Extraordinary Teleconference of the International Meeting of Communist and Workers' Parties

December 10, 11 and 12, 2021

Document of the Paraguayan Communist Party

The international economic, political and military developments. The experience of struggle of the Communist and workers' parties and of the peoples. Solidarity with Cuba, the people of Palestine, all the peoples that fight against sanctions, machinations and imperialist aggression.

We greet each Communist and Workers Party, and through the organizations to their respective militancies and the working class of each country in which the Parties act.We have the certainty that our meetings, to the extent that they allow us a sincere and comradely debate on the integration of our struggles and the formulation of a common revolutionary strategy, will collaborate in a more decisive way in overcoming capitalism and building socialism-communism.

During the last two years we have been experiencing an exacerbation of what we understand is the structural crisis of the capitalist mode of production. This exacerbation was more aggressive and identifiable with the COVID-19 pandemic, which in turn is presented as another consequence of the logic of capital and its inescapably predatory proposal.

The general crisis of capitalism has been generating an advance of violence in different fields, which is expressed mainly in the military, such as the "cold war" between the US and China, the AUKUS agreements, the constant attacks by Israel on Palestine and an advance and reaction of conservative sectors in Europe, US and Latin America, particularly in open electoral contexts. The peoples are torn between hunger, the decrease in access to rights, job insecurity and the struggle for life in the context of the pandemic, which deepened the radical nature of a conservative discourse, as a result of economic stagnation and the unstable and dystopian horizon, at the level of the popular classes. If the new variant of the virus spreads, it will lead to a new brutalization of the bosses.

In recent months we have experienced a new escalation of imperialist aggressions against Cuba and its people. The call for anti-communist and counterrevolutionary demonstrations on November 15, aimed at overthrowing the Cuban government, was an action orchestrated and financed by the United States in cooperation with the anti-Cuban mafia that operates in its territory, as well as with the counterrevolutionary forces within Cuba.

In the Venezuelan case, the imperialist aggression is combined with actions by the current government, which harm the working majority and the Communist Party of Venezuela. This situation challenges us, the parties that share this meeting, as we consider we have the commitment to insist that the current situation needs to be overcome with the height that the crisis demands.

In the region, an advance is perceived by conservative right-wing sectors, which are reflected at the discursive-social level, in large mobilizations and in the electoral arena, with spaces of representation, if not in governments, faced with a certain inaction of democratic and progressive spaces that, in principle, are presented as antagonistic to the conservative political and economic liberal views of those spaces. There is a trend that is consolidating, these rights are winning the streets and social networks to consolidate as anti-system, combative radicalism in defense of conservatism. They claim to be the real popular sentiment against "monopoly."

The exhaustion of the bourgeois institutionality that emerged from the postwar period is evidenced, through the neo-fascist discourses that have gained relevance in the region as a result of the structural crisis of the capitalist mode of production. Contradictorily, the left and progressives fall back in defense of the bourgeois liberal institutionality: in the face of attacks from the right, they turn right. We have signs everywhere, in Europe, in Latin America, of a new fascism. The new fascism does not start from state corporatism, it preserves the discriminatory culture, but in terms of economics it is ultra-liberal.

The difficulties in the process of capital accumulation, derived from the internal contradictions of the capitalist mode of production, together with the stagnation and decadence of the Soviet Union and the process of disarticulation of the workers and popular movement, transformed the objective conditions, making possible the reorganization of the international bourgeoisie in an offensive position, result of the crisis itself in the profitability of capital. This scenario is the one that enables the implementation of Structural Adjustment Programs, called "neoliberalism", enabling the assumption that it is possible to get out of the crisis if "neoliberal" capitalism is overcome.

Reality shows that economic policies are not exogenous factors to the system, but rather are articulated around the needs for capital accumulation, therefore, in a context of worsening crisis and the resulting internal contradictions of the capital-labor relationship, supposing it is possible to implement economic measures that are not intended to guarantee the process of capital accumulation, it is at least terribly naive. Governments do not have a range of options in terms of economic policy measures that can be implemented according to electoral discourses, this consideration leads to forgetting the class character of the State, an expression of the crystallization of the class struggle and whose sole function it is to guarantee the process of capitalist accumulation.

Therefore, in a context of crisis, without a counterweight as the Soviet Union, and, above all, given the collapse of the organizations of the popular field and the absence of a political project that tends to overcome the current social organization. The unity of the democratic, popular, progressive and left sectors does not constitute a guarantee of minimally emancipatory processes, attending to the profound ideological disarmament that is expressed in the absence of sustained jobs, with class independence and with a revolutionary strategy.

This is why, when there is no responsible and serious counterweight, the sharpening of the contradictions of the capitalist relations of production leads to a greater organization of barbarism on the part of the ruling classes. In the case of Latin America, the myth of the "national bourgeoisie" interested in development projects lacks scientific rigor and, above all, shows the absolute ignorance of the degrees of internationalization of capital, of transnationalization and, therefore, of economic interests that go beyond national borders to express interests of the world bourgeoisie.

Our organization has made efforts to advance in the reorganization of the working class, strengthening union spaces, fighting for compliance with the Labor Code and insisting on the collective operation of unions, seeking policies that include workers, in the work union and in identifying the advantages of class unity. However, the material difficulties to sustain the jobs, as well as the inconsistencies of our collective conscience, continue to facilitate the offensive of the bosses.

In our country, in tune with the general climate through which the social relations of capitalist production are expressed, the offensive of the imperialist monopolies in the face of the general crisis has been imposing itself with a brutality typical of these times.

We are closing the year with a public debt that represents more than 35% of the Gross Domestic Product, projecting a future default and favoring the growing foreign intervention in Paraguay.

Accumulated inflation, up to October, has reached 6.3%, placing it as the highest in the last ten years. In this context, beef increased by around 30%, chicken by 40%, pork 30%, fish 15%, cheese 19%, milk 14%. Fuels increased between 30 and 41%. The fact that this 6% appears is due to products that are not for daily consumption and that lower the general percentage.

Inflation, combined with the accelerated and expanded job insecurity -especially in the private sector-, the conditions for mobility, the intention to liquidate the labor gains of public officials, the new forms of union persecution and labor exploitation such as labor in the platforms economy, are expressions of this new realization that employers are trying to solve, unloading the weight of the crisis on the backs of the working majority.

Sectors such as public transport, which have few union organizations that protect labor rights, are seriously weakened. A series of impositions on transport workers, such as exploitation, strongly influence the working class since the regulations of frequency have been common. If before 12 hours were used to get to work and then to homes, today it can arrive to between 17 and more hours. And we know how exploitation plays a leading role, taking time and clarity from workers, when it comes to developing a conscience for themselves.

The Public Function Law and the Civil Service Career are the strategies to take away the rights won from this sector of the working class. Thus, the cuts of the State, as it has always been when managed by capitalism, respond to the demands of the business sectors. It is not by chance that, in this same context, there are other bills that seek to modify the agrarian statute, the education model, the solidarity system of social security, through the individual capitalization system "I pay more so I have more", the health care system of the Ministry of Health and the Social Security Institute, the functions and relations existing in the 12 ministries and 90 state secretariats, as well as the governance of the Social Security Institute. In addition to all this, the State continues to have thousands of precarious workers, receiving less than the minimum wage, with contracts of one, two and up to three months that are renewed without recognizing their seniority. This year the regularization process for those hired with more than 4 years of work was postponed, depending on the budget.

The workers of factories, industries and private companies are bound by the logic of the bosses, which build the notion of the "privilege of working" and then the terrorism of the exploiters pursues all signs of union formation. Besides to not caring about the figure of the collective contract of working conditions and retirement, to the extent of considering the elimination of the stability gained after ten years of continuous work in a workplace. Today, working youth no longer trust in the possibilities of social security, job stability or retirement on their horizon.

Regarding the struggle for land, the criminalization law known as "Zavala-Riera" is shown as yet another element that allows us to understand the realization of capitalist relations, as defined in the paragraph that begins this document. In less than two months, eight forced evictions were carried out on indigenous and small farmers communities, this added to the more than 20 evictions that were carried out during the year. The promoters of the law said that the settlements would not be evicted, however, they attacked communities with years of roots.

The need to depopulate the countryside to make room for the extension of monoculture and livestock, combined with illicit drug crops and corridors of drug trafficking and other types of trafficking, is presented as the inescapable transit of capital in Paraguay, framed in the international division of labor and in the structural crisis of the capitalist mode of production where financial speculation and mafia businesses became the main center of accumulation of the bosses. The percentage represented by illicit and illegal activities in relation to GDP in Paraguay was 46% in 2020.

In this context, the popular pots continue to fight for supplies, to advance towards the constitution as integral dining rooms and to achieve an adequate food law that allows one more step in favor of the excluded and degraded sectors by the logic of capitalism.

And the small farmers organizations, very beaten, divided and demoralized, are shaking themselves to coordinate a unit in defense of the territories. In this framework, there are strong preparations for the march in defense of Human Rights, scheduled for Friday, December 10, where a resounding NO to evictions, as well as the demand for the recovery of ill-gotten lands, NO to the Criminalization of the social struggle, the insistence on clarifying the infanticide of the two girls and the disappearance of Lichita will be on the protesters' agenda, seeking to stop the repressive and terrorist scale of the current government.

The exacerbation of the persecution of those who fight for justice is a reality. The decision to take to trial the prosecution's complaint against the young people who demonstrated in front of the ANR is a proof of this. As well as the arbitrary and aberrant denial of the freedom of Carmen Villalba, despite having served her entire sentence, taking ridiculous and totally illegal arguments. In this scenario, we are on our way to the ninth year of militarization of the northern zone, with dire results for the working majority of that region.

The hitmen are also on the rise and is one of the expressions of the power of the mafia as the main driving force of capitalism operating in Paraguay.

All this climate favors the interests of the employers of the electro-intensive industrial sector in Brazil, considering that an uncontrolled country cannot co-manage a hydroelectric plant as important as Itaipu. In this sense, regarding the renegotiation of the Treaty, we must remember that it is negotiated when there is a relationship of force and power that makes it necessary to do so. If the relationship of force and power is extremely favorable for one of the actors, negotiation is set aside and progress is made in total control of what is being disputed.

Due to this situation, from the Paraguayan Communist Party we insist that the combination of economic struggle with ideological struggle is what should prevail in the working class, in the small farmers, among students, in the neighborhoods and territories where the exploited and excluded sectors settle. In our country, the weakness of the unions, of the small farmers and indigenous movements, of the territorial movements, must occupy our greatest attention and our best militants. From a mass politics attentive to everyday problems, combined with the identification of those responsible for these problems and the production system that generates exploitation, exclusion, inequality and ecosocial collapse, a revolutionary political synthesis may emerge.

The integration of the struggles and the elaboration of a common revolutionary strategy with a growing collective orientation on a world scale, as we have already mentioned, are placed as the main challenges of the Communist and Workers' Parties, for which we once again salute the efforts of the Communist Party of Greece and the Communist Party of Turkey, to organize this meeting. We hope that next year we will be able to meet physically to continue our coordination at the service of the worker, small farmers and popular alliance for the socialist-communist revolution.
