COMMUNIST PARTY OF THE UNITED STATES OF AMERICA (CPUSA)
 
 
To the 19th National Congress and membership of the Portuguese Communist Party:
 
The Communist Party of the USA (CPUSA) sends its warmest fraternal greetings to the Portuguese Communist Party on the Occasion of your 19th Party Congress.
 
For 91 years, the Portuguese Communist Party has managed to continue the struggle of the working class and of socialism. For many of those years, you had to fight under the repressive conditions of dictatorship. Emerging from those conditions, you have continued to be a strong and consistent voice for the Portuguese working class, against imperialism and for socialism.
 
Your Congress takes place in the context of dramatically increased class struggle in Portugal, in Europe and worldwide. The international financial crisis which began with the mortgage loan crisis in the United States and has spread to Europe and elsewhere, shows no sign of letup as the ruling class tries to force the working class and other mass sectors to absorb the losses and suffering caused by the internal contradictions of capitalism and by the reactionary policies of right wing governments.
 
We have observed with great interest the way in which your party, the Portuguese Communist Party, has responded to this crisis over the last several years: With clear-eyed Marxist analysis and with firm decisiveness in rejecting all attempts to use policies of “austerity” to take away all gains of the working class.
 
We too, in the United States, find ourselves in a situation in which the ruling class, working through the Republican Party and some right-wing Democrats, is attempting to “resolve” the crisis on the backs of workers, youth, the elderly, minority group members, women and the poor. The recent elections here clearly show that the people reject such an approach, but the ruling class does not give up and is currently working for a “compromise solution” to fiscal difficulties that will harm key social welfare programs of the people, gained in struggle decades ago. We, like you, are determined to fight against all such “austerity” approaches, in which we are united with the United States labor unions and all other sectors of the progressive people’s movement.
 
Therefore the victory of the Portuguese Communist Party over the right wing government policies we consider to be our victory too.
 
We salute the Portuguese Communist Party for its 91 years of struggle.  We are sure, also, that your Congress will be a triumph that will lead on to victory.
