POLITICAL DECLARATION

The "Alberto Lovera" XVI National Conference of the PCV in its second phase, held on Sunday, March 17, 2024, at the national headquarters of the Central Committee and previously convened by the VIII Plenum of the Central Committee of the Communist Party of Venezuela (PCV), held on March 10, 2024, evaluated the national situation characterized by the growing deterioration in the living conditions of the working class and the people in general as a result of the continuity of the neoliberal policies of the government of Nicolás Maduro and his authoritarian style of government, which deepen the dependence and unequal distribution of socially produced wealth, unloading the full weight of the capitalist crisis and the criminal imperialist sanctions on the working people, while protecting capitalist profits and the privileges of the mafia elites. 

For the XVI National Conference, another distinctive feature of the present moment in the national scenario is the continuity of the pact between elites, which facilitates the preparation of presidential elections marked by anti-democratic maneuvers plotted by the government leadership and supported by their accomplices in the opposition, both the pro-US and subordinate blocs, with the pretension of perpetuating Nicolás Maduro and his clique in power, or opening a victorious space for the opposition bourgeois fraction, even though both are rejected by the immense majority of the Venezuelan people. They are trying to impose a falsely polarized electoral scenario, excluding the genuinely representative currents of the popular camp and the organizations, movements and currents of the revolutionary left from the electoral political confrontation. 

The judicial and administrative intervention of numerous political parties, the discretionary disqualifications, threats, persecution and imprisonment of union leaders and social and political activists; the obstacles for the registration of new political organizations or groups of voters and for the registration of candidates on their own initiative, in open violation of the Constitutional and legal order in force; the express registration of political parties related to the alliance headed by the Government-PSUV and the collaborationist opposition, together with the appointment of rectors of the National Electoral Council (CNE) openly and mostly identified with the PSUV, have the purpose of favoring the fragmentation of the opposition currents, while at the same time annulling the participation of the revolutionary left in the electoral process, with the objective of promoting massive abstention to assure a pyrrhic and undeserved victory to the treacherous PSUV leadership. 

The above is aggravated by the announcements made by the CNE regarding the date of the presidential elections and the electoral schedule, both fully adjusted to the purposes of the PSUV-Government leadership and undoubtedly decided by it, with the complicit endorsement of the subordinate and collaborationist opposition. The presidential election on July 28, with very short deadlines for all the phases of the process, which restrict the exercise of the rights to political participation and equality before the law, making the registration of new voters and the exercise of the vote of citizens living abroad practically impossible, together with the most recent disqualifications of political parties, makes it clear that the Government intends to carry out controlled elections that are tailor-made for it, with fragmented oppositions of any sign, without real competitors, and high abstention that will produce a low voter turnout, all in order to be "victorious" with what is known as "the largest minority". At the same time, it tries to create an artificial climate of political violence to justify the criminalization of its adversaries and hide his advantageous maneuvers. 

All these authoritarian and anti-democratic actions are deeply damaging to the working people of the city and the countryside and to the proletarianized middle strata, who are prevented from having an electoral alternative that would answer their most pressing economic and social demands, to get out of the present state of misery and helplessness and to be able to conquer a dignified life with social justice, true democracy and full national sovereignty. 

These anti-democratic maneuvers close the way to the political forces that express the interests of the working class and the working people, as is the case of the Communist Party of Venezuela (PCV), which has been arbitrarily stripped of its legal figurehead and electoral ticket through the infamous sentence 1,160 of August 10, 2023, issued by the Constitutional Chamber of the Supreme Court of Justice, in which both were handed over to a group of puppet mercenaries at the service of the neoliberal and corrupt leadership of the Government. Likewise, they are acting against the whole of the revolutionary left, the authentically democratic currents and the different consistent expressions of the popular and patriotic movement, which are fighting against those causing the current national tragedy: on the one hand, the bourgeois fraction of neoliberals, gangsters and corrupt right-wingers who control the anti-worker and anti-popular government presided over by Nicolás Maduro, and on the other hand, the traditional bourgeoisie, also gangsters, corrupt, parasitic and pro-US that is grouped in the different right-wing oppositions, which dispute the control of the State to satisfy the objectives and geopolitical desires of US-European imperialism and the economic groups they represent or of which they are part and thus plunder the public resources, condemning the popular majorities to exploitation and poverty. 

Faced with this grave reality, the "Alberto Lovera" XVI National Conference of the PCV in its second phase, calls on the working class and all the Venezuelan people to organize, unite and mobilize to fight for their right to wages and pensions indexed to the basic basket, social benefits, union organization and collective bargaining agreement; for the freedom of workers, social and political activists imprisoned for fighting; for efficient public services, quality public health and education, in defense of nature and national sovereignty, in short, for a dignified life, in peace, with social justice and true national independence, without manipulation or intimidation. The defense and recovery of these violated social and economic conquests obliges us to mobilize ourselves also to politically defeat the authoritarian, arbitrary and exclusionary scheme that, together with its accomplices, has been imposed by the Maduro government. To this end, the resurgence of the powerful, massive and unstoppable participation of the entire Venezuelan people in the upcoming presidential elections is necessary. Only that massive participation, making use of their right to choose without being intimidated, manipulated, bought or blackmailed, will make possible the defeat of the current treacherous leadership headed by Nicolás Maduro Moros, and will be in conditions to confront and defeat any situation contrary to the legitimate interests of the working class and the whole of the popular masses that, in the development of the class struggle, we will have to face. 

It is for such reasons that the legitimate, dignified, unique and historic PCV, together with different political and social forces of the popular, authentically democratic, patriotic, anti-imperialist and revolutionary camp, of the consistent left, we strive to form an organized and combative alternative, which confronts and fights against the indignity and immorality of the corrupt and autocratic elites that currently hold power. This popular alternative goes beyond the electoral conjuncture, but, in the context of the elections, we work to break the scheme of fraudulent and authoritarian polarization that the ruling and right-wing opposition leaderships try to impose, to which effect we advance together with a diversity of forces, movements and currents of the popular field, in the construction of a candidacy proposal that, nucleated around programmatic bases and a broad and unitary organic body, will allow us to present a presidential electoral option that responds to the interests of the Venezuelan working people of the city and the countryside, confronting and overcoming the unconstitutional obstacles imposed by the authoritarian ruling elite so as to illegitimately cling to power. 

The "Alberto Lovera" XVI National Conference of the PCV is aware of the deepening of the general crisis of the global capitalist system in its imperialist phase, which generates a complex and dangerous international reality, in which the class struggle is intensifying. This reality also deepens inter-capitalist confrontations in dispute for a new distribution of the world, that propitiates wars and regional conflicts, as are the most notorious cases in Ukraine as a theater of military operations of the big transnational corporations and the states at their service, as well as the criminal genocide committed by the Zionist State of Israel against the Palestinian people, towards whom we express all our militant solidarity.

In virtue of the above considerations, the 2nd phase of the "Alberto Lovera" XVI National Conference of the PCV, in correspondence with what is established in the bi-laws of the Communist Party of Venezuela (PCV) and in accordance with the Political Line approved by the XVI National Congress of the PCV (November 3-5, 2022), decides to: 

1. To reiterate the solidarity of the Communist Party of Venezuela (PCV) with the workers, leaders and social and political activists or fighters imprisoned for struggling. We demand their immediate and full freedom.

2. To continue strengthening the process of AMPLE UNITY OF MASS ACTION, which has the articulation and coordination of the worker-union, communal and popular movements as its center of action, to confront the policy at the service of capital executed by the government of President Nicolás Maduro Moros and the leadership of the PSUV. In this sense, as far as the trade union sector is concerned, we will take an active part in the broad unitary instances, in which various trade union currents with divergent ideopolitical contents converge, as long as we coincide in the defense of the working class' objectives. Likewise, we will promote the conformation of unitary spaces of class character.

3. To express our solidarity with the different struggles of the Venezuelan working class and demand the reestablishment of their labor rights, in particular the increase of salaries and pensions indexed to the basic food basket, as established in Article 91 of the Constitution, the restitution of social benefits, the respect for the rights of union organization, collective bargaining and the right to strike.

4. To send a fraternal and supportive greeting to the millions of Venezuelan families affected by the migration diaspora, together with the commitment to promote at the international level, in conjunction with the communist and workers' parties of the countries with greater presence of migrant compatriots, initiatives aimed at guaranteeing respect for their labor, social and political rights established in the national laws of those countries and in the international agreements signed by Venezuela.

5. To strengthen the policy of REGROUPING THE FORCES OF THE POPULAR, authentically democratic, patriotic, anti-imperialist and revolutionary field, which is advancing with the constitution of the NATIONAL ENCOUNTER IN DEFENSE OF THE PEOPLE'S RIGHTS and the creation of the electoral political coalition ALTERNATIVE POPULAR ENCOUNTER (EPA). To such effects, the regional and local leaderships and branches of the PCV, based on the orientations laid out by the Central Committee and the Political Bureau, are entrusted to continue in the process of its organization at the level of each state of the country and sectorial area.

6. To reiterate the condemnation and rejection of the assault and intervention to which the Communist Party of Venezuela (PCV) has been subjected and to sustain the political, juridical, propagandistic and mass actions that have been carried out at the national and international level. To exhort the regional, local and branch organizations to remain on alert and to react opportunely to the situations that may arise.

7. To reject and condemn the recent decisions of the CNE that limit and restrict electoral political participation, both those derived from the electoral schedule and the recent disqualifications applied to numerous political organizations. The second phase of the "Alberto Lovera" XVI National Conference of the PCV expresses its solidarity with all political parties arbitrarily and illegally disqualified and intervened by administrative means by the CNE or judicial means by the Supreme Court (TSJ).

8. To propose the formation of a space for meeting and exchange to advance in the articulation and defense of the Constitution of the Bolivarian Republic of Venezuela to all the organizations and movements excluded from the political system by arbitrary, authoritarian and illegal decision of the CNE or the TSJ, particularly, in this case, with regard to the rights to political and electoral participation and social protagonism.

9. To ratify our solidarity with the Palestinian people and reiterate our condemnation of the genocidal massacre committed against it by the Zionist State of Israel and, at the same time, to approve the execution of a national campaign to unmask the racist, expansionist, colonialist and genocidal character of the Zionist ideology, as well as its condition as an instrument at the service of imperialism.

10. To propose to the Venezuelan people, in particular to its working classes and to the allied forces of the popular, authentically democratic, patriotic, anti-imperialist and revolutionary camp, the presidential candidacy of the journalist MANUEL ISIDRO MOLINA.

11. Based on the by-law provis ions in force, it is agreed to authorize the Central Committee of the Communist Party of Venezuela (PCV) to convene (when strictly necessary), a 3rd phase of this "Alberto Lovera" XVI National Conference of the PCV to resolve matters that are within its exclusive competence.

DECLARACIÓN POLÍTICA

La XVI Conferencia Nacional del PCV «Alberto Lovera», en su segunda fase, realizada el domingo 17 de marzo de 2024, en la sede nacional del Comité Central, previamente convocada por el VIII Pleno del Comité Central del Partido Comunista de Venezuela (PCV), efectuado el 10 de Marzo de 2024, evaluó la situación nacional caracterizada por el creciente deterioro en las condiciones de vida de la clase trabajadora y el pueblo en general, como resultado de la continuidad de las políticas neoliberales del Gobierno de Nicolás Maduro y su estilo autoritario de gobierno, que profundizan la dependencia y distribución desigual de la riqueza socialmente producida, descargando sobre el pueblo trabajador todo el peso de la crisis capitalista y de las criminales sanciones imperialistas, mientras protege las ganancias capitalistas y los privilegios de las élites mafiosas. 

Para la XVI Conferencia Nacional, otro rasgo distintivo del momento actual en el escenario nacional, es la continuidad del pacto de élites, que facilita la preparación de unas elecciones presidenciales signadas por maniobras antidemocráticas urdidas por la cúpula gubernamental y respaldadas por sus cómplices de la oposición, tanto la pro gringa como la subordinada, con la pretensión de perpetuar en el poder a Nicolás Maduro y su camarilla, o abrirle espacio victorioso a la fracción burguesa opositora, aún cuando ambas tienen el rechazo de la inmensa mayoría del pueblo venezolano. Intentan imponer un escenario electoral falsamente polarizado, que excluya de la confrontación política electoral a las corrientes genuinamente representativas del campo popular y de las organizaciones, movimientos y corrientes de las izquierdas revolucionarias. 

La intervención judicial y administrativa de numerosos partidos políticos, las inhabilitaciones discrecionales, las amenazas, persecución y encarcelamiento de dirigentes sindicales, activistas sociales y políticos; las trabas y obstáculos para el registro de nuevas organizaciones con fines políticas o grupos de electoras/es y para la inscripción de candidatos o candidatas por iniciativa propia, en abierta violación al ordenamiento constitucional y legal vigentes; el registro exprés de partidos políticos afines a la alianza que encabeza el Gobierno-PSUV y la oposición colaboracionista, junto a la designación de rectoras y rectores del CNE, abierta y mayoritariamente identificados con el PSUV, tienen el propósito de propiciar la fragmentación de las corrientes opositoras, a la vez que anula la participación de la izquierda revolucionaria en el proceso electoral, con el objetivo de promover la abstención masiva que le asegure una victoria pírrica e inmerecida a la cúpula traidora del PSUV. 

Lo anterior se agrava con los anuncios del CNE, sobre la fecha de elecciones presidenciales y el cronograma electoral, plenamente ajustados a los propósitos de la cúpula del Gobierno-PSUV e indudablemente decididos por ella, con el aval cómplice de la oposición subordinada y colaboracionista. La elección presidencial para el 28 de julio, con lapsos brevísimos para todas las fases del proceso, que restringen el ejercicio de los derechos a la participación política y a la igualdad ante la ley, haciendo prácticamente imposible la inscripción de nuevos electores y electoras, el ejercicio del voto de las y los ciudadanos establecidos en el extranjero, junto a las más recientes inhabilitaciones de partidos políticos, deja en claro que el Gobierno pretende unas elecciones controladas, a su medida, con las oposiciones de cualquier signo fragmentadas, sin competidores reales, con alta abstención que produzca una escasa participación de votantes, para erigirse «victorioso» con lo que se conoce como «la minoría mayor». A la vez que intenta crear un clima artificial de violencia política, para justificar la criminalización de sus adversarios y ocultar sus maniobras ventajistas. 

Todas esas actuaciones autoritarias y antidemocráticas hacen un profundo daño al pueblo trabajador de la ciudad y el campo, a las capas medias proletarizadas, a quienes se les impide contar con una alternativa electoral que dé respuesta a sus demandas económicas y sociales más apremiantes, para salir del estado actual de miseria e indefensión y poder conquistar una vida digna con justicia social, democracia verdadera y plena soberanía nacional. 

Estas maniobras antidemocráticas le cierran el paso a las fuerzas políticas que expresan los intereses de la clase obrera y el pueblo trabajador, como es el caso del Partido Comunista de Venezuela (PCV), que ha sido despojado arbitrariamente de su personalidad jurídica y de su tarjeta electoral, mediante la infame sentencia 1.160 del 10 de agosto del 2023, dictada por la Sala Constitucional del Tribunal Supremo de Justicia, para entregárselas a un grupo de mercenarios títeres al servicio de la cúpula neoliberal y corrupta del Gobierno. Igualmente actúan contra todo el conjunto de la izquierda revolucionaria, las corrientes auténticamente democráticas y las diferentes expresiones consecuentes del movimiento popular y patriótico, que luchan contra los causantes de la actual tragedia nacional: de una parte, la fracción burguesa, de neoliberales, mafiosos y corruptos de derecha, que controla el gobierno antiobrero y antipopular presidido por Nicolás Maduro, y de la otra, la burguesía tradicional, también mafiosa, corrupta, parasitaria y pro gringa que se agrupa en las diversas oposiciones de derecha, que se disputan el control del Estado para satisfacer los objetivos y apetencias geopolíticas del imperialismo estadounidense-europeo y de los grupos económicos que representan o de los cuales son parte y saquear así, los recursos públicos, condenando a la explotación y a la pobreza a las mayorías populares. 

Frente a esta grave realidad, la XVI Conferencia Nacional del PCV «Alberto Lovera», en su segunda fase, llama a la clase trabajadora y a todo el pueblo venezolano, a organizarse, unirse y movilizarse para luchar por su derecho a salarios y pensiones indexados a la canasta básica, prestaciones sociales, organización sindical y convención colectiva; por la libertad de las trabajadoras, trabajadores, activistas sociales y políticos presos por luchar; por servicios públicos eficientes, salud y educación públicas de calidad, en defensa de la naturaleza y la soberanía nacional, en fin, por una vida digna, en paz, con justicia social y verdadera independencia nacional, sin manipulación ni intimidación. La defensa y recuperación de éstas conquistas sociales y económicas vulneradas, nos obliga a movilizarnos también para derrotar políticamente el esquema autoritario, arbitrario y excluyente que, junto a sus cómplices, ha impuesto el Gobierno madurista. Para ello, se hace necesario el resurgir de la potente, masiva e indetenible participación de todo el pueblo venezolano en las venideras elecciones presidenciales. Sólo esa participación masiva, haciendo uso de su derecho a elegir sin dejarse intimidar, ni manipular, ni comprar, ni chantajear, hará posible la derrota de la actual cúpula traidora encabezada por Nicolás Maduro Moros, y estará en condiciones de enfrentar y derrotar cualquier situación contraria a los legítimos intereses de la clase trabajadora y el conjunto de las masas populares que, en el desarrollo de la lucha de clases, tengamos que enfrentar. 

Es por tales razones, que el legítimo, digno, único e histórico PCV, junto a diferentes fuerzas políticas y sociales del campo popular auténticamente democráticas, patrióticas, antiimperialistas y revolucionarias, de la izquierda consecuente, nos esforzamos por conformar una alternativa organizada y combativa, que confronte y luche contra la indignidad y la inmoralidad de las élites corruptas y autocráticas que actualmente ostentan el poder. Esta alternativa popular va más allá de la coyuntura electoral, pero, en el contexto de las elecciones, trabajamos por romper el esquema de la polarización fraudulenta y autoritaria que intentan imponer las cúpulas gobernante y de la oposición de derecha, a cuyo efecto avanzamos en conjunto con una diversidad de fuerzas, movimientos y corrientes del campo popular, en la construcción de una propuesta candidatural que, nucleada en torno a unas bases programáticas y una instancia orgánica amplia y unitaria, nos permita presentar una opción electoral presidencial que responda a los interés del pueblo trabajador venezolano de la ciudad y el campo, enfrentando y superando los inconstitucionales obstáculos que impone la autoritaria élite gobernante para aferrarse ilegítimamente al poder. 

No deja de hacerse cargo la XVI Conferencia Nacional del PCV»Alberto Lovera», de la profundización de la crisis general del sistema capitalista mundial en su fase imperialista, que genera una compleja y peligrosa realidad internacional, en la que se agudiza la lucha de clases, al igual que se profundizan las confrontaciones intercapitalistas en disputa por un nuevo reparto del mundo, que propicia guerras y conflictos regionales, como son los casos más notorios en Ucrania, en tanto teatro de operaciones militares de las grandes corporaciones transnacionales y los estados a su servicio, al igual que el criminal genocidio que comete el Estado sionista de Israel contra el Pueblo Palestino, hacia quien expresamos toda nuestra solidaridad militante. 

En virtud de las anteriores consideraciones, la 2da fase de la XVI Conferencia Nacional del PCV «Alberto Lovera», en correspondencia con lo establecido en los Estatutos del Partido Comunista de Venezuela (PCV) y de acuerdo a la Línea Política aprobada por el XVI Congreso Nacional del PCV (3-5 de noviembre 2022), decide:

1. Reiterar la solidaridad del Partido Comunista de Venezuela (PCV), con las trabajadoras y trabajadores, activistas y luchadores sociales y políticos presos por luchar. Exigimos su inmediata y plena libertad.

2. Continuar fortaleciendo el proceso de AMPLIA UNIDAD DE ACCIÓN DE MASAS, que tiene como centro de su acción la articulación y coordinación de los movimientos obrero-sindical, comunero y popular, para enfrentar la política al servicio del capital que ejecuta el gobierno del presidente Nicolás Maduro Moros y la cúpula del PSUV. En tal sentido, en lo que concierne al sector sindical, nos hacemos parte activa en las instancias unitarias amplias, en las que convergen diversas corrientes sindicales con contenidos ideopolíticos divergentes, siempre y cuando coincidamos en la defensa de los objetivos reivindicativos de la clase trabajadora. Así mismo, impulsaremos la conformación de espacios unitarios de carácter clasista.

3. Expresar nuestra solidaridad con las distintas luchas que impulsa la clase trabajadora venezolana y demandamos el restablecimiento de sus derechos laborales, en particular el aumento de salarios y pensiones indexados a la canasta básica, tal como lo establece el artículo 91 de la Constitución, la restitución de las prestaciones sociales, el respeto a los derechos de organización sindical, convención colectiva y a la huelga.

4. Hacer llegar a los millones de familias venezolanas, afectadas por la diáspora de la migración, un saludo fraterno y solidario, junto al compromiso de promover a nivel internacional, en conjunto con los partidos comunistas y obreros de los países con mayor presencia de compatriotas migrantes, iniciativas dirigidas a garantizar el respeto de sus derechos laborales, sociales y políticos establecidos en las leyes nacionales de dichos países y en los convenios internacionales suscritos por Venezuela.

5. Fortalecer la política de REAGRUPAMIENTO DE FUERZAS DEL CAMPO POPULAR, auténticamente democráticas, patrióticas, antiimperialistas y revolucionarias, que avanza con la constitución del ENCUENTRO NACIONAL EN DEFENSA DE LOS DERECHOS DEL PUEBLO y creación de la coalición política electoral ENCUENTRO POPULAR ALTERNATIVO (EPA). A tales efectos, se encomienda a las direcciones regionales, locales y Células del PCV, con base a las orientaciones que trace el Comité Central y el Buró Político, continuar en el proceso de su organización a nivel de cada estado del país y área sectorial.

6. Reiterar la condena y rechazo al asalto e intervención de que ha sido objeto el Partido Comunista de Venezuela (PCV) y sostener las acciones políticas, jurídicas, propagandísticas y de masas que se han venido cumpliendo a nivel nacional e internacional. Exhortar a los organismos regionales, locales y celulares a permanecer en alerta y reaccionar oportunamente ante las situaciones que se vayan presentando.

7. Rechazar y condenar las recientes decisiones del CNE, que limitan y restringen la participación política electoral, tanto las que se derivan del cronograma electoral, como las recientes inhabilitaciones aplicadas a numerosas organizaciones políticas. La segunda fase de la XVI Conferencia Nacional del PCV «Alberto Lovera», expresa su solidaridad con todos los partidos políticos arbitraria e ilegalmente inhabilitados e intervenidos por vía administrativa del CNE o judicial del TSJ.

8. Proponer al conjunto de las organizaciones y movimientos excluidos del sistema político por decisión arbitraria, autoritaria e ilegal del CNE o el TSJ, la conformación de un espacio de encuentro e intercambio para avanzar en la articulación y defensa de la Constitución de la República Bolivariana de Venezuela, particularmente, en este caso, en lo que concierne a los derechos a la participación política y electoral y al protagonismo social.

9. Ratificar nuestra solidaridad con el Pueblo Palestino y reiterar nuestra condena a la masacre genocida que en su contra comete el Estado sionista de Israel y, a la vez, aprobar la ejecución de una campaña nacional que desenmascare el carácter racista, expansionista, colonialista y genocida de la ideología sionista, así como su condición de instrumento al servicio del imperialismo.

10. Proponer al pueblo venezolano, en particular a sus clases trabajadoras y a las fuerzas aliadas del campo popular, auténticamente democráticas, patrióticas, antiimperialistas y revolucionarias, la candidatura presidencial del periodista MANUEL ISIDRO MOLINA.

11. Con base en las disposiciones estatutarias vigentes, se acuerda autorizar al Comité Central del Partido Comunista de Venezuela (PCV), para convocar (siempre que sea estrictamente necesario), una 3era fase de ésta XVI Conferencia Nacional del PCV «Alberto Lovera», para conocer y resolver sobre materias que son de su exclusiva competencia.
