Against the aggression and blackmail of the USA! Down with imperialism! 

Political Note from the Central Committee of the PCB 

The Central Committee of the Brazilian Communist Party (PCB), meeting on August 15th and 16th, assesses that we are living through a complex, unpredictable, and challenging national and international situation, marked by three central elements: a) the relative decline of the USA as the main power of the imperialist system in the face of the rise of new poles such as China and, militarily, Russia; b) the unpredictable and aggressive actions of the Trump government, seeking to reverse this decline; c) attacks and provocations directed at Brazil by US imperialism, as part of its global strategy to recover hegemony. 

The Trump government, an expression of a majority sector of the dominant classes of its country, was brought to power with the mission of facing three strategic tasks: restructure the international economic order in the face of the emergence of China, the BRICS, and militarily Russia; reverse the decline of US imperialist economic power and reindustrialize the country, seeking to recover its former economic supremacy achieved in the post-World War II period, materialized in the role of the US dollar in the international monetary system. 

To achieve these goals, Trump has been imposing a brutal policy that combines threats, blackmail, and intimidation. He acts like a dealer who seeks to disorient his adversary to impose agreements from a position of strength. His tactic, apparently irrational, hides a method: to exploit chaos and instability to reposition US imperialism. 

Recent examples are illustrative: sending troops and submarines to the Caribbean, direct threats to Venezuela, military attack on Iran, tariff pressures on over 90 countries, forcing Europeans to increase military spending by 5% of GDP, and attempting to impose on allies a solution for the war in Ukraine negotiated between Trump and Putin in Alaska. This conduct reveals that Trump seeks to concentrate political initiative in his own hands, acting as the boss who imposes discipline on his subordinates to save the system. 

However, Trump's strategy faces deep contradictions. The reindustrialization of the US cannot be achieved only with protectionist tariffs, typical of a mercantilist policy of the past. In a scenario marked by artificial intelligence, robotics, genetic engineering, and quantum computing, the US, with this policy, is in no condition to catch up to China, which tends to further expand its technological and industrial advantage. 

Furthermore, the policy of widespread sanctions against the world is doomed to failure. Unlike the period of consolidation of US hegemony post-war or the period after the fall of the USSR, today there are multiple economic and political poles, such as China, the BRICS, and regional articulations in Asia and the Global South, which hinder the unilateral imposition of the US. 

Domestically, Trump accumulates enemies due to his authoritarian and obscurantist policy: he attacked universities, fired thousands of workers, abolished public agencies, decreed intervention in Washington, intensified state repression and the racist ideological offensive against Black, Latino, and immigrant populations, systematically seeks the destruction of women's reproductive and social rights, operates the dismantling of various labor rights, is trying to manipulate the electoral map, and openly supports the genocide of the Palestinian people. The aggressive, racist, and ultra-xenophobic anti-immigrant policy is earning him opposition even from segments historically aligned with the US right, such as the self-exiled Cubans in Florida. This conduct has been generating rifts within the bloc of the ruling classes and strong popular discontent, especially among the youth, who are rising up in mass protests against his government. 

Thus, Trumpist policy, although it has achieved partial successes, carries within it the seed of its own failure. The greatest risk lies precisely in the reaction of the sector of the ruling classes that supports it, in the face of a possible collapse of this strategy. History demonstrates that no imperialism has surrendered without resorting to violence. Therefore, the possibility of wars in various regions of the planet is not ruled out, nor even an escalation into a third world war. 

The Brazilian Communist Party warns that the international situation, marked by the US imperialist offensive, finds fertile ground in our country for provocations and risks that cannot be underestimated, far beyond the treacherous, sell-out core of Bolsonarism which is about to see its leader convicted and imprisoned. We are facing an aggressive escalation by the Trump government through ultimatums, provocations, and demands made precisely for Brazil not to accept, and thus justify an escalation of sanctions, which could even evolve into economic blockades and internal political destabilization. 

This escalation against Brazil stems from a strategic fact: since the United States is unable to constrain China economically or Russia militarily, they have elected our country as a veritable testing ground for their imperialist policy. Brazil is a priority target for some fundamental reasons: our geographical location is distant from other BRICS countries and very close to the US; the country lacks the military strength to oppose the United States; Brazil's economy is intertwined with financial and commercial flows controlled by US capital; foreign exchange reserves are held in US banks and bonds; furthermore, Brazil is part of BRICS, which has become a bloc of countries considered enemies by Trump due to their economic and political weight in the international situation. 

The external offensive finds internal complicity. Brazil has a powerful fifth column, infiltrated in parliament, state and municipal governments, and sectors of the institutional apparatus, who act as a transmission belt for US interests. These sectors openly defend the measures imposed by Trump and work against the interests of the Brazilian people.  

Despite this pressure, there is a feeling among the majority of the population that Brazil should not accept the ultimatums of the US president. This discontent, however, is far from manifesting itself in anti-imperialist mobilizations. The Lula government has reaffirmed national sovereignty and sought to adopt palliative measures, such as economic relief packages for business sectors harmed by Trump's tariff offensive. However, from a political point of view, it has limited itself to summit meetings and agreements with factions of the bourgeoisie, without decisively confronting the nature of the imperialist attack.  

The PCB states clearly: resistance to imperialism without popular mobilization is suicide. One cannot trust the coherence of the Brazilian bourgeoisie, historically associated with big international capital and which, in all decisive crises, has sided with imperialism against the interests of the working people. Furthermore, no measures have been taken to meet the demands of workers. In this sense, the PCB reaffirms the importance and necessity of the struggle in defense of the working class's agenda, such as the repeal of the fiscal framework and the counter-reforms, reduction of the workday to 30 hours without a reduction in wages, an end to the "six for one" shift pattern, defense of natural wealth and the environment, breaking US pharmaceutical patents, monopoly on rare earths, taxation of large fortunes, and redirecting sanctioned products to the domestic market and school meals. 

It is essential to understand the dimension of the attack. What US imperialism has done to Venezuela, Iran, and Russia should serve as a warning. Other equally dangerous aspects are the imperialist offensive on women's reproductive rights and the encouragement of racist policies that reinforce punitivism, the war on drugs, and the criminalization of poverty, which find resonance in the internal fifth column represented by Bolsonaro's neofascism. We workers cannot underestimate how far US imperialism is willing to go to defend its interests. Therefore, we must be organized and mobilized to face all scenarios. 

To confront the crisis, diplomatic games or business negotiations are not enough. It is time for leftist forces to point in the direction that the conciliation government will not follow, that is, to call the people to the streets. It is time to summon trade unions, popular organizations, and youth to a broad mobilization, capable of facing imperialism decisively, with the working people in movement. The struggle cannot be restricted to offices: it must be waged by the organized strength of the people in the streets, on social networks, and in workplaces, homes, and places of study. 

From an economic point of view, it is imperative to demand that the government's emergency measures are not restricted to supporting big export monopolist capital and agribusiness, defending the end of the fiscal framework so that the State can invest in production, more and better jobs, expanding regulatory stocks, dignified public services, and social protection. It is necessary to denounce that Brazil suffers financial bleeding with its reserves at the mercy of foreign blockades, requiring the immediate transfer of resources to institutions outside US control. It is not reasonable to leave over $380 billion under the guard of the enemy, subject to blockade and confiscation. In the international field, Brazil must expand its international relations beyond the sphere of US control, strengthening BRICS and expanding bilateral relations with countries that have contradictions with US imperialism. 

Faced with this situation, the PCB warns that not only Brazil, but the peoples of the world must reinforce the anti-imperialist struggle, expand international solidarity, and prepare to resist the warmongering adventures of US imperialism. The destiny of humanity cannot be subjected to the irrationality of a ruling class in decline, willing to sacrifice the human species itself to preserve its privileges. To build anti-imperialist resistance in Brazil, the PCB proposes the formation of a Popular Mobilization Front, capable of unifying unions, popular movements, student organizations, and progressive forces around the defense of national and popular sovereignty and the decisive confrontation of US imperialism. Only with the people organized will we be able to resist Trump's aggressive escalation and transform this crisis into a trench for the resumption of the popular struggle in favor of the rights and interests of the Brazilian working people.

Contra as agressões e chantagens dos EUA! Abaixo o imperialismo! 

Nota Política do Comitê Central do PCB  

O Comitê Central do Partido Comunista Brasileiro (PCB), reunido nos dias 15 e 16 de agosto, avalia que estamos vivendo uma conjuntura internacional e nacional complexa, imponderável e desafiadora, marcada por três elementos centrais: a) o declínio relativo dos EUA como principal potência do sistema imperialista diante da ascensão de novos pólos como a China e, militarmente, a Rússia; b) a ação imprevisível e agressiva do governo Trump, buscando reverter esse declínio; c) ataques e provocações dirigidos ao Brasil pelo imperialismo estadunidense, como parte de sua estratégia global de recuperar a hegemonia. 

O governo Trump, expressão de um setor majoritário das classes dominantes de seu país, foi alçado ao poder com a missão de enfrentar três tarefas estratégicas: reestruturar a ordem econômica internacional diante da emergência da China, dos BRICs e militarmente da Rússia; reverter o declínio do poderio econômico imperialista estadunidense e reindustrializar o país, buscando recuperar sua antiga supremacia econômica conquistada no pós Segunda Guerra Mundial, materializada no papel do dólar norte-americano no sistema monetário internacional.  

Para alcançar esses objetivos, Trump vem impondo uma política truculenta, que combina ameaças, chantagens e intimidações. Age como um negociante que busca desorientar o adversário para impor acordos a partir de posições de força. Sua tática, aparentemente irracional, esconde um método: explorar o caos e a instabilidade para reposicionar o imperialismo estadunidense.  

Os exemplos recentes são ilustrativos: envio de tropas e submarinos ao Caribe, ameaças diretas à Venezuela, ataque militar ao Irã, pressões tarifárias sobre mais de 90 países, imposição aos europeus de aumento de 5% do PIB em gastos militares e tentativa de impor aos aliados uma saída para a guerra na Ucrânia negociada entre Trump e Putin no Alasca. Essa conduta revela que Trump busca concentrar em suas próprias mãos a iniciativa política, agindo como o chefe que impõe disciplina a seus subordinados para salvar o sistema.  

No entanto, a estratégia de Trump enfrenta contradições profundas. A reindustrialização dos EUA não pode ser alcançada apenas com tarifas protecionistas, típicas de uma política mercantilista do passado. Num cenário marcado pela inteligência artificial, robótica, engenharia genética e computação quântica, os EUA, com essa política, não têm condições de alcançar a China, que tende a ampliar ainda mais sua vantagem tecnológica e industrial.  

Além disso, a política de sanções generalizadas contra o mundo está condenada ao fracasso. Diferente da época da consolidação da hegemonia estadunidense no pós-guerra ou do período após a queda da URSS, hoje existem múltiplos polos econômicos e políticos, como a China, os BRICS e as articulações regionais na Ásia e no Sul Global, que dificultam a imposição unilateral dos EUA.  

No plano interno, Trump acumula inimigos em virtude de sua política autoritária e obscurantista: atacou universidades, demitiu milhares de trabalhadores, extinguiu órgãos públicos, decretou intervenção em Washington, intensificou a repressão estatal e a ofensiva ideológica racista contra a população negra, latina e imigrante, busca sistematicamente a destruição de direitos reprodutivos e sociais das mulheres, opera o desmonte de diversos direitos trabalhistas, está tentando manipular o mapa eleitoral e apoia abertamente o genocídio do povo palestino. A agressiva, racista e ultraxenófoba política anti-imigrantes está lhe valendo a oposição frontal até mesmo de segmentos historicamente alinhados à direita estadunidense, como os cubanos autoexilados da Flórida. Essa conduta vem gerando cisões no bloco das classes dominantes e forte descontentamento popular, com destaque para a juventude, que se levanta em protestos massivos contra seu governo.  

Assim, a política trumpista, embora tenha obtido êxitos parciais, carrega em si o germe de seu próprio fracasso. O risco maior está justamente na reação do setor das classes dominantes que a sustenta, diante de um possível colapso dessa estratégia. A história demonstra que nenhum imperialismo se rendeu sem recorrer à violência. Portanto, não está descartada a possibilidade de guerras em várias regiões do planeta, nem mesmo a escalada para uma terceira guerra mundial.  

O Partido Comunista Brasileiro alerta que a conjuntura internacional, marcada pela ofensiva imperialista estadunidense encontra, em nosso país, um terreno fértil para provocações e riscos que não podem ser subestimados, muito além da traição entreguista do núcleo do bolsonarismo prestes a ver seu líder condenado e preso. Estamos diante de uma escalada agressiva do governo Trump, através de ultimatos, provocações e exigências feitas exatamente para o Brasil não aceitar e, dessa forma, justificar a escalada de sanções, podendo inclusive evoluir para bloqueios econômicos e desestabilização política interna.  

Essa escalada contra o Brasil decorre de um fato estratégico: como os Estados Unidos não têm condições de enquadrar economicamente a China nem militarmente a Rússia, elegeram nosso país como um verdadeiro laboratório de teste de sua política imperialista. O Brasil é alvo prioritário por algumas razões fundamentais: nossa posição geográfica distante dos demais países que integram os BRICS e muito próxima dos EUA; o país não tem força militar capaz de se contrapor aos Estados Unidos; o Brasil tem uma economia entrelaçada com os fluxos financeiros e comerciais controlados pelo capital estadunidense; as reservas cambiais estão em bancos e títulos dos EUA; além disso, o Brasil faz parte dos BRICS, que se tornou um bloco de países considerados inimigos por Trump em virtude de seu peso econômico e político na conjuntura internacional.  

A ofensiva externa encontra cumplicidade interna. O Brasil conta com uma poderosa quinta coluna, infiltrada no parlamento, em governos estaduais e municipais e em setores do aparato institucional, que agem como correia de transmissão dos interesses dos Estados Unidos. Tais setores defendem abertamente as medidas impostas por Trump e trabalham contra os interesses do povo brasileiro.  

Apesar dessa pressão, existe um sentimento na maioria da população de que o Brasil não deve aceitar os ultimatos do presidente dos Estados Unidos. Este descontentamento, no entanto, está longe de se manifestar em mobilizações anti-imperialistas. O governo Lula tem reafirmado a soberania nacional e buscado adotar medidas paliativas, como pacotes de socorro econômico a setores empresariais prejudicados pelo tarifaço de Trump. Entretanto, do ponto de vista político, tem se limitado a reuniões de cúpula e acordos com frações da burguesia, sem enfrentar de maneira decisiva a natureza do ataque imperialista.  

O PCB afirma com clareza: resistência ao imperialismo sem mobilização popular é suicídio. Não se pode confiar na coerência da burguesia brasileira, historicamente associada ao grande capital internacional e que, em todas as crises decisivas, se colocou ao lado do imperialismo contra os interesses do povo trabalhador. Além disso, nenhuma medida foi tomada para atender a demanda dos trabalhadores e das trabalhadoras. Nesse sentido, o PCB reafirma a importância e a necessidade da luta em defesa das pautas da classe trabalhadora, como a revogação do arcabouço fiscal e das contrarreformas, a redução da jornada de trabalho para 30 horas sem redução do salário e pelo fim da escala seis por um, defesa das riquezas naturais e do meio ambiente, quebra das patentes farmacêuticas dos EUA, monopólio das terras raras, taxação das grandes fortunas e redirecionamento dos produtos sancionados para o mercado interno e a merenda escolar.  

É fundamental compreender a dimensão do ataque. O que o imperialismo dos EUA fez com a Venezuela, com o Irã e com a Rússia deve servir de alerta. Outros aspectos igualmente perigosos são a ofensiva imperialista sobre os direitos reprodutivos das mulheres e o estímulo às políticas racistas de reforço do punitivismo, da guerra às drogas e da criminalização da pobreza, que encontram ressonância na quinta coluna interna representada pelo neofascismo bolsonarista. Os trabalhadores e as trabalhadoras não podemos subestimar até onde o imperialismo dos EUA é capaz de ir para defender seus interesses. Por isso, temos que estar organizados e mobilizados para enfrentar todos os cenários.  

Para enfrentar a crise, não basta o jogo diplomático ou a negociação empresarial. É hora de as forças de esquerda apontarem na direção que o governo de conciliação não seguirá, isto é, chamar o povo às ruas. É hora de convocar as organizações sindicais, populares e a juventude para uma ampla mobilização, capaz de enfrentar o imperialismo de maneira decidida, com o povo trabalhador em movimento. A luta não pode ficar restrita a gabinetes: ela deve ser travada pela força organizada do povo nas ruas, nas redes sociais, nos locais de trabalho, moradia e estudo.  

Do ponto de vista econômico, é imperativo cobrar do governo que as medidas emergenciais não se restrinjam ao apoio ao grande capital monopolista exportador e ao agronegócio, defendendo o fim do arcabouço fiscal, para que o Estado possa investir em produção, mais e melhores empregos, na ampliação dos estoques reguladores, serviços públicos dignos e proteção social. É preciso denunciar que o Brasil sofre uma sangria financeira com as reservas à mercê de bloqueios estrangeiros, sendo necessária a transferência imediata dos recursos para instituições fora do controle estadunidense. Não é razoável deixar mais de U$ 380 bilhões sob a guarda do inimigo, sujeito a bloqueio e confisco. No campo internacional, o Brasil deve ampliar suas relações internacionais para além da esfera de controle dos EUA, fortalecendo os BRICS e ampliando as relações bilaterais com países que apresentam contradições com o imperialismo estadunidense.  

Diante dessa conjuntura, o PCB alerta que não só o Brasil, mas os povos do mundo devem reforçar a luta anti-imperialista, ampliar a solidariedade internacional e preparar-se para resistir às aventuras bélicas do imperialismo dos EUA. O destino da humanidade não pode ser submetido à irracionalidade de uma classe dominante em declínio, disposta a sacrificar a própria espécie humana para preservar seus privilégios. Para construir a resistência anti-imperialista no Brasil, o PCB propõe a formação de uma Frente de Mobilização Popular, capaz de unificar sindicatos, movimentos populares, organizações estudantis e forças progressistas em torno da defesa da soberania nacional e popular e do enfrentamento decidido ao imperialismo dos EUA. Somente com o povo organizado poderemos resistir à escalada agressiva de Trump e transformar esta crise em trincheira para a retomada da luta popular em favor dos direitos e interesses do povo trabalhador brasileiro.
