at the 24^th International Meeting of Communist and Worker’s Parties in Havana

Dear comrades

On behalf of the Communist Party of Luxembourg,I wish to transmit the greetings and best wishes to the participants of the 24^th International Meeting of Communist and Worker’s Parties in Havana.

Our special greetings are directed to the heroic people, the Communist Party of Cuba and the Revolutionary Government of Cuba. Since the very beginning of the uprising under the leadership of Comandante Fidel Castro, our party stands in full solidarity with our Cuban friends and comrades on their way of the construction of a socialist society on the American continent, just 90 miles away from the United States of America. Together with all progressive and peace loving people in the world, we condemn the aggressive policy of the Washington governments and demand an end of the blockade and all hostile activities against Cuba.

Our party, which was founded in 1921, is fully aware of the danger, the world of today is facing. 81 years after the victory of the Soviet Union and its allies of the Anti Hitler Coalition, 81 years after the criminal dropping of the atomic bombs by the United States on the Japanese cities Hiroshima and Nagasaki, we are living in a situation in which the very existence of humanity is threatened by the danger of a new world war, which could also be fought using nuclear weapons.

Today, the nuclear-armed states possess more than 12,100 nuclear weapons. In 2025 alone, they spent more than 102 billion euros on their nuclear arsenals – 3,200 euros per second. The investment made in a single day could ensure that two million people no longer have to worry about their next meal. With the funds from the last three years alone, world hunger could be ended.

Regardless of the dangers of military deployment and without regard for the urgently needed funds to eliminate world hunger, to protect the climate and the environment, and to provide better education, health care, housing and social security, ever-increasing sums in the billions continue to be invested in the possibility of plunging the entire world into a nuclear inferno.

In light of this danger, our party regards the struggle for peace, for disarmament, and for the prohibition of all nuclear weapons as the most important task of a communist party today. For this struggle, it is urgently necessary to unite all social forces that sincerely advocate for peace into a large and powerful peace movement.

We consider it urgently necessary for the communist and workers’ parties throughout the world to set aside existing differences in their assessment of the situation as well as regarding the paths and methods of struggle, and to focus on the common ground in our struggle. We have a common enemy: capitalism, which, in its imperialist stage of development, constantly devises new methods to intensify the exploitation of man by man; whose competitive struggles are increasingly waged at the expense of working people; which, in its greed for profit, shows no regard for human life, for the environment, or the climate, and which, when faced with the prospect of high profit margins, tramples all human laws underfoot and for which there is no crime it will not risk, even at the risk of its own downfall.

It is in this spirit, that the European Union, which was awarded the Nobel Peace Prize in 2012 for no apparent reason, is increasingly developing into an alliance of hostility between nations, merciless competition, hostile sanctions, unrestrained armament and the support and preparation of wars.

Increasing poverty, rampant price rises, massive job losses, cuts to almost all important social services, an ailing education system and a sick health service, an increasingly uncertain future for young people and growing poverty in old age – none of this is mentioned in the plans and speeches of EU leaders. At the same time, the friction between the EU states, the confrontation with Russia and China and the competition with the USA are intensifying.

The confrontations in Europe and in the world are intensifying. None of the Western countries is taking any effective steps to end the war in Ukraine, the aggression of the USA and Israel against Iranas well as Israel's war of aggression against the people of Palestine, Lebanon and Syria.

In order to end the war in Ukraine, it is urgently necessary to find a way to start negotiations and to find a solution to all the problems at stake on the basis of the provisions of the Charter of the United Nations Organization, taking into account the security interests of all sides involved, and to create a new security architecture based on the principle of the Conference on European Security and Cooperation (CSCE).

The supply of more and more weapons, ammunition and money to Ukraine has above all a negative impact on the economic situation of the donor countries. Our call for negotiations has nothing to do with a call for capitulation by one side or the other.

The CC of the KPL strongly opposes the 800 billion Euro program of the EU for further armament, and opposes the increasing the military budget by the Luxembourg government to levels not seen in the worst days of the Cold War.

Our party launched a campaign against rearmament, war and military service. We are using our daily newspaper, posters and stickers and we are targeting young people in our country with leaflets. We take every opportunity to make it clear to the people in our country that the militarization of the EU and the war policy of NATO also have a direct impact on the social situation in our own country.

Communists all over the world have always been the first and very often the only ones to actively oppose wars and armament.

We call on all communist and workers’ parties: Let us join hands and unite our struggle against capitalist exploitation, armaments, and war, and for peace, disarmament, and social security.

Intervención del Partido Comunista de Luxemburgo en el 24.º Encuentro Internacional de Partidos Comunistas y Obreros en La Habana

Estimados compañeros y compañeras:

En nombre del Partido Comunista de Luxemburgo, deseo transmitir mis saludos y mis mejores deseos a los participantes del 24.º Encuentro Internacional de Partidos Comunistas y Obreros en La Habana. Nuestros saludos especiales van dirigidos al heroico pueblo cubano, al Partido Comunista de Cuba y al Gobierno Revolucionario de Cuba. Desde el inicio de la rebelión liderada por el Comandante Fidel Castro, nuestro partido se ha mantenido en plena solidaridad con nuestros amigos y compañeros cubanos en su camino hacia la construcción de una sociedad socialista en el continente americano, a solo 90 millas de los Estados Unidos de América. Junto con todas las personas progresistas y amantes de la paz del mundo, condenamos la política agresiva de los gobiernos de Washington y exigimos el fin del bloqueo, así como de todas las actividades hostiles contra Cuba.

Nuestro partido, fundado en 1921, es plenamente consciente del peligro al que se enfrenta el mundo actual. 81 años después de la victoria de la Unión Soviética y sus aliados de la Coalición Antihitlerista, 81 años después del lanzamiento criminal de las bombas atómicas por parte de Estados Unidos sobre las ciudades japonesas de Hiroshima y Nagasaki, vivimos en una situación en la que la existencia de la humanidad se ve amenazada por el peligro de una nueva guerra mundial, que podría librarse incluso con el uso de armas nucleares.

Hoy en día, los países que poseen armas nucleares cuentan con más de 12 100 armas de este tipo. Solo en el año 2025, gastaron más de 102 mil millones de euros en sus arsenales nucleares: 3 200 euros por segundo. La inversión de un solo día podría garantizar que dos millones de personas ya no tuvieran que temer por su próxima comida. Solo con los recursos de los últimos tres años se podría acabar con el hambre en el mundo.

A pesar de los peligros que entraña una intervención militar y sin tener en cuenta los recursos que se necesitan con urgencia para erradicar el hambre en el mundo, para proteger el clima y el medio ambiente, y para mejorar la educación, la atención médica, la vivienda y la seguridad social, se siguen invirtiendo sumas cada vez mayores, que ascienden a miles de millones, en la posibilidad de sumir al mundo entero en un infierno nuclear.

Ante este peligro, nuestro partido considera que la lucha por la paz, por el desarme y por la prohibición de todas las armas nucleares es la tarea más importante de un partido comunista en la actualidad. Para esta lucha, es urgente y necesario unir a todas las fuerzas sociales que defienden sinceramente la paz en un gran y poderoso movimiento por la paz.

Consideramos que es urgente y necesario que los partidos comunistas y obreros de todo el mundo dejen de lado las diferencias existentes en la evaluación de la situación y en cuanto a las vías y métodos de lucha, y se concentren en los puntos en común de nuestra lucha. Tenemos un enemigo común: el capitalismo, que en su etapa imperialista genera constantemente nuevos métodos para intensificar la explotación del hombre por el hombre, cuyas luchas competitivas se libran cada vez más al costo de los trabajadores, que en su avaricia por las ganancias no tiene consideración alguna por la vida humana, ni del medio ambiente ni del clima, y que, ante la perspectiva de una alta tasa de ganancia, pisotea todas las leyes humanas y para quien no hay delito que no esté dispuesto a cometer, incluso a riesgo de su propia ruina.

En este sentido, la Unión Europea – que en 2012 fue galardonada con el Premio Nobel de la Paz sin motivo aparente – se está convirtiendo cada vez más en una alianza de hostilidad entre las naciones, de competencia despiadada, de sanciones hostiles, de rearme desenfrenado, así como de apoyo y preparación para nuevas guerras.

El aumento de la pobreza, la escalada galopante de los precios, las pérdidas masivas de empleos, los recortes en casi todas las prestaciones sociales importantes, un sistema educativo en decadencia y un sistema de salud debilitado, un futuro cada vez más incierto para los jóvenes y el aumento de la pobreza en la vejez: nada de esto se menciona en los planes ni en los discursos de los principales líderes políticos de la UE. Al mismo tiempo, se agudizan las tensiones entre los países de la UE, la confrontación con Rusia y China, así como la competencia con Estados Unidos.

Las confrontaciones en Europa y en todo el mundo se intensifican. Ninguno de los países occidentales está tomando medidas efectivas para poner fin a la guerra en Ucrania, a la agresión de Estados Unidos e Israel contra Irán, ni a la guerra de agresión de Israel contra el pueblo de Palestina, contra el Líbano y Siria.

Para poner fin a la guerra en Ucrania, es urgente encontrar una forma de iniciar negociaciones y llegar a una solución para todos los problemas pendientes sobre la base de las disposiciones de la Carta de la Organisación de las Naciones Unidas, tomando en cuenta los intereses de seguridad de todas las partes involucradas, así como crear una nueva arquitectura de seguridad basada en los principios de la Conferencia sobre la Seguridad y la Cooperación en Europa (CSCE).

El envío de cada vez más armas, municiones y dinero a Ucrania tiene, sobre todo, un impacto negativo en la situación económica de los países donantes. Nuestro llamado a la negociación no tiene nada que ver con exigir la rendición de ninguna de las partes.

El Comité Central del KPL rechaza rotundamente el programa de la UE de 800 mil millones de euros para un mayor rearme y se opone al aumento del presupuesto militar por parte del gobierno de Luxemburgo a un nivel que ni siquiera se alcanzó en los peores momentos de la Guerra Fría.

Nuestro partido ha lanzado una campaña contra el rearme, la guerra y el servicio militar obligatorio. Utilizamos nuestro diario, carteles y calcomanías, y nos dirigimos específicamente a los jóvenes de nuestro país mediante folletos. Aprovechamos cada oportunidad para dejar claro a la población de nuestro país que la militarización de la UE y la política bélica de la OTAN también tienen repercusiones directas en la situación social de nuestro propio país.

Los comunistas de todo el mundo siempre han sido los primeros, y muy a menudo los únicos, en oponerse activamente a las guerras y al rearme.

Hacemos un llamado a todos los partidos comunistas y obreros: ¡Unámonos en nuestra lucha común contra la explotación capitalista, el rearme y la guerra, y a favor de la paz, el desarme y la seguridad social!
