The National Secretariat of the Communist Party of India issued the following statement on June 12, 2018 over lateral entry move for the civil services:
The RSS-BJP controlled Narendra Modi government has on June 10, 2018 decided to recruit 10 senior bureaucrats through lateral entry. The timing of such reform push smacks of a concocted move to place RSS-BJP persons who are committed to neo-liberal policies in the state machinery. The move, the party feels, being hinted at the fifth year of Modi rule also clearly vindicates the opposition feeling that in 2019 there will be a non-BJP government at the Centre.
Had the government been keen on improving governance it should have started filling the vacant posts at all levels as the administration is actually understaffed. Without doing that going in for lateral entry will cater to bringing in only those who are politically and ideologically committed to the present regime.
The Party accepts the view that the complexities of policy-making today are such that senior civil servants are required to have in-depth knowledge of the areas they administer. But the way the Modi government has been putting RSS-BJP persons in key positions in all governmental bodies only establishes the fact that their intention though seemingly good will in practice only harm the present set up. It has already penetrated almost all fields of governance by putting RSS men as 'consultant' and 'advisors'.
In the light of above apprehensions, the National Secretariat firmly opposes the move and urges the government to leave all the pending reforms to the new government that will come to power in 2019.
