FINAL DECLARATION OF THE 24TH INTERNATIONAL MEETING OF COMMUNIST AND WORKERS' PARTIES

Havana, Cuba, August 7-8, 2026

“Defending and honoring the legacy of the Cuban Revolution on the centenary of Fidel’s birth and consolidating solidarity with socialist Cuba; strengthening joint actions and joining forces for peace and against imperialist aggression.”

The communist and workers' parties gathered in Havana, Cuba:

Recognize the complexity of the current international context and the threat posed by the aggressive and interventionist policies of the United States and other imperialist powers, within the framework of the imperialist system and the relations of rivalry/cooperation that permeate it, for the defense of the sovereignty, independence, and self-determination of our peoples, to eliminate the exploitation of man by man and end the causes of imperialist wars, poverty, and the oppression of peoples; as well as to guarantee the protection of the environment.

Underline the importance of unity, solidarity, and cooperation among communist and workers' parties as a fundamental path to achieving a decisive response to the increase in inequality and exploitation in capitalist countries worldwide, as well as the intensification of rivalries and contradictions within the imperialist system itself, and the belligerent offensive led by the United States that is provoking new aggressions and conflicts.

Emphasize the importance of strengthening debates and discussions on topics that contribute to the articulation and synergy among the communist and workers' parties that comprise this historic platform, which is approaching its 30th anniversary.

Reaffirm the enduring relevance of the thought of the historic leader of the Cuban Revolution, Commander-in-Chief Fidel Castro Ruz, in the context of the centennial commemoration of his birth. His ideas, against capitalist exploitation, profoundly anti-imperialist, humanist, internationalist, and based on solidarity, are essential to confronting the colossal challenges of the current international arena, halting the resurgence of fascism, and protecting future generations from the scourge of imperialism and war. Their efforts and concrete actions in the struggle for socialism and to strengthen unity and joint action among communist and workers' parties, and the entire anti-colonialist and anti-imperialist forces, are of extraordinary relevance today and constitute the path forward for continued progress in a dynamic and robust articulation, in conflict with big capital and its power. Their unwavering commitment to genuine peace for all peoples, international law, and the purposes and principles enshrined in the Charter of the United Nations, thanks to the Soviet Union and the other socialist countries, and which are being undermined today, compel us to hold high the banners of struggle for a truly just, democratic, and equitable international order for our peoples, which socialism can guarantee.

Reiterate their solidarity with the Communist Party of Cuba and the courageous Cuban people, who are resisting an unprecedented imperialist aggression due to the current United States government's attempts to overthrow the Revolution and reverse the achievements of the past 67 years.

Condemn the genocidal and inhumane economic, commercial, financial, and energy blockade imposed by the United States government, whose terrible impacts severely damage the daily lives of all Cubans and impede the country's legitimate right to development. This system of unilateral coercive measures is becoming increasingly comprehensive, having been intensified by two executive orders that aggravate its illegal and coercive nature.

Denounce the arbitrary indictment of Army General Raúl Castro Ruz by the Department of Justice, as part of a stratagem to tarnish his greatness and his undefeated legitimacy.

Demand the exclusion of Cuba from the spurious and unilateral U.S. list of supposed state sponsors of terrorism, a designation that is entirely meaningless when we recall the more than 3,000 victims suffered by the noble Cuban people at the hands of this scourge.

Emphasize the irrevocable nature of the Cuban people's will to build and achieve socialism as the only system capable of guaranteeing full human freedom.

In this regard, they agree on the following actions.

1. Continue supporting and standing with the Cuban people, the Communist Party of Cuba, and the Revolution in the face of the current imperialist aggression.

2. Coordinate different actions and initiatives to increase denunciation of the economic, commercial, financial, and energy blockade imposed by the United States government against Cuba.

3. Continue advancing toward strengthening cooperation and unity among communist and workers' parties in the struggle against imperialism and capitalism, for the defense and affirmation of sovereignty and rights, and to achieve peace and socialism.

4. Continue developing solidarity with the struggles of peoples throughout the world who defend their sovereignty and rights against imperialist aggression and interference, such as the struggle of the Palestinian people and other peoples of the Middle East, Latin America and the Caribbean, and Africa.

5. Promote the solidarity movement with peoples against imperialist aggression, the struggles of the working class and of peoples throughout the world, to honor the history of the communist movement and of class struggles and to analyze the conclusions of the trajectory of the IMCWP in view of the 30th anniversary of their founding in 2028.

DECLARACIÓN FINAL DEL 24 ENCUENTRO INTERNACIONAL DE PARTIDOS COMUNISTAS Y OBREROS

La Habana, Cuba, 7-8 de Agosto de 2026

“Defendiendo y honrando el legado de la Revolución Cubana en el centenario del natalicio de Fidel y consolidando la solidaridad con Cuba socialista; fortaleciendo las acciones conjuntas y uniendo fuerzas por la paz y contra la agresión imperialista”.

Los partidos comunistas y obreros reunidos en La Habana, Cuba:

Reconocen la complejidad del actual contexto internacional y la amenaza que constituye la política agresiva e injerencista de Estados Unidos y otras potencias imperialistas, en el marco del sistema imperialista y de las relaciones de rivalidad/concertación que lo atraviesan, para la defensa de la soberanía, la independencia y la libre determinación de nuestros pueblos, para eliminar la explotación del hombre por el hombre y acabar con las causas de las guerras imperialistas, la pobreza y la opresión de los pueblos; así como garantizar la protección del medio ambiente.

Subrayan la importancia de la unidad, la solidaridad y la cooperación entre los partidos comunistas y obreros, como vía fundamentalpara lograr una respuesta contundente al incremento de las desigualdades y la explotación en los países capitalistas en todo el mundo, así como la agudización de las rivalidades y contradicciones en el seno del propio sistema imperialista, y la ofensiva belicista dirigida por Estados Unidos que está provocando nuevas agresiones y conflictos.

Insisten en la pertinencia de potenciar los debates y las deliberaciones de las temáticas que coadyuven a la articulación y a la sinergia entre los partidos comunistas y obreros que integran esta histórica plataforma, que está cercana a celebrar los 30 años de fundada.

Reafirman la vigencia del pensamiento del líder histórico de la Revolución Cubana, Comandante en Jefe, Fidel Castro Ruz, en el contexto de la conmemoración por el centenario de su natalicio. Sus ideas,contra la explotación capitalista,profundamente antimperialistas, humanistas, internacionalistas y solidarias,son imprescindible para enfrentar los colosales desafíos del actual escenario internacional, detener el resurgimiento del fascismo y proteger a las futuras generaciones del flagelo delimperialismo yde la guerra. Sus esfuerzos y acciones concretas en la lucha por el socialismo y para fortalecer la unidad y la acción conjunta entre los partidos comunistas y obreros, y el conjunto de fuerzas anticolonialistas y antimperialistas poseen hoy una relevancia extraordinaria y constituyen el camino a seguir para continuar avanzando en una articulación dinámica y fuerte, en conflicto con el gran capital y su poder. Su compromiso inquebrantable con la paz real para los pueblos, el derecho internacional y los propósitos y principios consagrados en la Carta de las Naciones Unidas, gracias a la Unión Soviética y a los demás países socialistas, y que hoy se está socavando,nos conminan a mantener en alto las banderas de lucha por un orden internacional verdaderamente justo, democrático y equitativo para nuestros pueblos, que el socialismo puede garantizar.

Reiteransu solidaridad con el Partido Comunista de Cuba, y el valeroso pueblo cubano, que resiste una agresión imperialista, sin precedentes, debido a las pretensiones del actual gobierno de los Estados Unidos de derrocar a la Revolución y revertir los logros que se han alcanzado durante 67 años.

Condenan el genocida e inhumano bloqueo económico, comercial, financiero y energético impuesto por el gobierno de Estados Unidos; cuyos terribles impactos dañan sensiblemente la vida cotidiana de todos los cubanos e impiden el legítimo derecho al desarrollo del país. Este sistema de medidas coercitivas unilaterales es cada día más abarcador, ya que ha sido intensificado con dos órdenes ejecutivas queagravan su carácter ilegal y coercitivo.

Denuncian la arbitraria acusación contra el General de Ejército, Raúl Castro Ruz, por parte del Departamento de Justicia de Estados Unidos, como parte de la estratagema para empañar la grandeza de su figura y su invicta legitimidad.

Exigen la exclusión de Cuba de la espuria y unilateral lista de EE.UU.de estados que supuestamente patrocinan el terrorismo, calificación que carece de todo sentido cuando recordamos las más de 3 mil víctimas que ha tenido el noble pueblo cubano a causa de ese flagelo.

Subrayan el carácter irrevocable de la voluntad del pueblo cubano en construir y alcanzar el socialismo como sistema único capaz de garantizar la libertad plena del hombre.

En ese sentido, acuerdan las acciones siguientes.

1. Continuar apoyando y acompañando al pueblo cubano, al Partido Comunista de Cuba y a la Revolución ante la actual agresión imperialista.

2. Articular diferentes acciones e iniciativas que permitan incrementar la denuncia al bloqueo económico, comercial, financiero y energético impuesto por el gobierno de los Estados Unidos contra Cuba.

3. Continuar avanzando hacia el fortalecimiento de la cooperación y la unidad entre los partidos comunistas y obreros en la lucha contra el imperialismo y el capitalismo, para la defensa y afirmación de la soberanía y de los derechos, para alcanzar la paz y el socialismo.

4. Continuar desarrollando la solidaridad con las luchas de los pueblos que en todo el mundo defienden su soberanía y sus derechos frente a la agresión y la injerencia del imperialismo, como la lucha del pueblo palestino y de otros pueblos de Oriente Medio, de América Latina y el Caribe y de África.

5. Impulsar el movimiento de solidaridad con los pueblos contra la agresión imperialista, las luchas de la clase obrera y de los pueblos de todo el mundo, honrar la historia del movimiento comunista y de las luchas de clase y analizar las conclusiones de la trayectoria de los EIPCO de cara al 30 aniversario de su fundación en el 2028.

   «Защита и сохранение наследия Кубинской революции в год столетия со дня рождения Фиделя;укрепление солидарности с социалистической Кубой; усиление совместных действий и объединение сил во имя мира и против империалистической агрессии».

    

   Коммунистические и рабочие партии, собравшиеся в Гаване на Кубе:

   Признают сложность современной международной обстановки и угрозу, которую представляет собой агрессивная и вмешательскаяполитика американского империализма и других империалистических держав в рамках империалистической системы и пронизывающих её отношений конкуренции и сотрудничества,  делу защиты суверенитета, независимости и самоопределения наших народов, ликвидации эксплуатации человека человеком, искоренения причин империалистических войн, нищеты и угнетения народов, а также обеспечения охраны окружающей среды.

   Подчёркиваютважность единства, солидарности и сотрудничества между коммунистическими и рабочими партиями как основополагающее условие для решительного ответа на рост неравенства и эксплуатации в капиталистических странах по всему миру, а также на обострение конкуренции и противоречий внутри самой империалистической системы, вызывающих новые агрессивные действия и конфликты.

   Настаивают на необходимости активизации дискуссий и консультаций по вопросам, способствующим координации деятельности и синергии коммунистических и рабочих партий, составляющих  эту историческую платформу, которая приближается к 30-летней годовщине своего создания.

   Подтверждают актуальность идей исторического лидера Кубинской революции, команданте Фиделя Кастро Рус, в контексте празднования 100-летия со дня его рождения. Его глубоко антиимпериалистические, гуманистические и интернационалистские идеи, направленные против капиталистической эксплуатации, необходимы для противодействия колоссальным вызовам на современной международной арене, обуздания империалистической агрессии, сдерживания возрождения фашизма и защиты будущих поколений от бедствий империализма и войны.Его усилия и конкретные шаги в борьбе за социализм и укрепление единства и совместных действий коммунистических и рабочих партий, а также антиколониальных и антиимпериалистических сил имеют сегодня непреходящее значение и представляют собой путь, по которому мы должны идти дальше, развивая активное и  мощное сотрудничество, вступая в противостояние с крупным капиталом и его властью. Его непреклонная преданность делу подлинного мира, международному праву, а также целям и принципам Устава ООН, сформированным благодаря Советскому Союзу и другим социалистическим странам и попираемым сегодня, призывает нас высоко держать знамя борьбы за действительно справедливый, демократический и равноправный мировой порядок, который способен обеспечить только социализм.

   Вновь заявляют о своей солидарности с Коммунистической партией Кубы и мужественным кубинским народом, оказывающим сопротивление беспрецедентной империалистической агрессии, вызванной стремлением нынешней администрации США задушить Революцию и перечеркнуть завоевания, достигнутые за последние 67 лет.

   Осуждают геноцидную и бесчеловечную экономическую, торговую, финансовую и энергетическую блокаду, введенную правительством США. Ее чудовищные последствия наносят тяжелый удар по повседневной жизни каждого кубинца и лишают страну ее законного права на развитие. Эта система односторонних принудительных мер, подкрепленная двумя новыми указами, с каждым днем становится все более масштабной, что обнажает ее незаконный и преступный характер.

   Осуждают произвольное уголовное преследование генерала Рауля Кастро Рус, организованное судом Флориды в рамках стратегии по очернению его непререкаемого авторитета. Требуют немедленно исключить Кубу из ложного и одностороннего списка государств, якобы поддерживающих терроризм. Подобный статус лишен всякой логики, принимая во внимание, что  сам благородный кубинский народ потерял более трех тысяч своих сыновей и дочерей от рук террористов.

   Подчеркивают необратимый характер воли кубинского народа строить социализм и добиваться его построения как единственной системы, способной гарантировать полную свободу человека.

   В этом контексте они договорились о следующих шагах:

   1. Продолжать оказывать поддержку и стоять на стороне кубинского народа, Коммунистической партии Кубы и Революции в борьбе против нарастающей империалистической агрессии.
   2. Организовывать множество мероприятий, выступать с инициативами, направленными на усиление осуждения экономической, торговой, финансовой и энергетической блокады, введённой правительством США в отношении Кубы.
   3. Продолжать содействовать укреплению сотрудничества и единства между коммунистическими и рабочими партиями в борьбе против империализма и капитализма, с целью достижения мира и социализма.
   4. Продолжать выражать солидарность с борьбой народов, защищающих свой суверенитет и права, выступающих против агрессии империализма, включая борьбу палестинского народа и других народов Ближнего Востока, Латинской Америки, Карибского бассейна и Африки.
   5. Укреплять солидарность с народами, борющимися против империалистической агрессии, содействовать борьбе рабочего класса и трудящихся по всему миру, чтить историю коммунистического движения и классовой борьбы, а также анализировать путь, пройденный МВКРП, в преддверии 30-й годовщины со дня их основания в 2028 году».
