La Direction du Parti communiste italien, réunie le 17 mai 2020, sur la base d’un large débat qui s'est développé, dans la conscience d'un cadre international marqué par des politiques néo-impérialistes et néocolonialistes de plus en plus agressives, à l'égard desquelles le rôle des États-Unis se distingue, souligne la gravité de la crise qui a touché le pays, aussi et surtout suite à la pandémie de coronavirus en cours.

 

La crise sanitaire, avec le fardeau dramatique de la souffrance qu'elle a entraîné jusqu'à présent, a mis en évidence les nombreuses et graves limites de notre Service national de santé, qui a fait l'objet, au fil du temps, des politiques menées par les gouvernements de centre-droit et de centre-gauche qui se sont succédé pour diriger le pays sous la bannière de la culture libérale dominante et du dogme de l'austérité. À cette urgence s'ajoute progressivement une crise économique d'une ampleur sans précédent, dont les prodromes étaient présents depuis un certain temps, et une crise sociale dramatique est de plus en plus évidente.

 

Dans ce contexte, les choix du gouvernement, tant ceux de la phase 1 que ceux de la phase 2, lancés ces derniers jours, bien que substantiels en termes de chiffres, 25 milliards dans la première et 55 milliards dans la seconde, sont largement insuffisants, inadéquats et erronés. Ceci tant en termes de protection de l'emploi, du revenu de la partie de la population la plus en difficulté, que dans le sens de la sauvegarde du tissu productif existant, notamment en termes de promotion de conditions réelles et qualifiées de reprise économique, car ces choix reposent largement sur le soutien sans critique d'un système financier et productif qui continue à se proposer avec la même logique qui est largement à la base du recul progressif enregistré par le pays, une logique visant à socialiser les pertes, ancrée à une dimension de plus en plus parasitaire vis-à-vis du sujet public.

 

L'Union européenne, à ce stade, continue de montrer toutes ses limites structurelles, justifiant le désengagement progressif de la plupart des peuples des pays qui la composent. Cela souligne également la valeur des options mises en place au fil du temps par le PCI, et qui poussent dans le sens de son dépassement. La question, aujourd'hui plus que jamais, est celle de ceux qui seront appelés à payer pour la crise, et le PCI réitère la nécessité que ce ne soient pas les travailleurs, les ouvrières, les masses populaires qui le fassent, mais plutôt ceux qui, au cours de ces longues années, sous la bannière de la primauté du marché, des affaires, du profit, ont exacerbé le fossé des inégalités, de l'iniquité dans la distribution des richesses produites.

 

Non ! Nous ne sommes pas tous dans le même bateau, nous n'avons pas besoin de gouvernements d'unité nationale, de pactes sociaux, nous avons besoin de choix clairs, visant à un réel changement.

 

La crise soulignée est placée dans un cadre politique très précaire, inquiétant, fortement marqué par la pensée unique, dans laquelle les hypothèses qui se déplacent dans une continuité substantielle, par la présence d'une droite de plus en plus inquiétant, pour la culture et la attitude, qui pose de graves questions sur la perspective possible du pays. En relation avec cela aussi, l'absence et, en même temps, la nécessité de travailler pour que sur le terrain il y ait aussi une proposition alternative, de classe, la seule capable de donner les réponses nécessaires au monde du travail, aux masses populaires. Pour cette raison, le PCI réaffirme son engagement à promouvoir la plus grande unité d'action possible, entre toutes les forces attribuables au camp communiste, à la gauche de classe, avec les différentes réalités syndicales et sociales qui sont placées dans une perspective de rupture, de réelle alternative aux politiques existantes, qui met l'accent sur la centralité du sujet public, et qui s'exprime dans une plate-forme de revendications caractérisée par quelques questions centrales, à savoir la santé et le travail, sur lesquelles il est possible et opportun de parvenir à un large consensus.

 

En considération de cela aussi, la Direction du PCI engage les différents niveaux du parti à développer déjà dans les prochains jours l'effort organisationnel maximum visant à apporter sa contribution, d'analyse et de proposition, à la recherche de l'unité soulignée, confirmant déjà maintenant sa conviction que cela ne peut signifier le renoncement à son autonomie, la poursuite du projet stratégique auquel il est engagé.

The Direction of the Italian Communist Party, which was held on May 17, 2020, on the basis of the broad discussion that has developed, in the awareness of an international framework marked by increasingly aggressive neo-imperialist and neo-colonialist policies, in respect of which the role of the U.S. is prominent, emphasizes the seriousness of the crisis that has affected the country, also and especially as a result of the coronavirus pandemic in progress.

 

The health emergency, with the dramatic burden of suffering it has brought so far, has highlighted the many serious limitations of our National Health Service, which over time has been the subject of the policies pursued by the centre-right and centre-left governments that have succeeded one another in leading the country under the banner of the prevailing liberalist culture and the dogma of austerity. Besides this emergency, an economic crisis of unprecedented magnitude, whose prodromes had been present for a long time, is progressively adding to it, and a dramatic social crisis is increasingly evident.

 

In the light of this, the government's choices, both those made in Phase 1 and those made in Phase 2, launched in recent days, although substantial in terms of numbers, 25 billion in the first and 55 billion in the second, are largely insufficient, inadequate and wrong. This is both in terms of employment protection, of the income of the part of the population most in difficulty, and in the direction of safeguarding the existing productive framework, especially in terms of promoting real and qualified conditions for economic recovery, as these choices are largely based on uncritically supporting a financial and productive system that continues to propose itself with the same logic that is largely at the basis of the progressive retreat recorded by the country, a logic aimed at socializing the losses, anchored to an increasingly parasitic dimension towards the public subject.

 

The European Union, at this stage, continues to show all its structural limitations, justifying the progressive departure from it of most of the peoples of the countries that make it up. This also underlines the value of the options adopted over time by the PCI, and which push in the direction of overcoming it. The question, today more than ever, is that of those who will be called to pay for the crisis, and the PCI reiterates the need for it not to be the workers, the workers, the popular masses who do it, but rather those who in these long years, under the banner of the primacy of the market, of business, of profit, have exacerbated the gap of inequality, of iniquity in the distribution of the wealth produced.

 

No! We are not all on the same boat, we do not need governments of national unity, social pacts, we need clear choices, aimed at real change.

 

The underlined crisis is placed in a very precarious, worrying political framework, strongly marked by the single way of thinking, in the different possibilites move in substantial continuity, by the presence of an increasingly worrying right, for culture and propensity, which poses serious questions about the possible perspective of the country. Also in relation to this, the absence and at the same time the need to work so that in the field there is also an alternative, class-based proposal, the only one able to give the necessary answers to the world of labour, to the popular masses. For this reason, the PCI reaffirms its commitment to promote the greatest possible unity of action, among all the forces attributable to the Communist camp, on the class left, with the various trade unions and social realities that are placed in a perspective of rupture, of real alternative to the existing policies, which emphasizes the centrality of the public subject, and which is expressed in a platform characterized by some central issues, namely health and work, on which it is possible and appropriate to reach a broad consensus.

 

Also in consideration of this, the Direction of the PCI commits the various levels of the party to develop in the coming days the maximum organizational effort aimed at making its contribution, of analysis and proposal, to the search for the underlined unity, confirming already now its conviction that this cannot mean the renunciation of its autonomy, the pursuit of the strategic project to which it is committed.
