste Ballkanike (FKB).

Kongresi i dytë i SEKE (18-25 prill, 1920) vendosi bashkimine Partisënë Internacionalen Komuniste, duke pranuar parimet dhe rezolutat e saj. Gjithashtu, vendositë shtojënë emrin e partisë termit «Komuniste», fakt që reflektonanalizat e reja të strategjisë që kishin të bënin me synimin e lidhjes me Internacionales Komuniste.

Pasoi periudha e luftëssë brendshme në Parti me forcatqë shprehnin devijimin e djathtëbrendaPartisë dhe refuzonin strategjinë revolucionare të Internacionales Komuniste, në emër të «veçantive kombëtare».

Si përfundim, Kongresi i 3-të i Jashtëzakonshëm i SEKE (Komuniste), (26 nëntor - 3 dhjetor 1924), vendosi pranimin e qartë të Vendimeve të Internacionales Komuniste dhe Federatës Komuniste Ballkanike dhe riemërtimin e partisë në Partinë Komuniste të Greqisë (Seksioni grek i Internacionales Komuniste).

Partia Komuniste e Greqisë (KKE) ka marrë shumë ndihmë nga Internacionalja Komuniste. Në të njëjtën kohë, pjekuria e saj ideologjike-politikeishte e lidhur në mënyrë të pashmangshme me kursin e Lëvizjes Komuniste Ndërkombëtare, pasi Internacionalja Komuniste funksiononte si parti botërore.

Ndryshimet e vazhdueshme - variacionet në linjën e Internacionales Komuniste (p.sh. për përmbajtjen e qeverisë punëtore-fshatare), problematikatnë qëndrimet themelore dhe analizate saj (p.sh. strategjia e "demokracisë së majtë" dhe kategorizimi i shteteve në Kongresin e 6-të), patën një ndikim negativ në formulimin e strategjisë së saj.

Çdo kritikë ndajInternacionales Komuniste është pjesë e autokritikës së Partisë Komuniste të Greqisë (KKE), nuk e zeron historinë dhe kontributin e saj, nuk mohonpërgjegjësinë e secilës partiapo seksionitë saj përballë lëvizjespunëtore - popullore brenda dhe jashtë vendit.

14. Në mbledhjen e KQ të Partisë Komuniste të Greqisë (KKE) (2 qershor 1943) u pranua vendimi i Byrosë së Komisionit Ekzekutiv të Internacionales Komuniste për vet-shpërbërjen e saj. Vendimi i KQ deklaroi se «shpërbërja (...) është sot akti i vetëm i duhur i politikës së saktë marksiste».Dhe se,«vendimi i Internacionales Komuniste është pasojë logjike dhe zhvillim i linjës së përcaktuar nga vetë Internacionalja Komuniste në Kongresin e saj të 7-të» dhe se «shpërbërja heq çdo pengesë për forcimin e luftës kombëtare». Më vonë, Kongresi i 7-të i PK të Greqisë (KKE) (1-6 tetor, 1945) miratoi një rezolutë mbi «unitetin politik ndërkombëtar të klasës punëtore». Rezoluta shprehu «dëshirën për të integruar sa më shpejt të gjitha Partitë punëtore të botës, të cilat besojnë në socializëm, pavarësisht nga nuancat, në një organizatë politike të re të bashkuar ndërkombëtare të klasës punëtore».Në thelb, e shikonte çështjen në bazën e partneritetit të PK-ve me socialdemokracinë në një Internacionale.

15. Për Partinë Komuniste të Greqisë (KKE), çështja e vlerësimit të përfunduar të strategjisë, të zhvillimit dhe vetë-shpërbërjes së Internacionales Komuniste mbetet ende dhe sot e hapur për studime të mëtejshme. Faktorëtë rëndësishëm për vazhdimin e studimeve përbëjnë, grumbullimi i burimeve të nevojshme që kanë të bëjnë me diskutimet në organet e Internacionales Komuniste, në organet e PK (b), diskutimet dypalëshe mes partive që përfaqësonin Komisionin Ekzekutiv të Internacionales Komuniste.

Nevoja e një organizate ndërkombëtare e lëvizjes revolucionare punëtore rrjedh nga karakteri ndërkombëtar i luftës klasore. Çështja e unitetit ideologjik dhe e strategjisë revolucionare është detyrë e çdo Partie Komuniste, ndërsa shkalla e promovimit të saj është çështje që lypet edhe në ditët e sotme.

Kongresi i 20-të i Partisë Komuniste të Greqisë (KKE), (30 mars - 2 prill, 2017) konfirmoi «se rindërtimi dhe zhvillimi i Lëvizjes Komuniste Ndërkombëtare përbëjnë detyra të përhershme dhe të vazhdueshme të Partisë sonë»,«burojnë nga natyra ndërkombëtare e luftës klasore». Se «Lëvizja Komuniste Ndërkombëtare gjendet në tërheqje, dhe e ka të vështirë tëreagoikundër sulmit të armikut klasor, sulm i cilibëhet jo vetëm me mjete shtypëse, por edhe me mjete ideologjike – politike dheme ndikimine oportunizmit». Partia Komuniste e Greqisë (KKE)ndërmerr iniciativa, për të krijuar kushtet që do t'i japin shtysë për miratimin e një strategjie të përbashkët të Partive Komuniste përmes formave të ndryshme të përshtatshme, p.sh. me IniciativënKomuniste të Europës, me«Inspektimin KomunistNdërkombëtar», ndërsa, mbetetende për Partinë tonë objektivi i krijimit të një poli marksist – leninistnë LëvizjenKomuniste Ndërkombëtare. Partia Komuniste e Greqisë (KKE) është e vetëdijshme se «procesi i rindërtimit revolucionar do të jetë i ngadalshëm, i bezdisshëm, i brishtë, do të bazohet në arritjen e aftësivetë Partive Komuniste për tu forcuar në mënyrë të gjithanshme në vendin e tyre, ideologjikisht dhe organizativisht. Duke tejkaluarqëndrime tëgabuara që dominoninnë dekadat e mëparshme në Lëvizjen Komuniste Ndërkombëtare dhe që ripërtypenende edhe sot, në forma të ndryshme. Duke ndërtuar baza të fortanë klasën punëtore, në sektorë strategjikë të ekonomisë, duke forcuarndërhyrjen e tyre në lëvizjen punëtore - popullore»do të forcojë çdo PK, do të kombinojë veprimtarinë revolucionare me teorinë revolucionare.
