The Health situation - the necessary response to the epidemic

A year after the outbreak of the epidemic in Portugal, and despite the advances in science at the service of health, we continue to face a time of great complexities and uncertainties.

The health situation has worsened significantly with a negative evolution of the epidemic, which is putting the National Health Service and its professionals under enormous pressure, with consequences in the very significant increase in hospitalisations, particularly in Intensive Care Units.

An evolution all the more worrying when a very wide range of problems affect the most vulnerable strata and sectors of the population, namely the elderly, the chronically ill and people with disabilities, or when there is a significant increase in unemployment, the closure of thousands of Micro, Small and Medium Enterprises and the increase in poverty and social exclusion.

At the economic level, the difficulties that already hit thousands of workers and Micro, Small and Medium Entrepreneurs at the end of 2020, particularly in sectors more penalised by the impacts of the epidemic, are even enhanced by the new limitations on activity resulting from the new lockdowns.

The scale of the problems requires responses and mobilisation of resources. It is not acceptable that at a time when more public investment, more support to families and the revitalisation of job-generating economic activity is required, it is known that the budgetary execution of 2020, in terms of spending, was 2.4 billion euros below the foreseen.

The declaration of the State of Emergency with the worsening of restrictive measures is not the solution.
In view of the reality experienced in the country, the need for exceptional measures to protect health and life is obvious. But it is not acceptable for them to become a weapon to trample workers' rights and guarantees and use them to close down companies that are needed for the national economy and to dismiss thousands of workers.

The national situation and the prospect of its evolution requires that the conditions for the development of economic, social, cultural and sporting activities are ensured, guaranteeing the conditions of prevention and protection of public health.

From the outset, an unrelenting fight against the epidemic, paying particular attention to measures in terms of health and strengthening of the National Health Service. Measures that must, first, tackle three emergency situations: hiring more professionals; ensuring the capacity for hospitalisation and response in intensive care, with the opening of an additional 200 beds by mid-February; and the mobilisation of all existing resources in the public sphere, including buildings and equipment available in the Armed Forces; and also the reinforcement of the Public Health structure with the recruitment of the 500 lacking professionals, a decisive factor in breaking the infection chains.

The hiring of lacking professionals with three-fold measures: to encourage the return to Portugal of some of the more than 20,000 Portuguese doctors and nurses, guaranteeing job security, valorisation of wages and access to a fair and attractive career.

And also hiring foreign doctors, after confirming their skills.

And, as the PCP has been proposing for a long time, by creating conditions for the many health professionals who, in a situation of retirement, are ready to temporarily return to work in the NHS facilities.

In terms of social support, it is absolutely essential that the measures approved and set down in the State Budget are put into practice, particularly those directed at sectors that are already severely affected by the epidemic and previous impacts, such as tourism, restaurants, hotels and culture.

Workers under lay-off must be guaranteed 100% support, as well as support for artists and other cultural workers.

With the closure of schools and the option of distance learning, it is essential to guarantee support to parents who will have to assist their children at home, guaranteeing a 100% salary and not 66.6% as the government has decided, and covering children up to the age of 16, not 12 as defined. The same should apply to one of the spouses, when one of them is teleworking.

The situation in the nursing homes requires, as the PCP warned in the Assembly of the Republic in the early days of March, exceptional and urgent measures both in terms of health and in terms of social response, guaranteeing the operating conditions of nursing homes that ensure the well- being and health of the elderly.

In many of the situations described, the answer is to implement the measures set down in the 2021 State Budget and others that are essential to ensure health protection, provide education on protection and ensure the means of social and economic support that are absolutely necessary.

The government has at its disposal all the legal instruments to implement the mobilisation and the commandeering of the necessary means to ensure these objectives, including the means of the private sector where and when this need is found, always under the direction of the NHS.

In this context, vaccination is an important means of combating the virus and preserving lives. Access to vaccination must be seen as an essential objective, not subject to rationing policies and the interests of large multinational pharmaceutical companies, namely American, who want to have a monopoly of the business.

Putting Portugal solely dependent on the European Union is, as evidenced, becoming a conditioning factor for rapid access and in accordance with the country's needs.

It is imperative to define clearly the criteria for access to vaccination, investigating and fighting abuses and illicit uses firmly. And the government must decisively assume the sovereign decision to purchase vaccines in other countries, thus guaranteeing the quickest universality of access to vaccination by the Portuguese.

There is no justification for the Portuguese government to be conditioned to purchase vaccines outside the framework of companies already approved by the European Union and bound to its limited contingents.

Portugal cannot accept that the selfish interests of these large pharmaceutical companies prevail over the right to health and life of the population.

The public funding of around 11 billion euros and the contribution of thousands of doctors, scientists and nurses and patients from all over the world, were the key to this scientific feat, which allowed, in less than a year, to discover the vaccine, and it cannot be used by pharmaceutical companies to increase their profits and therefore it must be considered a global public asset accessible to all.

And to all Portuguese people who have felt the difficulties that this situation imposes on their living conditions, jobs and wages, isolation or loneliness, we would also like to leave a word of hope and confidence. We know that the solution to the health problem has heavy consequences and is already causing huge difficulties for thousands of people and families. The PCP will continue to intervene so that these problems are addressed and overcome with the corresponding priority social measures.

A situação da Saúde – a resposta necessária à epidemia

Um ano após o surgimento da epidemia em Portugal, e apesar dos avanços da ciência ao serviço da saúde, continuamos a enfrentar um tempo de grandes complexidades e incertezas.

A situação sanitária agravou-se significativamente com uma evolução negativa da epidemia, que está a colocar o Serviço Nacional de Saúde e os seus profissionais sob uma enorme pressão, com consequências no aumento muito significativo de internamentos, particularmente em Unidades de Cuidados Intensivos.

Uma evolução ainda mais preocupante quando um conjunto muito vasto de problemas atinge camadas e sectores mais vulneráveis da população, nomeadamente os idosos, os doentes crónicos e as pessoas com deficiência, ou quando se constata o crescimento significativo do desemprego, o encerramento de milhares de Micro Pequenas e Médias Empresas e o aumento da pobreza e exclusão social.

No plano económico, as dificuldades que já atingiam no final de 2020 milhares de trabalhadores e de Micro Pequenos e Médios Empresários, particularmente em sectores mais penalizados pelos impactos da epidemia, conhecem ainda um maior agravamento com as novas limitações à actividade decorrentes dos novos confinamentos.

A dimensão dos problemas exige respostas e mobilização de recursos. Não é aceitável que num momento em que se exige mais investimento público, mais apoio às famílias e à dinamização da actividade económica geradora de emprego se conheça que a execução orçamental de 2020, no plano da despesa, tenha sido inferior em 2,4 mil milhões de euros ao previsto.

A declaração do Estado de Emergência com o agravamento das medidas restritivas, não é a solução.

Perante a realidade que se vive no País, é evidente a necessidade de medidas excepcionais de protecção da saúde e da vida. Mas não é aceitável que elas se transformem em arma de arremesso para atropelar direitos e garantias dos trabalhadores e de aproveitamento para encerrar empresas que fazem falta à economia nacional e despedir milhares de trabalhadores.

A situação nacional e a perspectiva da sua evolução exige que se assegurem as condições para o desenvolvimento da actividade económica, social, cultural e desportiva, garantindo as condições de prevenção e protecção da saúde pública.

Desde logo, um combate sem tréguas à epidemia, dando particular atenção às medidas no plano sanitário e de reforço do Serviço Nacional de Saúde. Medidas que passam, em primeiro lugar, por resolver três situações de emergência: a contratação de mais profissionais; assegurar a capacidade de internamento e de resposta em cuidados intensivos, com a abertura de mais 200 camas até meados do mês de Fevereiro; e a mobilização de todos os recursos existentes na esfera pública, incluindo os edifícios e equipamentos na disponibilidade das Forças Armadas; e ainda o reforço da estrutura de Saúde Pública com o recrutamento dos 500 profissionais em falta, factor decisivo para quebrar as cadeias de contágio.

Contratação de profissionais em falta em três direcções distintas: incentivar o regresso a Portugal de parte dos mais de 20.000 médicos e enfermeiros portugueses, garantindo segurança do emprego, valorização de salários e acesso a uma carreira justa e atractiva.

Mas também a contratação de médicos estrangeiros, confirmadas que sejam as suas competências.

E, tal como o PCP há muito vem propondo, com a criação de condições para os muitos profissionais de saúde que, numa situação de reforma, estarão disponíveis para, temporariamente, voltarem a trabalhar nas unidades do SNS.

No plano do apoio social é absolutamente essencial que sejam postas em prática as medidas aprovadas e inscritas no Orçamento do Estado, particularmente as dirigidas a sectores já duramente fustigados pela epidemia e por impactos anteriores, como é o caso do turismo, da restauração, da hotelaria e da cultura.

Aos trabalhadores em situação de lay-off deve ser garantido o apoio a 100%, bem como devem ser melhorados os apoios aos artistas e outros trabalhadores da cultura.

Com o encerramento das escolas e a opção feita pelo ensino à distância, é fundamental garantir os apoios aos pais que vão ter de acompanhar os seus filhos em casa, garantindo o salário a 100% e não 66,6% como o Governo decidiu, e abrangendo as crianças com idade até os 16 anos, e não os 12 como está definido. O mesmo se deve aplicar para um dos cônjuges, quando um deles está em teletrabalho.

A situação nos lares exige tal como o PCP alertou na Assembleia da República logo nos primeiros dias de Março, medidas excepcionais e urgentes quer no plano da saúde, quer no plano da resposta social, garantindo as condições de funcionamento dos lares que assegurem o bem -estar e saúde dos idosos.

Em muitas das situações descritas, a resposta passa pela concretização das medidas inscritas no OE 2021 e outras que se revelem fundamentais para assegurar a protecção sanitária, fazer a pedagogia da protecção e assegurar os meios de apoio social e económico que são absolutamente necessários.

O Governo tem ao seu dispor todos os instrumentos legais para concretizar a mobilização e a requisição dos meios necessários para garantir esses objectivos, incluindo os meios do sector privado onde e quando se verifique essa necessidade, sempre sob a direcção do SNS.

A vacinação assume, neste quadro, um importante meio de combate ao vírus e de preservação de vidas. O acesso à vacinação tem de ser inscrito como objectivo essencial, não sujeito a políticas de racionamento e aos interesses das grandes farmacêuticas multinacionais, nomeadamente americanas, que querem ter o monopólio do negócio.

Colocar Portugal dependente unicamente da União Europeia está a constituir-se, como se prova, factor de condicionamento do acesso rápido e de acordo com as necessidades do País.

Impõe-se que se definam com clareza critérios de acesso à vacinação, apurando e combatendo de forma firme abusos e aproveitamentos. E impõe-se decisivamente que o Governo assuma a decisão soberana de aquisição de vacinas noutros países, garantindo assim a mais rápida universalidade de acesso dos portugueses à vacinação.

Nada justifica que o Governo português fique condicionado a adquirir vacinas fora do quadro das empresas já aprovadas pela União Europeia e limitado aos seus restritos contingentes.

Portugal não pode aceitar que os interesses egoístas dessas grandes farmacêuticas prevaleçam sobre o direito à saúde e à vida das populações.

O financiamento público em cerca de 11 mil milhões de euros e a contribuição de milhares de médicos, cientistas e enfermeiros e doentes de todo o mundo, foram a chave deste feito científico, que permitiu, em menos de uma ano, descobrir a vacina, e não podem servir para as farmacêuticas aumentarem os seus lucros e por isso devem ser consideradas um bem público mundial acessível a todos.

E a todos os portugueses que têm sentido as dificuldades que esta situação impõe nas condições de vida, no emprego e no salário, no isolamento ou na solidão, queremos deixar também uma palavra de esperança e confiança. Sabemos que a solução do problema de saúde tem consequências pesadas e está já a colocar dificuldades muito grandes a milhares de pessoas e famílias. O PCP continuará a intervir para que esses problemas sejam atendidos e ultrapassados com as correspondentes medidas sociais prioritárias.
