TEXT OF JOINT ACTIONS IN 2022 APPROVED BY THE

EXTRAORDINARY TELECONFERENCE OF THE INTERNATIONAL

MEETING OF COMMUNIST AND WORKERS' PARTIES (IMCWP),

December  10 and 11, 2021.

 

(Paunawa : Isang Natatanging Pagpupulong ng mga Partido Komunista at Partido ng Manggagawa sa buong mundo ang isinagawa sa porma ng isang TeleConference nitong Disyembre 10 at 11, 2021. Sa pinagkaisahang pamamatnugot ng Partido Komunista ng Gresya (KKE) at ng Partido Komunista ng Turkey (TKP), ang TeleConference ay nilahukan ng 73 kinatawan ng mga Partido mula sa 57 na mga bansa. Ang tema ng TeleConference ay ang pandaigdigang mga pangyayari sa pang-ekonomya, pampulitika at pang-militar na mga larangan ; ang mga pakikibaka ng mga Partido Komunista, Partido ng Manggagawa at ng mga mamamayan ; at Pakikipagkaisa sa Cuba, sa sambayanang Palestino, at sa lahat ng mga mamamayang nakikibaka sa mga imperyalistang sanctions, maniobra at pananalakay. The Communist and Workers' Parties in 2022 will develop joint and convergent actions on the following main axes:

 

            Support for the struggles of the working class for workers’–peoples' rights, including rights for millions of immigrant workers. Utilization of the 1st of May celebration for the promotion of demands for the right to work, health, education, culture; for the protection of the unemployed; for decent salaries and pensions. Solidarity with immigrants and refugees, for their rights to live and work on equal conditions, against racism and xenophobia.

 

            For protection measures against the pandemic and the reinforcement of public healthcare systems. For the waiver of patent protections for all COVID-19 vaccines and medicines that are being used or developed; for ensuring that all people, especially the poorest countries and the poor popular strata, have access to them. For highlighting the anti-popular and ineffective management of the pandemic by capitalists, which has turned it into an opportunity for further exploitation of workers and greater profitability of monopolies.

 

            Activities against anti-communism and the distortion of the historical contribution of the USSR and socialism, utilizing milestone anniversaries such as the founding of the USSR on 30 December 1922. Solidarity with communists and militants faced with persecution and bans, against dictatorial regimes, repression, restrictions, and discrimination as regards democratic rights and freedoms, in order to end the unacceptable regime of persecution and bans on Communist and Workers' Parties.

 

            Solidarity with peoples' mobilizations against the degradation and destruction of the environment caused by the anarchy of the capitalist production and the race for business profit.

 

            Initiatives to promote the necessity, timeliness, and realistic character of socialism as the only alternative to capitalism, in favor of the workers and the peoples in the contemporary conditions.

 

            In support of Cuba, its people, and the Communist Party of Cuba ; against the interventions and undermining plans of imperialism. For the end of the unacceptable US blockade against Cuba.

 

            With the people of Palestine for the end of the occupation, and in favor of self-determination, establishing a national, independent state with occupied East Jerusalem as its capital, and for the return of the refugees, in accordance with UN resolutions, such as Resolution 194 of the General Assembly of the UN, supporting the resistance of the Palestinian people, condemning the criminal policy of Israel and the imperialist proposal of the so-called “deal of the century", and for the release of all political prisoners.

 

            Solidarity with all the peoples struggling against foreign occupation, blockades, sanctions, machinations, and imperialist aggression.

 

            Support for initiatives developed by pro-peace and anti-imperialist movements for peace and sovereignty, against militarism, imperialist wars and interventions, NATO and other imperialist military alliances, and foreign military bases.

 

            Condemnation of the preparations for new imperialist interventions and wars, such as those foreshadowed by the concentration of massive NATO military forces on the borders with Russia that also utilize the provocative plans of the reactionary Ukrainian regime against the people of Donbass.

 

            The Communist and Workers’ Parties expressed the need to reinforce their cooperation at bilateral and regional levels, and strengthen the efforts to hold the 22^nd IMCWP within 2022, taking into consideration the developments around the pandemic.

PKP-1930 CONTRIBUTION TO THE EXTRAORDINARY TELECONFERENCE OF

THE INTERNATIONAL MEETING OF COUMMUNIST AND WORKERS' PARTIES (IMCWP, December 10 and 11, 2021)

 

Dear comrades,

 

            The Partido Komunista ng Pilipinas (PKP-1930, the Philippine Communist Party) sends warmest comradely regards to all office bearers, members and supporters of all the parties represented in the International Meeting of Communist and Workers' Parties (IMCWP). In view of the deferment to next year of the 22^nd IMCWP due to the present pandemic situation, we commend the Working Group of the IMCWP for calling this Extraordinary Teleconference to strengthen the exchange of information and experience among all the parties, and to discuss joint activities, even without a physical meeting. We specially thank the Communist Party of Greece (KKE) and the Communist Party of Turkey (TKP) for being jointly responsible for all coordinative and technical matters which makes possible the successful holding of this Teleconference.

 

Dear comrades,

 

            The Philippines is a prime example of a neocolonial capitalist country which is generally unable to assist the working peoples in coping with the pandemic, unemployment, destitution, hunger and the wider capitalist crisis. This is primarily due to the overwhelming control by the private capitalist sector (led by foreign and native oligarchs) over health care provision, food marketing, education, housing, transportation, infrastructure, communication, power and water utilities, and all other areas of the people's  basic needs.

 

            Added to this is rampant corruption up to the highest political levels, as the emergency nature of pandemic response is used to justify non-transparent deals with crony contractors and favored foreign suppliers of vaccines, medicines, test kits, personal protective equipment, etc. While up to USD$72-Billion in foreign borrowings have already been lined up for pandemic response, only up to USD$31-Billion have been spent. The more substantial balance, as well as many other approved budgets for other government projects, are apparently being withheld by the Duterte regime for later release during the electoral campaign period leading to the May 2022 general elections. This will ensure an edge for the regime's candidates through their control of funds and credit-grabbing for campaign-period projects.

 

            The elections are to be contested by the same graft-fueled politico-economic dynasties (many now coming from Filipino-Chinese business families or “taipans”), with the top candidates expected to also receive financial support either from the USA and other imperialist countries, or from hegemonist China. Electoral candidates of the Duterte regime are expected to maintain a cosy relationship with growing Chinese hegemonism, and to continue welcoming China's imperialist export of finance capital for local capitalist development and the exploitation of labor and natural resources. Duterte's opponents, on the other hand, are expected to draw support from the USA, Japan and other imperialist countries, and in turn would strengthen military ties with the USA. This could extend to supporting a Philippine role in the imperialist aim of militarily “encircling” China. 

 

            Our party has consistently opposed US and other imperialist military presence in our country and in our region (particularly in South Korea, Japan and Guam). The PKP-1930 is against any imperialist move to militarily encircle and threaten China, the Democratic People's Republic of Korea (DPRK), the Russian Federation, and any other country which dares to take an independent path of development free from US and other imperialist dictates. For this same reason, our party strongly condemns the US blockade of socialist Cuba and the Bolivarian Republic of Venezuela, and condemns as well the US proxy war against Syria, and the US sanctions against Nicaragua, Bolivia and Iran. Our party has always been in solidarity with the struggle of the Palestinian people for their national freedom from zionist occupation ; with all the peoples struggling against imperialist bullying and aggression ; with the struggle of the peoples of Cyprus against Turkish occupation ; as well as with the struggle of the Saharawi Arab Democratic Republic against Moroccan occupation.

 

            Regarding the ASEAN region, our party supports the struggle of the people of Myanmar for an end to military rule resulting from the February 1 coup d'etat this year, and for a return to civilian rule led by the National League for Democracy which won the election shortly before that coup d'etat.

 

            At present, the burning concerns of our party as regards peace and security in our region are the following :

 

No. 1. The further militarization of the South China Sea, with a stronger NATO presence with the coming of British and German warships to join US-led fleet patrols (with the participation also of Japanese and Indian warships) which will ratchet up tensions with China.

 

No. 2. The new additional round of the regional arms race, with the recent rise of the Australia-UK-US (AUKUS) military alliance posing an additional threat to peace in our region. Australia's acquisition of nuclear-powered submarines from the USA, with UK technology, is a violation of the Nuclear Non-Proliferation Treaty to which the USA and the UK are both signatories. More weapons of this type can only lead to more confrontation and destability, while eating up great resources that should better be used in confronting the pandemic.

 

No. 3. China's building of military bases on artificial islands which are within the exclusive economic zones (EEZ) of the Philippines, Vietnam and Malaysia ; as well as China's insistence on an air and naval “defense identification zone”, requiring passing aircraft and ships to identify themselves in a very wide area which does not even belong to China. Our party is against China's claim to a “9-Dash-Line” area which encompasses almost 90% of the whole South China Sea, and which violates the United Nations Convention on the Law of the Sea (UNCLOS). This “9-Dash-Line” area includes large portions of the Exclusive Economic Zones (EEZs) and Extended Continental Shelves (ECSs) of the Philippines, Viet Nam, Malaysia, Brunei and even Indonesia. In an affront to the whole world, and not only to her ASEAN neighbors, China also includes in this “9-Dash-Line” area the high seas which legally belong to the whole of humanity --- to all nations, including land-locked ones.

 

            Significantly, China's “9-Dash-Line” map was presented to the United Nations only in May 2009, or 27 years after the forging of the 1982 UNCLOS to which China is also a signatory. China's “9-Dash-Line” claim was already declared invalid by the Ad-Hoc UNCLOS Arbitral Tribunal in The Hague in its July 12, 2016 Arbital Award (decision). By illegally building and maintaining military bases on artificial islands within the maritime domains of neighboring countries, China has started to foist an “era of humiliation” on her affected neighbors.

 

No. 4. China's claim that she has the “right” to reunify Taiwan (Formosa) under her, even through a bloody invasion. Considering that the Philippines is the country closest to the island of Taiwan, any war foisted upon that island will surely have serious repercussions on our country. Our party opposes all military maneuvers and war games conducted by ALL forces in the vicinity of the Taiwan Strait, as any accident or miscalculation could immediately escalate into a major war in our region.

 

            We call on China to stop all military threats against Taiwan, and end any claim to the “right” to invade Taiwan for its forcible reunification under China. We have consistently supported the call of the Democratic People's Republic of Korea (DPRK) for the peaceful and independent reunification of the Korean peninsula, and we can only similarly support a call for the peaceful and independent reunification of Taiwan under China, through peaceful and independent negotiations.

 

            In this situation, the strengthening of our struggle for the immediate withdrawal of all imperialist forces from our region is complemented by our struggle against China's hegemonism. Our slogan for a Nuclear-Weapon-Free and Foreign-Forces-Free South China Sea and South East Asia is a balanced demand against both imperialism and hegemonism. We hope that other parties in the IMCWP would give due attention to the tense situation in the South China Sea stemming from aggressive actions by both US-NATO imperialism and Chinese hegemonism.

 

            Finally, in the face of the present pandemic, we wish all office bearers, members and supporters of all the parties represented in the International Meeting of Communist and Workers' Parties the best of health and every success in our common endeavors for the defense of peace, and in the struggle against imperialism –- for disarmament, freedom and socialism.

 

            Long live proletarian internationalism !

  PHILIPPINE SOLIDARITY WITH THE CUBAN REVOLUTION,

AGAINST U.S. IMPERIALIST INTERVENTIONISM

(Contribution to the International Anti-Imperialist Forum,

December 9&10, 2021)

 

Dear comrades and friends,

 

     The Philippine-Cuban Friendship Society sends warmest comradely greetings to the Instituto Cubano de Amistad con los Pueblos (ICAP), and to all participants of this International Anti-Imperialist Forum.

 

    In mid-July of this year, the Philippine-Cuban Friendship Society raised its voice in unison with the demand of all peace-loving peoples throughout the world for the Biden regime to stop its subversive interference and keep its hands off Cuba. That was immediately after the Biden regime miserably failed to conjure an image of destabilization inside Cuba, through the use of the vandalistic actions of a subversive and mercenary few. To the great satisfaction and admiration of the world, the Cuban people held massive rallies to show their full support for, and to defend, their revolution.

 

    But having no sense of shame, Biden continued to craft more sinister attempts at sowing discord and disorder within Cuba, utilizing the problems caused by the tightening of the criminal US blockade against Cuba, as worsened in the context of the COVID-19 pandemic.

 

     Since last September, Biden-supported anti-Cuba emigre groups in Miami have been boasting of preparations for provocative demonstrations which will allegedly be mounted somewhere in Havana and a few other Cuban localities last month, or sometime in the middle of last November. A supposed “national strike” was planned to coincide with Cuba's reopening to foreign tourists in order to help revive its economy. And that supposed “national strike” was expected to spark widespread violence and calls for “regime change” in Cuba.

 

    Some rabid counter-revolutionary leaders of the exiled Cuban community in Miami have coordinated with their stooges inside Cuba to prepare a fantasy about a supposed “explosion” of social destabilization. On cue, some counter-revolutionaries inside Cuba have demanded a permit from Havana authorities for the holding of a so-called “peaceful protest march” against the government.

 

     But as we all know, that much vaunted “explosion” never happened. There was no way that the counter-revolutionaries could conjure a fantasy of supposed support for their subversive plots. The Cuban people again mobilized last month to show their full support for their government and their Revolution. As Cuban President Miguel Diaz-Canel has remarked, the Cuban people have demonstrated that Cuba's streets belong only to revolutionaries !

 

     The Biden regime is frustrated with the political impotence of its mercenaries  inside Cuba, and was gravely stung by the Cuban people's massive demonstrations of support for their revolution. And yet, the shameless Biden regime continues to prepare more sinister attempts at subverting the Cuban revolution. In this situation, the Philippine-Cuban Friendship Society again raises its voice to stand firmly with the Cuban people and its revolutionary government led by the Partido Comunista de Cuba.

 

    We condemn in the strongest possible terms the continuing subversive campaign waged by US imperialism and the western media against the Cuban people and their government. And we salute the revolutionary people of Cuba who have always taken to the streets in defense of their sovereignty and right to self-determination –- in defense of the Cuban revolution.

 

        No to the continuing US imperialist plans to subvert the Cuban Revolution !

        We demand the immediate end of the US blockade and all forms of           imperialist intervention against Cuba !!

        We demand the immediate return of the Guantanamo base to Cuban        sovereignty !!

            The Partido Komunista ng Pilipinas (PKP-1930, the Philippine Communist Party) has the honor to send through Your Excellencies warmest comradely greetings to the Partido Comunista de Cuba (PCC), the government of the Republic of Cuba, and the revolutionary people of Cuba, on the coming occasion of the 63^RD Anniversary of the Triumph of the Cuban Revolution on January 1^ST, 2022.

 

            We are particularly happy to send these greetings after Cuba has again frustrated US imperialism's attempts this year at conjuring an image of destabilization inside Cuba. We salute Cuba's resolute rebuff of the Biden regime's subversive interference, as we condemn Biden's sinister designs against Cuba. It is unfortunate that despite his campaign promise of reversing the Trump policies, Biden has only continued Trump's policy of tightening the immoral and criminal blockade against Cuba. Biden continues with the same vain and rabid desire to subvert the Cuban Revolution which is the sacred pride of the Cuban people.

 

            This is because the Cuban Revolution which was led by the great Fidel Castro Ruz, and which triumped over the US-FulgencioBatista dictatorship 63 years ago, is a very important inspiration for all the peoples of the world who are struggling to free themselves from imperialist bondage. The consolidation of the Cuban Revolution through the construction of socialism in Cuba, and the attainment of great scientific and socio-cultural advances for the benefit of the people, despite the immoral and criminal US blockade, are of great international significance. Cuba provides the confirmation that the socialist system is the only alternative to the capitalist system of crises and barbarism –- that socialism remains the salvation and future for humanity.

 

            We salute the strong unity of the Cuban people, under the leadership of the PCC, in confronting the criminal blockade and subversive activities of imperialism throughout the past 63 years of the Cuban Revolution. We also salute revolutionary Cuba’s selfless display of solidarity with many peoples in need, its great contribution towards ending the abominable system of apartheid in Southern Africa, and its continued assistance even today in affording health and educational services to many peoples in developing countries. Cuban vaccines against Covid-19 have saved the lives and health of millions, while Cuba's Henry Reeve International Medical Brigade has treated half a million Covid-19 patients in around 40 foreign countries. Unfortunately, the international clamor for the awarding of the Nobel Prize to the Henry Reeve International Medical Brigade fell on biased ears, as that award was instead given to 2 unworthy fellows (a Filipina and a Russian) who happen to be media agents of imperialist neoliberal policies.

 

            Nevertheless, Cuba's internationalist examples lend strength and inspiration to revolutionary and progressive peoples throughout the world. The extremely difficult but glorious path blazed by the Cuban Revolution in its staunch defense of independence and sovereignty, and of the right to self-determination of its people, will continue to inspire our Party and all other revolutionary parties and movements worldwide in the struggle against imperialism, and for peace, freedom and socialism.

 

            On this occasion, we reaffirm our commitment to constantly promote awareness of the truth about Cuba, to continue working for the widening and strengthening of the solidarity movement with Cuba in our country, and to continue working for the re-establishment of a Philippine embassy in Havana. The PKP-1930 will continue to stand in solidarity with the Cuban revolution in the struggle to frustrate and defeat every imperialist attempt at intervention and interference ; in the struggle against the criminal US blockade and the revival of the USA's archaic “Monroe Doctrine” over Latin America and the Caribbean ; and in the struggle for the removal of all US forces which are squatting in Guantanamo.

 

            Finally, we wish Your Excellencies, all office-bearers and members of the PCC and of the government of the Republic of Cuba, and the entire revolutionary people of Cuba, the best of health, greater strength, and every success in forging more progress and prosperity for Cuba.  A HAPPY AND PROSPEROUS NEW YEAR 2022 !

JOINT STATEMENT OF COMMUNIST AND WORKERS' PARTIES ON THE

INTERNATIONAL DAY OF SOLIDARITY WITH THE PALESTINIAN PEOPLE

(November 29, 2021)

 

[Paunawa : Ang kasunod na Pinagkaisahang Pahayag ng mga partido ay sa inisyatiba ng Palesinian People's Party (PPP) at ng Communist Party of Israel (CPI), dala ng grabeng mga pandarahas ngayon ng zionistang pamahalaan ng Israel at ng mga Jewish settlers laban sa sambayanang Palestino sa lahat ng bahagi ng Occupied Palestinian Territories.]

 

            We, the undersigned Communist and Workers Parties, on the occasion of the International Day for Solidarity with the Palestinian people, call to end the ongoing Israeli occupation of all Occupied Palestinian and Arab lands, and the establishment of the Independent Palestinian State on the borders of June 4^th, 1967, with East Jerusalem as its capital, as well as implementing a solution to the Refugees issue in accordance with the UN resolution 194. We express our support for Palestinian political detainees and prisoners and of their fight for freedom, and call for the immediate release of all Palestinian political detainees and prisoners.

 

            We condemn the Israeli government's policies of occupation and colonial settlements, and the continuous dismantling of the geographical continuity of the future Palestinian state’s sovereign lands, and all the imperialist and Zionist machinations aiming at eliminating the Palestinian cause. We demand the immediate dismantling of all Israeli illegal settlements and the Apartheid Wall in the Occupied Palestinian Territories.

 

            We denounce the long-term US Administration's support to the Israeli war and occupation policies, the hypocritical attitude of the EU of equating the victims with the perpetrators, and we denounce the escalation witnessed since its aggregation less than 6 months ago, and the escalation in the zionist settlers' daily aggression and attacks on Palestinian civilians, farmers and activists to break the spirit of the Palestinian popular resistance.

 

            We support the just fight of the people of occupied Jerusalem, in Sheikh Jarrah and Silwan, and we denounce the machinations to uproot them from their homes and lands.

 

            We condemn the reactionary Arab regimes' normalization with Israel, fostered by the US and the imperialist machinations in the region. These are not peace agreements, but a validation of Israel and the USA's policies to more resource exploitation and military and economic hegemony in the region.

 

            We condemn the continuous Israeli aggression on Syria and Lebanon, and its involvement in undermining their sovereignty. We condemn the joint military maneuvers between Israel and Turkey, Greece and Cyprus, and more recently with several Gulf countries, coordinated by NATO and meant to terrorize the peoples of the region, guard imperialist interests, and add new sources of conflict in the wider region.

 

            The signatory parties denounce the latest escalation by Israel's outlawing of 6 Palestinian Human Rights organizations, and the continuing Israeli occupation and all atrocities against all economic, political, and democratic rights of the Palestinian people.

JOINT STATEMENT OF COMMUNIST AND WORKERS' PARTIES

ON THE DANGEROUS SITUATION IN THE DONBASS REGION

AND THE UKRAINE : FASCISM CAN’T BE HEALED !

 

            Autumn 2021 was marked by a series of particularly impudent provocations of Ukrainian punitive troops in Donbass. They are shelling cities, kidnapping people, using Turkish drones for bombing, seizing settlements on neutral territory, all in violation of the Minsk Agreements to end the conflict in the area. People are dying, including children. The Ukrainian officials and oligarchs standing behind the punishers once again use their simple and sneaky trick: they satisfy their selfish interests while killing dozens of people and destroying the living environments of thousands. They use the worsening of the situation at the border and the alleged “threat” from Russia, and beg for funding from the USA and the EU, which support Ukrainian nationalism.

 

            Over the past seven years, Ukraine has turned into a real fascist state. It began with the destruction of monuments to Lenin and other revolutionary and Soviet leaders, with burning alive the participants of peaceful protests against unconstitutional actions (such as the burning of the House of Trade Unions in Odessa on May 2, 2014). It continued with rampant national chauvinism; with attacking and killing journalists and left activists; with brazen violence against migrants and representatives of national minorities; and at the governmental level it continued with the glorification of Bandera’s men –- Hitler's helpers and traitors to the Ukrainian people during World War II. They use Nazi symbols of 1941-1945, even salute them in the army; they hold torchlight processions of the Nazis; they prohibit by law any activities of the Communist Party (and get the help of Nazi thugs for anti-communist attacks).

 

            Many of communist and socialist activists, having been blacklisted at the infamous “Mirotvoretz” (“Peacemaker”) site that exists under the control of Ukrainian Security Service, were forced to leave the country.

 

            Under pressure from transnational corporations from various imperialist countries, the Soviet industrial legacy in the Ukraine was destroyed and sold off by bourgeois Ukrainian governments and oligarchs, who decided that a “sell-off” strategy is more profitable for them than keeping factories and, therefore, hundreds of thousands of jobs. The trade unions and labor movement are not completely suppressed, but they are broken and disorganized. Deteriorating living conditions of the working people obviously make struggle necessary.

 

            The signs of political struggle could still be observed in Ukraine before the "Maidan" of 2014, but today the workers’protests are mainly directed against the rise in prices and tariffs for housing and energy, against the depreciation of retiree benefits and pensions. At the same time, there is now much less opportunity to coordinate the actions of the working people and to propagate the experience of the proletarian political struggle. The working people are demoralized, they have been deceived many times. Millions of people have lost their normal jobs, and at the same time have lost any ability for class self-organization. The working people simply survive, many are forced to work hard as serfs both at home and even more often abroad.

 

            Even bourgeois democracy has been constantly trampled upon and shrinked. Any independent media are prohibited. Resistance attempts are completely suppressed almost instantly. Bullying for political, linguistic and religious reasons has become commonplace in modern Ukraine. The people of Donbass, who did not want to submit to fascist rule and influence, found themselves trapped in the contradictions between the imperialists of the West (supporting the Ukrainian oligarchy and inciting the nationalist authorities of Ukraine to unleash war), and the protectionist government of imperialist Russia, that has been trying to protect the interests of Russian oligarchs. There is now neither peace nor a declared war in the Donetsk and Lugansk Autonomous People's Republics. But what is happening is more like an undeclared war.

 

            Shelling by Ukrainian punitive forces has become a daily practice for 7 years. Not only the military are dying, but also the workers who stood up to defend their homes. Old people, children and women die under fire, on the way to school, on the way home, on the way to the store or to work –- to a facility that has not yet been completely ruined by capitalism and the war. The troops of the Donetsk Peoples Republic and the Lugansk Peoples Republic can neither attack (the Minsk agreements do not allow this, and the republics don’t have enough resources for that), nor can they retreat (this will lead to the slaughter of the civilians by the neo-Nazi punishers, which they openly threaten). The soldiers of the self-proclaimed republics can only occasionally fire back at the rampaging enemy.

 

            Capitalist Russia does not help to resolve the situation. According to the decision of Moscow politicians, the unrecognized republics of Donbass receive some help from Russia, but only as much as to maintain the status quo, and not to antagonize the "Western partners". So the armed forces of the republics can’t retreat, and can’t advance. Business and local politics are much more important to the Russian government than the workers of the neighboring people's republics, including citizens of Russia.

 

            No external force is either capable or willing to punish the Ukrainian war criminals and lead the peoples to peace. Only working people themselves: Ukrainian, Russian and all others, can do it, can struggle for peace, socialism and happiness, against imperialism.

 

            Fascism cannot be healed with words. This abscess has to be removed. It is possible to finally eliminate the symptoms only by putting an end to its cause –to capitalism. It is necessary to explain it to the workers in Ukraine, Russia, the Donbass region and around the world: only the class unity of workers can resolve this malignant situation and remove any similar relapses of fascism in other countries.

 

            Long live the international friendship of the working peoples ! Long live the international socialist revolution! Let's rebuff the US and EU imperialists encouraging the Ukrainian fascists. Ukraine's Nazi Bandera executioners must be brought to justice!

It is a pleasure to greet you as a fellow member of SOLIDNET, and as a fellow participant in the International Meeting of Communist and Workers' Parties.

 

            We are happy to note that PCB will celebrate this year's Centennial of the historical United Communist Party of Belgium, which was founded on September 3-4, 2021 as the Belgian Section of the Communist International. We are also happy to note that PCB continues to be proud of the international solidarity displayed by Belgian communists over the past century –- support for the German revolutionary movement, opposition to Spanish and French colonialism, the sending of internationalist fighters to help defend the Spanish Republic against fascist-falangist barbarism, and especially the struggle to end Belgian imperialism and the horrible legacy of the monstrous Belgian King Leopold in the Congo.

 

            We are confident that many other forces in present-day Belgium share your disdain for both “Eurocommunist” reformism and maoist terrorism which brought tragic consequences to European communist parties since the 1970s. STATEMENT OF THE COALITION TO BAN BIOLOGICAL WEAPONS :

NO TO THE DEPLOYMENT IN KAZAKHSTAN OF A NEW

U.S. MILITARY BIOLOGICAL LABORATORY AND AN

INTERNATIONAL REPOSITORY OF DANGEROUS PATHOGENS !

            The Coalition to Ban Biological Weapons (Coalition) is concerned about the announcement that a new US military biological laboratory BSL-4 and an underground storage facility for the collection of dangerous and especially dangerous strains of diseases from around the world will appear in Kazakhstan. This was announced in an explanatory note by the Minister of Industry of the Kazakh Republic, Beibut Atamkulov, addressed to the Prime Minister, who has already prepared a bill on the construction of these facilities starting from 2022.

            According to the government of Kazakhstan, the construction of a BSL-4 Laboratory and an underground storage facility for a collection of dangerous and especially dangerous strains is planned in order to study in more depth highly contagious pathogens that cause severe and fatal diseases against which there are yet no available vaccines and treatments.

            In fact, these facilities will be erected at the expense of the Military Threat Reduction Agency (DTRA) under the US Department of Defense, in order to develop a network of US biological laboratories and their infrastructure on the territory of the former Soviet republics in Central Asia.

            There are already five facilities and research institutes in Kazakhstan, which are commissioned by the US military department and supervised by officers attached to the US Embassy in the republic. The most significant facility – the Central Reference Laboratory (CRL) of the third degree of protection was built in Almaty with Washington's financial resources in 2016, despite the negative attitude of local residents.

            New facilities will appear in the Zhambyl region in the south of the republic in the same village where the Biological Safety Research Institute under the Ministry of Science and Education of Kazakhstan, which has been working for many years as part of the Pentagon's research programs, is already located. This laboratory will house various strains of the most dangerous African diseases, such as the Ebola virus, as well as the Marburg virus, smallpox and many others. The very name of the BSL-4 facility (Biosafety Level 4) stands for laboratory of the fourth (highest) level of biological hazard.

            This collection of the most dangerous pathogens can cause serious illness in humans or animals and easily spread from sick to healthy. At the same time, there are simply no real medical methods of countering these pathogens. We are gravely concerned that DTRA employees will place all these pathogens not so much for storage, but for studying and upgrading strains and conducting tests already on humans and local fauna in order to produce biological weapons.

            Any leak or man-made disaster in an earthquake-prone area will cause a catastrophe of unprecedented scale, capable of killing hundreds of millions of people in Eurasia and dealing a colossal blow to all countries of the region. Various diversions with the purposeful use of laboratory-upgraded strains directed against Russia and China (both bordering Kazakhstan) cannot be excluded.

            We regard such facilities as US military bases equipped with offensive biological weapons. Accordingly, they pose a huge threat to all countries in Central Asia, to Russia, China and other Asian countries which are targetted by US-NATO interference, subversion and aggression. Primarily, such facilities are capable of creating a hotbed of instability and mass infection in Central Asia. At the same time, after the appearance of such facilities, the Pentagon creates "training centers" allegedly to train specialists in their protection, which has already been demonstrated by the example of the Low-Enriched Uranium Center in East Kazakhstan.

 
            The Coalition appeals to the public of Kazakhstan and to the international community to launch a protest campaign against such plans for the placement of such facilities, and to demand the immediate elimination of the CRL in Almaty and of all conduct of research at the Research Institute of the republic under the programs of the Pentagon.

            In addition, the Coalition appeals to all Communist and Workers' Parties, left forces and trade unions to respond to this threat and send statements to the authorities of Kazakhstan, as well as to voice these facts to the deputies of their parliaments.

            The Coalition will also conduct a constant information and political campaign against these intentions and explain the essence of such projects implemented for imperialist and aggressive purposes of waging war by other means.

            No to US military biological laboratories in Kazakhstan and Central Asia !

JOINT STATEMENT OF COMMUNIST AND WORKERS' PARTIES FOR THE

LIBERATION OF WORKERS UNJUSTLY DETAINED IN VENEZUELA

Tulad ng nabanggit sa isyu ng Sulong! nitong Oktubre 2021, ang pamahalaan sa Venezuela, sa pamumuno ng Partido Socialista Unidad de Venezuela (PSUV), ay nagpapakita na ng anti-komunista at kontra-manggagawang mga tunguhin, matapos ng nangyaring dialogo sa Mexico City sa pagitan ng mga kinatawan ng pamahalaan ni Pangulong Nicolas Maduro, at ng mga reaksiyonaryong oposisyon na suportado ng imperyalismong Kano.             The undersigned Communist and Workers’ Parties, through this communiqué, express our sincere concern over the numerous cases of workers who have been subjected to judicial proceedings and criminalization of their labor and trade union struggles in the Bolivarian Republic of Venezuela.

 

            We express our solidarity with the Venezuelan working class and especially with the 19 workers who are currently unjustly detained and are victims of procedural delays by the Venezuelan legal system.

 

            We demand that the Venezuelan government and authorities immediately release the 19 workers unjustly detained for exercising their legitimate trade union rights and for denouncing cases of corruption. Likewise, we advocate the cessation of the practices of judicialization and criminalization of workers' struggles.

 

            We extend our message of encouragement and solidarity to the families, friends and organizations that are fighting for the freedom of these 19 working class fighters.
