The 12th Congress of the Syrian Communist Party was held in Damascus from 25-27 October 2018 under the following slogans:

- The Defense of the homeland and defend the people's sustenance!

- A free homeland and a happy people!

- Syria will never kneel!

- For the widest international anti-imperialist front!

The Congress rooms were decorated with national, international and class slogans of the Party and with portraits of the great leaders: Marx, Engels, Lenin, and the historical leader of the Syrian Communist Party Khaled Bagdash.

The Congress was attended by delegates representing all the organizations of the party and some guests.

The opening session was held in the building of the General Federation of Trade Unions in Damascus at 4:00 on Thursday 25/10/2018. The congress began by a minute of silence in honor of the martyrs of the party and the homeland, followed by the national anthem of the Syrian Arab Republic, followed by the speech of the Popular Front for the Liberation of Palestine which was delivered by comrade Abu Ahmed Fuaad, Deputy Secretary General of the Front. Then comrade Mahdi Dakhlallah, member of the central leadership of the Arab Socialist Albaath party delivered a speech. Finally comrade Ammar Bagdash, General Secretary of the Central Committee of the Syrian Communist Party, delivered a comprehensive speech reflecting the main directions of the party's policy.

During the opening ceremony, a number of greeting messages from the Communist and Worker Parties were read. The opening ceremony was concluded by the Internationale anthem.

The opening ceremony was attended by a number of General Secretaries, members of the Central leadership of the National Progressive Front, a number of members of Parliament and a large number of political, intellectual and literary figures, in addition to a large crowd of comrades and friends.

More than forty greeting letters were received by the Congress from communist and workers parties from around the world.

The Congress continued its works by electing the presidency of the Congress and adopting the rules that governs the sessions of the Congress and adopting the agenda of the Congress. And then the following committees were formed:

(A) The committee of decisions and recommendations.

(B) The committee of rules of procedure.

(C) Committee of social economical issues.

On the second day of the Congress, comrade Ammar Bagdash presented a political report to the Congress entitled "Principle directions of the Syrian Communist Party in its struggle to defend the homeland and defend the people's sustenance". During the three-day sessions, the delegates discussed the general policy of the party and the various aspects of party’s activity with a high sense of responsibility which aims to activate the party's work at all levels. All delegates actively participated in the discussions of the Congress. The Congress approved the amendment of some rules of procedure.

The Congress decided to amend the program tasks in the light of the political documents presented to the Congress to comply with the latest developments, and entrusted the elected Central Committee to accomplish this task.

The comrades’ discussions reflected the party organizations' agreement with the correct and principled policy of the Syrian Communist Party, which is based on the principles of Marxism-Leninism and proletarian internationalism, which express the embodiment of true patriotism and internationalism. The members of the Congress reassured their insistence to continue the work with the party's policy which is based on the three principles that were formulated by comrade Khaled Bagdash:

- To cooperate with all national and progressive forces.

- To highlight the independence of the party in the issues of principle and major political issues.

- Permanent defense of the interests of the masses.

The Congress also praised the main tasks which were formulated by comrade Ammar Bagdash, General Secretary of the Central Committee, in the circumstances of the intensification of the aggressive imperialist American Zionist reactionary war on Syria, which are:

- To defend national independence.

- To defend full national sovereignty.

- The struggle for the unity of national territory and the liberation of the last inch of it.

The Congress stressed that the main tasks in our struggle today are to preserve the national steadfastness and strengthen its factors in all fields, especially economic and social ones, and to pay serious attention to the demands of the popular masses with a focus on the living situation of the people and to give solutions to this issue. And to expand continuously the democratic freedoms of the popular masses and to achieve the social and cultural rights of all citizens in a way that strengthens the unity of the homeland.

The delegates expressed their support for the opening speech and political report delivered by comrade Ammar Bagdash, General Secretary of the Central Committee of the Syrian Communist Party, and considered them as an essential document of the Congress. And when all the committees had prepared their reports, they were discussed in depth, and the following decisions were taken:

- Decision on the most important current tasks in the socio-economic field.

- Decision for the struggle to defend the interests of the people.

- Decision on labor and demand issues.

- Decision on agricultural affairs.

- Decision on youth’s affairs.

- Decision on women's affairs.

- Decision on Party Publishing.

- Decision on the development of party educational work.

- Decision on the current tasks of the Arab national liberation movement.

- Decision on the preservation of national heritage and monuments.

The Congress continued its agenda by electing the highest committee of the party: the Central Committee. The Revision Committee was also elected. All elections were done by secret ballot. The Congress decided to send the following letters and telegrams:

1. A greeting message to President Bashar Al-Assad, President of the Republic, President of the National Progressive Front.
2. A tribute to the memory of the martyrs of the party and homeland.
3. A greeting message to our steadfast people in occupied Golan.
4. A greeting message to the communists and all the patriots in the Syrian Aljazeera region.
5. A greeting message to our steadfast people in occupied Afrin.

The Congress was held in an atmosphere of democracy, in a spirit of comradely understanding and unity of will and action.

The elected Central Committee then held its first meeting and unanimously elected comrade Ammar Bagdash as General Secretary.

At the end of the Congress, comrade Ammar Bagdash delivered a closing speech followed by the Internationale anthem.

بلاغ عن انعقاد المؤتمر الثاني عشر للحزب الشيوعي السوري

انعقد في دمشق المؤتمر الثاني عشر للحزب الشيوعي السوري في الفترة ما بين 25-27 /10/2018 تحت الشعارات الأساسية الآتية:

• الدفاع عن الوطن والدفاع عن لقمة الشعب!
• وطن حر وشعب سعيد!
• سوريا لن تركع!
• من أجل أوسع جبهة عالمية مناهضة للإمبريالية!

وازدانت قاعات المؤتمرات بشعارات الحزب الوطنية والطبقية والأممية وصور القادة الكبار ماركس، أنجلز، لينين، والقائد التاريخي للحزب الشيوعي السوري خالد بكداش.

حضر المؤتمر مندوبون يمثلون جميع منظمات الحزب وعدد من الضيوف.

عُقدت جلسة الافتتاح في قاعة الاتحاد العام لنقابات العمال بدمشق في تمام الساعة الرابعة من يوم الخميس 25/10/2018. وافتتح المؤتمر بالوقوف دقيقة صمت إجلالاً لذكرى شهداء الحزب والوطن، تلاها النشيد الوطني للجمهورية العربية السورية، وأعقب ذلك كلمة الجبهة الشعبية لتحرير فلسطين ألقاها الرفيق أبو أحمد فؤاد نائب الأمين العام للجبهة، وألقى الرفيق الدكتور مهدي دخل الله عضو القيادة المركزية لحزب البعث العربي الاشتراكي كلمة الحزب. ثم ألقى الرفيق د.عمار بكداش الأمين العام للجنة المركزية للحزب الشيوعي السوري كلمة شاملةً عكست التوجهات الأساسية لسياسة الحزب.

وتخلل حفل الافتتاح قراءة عدد من كلمات التحية من الأحزاب الشيوعية والعمالية الشقيقة. واختتم حفل الافتتاح بالنشيد الأممي.

وقد شارك في أعمال الجلسة الافتتاحية عدد من السادة الأمناء العامين أعضاء القيادة المركزية للجبهة الوطنية التقدمية، وعدد من أعضاء مجلس الشعب وعدد كبير من الشخصيات السياسية والأدبية والفكرية وحشد كبير من الرفاق والأصدقاء.

وقد ورد إلى المؤتمر أكثر من أربعين رسالة وبرقية تحية من الأحزاب الشيوعية والعمالية في العالم.

ثم تابع المؤتمر أعماله بانتخاب هيئة رئاسة المؤتمر وإقرار نظام إدارة الجلسات وجدول أعمال المؤتمر ثم شُكلت لجان المؤتمر التالية:

• لجنة القرارات والتوصيات.
• لجنة النظام الداخلي.
• لجنة القضايا الاقتصادية الاجتماعية.

وقدم الرفيق عمار بكداش في مستهل اليوم الثاني للمؤتمر تقريراً سياسياً للمؤتمر تحت عنوان: «التوجهات الأساسية لنضال الحزب الشيوعي السوري دفاعاً عن الوطن ودفاعاً عن لقمة الشعب». وناقش المندوبون خلال جلسات المؤتمر، وعلى مدى ثلاثة أيام، السياسة العامة للحزب وشتى جوانب النشاط الحزبي بروح عالية من المسؤولية الرامية إلى تفعيل عمل الحزب على الأصعدة كافة. وقد شارك جميع الرفاق المندوبين بفعالية في نقاشات المؤتمر. وقام المؤتمر بإقرار تعديل بعض مواد النظام الداخلي.

وقد قرر المؤتمر تعديل المهام البرنامجية في ضوء الوثائق السياسية المقدمة للمؤتمر بما يتناسب مع مستجدات الوضع، وكلف اللجنة المركزية المنتخبة إنجاز هذه المهمة.

 وعبّرت مداخلات الرفاق المندوبين عن التفاف منظمات الحزب حول السياسة الصائبة والمبدئية للحزب الشيوعي السوري والتي تستند إلى مبادئ الماركسية اللينينية والأممية البروليتارية، والتي كانت تجسيداً للوطنية الحقة والأممية الصادقة. وأكد أعضاء المؤتمر على إصرارهم مجدداً على متابعة العمل بسياسة الحزب القائمة على الأسس الثلاثة التي صاغها الرفيق خالد بكداش وهي:

• التعاون مع جميع القوى الوطنية والتقدمية.
• إبراز وجه الحزب المستقل في القضايا المبدئية والقضايا السياسية الكبرى.
• الدفاع الدائم عن مصالح الجماهير الشعبية.

كما أشاد المؤتمر بالمهام الأساسية التي صاغها الرفيق د. عمار بكداش الأمين العام للجنة المركزية في ظروف اشتداد الحرب العدوانية الإمبريالية الأميركية الصهيونية الرجعية على سوريا والمتمثلة بـ:

• الدفاع عن الاستقلال الوطني.
• الدفاع عن السيادة الوطنية الكاملة.
• النضال من أجل وحدة التراب الوطني وتحرير آخر شبر منه.

وأكد المؤتمر على أن المهمة الأساسية في نضالنا اليوم هي فولذة الصمود الوطني وتعزيز عوامله في المجالات كافة، وخاصة الاقتصادية والاجتماعية منها والالتفات الجدي لقضايا الجماهير الشعبية مع التركيز على الوضع المعيشي للشعب ومعالجته. والتوسيع المستمر للحريات الديمقراطية للجماهير الشعبية وتحقيق الحقوق الاجتماعية والثقافية لجميع المواطنين بما يعزز وحدة الوطن.

وأعرب المندوبون عن تأييدهم للكلمة الافتتاحية والتقرير السياسي اللذين ألقاهما الرفيق عمار بكداش الأمين العام للجنة المركزية للحزب الشيوعي السوري واعتبروهما وثيقةً أساسيةً من وثائق المؤتمر، وبعد أن أعدت اللجان تقاريرها كافة، تمت مناقشتها بشكل معمق، وبعد إدخال التعديلات عليها جرى اتخاذ القرارات التالية:

• قرار حول أهم المهام الراهنة في المجال الاقتصادي الاجتماعي.
• قرار حول النضال المطلبي دفاعاً عن مصالح الشعب.
• قرار حول القضايا العمالية والمطلبية.
• قرار حول الشؤون الزراعية.
• قرار حول هموم الشباب.
• قرار حول شؤون المرأة.
• قرار حول النشر الحزبي.
• قرار حول تطوير العمل التثقيفي الحزبي.
• قرار حول المهام الراهنة لحركة التحرر الوطني العربية.
• قرار حول الحفاظ على التراث الوطني والآثار.

وتابع المؤتمر جدول أعماله بانتخاب هيئة الحزب العليا: اللجنة المركزية. كما جرى انتخاب لجنة الرقابة. وكل ذلك بالاقتراع السري. وقرر المؤتمر توجيه رسائل وبرقيات التحية التالية:

• رسالة تحية إلى السيد الرئيس بشار الأسد رئيس الجمهورية، رئيس الجبهة الوطنية التقدمية.
• تحية إلى ذكرى شهداء الحزب والوطن.
• رسالة تحية إلى أهلنا الصامدين في الجولان المحتل.
• رسالة تحية إلى الشيوعيين وجميع الوطنيين في الجزيرة السورية.
• رسالة تحية إلى أهلنا الصامدين في عفرين المحتلة.

وجرت أعمال المؤتمر في جوٍّ من الديمقراطية وروح التفاهم الرفاقي ووحدة الإرادة والعمل.

ثم عقدت اللجنة المركزية المنتخبة اجتماعها الأول وانتخبت بالإجماع الرفيق عمار بكداش أميناً عاماً.

وفي نهاية أعمال المؤتمر ألقى الرفيق عمار بكداش كلمة ختامية تلاها النشيد الأممي.
