THE PCV ON THE SERIOUS CASES OF CORRUPTION AND THE ETHICAL-MORAL DECOMPOSITION OF THE GOVERNMENT OF NICOLÁS MADURO

The Political Bureau of the Central Committee of the Communist Party of Venezuela (PCV) considers that the new and serious facts of government corruption that have come to public light are a small sample of the profound moral decomposition of the government and the high bourgeois leadership of the PSUV. 

Regarding these facts, the PCV wishes to point out the following: 

1. We reject the way in which the government and the competent institutions have been handling the supposed fight against corruption as if it were an internal problem of the governing party. In fact, the first declarations of the president of the Republic on the subject occurred within the framework of a meeting of the PSUV leadership, which gives some signs that rather than a real institutional fight against corruption, we may be facing a pre-electoral strategy. We demand that the government and the public powers of the Republic duly inform the people of Venezuela what is happening, what arrests have been made and their causes.

2. We condemn any attempt by the government of Nicolás Maduro to evade its responsibility in the corruption scandals. The root of the serious problem of decomposition in the public administration lies in the regime of opacity and dismantling of all types of controls as a form of government management. The regrettable "Anti-Blockade" Law illegally approved by the National Constituent Assembly, which grants supra-constitutional powers to the national executive, is the main instrument used by the Executive to give power to these corrupt mafias that until yesterday had the full protection of the governmental leadership, even under the argument of being "heroes" in the fight to evade criminal sanctions. 

From the PCV we want to reiterate our demand to the government to immediately re-establish the constitutional precepts of transparency, accountability and the exercise of social control over the public administration.

3. On this aspect of social control, we wish to recall that workers in Venezuela have been prosecuted for denouncing acts of corruption in the public administration. An emblematic case is that of the oil workers: Aryenis Torrealba, Alfredo Chirinos and Eudis Girot, on whom evidence was fabricated by the Attorney General's Office in order to please the same mafias that today are denounced as corrupt in PDVSA. All this fabricated evidence was dismantled in the trials and, nevertheless, Aryenis and Alfredo continue under house arrest. 

The case of these workers demonstrates the double standards of the government in the fight against corruption and the hypocrisy of its discourse when it appeals to the exercise of "social control".  Those who have had the courage to denounce, have been unjustly prosecuted for affecting the economic interests of the power groups confronting each other in the PSUV. 

We take this opportunity to demand the immediate release of Aryenis Torrealba and Alfredo Chirinos.

4. Among the group of detainees is the president of the Criminal Judicial Circuit of Caracas, Cristóbal Cornieles, who also served as legal consultant to the PSUV-controlled National Assembly; and the control judge for crimes associated with terrorism, José Mascimino Márquez, responsible for numerous convictions of workers who have been unjustly imprisoned.

5. We want to recall that the government of Nicolás Maduro is announcing for the third time a "high-level restructuring" in the oil industry. The two previous restructurings culminated in corruption scandals and judicial prosecution of officials, with much media hype, but with little information on the facts uncovered and with impunity for top PSUV leaders involved in the administration of the oil company.  

This was the case of the former minister and president of PDVSA at the time, Manuel Quevedo, who not only escaped unscathed from the alleged anti-corruption investigations, but was rewarded with the nomination for deputy for the 2020 elections. All indications - from President Maduro's statements yesterday - are that the same will happen with former Minister Tareck El Aissami. The concrete fact is that these new scandals in PDVSA - where there is talk of the loss of 3 to 5 billion dollars from oil sales, together with the facts discovered during the previous administration - demonstrate the responsibility of Nicolás Maduro's administration in the destruction and dismantling of the national oil industry. It is worth remembering that the same thing happened with Rafael Ramirez (minister of petroleum and president of PDVSA in the government of Hugo Chávez and Nicolás Maduro). He was protected by Nicolas Maduro and the first vice-president of the PSUV Diosdado Cabello, in the face of denunciations made by the PCV and oil workers. There is enough public evidence to confirm this.

6. The PCV considers that if the fight against corruption is true and not just another government propaganda show, the competent public authorities must open an investigation on the responsibility of the president of the Republic in these corruption scandals in PDVSA. It is unacceptable that the president of the Republic himself appoints ministers, vice ministers, presidents and members of Presidential Commissions to solve the crisis in PDVSA, and then when corruption scandals break out, provoked by the instances and figures appointed by him, he always pretends to wash his hands of the matter. It is important to remember that every time the PCV and sectors of the left denounced the irregular actions of ministers and high government officials, the president of the Republic himself came out in defense of these officials, personally assuming responsibility for their actions.

7. The 3 billion dollars disappeared by the corrupt mafias, the arrest of the owners of large companies such as the construction company HP -apparently linked to the PDVSA looting scheme- and the members of the PSUV that continue to be arrested for scandalous acts of corruption, all dismantle the discourse of the government and its economic spokespersons that the country does not have enough income to increase salaries and wages, nor to attend to the serious crisis in basic public services: water, electricity, medical attention and hospital supplies. The generalized corruption in the public administration is a huge hole through which the depleted public revenues continue to escape to the top bureaucrats and the new bourgeoisie associated with the government.  

This looting is a crime against the Venezuelan people, who bear alone the calamities of the capitalist crisis and the imperialist sanctions. We reject the government's discursive manipulation, where it affirms that all income is destined to social investment. This government has dismantled social rights and applies a criminal labor policy, precisely to favor the interests of these capitalist mafias.

8. We alert the working people of Venezuela that we are just witnessing the tip of the iceberg of a very deep and serious problem that eats away at society and operates at the expense of our rights to decent wages and living conditions. It is time to continue deepening the unity and mobilization of the working class for wages equal to the basic basket of goods and the restitution of violated rights. This also implies fighting for the restitution of union freedoms, against the persecution of workers' struggles and the pretensions of the capitalist leadership in power to assault the PCV; the party of the working class, with the aim of silencing us and containing the thrust of the workers' and popular struggles.

9. We can see clearly that the pro-imperialist right wing of Juan Guaido and the right wing in the government of Nicolas Maduro (disguised with leftist discourse) have in common their participation in the plundering of the public treasury for private benefit, while the working people suffer the full rigor of the crisis. That is why they can agree on their pact between elites. They represent the same petty interests, no matter how much they try to show themselves as antagonistic forces. They are two sides of the same coin. Hence the importance that the working class, the popular sectors and revolutionary forces advance in the construction of an Alternative from the popular camp against this pact of the corrupt, corrupt and plundering elites.  

These are the truths that the Communist Party of Venezuela (PCV), through its deputy in the National Assembly, comrade Oscar Figuera, expressed yesterday in the parliamentary debate, in which we were forced to save our vote in the approval of an agreement that praises President Nicolás Maduro Moros, the main person responsible for the grave situation of the country and, for which reason, once again, in a shameless way, Figuera was denied the floor by the authoritarian dictatorial dictatorship of the president of the NA, deputy Jorge Rodríguez. The PCV did vote in favor of stripping the parliamentary immunity of Deputy Hugbel Roa so that he may be tried for the crimes of which he is accused.

El PCV SOBRE LOS GRAVES HECHOS DE CORRUPCIÓN Y LA DESCOMPOSICIÓN ÉTICO-MORAL DEL GOBIERNO DE NICOLÁS MADURO

Caracas, 22-03-2023 (Comunicado) El Buró Político del Comité Central del Partido Comunista de Venezuela (PCV), considera que los nuevos y graves hechos de corrupción gubernamental que salen a la luz pública, son una pequeña muestra  de la profunda descomposición moral del gobierno y la alta cúpula burguesa del PSUV.

Al respecto de estos hechos, el PCV desea puntualizar lo siguiente:

1. Rechazamos la forma como el Gobierno y las instituciones competentes, viene gestionando la supuesta lucha contra la corrupción cómo si se tratara de un problema de orden interno del partido de gobierno. De hecho, las primeras declaraciones del Presidente de la República sobre el tema ocurren en el marco de una reunión de la dirigencia del PSUV, lo que da algunas señales de que más que una lucha institucional real contra la corrupción, podemos estar frente a una estrategia de orden pre-electoral. Exigimos al gobierno y a los organismos del poder público de la República con competencias, informar debidamente al pueblo de Venezuela lo que sucede, cuáles son las detenciones realizadas y sus causas.

2. Condenamos todo intento del gobierno de Nicolás Maduro de eludir su responsabilidad en los escándalos de corrupción descubiertos. La raíz del grave problema de descomposición en la administración pública se encuentra en el régimen de opacidad y desmontaje de todo tipo de controles, como forma de gestión gubernamental. La lamentable Ley “anti-bloqueo” aprobada de forma ilegal por la Asamblea Nacional Constituyente, y que otorga poderes supraconstitucionales al ejecutivo nacional, es el instrumento principal del que se ha valido el Ejecutivo para dar poder a estás mafias corruptas que han contado con la plena protección de la cúpula gubernamental, incluso bajo el argumento de ser «héroes» en la lucha para evadir las sanciones criminales. 

Desde el PCV queremos reiterar nuestra exigencia al gobierno de restablecer de manera inmediata  los preceptos constitucionales de la transparencia, rendición de cuenta y el ejercicio de  control social sobre la administración pública.

3. Sobre este aspecto del control social, queremos recordar que trabajadores en Venezuela han sido judicializados por denunciar hechos de corrupción en la administración pública. Caso emblemático es el de los trabajadores petroleros: Aryenis Torrealba, Alfredo Chirinos y Eudis Girot, sobre quiénes se hizo un montaje de pruebas desde la fiscalía General de la República con el fin de complacer a las mismas mafias que hoy se denuncian como corruptas en PDVSA. Todas estas pruebas inventadas fueron desmontadas en los juicios y sin embargo, Aryenis y Alfredo continúan bajo prisión domiciliaria.El caso de estos trabajadores demuestra el doble rasero del gobierno en la lucha anticorrupción y la hipocresía de su discurso cuando apelan al ejercicio del «control social». Quienes han tenido la valentía de denunciar, han sido injustamente judicializados por  afectar los intereses económicos de los grupos de poder que se enfrentan en el PSUV.

Aprovechamos para exigir la inmediata liberación de Aryenis Torrealba y Alfredo Chirinos.

4. Entre el grupo de detenidos se encuentra el presidente del Circuito Judicial Penal de Caracas, Cristóbal Cornieles, quién también fungía como consultor jurídico de la Asamblea Nacional controlada por el PSUV; y el juez de control en delitos asociados al terrorismo José Mascimino Márquez, responsable de numerosas condenas de trabajadores que han sido injustamente encarcelados.

5. Queremos recordar que el gobierno de Nicolás Maduro está anunciando por tercera vez una «reestructuración de alto nivel» en la industria petrolera. Las dos reestructuraciones anteriores culminaron en escándalos de corrupción y procesamiento judicial de funcionarios, con mucho alboroto mediático, pero con escasa información de los hechos descubiertos y con impunidad para los altos dirigentes del PSUV involucrados en la administración de la empresa.

Fue el caso del ex-ministro y presidente de PDVSA de entonces, Manuel Quevedo, que no sólo salió ileso de las supuestas investigaciones anticorrupción, sino que fue premiado con la postulación a diputado para las elecciones del 2020. Todo indica, por las declaraciones del presidente Maduro el día de ayer, que lo mismo sucederá con el ex-ministro Tareck El Aissami. El hecho concreto es que estos nuevos escándalos en PDVSA, dónde se habla de la pérdida de 3 mil a 5 mil millones de dólares que dejaron de ingresar por concepto de ventas de petróleo, aunado a los hechos descubiertos durante la gestión anterior, demuestran la responsabilidad de la gestión de Nicolás Maduro en  la destrucción y desmantelamiento de la industria petrolera nacional. Vale recordar que con Rafael Ramirez (ministro de petróleo y presidente de PDVSA en el gobierno de Hugo Chávez y Nicolás Maduro) ocurrió lo mismo. Fue protegido por Nicolás Maduro y el primer vicepresidente del PSUV Diosdado Cabello, frente a denuncias realizadas por el PCV y trabajadores petroleros. Hay suficiente evidencia pública que lo confirma.

6. El PCV considera que si la lucha contra la corrupción es cierta y no otro show propagandístico del gobierno, las instancias del poder público con competencia deben abrir una investigación sobre la responsabilidad del Presidente de la República  en estos escándalos de corrupción en PDVSA. Es inaceptable que el propio Presidente de la República designe los ministros, viceministros, presidentes e integrantes de Comisiones Presidenciales para solventar la crisis en PDVSA, y que luego cuando estallan los escándalos de corrupción provocados por las instancias y figuras por él designadas, pretenda siempre lavarse las manos. Es importante recordar que cada vez que el PCV y sectores de la izquierda denunciaron la actuación irregular de ministros y altos funcionarios del gobierno, el mismo Presidente de la República salió en defensa de estos funcionarios asumiendo personalmente la responsabilidad por la actuación de estos personajes.

7. Los 3 mil millones de dólares desaparecidos por las mafias corruptas,  la detención del dueños de grandes empresa como la constructora HP, aparentemente vinculados con el esquema de saqueo a PDVSA, y los miembros del PSUV que siguen cayendo detenidos por escandalosos hechos de corrupción, desmontan el discurso del gobierno y sus voceros económicos, de que el país no cuenta con ingresos para incrementar sueldos y salarios, ni para atender la grave crisis en los servicios públicos básicos: agua, electricidad, atención médica e insumos hospitalarios. La corrupción generalizada en la administración pública es un agujero inmenso por dónde siguen escapando los mermados ingresos públicos con destino a los altos burócratas y la nueva burguesía asociada al gobierno. Este saqueo es un crimen contra el pueblo venezolano, quien carga solo con las calamidades de la crisis capitalista y las sanciones imperialistas. Rechazamos la manipulación discursiva del gobierno, donde afirma que todos los ingresos los destinan a la inversión social. Este gobierno ha desmantelado los derechos sociales y aplica una criminal política laboral, precisamente para favorecer los intereses de estás mafias capitalistas.

8. Alertamos al pueblo trabajador de Venezuela que apenas estamos presenciando la punta del iceberg de un problema muy profundo y grave que carcome a la sociedad y  que opera a expensas de nuestros derechos a salarios y condiciones de vida dignas. Es momento de seguir profundizando la unidad y movilización de la clase trabajadora por salarios igual a la canasta básica y la restitución de los derechos conculcados. Eso implica también, luchar por la restitución de las libertades sindicales, en contra de la judicialización de las luchas obreras y las pretensiones de la  cúpula capitalista en el poder de asaltar al PCV; partido de la clase trabajadora, con el fin de silenciarlos y contener el empuje de las luchas obreras y populares.

9. Podemos ver con claridad que la derecha pro-imperialista de Juan Guaido y la derecha en el gobierno de Nicolas Maduro (disfrazada con discurso de izquierda) tienen en común participar del saqueo del erario público en beneficio particular, mientras el pueblo trabajador sufre todo el rigor de la crisis. Por eso pueden ponerse de acuerdo en el pacto de élites. Representan los mismos intereses mezquinos, por más que intente mostrarse como fuerzas antagónicas. Son las dos caras de la misma moneda. De allí la importancia de que la clase trabajadora, los sectores populares y fuerzas revolucionarias avancemos en la construcción de una Alternativa desde el campo popular frente a este pacto de las élites corruptas, corrompidas  y saqueadoras.  

Estas son las verdades que el Partido Comunista de Venezuela (PCV), a través de su diputado en la Asamblea Nacional, camarada Oscar Figuera, expresaría el día de ayer en el debate parlamentario, en el cual nos vimos obligados a salvar el voto en la aprobación de un acuerdo que rinde loas al presidente Nicolás Maduro Moros, principal responsable de la grave situación del país y, por cuya razón, nuevamente, en forma descarada, le fue negada la palabra por parte del autoritario dictadorzuelo presidente de la AN, diputado Jorge Rodríguez. El PCV sí votó a favor de allanar la inmunidad parlamentaria al diputado Hugber Roa para que sea juzgado por los delitos de los que es acusado.

UNIDAD, ORGANIZACIÓN Y MOVILIZACIÓN POPULAR, PARA DERROTAR LAS CÚPULAS CORRUPTAS Y SU PLAN AL SERVICIO DEL CAPITAL.
