Dear Comrades!
The Central Committee of CCP and I himself extend our heartfelt greetings on the auspicious occasion of holding your congress.
The way your party struggled in 1949 and 1953 - especially since 1979 - against fascist forces with great determination and courage is a matter of great pride for the Communist Parties all over the world. The TUDEH Party of Iran and the Communist Party of Pakistan are intertwined in a relationship which carries a great historic significance. Your party activists continued their struggle in Pakistan after life became hard for them as a result of oppression and persecution that were unleashed on them after Mossaddaque's popular government was overthrown through military coup orchestrated by the American CIA. The CPP and TUDEH had been jointly working which was cut short consequent upon coming into power of the extremist clergy parallel with the military regime of Pakistan that reigned in Pakistan since 1977 under military dictator Ziaul Haque. Although the precarious conditions of the time did not allow the two parties to get going with their collaboration, the precious memories of those days have been burnt everlastingly in the hearts and minds of the activists of the two parties.
Your party under the objective conditions of your country always sailed on the choppy waters but the situation worsened still under the clerical regime when the party raised its voice for the downtrodden and toiling masses in support of their rights and enfranchisement which crime carried the capital punishment for the offender. Your party justifiably deserves red salute working under hostile and barbaric conditions.
Capitalism at present has dominated the world scene with the exclusion of all other systems worth their name. Resultantly, if on one hand, it has been conduit to the accumulation of burgeoning wealth and riches for the few, it has given birth to untold suffering, destitution, starvation and disease for the teeming millions, on the other. The automation and technological development have recoiled on the working class in the form of being rendered jobless instead of slashing their working hours and purveying them with amenities for the sustenance of their honorable existence. The organized productive sector saw large-scale retrenchment of the workers while in the informal unorganized one, particularly in the services sector of that, they have been employed under the terms and conditions of gig economy that deprive them of social security, implementation of the rules and regulations of wages and lawful working hours, to point out few. On the face of all this, the backbreaking inflation has further multiplied their problems so much so that they are facing starvation. Pakistan and Iran are the countries that are inextricably clamped in the oppressive and exploitative gadget. It is high time that communist and worker parties were organized along with labourers, peasants, students and women to struggle hard to break themselves free of the class oppression and exploitation by turning over the outdated and unwanted economic system through revolution to be replaced with socialist one which is just, worthy and free of exploitation in any form and manifestation. The line of action is in demand to be adopted to counter the evil designs of the exploitative forces which have been trying hard to extinguish the revolutionary fire of the masses by engaging them in the internecine war of religiosity, sectarianism, ethnicity and narrow nationalism. They are calling for one another's blood on account of foregone differences and distinctions. It is indeed an uphill task in countries like ours to array them into an organized and united force to fight against their common enemy that has brought economic, social and financial miseries upon them. In Pakistan these differences have been played up to such an extent that if one wants to settle old scores with someone or grab their property, just bring a charge of blasphemy and keep them behind the bars under the penal code that provides for the capital punishment for the blasphemer if not lynched on the spot by the angry mob who consider it the act of salvation from the hellfire in hereafter. Even in jail they are put to death by some hardened criminal for the redemption of his soul before the trial reaches its logical conclusion. It bears mentioning that CCP too is unfortunately embroiled in the nationalistic polarization and tendencies that is affecting class struggle. The mayopic policies of the military establishment contribute to intensifying such dissention that overshadow the class differences. Even the security institutions are not immune to religious and ethnic contradictions and conflicts and as such dealt an unintended blow to their foundations. These institutions use the ruling parties as pawns to facilitate their proxy wars for and becoming rentiers of America to accumulate wealth and riches to the detriment of national solidarity and cohesion. But still under such uncongenial circumstances the CPP has been bending over backwards to organize the workers and masses to identify their longstanding socioeconomic and political problems and carry on the class struggle with zeal and commitment.
We pin our hopes on this congress that it will come up with a sound and viable course of action that will help unite and organize the workers and masses for achieving their paramount objective of defeating corrupt, immoral and fascist forces that have played havoc with the lives of the have-nots and commoners.
