ACTION PLAN

The Communist and Workers' Parties participating in the 24th International Meeting of Communist and Workers' Parties (IMCWP), organized by the Communist Party of Cuba in Havana, declare their will and determination to undertake joint and convergent actions on the following main issues until the next meeting:

1. Oppose imperialist wars, the arms race, including nuclear weapons and foreign military bases, and reject all NATO practices, which intensified its preparations for war at the last NATO Summit in Ankara. In this context, increase propaganda and class mobilization against NATO expansion and aggression worldwide; oppose the participation of NATO and its allies in the wars in Ukraine and Iran and in Israel's aggression against the Palestinian people; strengthen the struggle for NATO withdrawal and dissolution; organize anti-imperialist and anti-war events on September 21, World Peace Day; and support the efforts of the World Peace Council.

2. Denounce the arbitrary inclusion of Cuba on the U.S. list of alleged state sponsors of terrorism and interference in its internal affairs. Express support for and solidarity with the Cuban people and the Communist Party of Cuba in their demand for the immediate and unconditional lifting of the economic, commercial, and financial blockade and the energy embargo imposed by the criminal government of the United States. Strengthen solidarity with Cuba by organizing initiatives of various kinds in our respective countries; hold protest demonstrations in front of U.S. embassies and in other public spaces to denounce the U.S. blockade and the terrible impacts of the two executive orders (of January 29 and May 1) on key areas for the development of the Cuban people, such as the electricity sector, food production, tourism, and the serious impacts on the healthcare system. Disseminate the truth about the situation in Cuba to the general public; and actively counter the media manipulation campaigns orchestrated and financed by the U.S. government and other imperial powers to overthrow the Revolution. To build and mobilize public opinion to denounce and thwart any threat of military intervention against Cuba.

3. Coordinate concrete actions and initiatives to break the imperialist blockade against Cuba by calling on trade unions and workers' organizations, particularly those in the maritime and logistics transport sector, to work together with the CTC to deliver containers with essential medicines, food, and humanitarian aid to Cuba, which are currently being held in ports around the world and in the Caribbean and Central America.

4. Condemn the illegal wars initiated in June 2025 and continuing to this day by US imperialism and the criminal Israeli regime against Iran. The Iranian people have expressed their firm demand for an immediate end to the war and the restoration of peace, rejecting imperialist intervention. Demand the immediate and complete cessation of all foreign interventions, military aggressions, covert operations, and external interference under any pretext or guise. The future of Iran must be decided by the Iranian people themselves, and exclusively by them. True democratic progress, lasting peace, and genuine national sovereignty can only be forged by the Iranian people, free from external impositions and with the support of progressive anti-war forces worldwide.

5. Demand an end to the brutal Israeli attacks against the Palestinian people, an end to the occupation, and the realization of the Palestinian people's rights to self-determination, resistance, and a sovereign and independent state. Demand the right of return for refugees, guaranteeing conditions in accordance with relevant UN resolutions, and the release of Palestinian political prisoners. Condemn the colonial and discriminatory policies of the United States and Israel, including the construction and expansion of settlements in the occupied Palestinian territories,the whole of southern Lebanon. In this context, commemorate the International Day of Solidarity with the Palestinian People on November 29.

6. Consider the fight against fascism and its manifestations as one of the priorities of the international communist movement. Organize the celebration of Victory Day 2027 as the day of victory over fascism in 1945.

7. Organize May Day 2027, International Workers' Day, with greater force as a day of class struggle for workers' rights, social justice, and equality; for the abolition of capitalist exploitation worldwide; and against the criminalization of workers' struggles and trade union rights.Strengthen class-oriented trade union work by rebuilding rank-and-file organization in workplaces.

8. Support initiatives and mobilizations for the defense of popular sovereignty with a class character in the context of natural disasters, social conflicts, wars, and other situations that require it.

9. Show solidarity with communists who face all forms of repression, interference, and prohibitions, and whose political rights and freedoms are being usurped anywhere in the world.Strengthen coordination to confront the criminalization of communist activities and of all organizations fighting against imperialism and for solidarity among peoples.

10. Develop joint activities against anti-communism, fascism, and manipulated propaganda against the historical contribution of the Union of Soviet Socialist Republics (USSR) to humanity. Undertake joint efforts to commemorate the 110th anniversary of the Great October Socialist Revolution, highlighting the enduring relevance of socialism worldwide.

11. Strengthen the struggle of women against inequality, oppression, and discrimination, increasing mobilization on March 8, International Women's Day, especially among working women.

12. More than fifty years after the war, occupation, and artificial division of the island and its population, support the reunification of Cyprus in accordance with the relevant UN resolutions. Support the struggle of the people of Western Sahara for their right to self-determination in accordance with the relevant UN resolutions; as well as Argentina’s right to exercise sovereignty over the Malvinas Islands, the South Sandwich Islands and South Georgia.

13. Actively participate in popular mobilizations to demand environmental protection and reject the capitalist model of production and consumption.

14. Achieve joint action by the Communist and Workers' Parties and their affiliated organizations to strengthen international anti-imperialist organizations, in particular the World Federation of Trade Unions (WFTU), the World Peace Council (WPC), the World Federation of Democratic Youth (WFDY), and the Women's International Democratic Federation (WIDF).

15. Strengthen interaction and cooperation between communist and workers' parties in all regions of the world to successfully pave the way for the 25th International Meeting of Communist and Workers' Parties in 2027.

16. Express our commitment to organizing activities to commemorate and pay tribute to Commander-in-Chief Fidel Castro Ruz in the centenary year of his birth.

17. Coordinate actions and mobilization initiatives for peace in different countries.

18. Fight against far-right propaganda, racism and xenophobia in order to reaffirm the principle of international working-class solidarity.

    PLAN DE ACCIÓN

    Los Partidos Comunistas y Obreros participantes en el 24 Encuentro Internacional de Partidos Comunistas y Obreros (EIPCO), organizado por el Partido     Comunista de Cuba en La Habana, declaran su voluntad y determinación de emprender acciones conjuntas y convergentes sobre los siguientes temas principales hasta la próxima reunión:

    1. Oponerse a las guerras imperialistas, la carrera armamentista, incluidas las armas nucleares y las bases militares extranjeras y rechazar todas las prácticas de la OTAN, que intensificó sus preparativos para la guerra en la última Cumbre de la OTAN en Ankara. En este contexto, aumentar la propaganda y la movilización de clase contra la expansión y la agresión de la OTAN en todo el mundo; oponerse a la participación de la OTAN y sus aliados en las guerras de Ucrania e Irán y en la agresión de Israel contra el pueblo palestino; fortalecer la lucha por la retirada de la OTAN y su disolución; organizar eventos antiimperialistas y contra la guerra el 21 de septiembre, Día Mundial de la Paz; y apoyar los esfuerzos del Consejo Mundial de la Paz.

     

    2. Denunciar la inclusión arbitraria de Cuba en la lista de EE.UU de estados supuestamente patrocinadores del terrorismo y contra la injerencia en sus asuntos internos. Expresar el apoyo y acompañamiento al pueblo cubano y al Partido Comunista de Cuba para el levantamiento inmediato e incondicional del bloqueo económico, comercial, financiero y el cerco energético, impuesto por el gobierno criminal de los Estados Unidos. Fortalecer la solidaridad con Cuba mediante la organización de iniciativas de diversa índole en nuestros respectivos países; realizar manifestaciones de protesta frente a las embajadas estadounidenses y en otros espacios públicos para denunciar el bloqueo estadounidense y los terribles impactos de las dos órdenes ejecutivas (del 29 de enero y del 1 de mayo) en áreas clave para el desarrollo de ese pueblo como el sector electro energético, la producción de alimentos, el turismo y los graves impactos en el sistema de salud. Difundir la verdad sobre la situación en Cuba entre el público en general; y contrarrestar activamente las campañas de manipulación mediática articuladas y financiadas por el gobierno de los Estados Unidos y otros poderes imperiales, para derrocar a la Revolución. Construir y movilizar a la opinión pública para denunciar y frustrar cualquier amenaza de intervención militar contra Cuba.

     

    3. Coordinar acciones concretas e iniciativas para romper el bloqueo imperialista contra Cuba haciendo un llamado a los sindicatos, organizaciones de trabajadores en particular las del sector del transporte marítimo y logístico para trabajar de conjunto con la CTC para llevar los contenedores con medicamentos esenciales, alimentos y ayuda humanitaria a Cuba, que actualmente se encuentran retenidos en puertos alrededor del mundo y en el Caribe y Centro América.

     

    4. Condenar las guerras ilegales iniciadas, desde junio de 2025 y continuadas hasta la fecha, por el imperialismo estadounidense y el régimen criminal israelí contra Irán. El pueblo de irán ha expresado su firme exigencia de poner fin de inmediato a la guerra y reestablecer la paz, rechazando la intervención imperialista. Exigir el cese inmediato y total de todas las intervenciones extranjeras, agresiones militares, operaciones encubiertas e injerencias externas bajo cualquier pretexto o apariencia. El futuro de Irán debe ser decidido por el propio pueblo iraní, exclusivamente por él. El verdadero progreso democrático, la paz duradera y la auténtica soberanía nacional, solo pueden ser forjados por la población iraní, libre de imposiciones externas y con el apoyo de las fuerzas progresistas antibelicistas de todo el mundo.

     

    5. Exigir el fin de los brutales ataques israelíes contra el pueblo palestino, el fin de la ocupación y la realización de los derechos del pueblo palestino a la libre determinación, la resistencia y un estado soberano e independiente. Exigir el derecho al retorno de los refugiados, garantizando las condiciones de conformidad con las resoluciones pertinentes de la ONU y la liberación de los presos políticos palestinos. Condenar las políticas coloniales y discriminatorias de Estados Unidos e Israel, incluyendo la construcción y expansión de asentamientos en los territorios palestinos ocupados, todo el sur del Líbano. En este contexto, conmemorar el Día Internacional de Solidaridad con el Pueblo Palestino el 29 de noviembre.

     

    6. Considerar la lucha contra el fascismo y sus manifestaciones como una de las prioridades del movimiento comunista internacional. Organizar la celebración del Día de la Victoria de 2027 como el día de la victoria sobre el fascismo en 1945.

     

    7. Organizar el Primero de Mayo de 2027, el Día Internacional de los Trabajadores, con mayor fuerza como día de lucha de clases por los derechos de los trabajadores, la justicia social y la igualdad; por la abolición de la explotación capitalista en todo el mundo; y contra la criminalización de las luchas obreras y los derechos sindicales.Fortalecer el trabajo sindical con orientación de clase reconstruyendo las bases organizadas en los centros de trabajo.

     

    8. Apoyar las iniciativas y movilizaciones para la defensa de la soberanía popular con un carácter de clase en el contexto de catástrofes naturales, conflictos sociales, guerras y otras situaciones que lo requieran.

     

    9. Mostrar solidaridad con los comunistas que enfrentan toda forma de represión, injerencia y prohibiciones, y cuyos derechos y libertades políticas están siendo usurpados en cualquier parte del mundo.Fortalecer la coordinación para enfrentar los procesos de criminalización de las actividades comunistas y de todas las organizaciones que luchan contra el imperialismo y la solidaridad de los pueblos.

     

    10. Desarrollar actividades conjuntas contra el anticomunismo, el fascismo y la propaganda manipulada contra la contribución histórica de la Unión de Repúblicas Socialistas Soviéticas a la humanidad (URSS). Emprender esfuerzos conjuntos para conmemorar el 110 aniversario de la Gran Revolución Socialista de Octubre, destacando la relevancia perdurable del socialismo en todo el mundo.

     

    11. Fortalecer la lucha de las mujeres contra la desigualdad, la opresión y la discriminación, aumentando la movilización el 8 de marzo, Día Internacional de la Mujer, especialmente entre las mujeres trabajadoras.

     

    12. Más de cincuenta años después de la guerra, la ocupación y la división artificial de la isla y su población, apoyar la reunificación de Chipre de conformidad con las resoluciones pertinentes de la ONU. Apoyar la lucha del pueblo del Sáhara Occidental por su derecho a la libre determinación de conformidad con las resoluciones pertinentes de la ONU. Así como el derecho de Argentina de ejercer su soberanía sobre las Islas Malvinas, Sándwich del Sur y Georgia del Sur.

     

    13. Participar activamente en las movilizaciones populares para exigir la protección del medio ambiente y rechazar el modelo capitalista de producción y consumo.

     

    14. Lograr la acción conjunta de los Partidos Comunistas y Obreros y sus organizaciones afiliadas para fortalecer las organizaciones internacionales antiimperialistas, en particular la Federación Sindical Mundial (FSM), el Consejo Mundial de la Paz (CMP), la Federación Mundial de la Juventud Democrática (FMDD) y la Federación Democrática Internacional de Mujeres (FDIM).

     

    15. Fortalecer la interacción y la cooperación entre los partidos comunistas y obreros de todas las regiones del mundo para allanar con éxito el camino hacia el 25 Encuentro Internacional de Partidos Comunistas y Obreros en 2027.

     

    16. Expresar el compromiso de desarrollar actividades para conmemorar y homenajear al Comandante en Jefe, Fidel Castro Ruz en el año del centenario de su natalicio.

     

    17. Articular acciones e iniciativas de movilización por la paz en los diferentes países.

     

    18. Luchar contra la propaganda de la extrema derecha, el racismo y la xenofobia para reafirmar el principio de la solidaridad internacional de la clase trabajadora.

    ПЛАН ДЕЙСТВИЙ

    
    Коммунистические и рабочие партии, участвующие в 24-й Международнойвстречекоммунистических и рабочих партий (МВКРП), организованной Коммунистической партией Кубы в Гаване, заявляют о своей воле и решимости предпринимать совместные и согласованные действия по следующим основным вопросам до следующейвстречи:

    1. Выступать против империалистических войн, гонки вооружений, в том числе ядерного оружия и иностранных военных баз, а также отвергать все действия НАТО, которые усилились в ходе подготовки к войне на последнем саммите альянса в Анкаре. В связи с этим усилить пропаганду и классовую мобилизацию против расширения НАТО и агрессии по всему миру; выступать против участия НАТО и его союзников в войнах в Украине и Иране, а также в агрессии Израиля против палестинского народа; усилить борьбу за выход из НАТО и его роспуск; организовать антиимпериалистические и антивоенные мероприятия 21 сентября, во Всемирный день мира; поддержать деятельность Всемирного совета мира.
    2. Осудить произвольное включение Кубы в американский список государств, поддерживающих терроризм, и вмешательство во внутренние дела страны. Выразить поддержку и солидарность с кубинским народом и Коммунистической партией Кубы в их требовании о немедленной и безоговорочной отмене экономической, торговой и финансовой блокады, а также энергетического эмбарго, введенных преступным правительством США. Укреплять солидарность с Кубой путем организации различного рода инициатив в наших странах; проводить демонстрации протеста перед посольствами США и в других общественных местах, чтобы осудить американскую блокаду и ужасные последствия двух указов президента (от 29 января и 1 мая) для ключевых областей развития кубинского народа, таких, как сектор электроэнергетики, производство продуктов питания, туризм и серьёзные последствия для системы здравоохранения. Распространять правду о ситуации на Кубе среди широкой общественности и активно противодействовать кампаниям манипулирования средствами массовой информации, организованным и финансируемым правительством США и другими империалистическими державами с целью задушения Революции. Формировать и мобилизовывать общественное мнение для осуждения и предотвращения любой угрозы военной интервенции против Кубы.
    3. Координировать конкретные действия и инициативы по прорыву империалистической блокады Кубы, призвав профсоюзы и организации трудящихся, особенно в секторе морского и логистического транспорта, сотрудничать с СТС (Профцентром трудящихся Кубы) в доставке на Кубу контейнеров с основными медикаментами, продовольствием и гуманитарной помощью, которые в настоящее время находятся в пути, в портах по всему миру, а также в Карибском бассейне и Центральной Америке.
    4. Осудить незаконные войны, начатые в июне 2025 года американским империализмом и преступным израильским режимом против Ирана, продолжающиеся по сей день. Иранский народ решительно требует немедленного прекращения войны и восстановления мира, отвергая империалистическую интервенцию. Требовать немедленного и полного прекращения всех иностранных интервенций, военных агрессий, тайных операций и внешнего вмешательства под любым предлогом и под любым прикрытием. Будущее Ирана должно определяться самим иранским народом и только им. Подлинный демократический прогресс, прочный мир и подлинный национальный суверенитет могут быть достигнуты только самим иранским народом, без внешнего давления и при поддержке прогрессивных антивоенных сил во всем мире.

     

    5. Требовать прекращения жестокой агрессии Израиля в отношении палестинского народа, прекращения оккупации и реализации права палестинского народа на самоопределение, сопротивление и создание суверенного и независимого государства. Требовать предоставить беженцам право на возвращение, гарантировать условия, соответствующие резолюциям ООН, и освободить палестинских политических заключенных. Осуждать колониальную и дискриминационную политику США и Израиля, в том числе строительство и расширение поселений на оккупированных палестинских территориях и на всей территории Южного Ливана. В связи с этим отмечать Международный день солидарности с палестинским народом 29 ноября.
    6. Считать борьбу с фашизмом и его проявлениями одним из приоритетов международного коммунистического движения. Организовать празднование Дня Победы в 2027 году как Дня победы над фашизмом в 1945 году.
    7. Организовать в 2027 году празднование Первомая-Международного дня трудящихся, с большей силой, как дня классовой борьбы за права трудящихся, социальную справедливость и равенство, за ликвидацию капиталистической эксплуатации во всем мире и против криминализации борьбы трудящихся и ущемления прав профсоюзов.  Усилить классовую профсоюзную работу, восстановив низовую организацию на предприятиях.
    8. Поддерживать инициативы и акции по защите народного суверенитета, имеющие классовый характер, в условиях стихийных бедствий, социальных конфликтов, войн и других подобных ситуаций.
    9. Выражать солидарность с коммунистами, которые сталкиваются со всеми формами репрессий, вмешательства и запретов, а также с теми, чьи политические права и свободы ущемляются в любой точке мира.  Усилить координацию действий по противодействию криминализации коммунистической деятельности и деятельности всех организаций, борющихся против империализма и выступающих за солидарность с народами.
    10. Развивать совместную деятельность по борьбе с антикоммунизмом, фашизмом и пропагандой, направленной против исторического вклада Союза Советских Социалистических Республик (СССР) в развитие человечества. Приложить совместные усилия для празднования 110-й годовщины Великой Октябрьской социалистической революции, подчёркивая непреходящую актуальность социализма во всем мире.
    11. Усилить борьбу женщин против неравенства, угнетения и дискриминации, активизируя акции протеста 8 марта, в Международный женский день, особенно среди работающих женщин.
    12. Спустя более пятидесяти лет после войны, оккупации и искусственного разделения острова и его населения поддержать воссоединение Кипра в соответствии с соответствующими резолюциями ООН.  Поддержать борьбу народа Западной Сахары за право на самоопределение в соответствии с соответствующими резолюциями ООН, а также право Аргентины на осуществление суверенитета над Мальвинскими островами, Южными Сандвичевыми островами и островом Южная Георгия.
    13. Активно участвовать в народных акциях протеста с требованием защитить окружающую среду и отказаться от капиталистической модели производства и потребления.
    14. Добиться совместных действий коммунистических и рабочих партий и связанных с ними организаций по укреплению международных антиимпериалистических организаций, в частности Всемирной федерации профсоюзов (ВФП), Всемирного совета мира (ВСМ), Всемирной федерации демократической молодежи (ВФДМ) и Международной демократической федерации женщин (МДФЖ).
    15. Укреплять взаимодействие и сотрудничество между коммунистическими и рабочими партиями во всех регионах мира, чтобы успешно подготовиться к 25-ой Международной встрече коммунистических и рабочих партий, которая состоится в 2027 году.
    16. Выразить нашу приверженность организации мероприятий в честь главнокомандующего Фиделя Кастро Рус в год столетия со дня его рождения.
    17. Координировать действия и мобилизационные инициативы во имя мира в разных странах.
    18. Бороться с ультраправой пропагандой, расизмом и ксенофобией, чтобы подтвердить принцип международной солидарности рабочего класса.
