No to the “Service-citoyen”: A Scam in Favour of Rearmament, the EU and NATO!

The popular initiative “for a Service-citoyen” (national civic service) claims to address the crisis of Switzerland’s militia system by generalising compulsory service. This proposal is presented with appealing arguments — gender equality, national cohesion, and the promotion of civic engagement — but in reality, it hides numerous pitfalls.

The initiative aims to introduce into the Federal Constitution the principle of a “Service-citoyen”, according to which all persons holding Swiss citizenship shall perform a service for the benefit of the community and the environment. The following paragraph specifies that this service is to be carried out either in the form of military service or another legally recognised militia service, such as civil service (intended for conscientious objectors) or civil protection, while giving priority to the needs of the army. In summary, the initiative therefore seeks to extend compulsory service to the entire Swiss population, including women and even foreigners (!), thereby securing the manpower of an already oversized army.

Former Swiss army chief, Philippe Rebord, an avowed Atlanticist, has admitted that if the initiative were accepted, “the number of potential conscripts would rise from 35,000 to 70,000. The army would therefore have more choice.” In practice, this initiative uses lofty and altruistic rhetoric, but in reality, it aims to promote a reckless arms build-up and further militarise Swiss society – exactly as demanded by the EU and NATO (though, of course, the promoters carefully avoid saying so).

Moreover, this initiative would fuel wage dumping: those compelled to perform “Service-citoyen” but not recruited by the army would be employed in areas of public utility, thereby creating additional pressure on the labour market. The shortage of personnel in social, health, and educational sectors would be compensated by thousands of young, poorly trained, and underpaid people. This would justify lower public investment in these fields and further exacerbate wage dumping to the detriment of workers.

That is precisely why the neoliberal think tank "AvenirSuisse" supports this initiative — and precisely why the Communist Party firmly rejects it!

No al servizio civico: una truffa a favore del riarmo, dell’UE e della NATO!

L’iniziativa popolare “per un servizio civico” intende affrontare la crisi del sistema di milizia svizzero generalizzando l’obbligo di leva. Si tratta di una proposta che viene presentata con toni ed argomenti seducenti, quali la parità fra i sessi, la coesione nazionale e la promozione dell’impegno civile, ma che in realtà nasconde numerose insidie.

L’iniziativa prevede di introdurre nella Costituzione federale il principio del “servizio civico”, in base al quale tutte le "persone di cittadinanza svizzera prestano un servizio a beneficio della collettività e dell’ambiente". Nel capoverso seguente, si precisa che esso “viene svolto sotto forma di servizio militare o di un altro servizio di milizia equivalente riconosciuto dalla legge”, come il servizio civile (SC) o la Protezione Civile (PCi), dando tuttavia priorità alle esigenze dell’esercito. In sintesi, l’iniziativa prevede quindi l’estensione dell’obbligo di leva a tutta la popolazione elvetica, donne e stranieri (!) compresi, garantendo in tal modo gli effettivi di un esercito già sovradimensionato.

L’ex-capo dell’esercito svizzero, l’atlantista Philippe Rebord, ha ammesso che con l’accettazione dell’iniziativa “si passerebbe da 35’000 a 70’000 potenziali coscritti. L’esercito avrebbe dunque più scelta”. In pratica questa iniziativa usa delle belle parole altruiste ma in realtà mira a favorire la scellerata corsa al riarmo e ambisce a militarizzare ulteriormente la società svizzera, esattamente come pretendono l’UE e la NATO (ma questo i promotori ovviamente si guardano bene dal dirlo).

Questa iniziativa alimenterà inoltre il dumping salariale: gli astretti al “servizio civico” non reclutati nell’esercito, infatti, verrebbero impiegati in ambiti di pubblica utilità andando così a creare enormi ulteriori pressioni nel mercato del lavoro. La carenza di personale in settori come quello sociosanitario o educativo verrebbe compensato da migliaia di giovani poco formati e sottopagati, giustificando così un minore investimento pubblico in queste strutture ed alimentando il dumping salariale a danno dei lavoratori: ecco perché il think tank neoliberista “AvenirSuisse” sostiene l’iniziativa, ed ecco perché il Partito Comunista invece la respinge con forza!

Nein zum "Service-citoyen": Eine Mogelpackung zugunsten von Aufrüstung, EU und NATO!

Die "Service-citoyen-Initiative" will die Krise des Schweizer Milizsystems lösen, indem sie die Dienstpflicht auf die ganze Bevölkerung ausdehnt. Diese Initiative wird mit verführerischen Argumenten wie Geschlechtergleichheit, nationaler Zusammenhalt und Förderung des zivilen Engagements präsentiert – in Wirklichkeit aber birgt sie zahlreiche Gefahren.

Die Initiative sieht vor, in der Bundesverfassung das Prinzip des „Service-citoyen“ zu verankern, wonach alle Personen mit Schweizer Bürgerrecht einen Dienst zugunsten der Allgeminheit und der Umwelt leisten. Im folgenden Absatz wird präzisiert, dass dieser Dienst in Form des Militärdienstes oder eines anderen, gleichwertigen und gesetzlich anerkannten Milizdienstes wie dem Zivildienst oder dem Zivilschutz zu leisten ist – wobei jedoch die Bedürfnisse der Armee Vorrang haben. Zusammengefasst bedeutet dies eine Ausdehnung der Dienstpflicht auf die gesamte Bevölkerung, einschliesslich Frauen und sogar Ausländer(!), um so die Bestände einer bereits überdimensionierten Armee zu sichern.

Der ehemalige Armeechef, der Atlantiker Philippe Rebord, hat selbst zugegeben, dass mit der Annahme der Initiative „die Zahl der potenziellen Rekruten von 35’000 auf 70’000 steigen würde. Die Armee hätte also mehr Auswahl“. In Wirklichkeit bedient sich diese Initiative schöner, altruistischer Worte, zielt aber darauf ab, den verantwortungslosen Aufrüstungswahn zu fördern und die Militarisierung der Schweizer Gesellschaft weiter voranzutreiben – ganz im Sinne der EU und der NATO (auch wenn die Initianten dies natürlich verschweigen).

Darüber hinaus würde diese Initiative den Lohndumping-Druck verstärken: Personen, die zum „Service-citoyen“ verpflichtet, aber nicht in die Armee eingezogen werden, würden in Bereichen des öffentlichen Interesses eingesetzt, was zusätzlichen Druck auf den Arbeitsmarkt ausüben würde. Der Personalmangel in sozialen, gesundheitlichen oder pädagogischen Bereichen würde durch Tausende von wenig ausgebildeten und schlecht bezahlten Jugendlichen kompensiert. Dies würde geringere öffentliche Investitionen in diese Sektoren rechtfertigen und das Lohndumping zulasten der Arbeitnehmenden weiter verschärfen.

Genau deshalb unterstützt der neoliberale Think-Tank AvenirSuisse diese Initiative – und genau deshalb lehnt sie die Kommunistische Partei entschieden ab!

Non au “service citoyen” : une escroquerie au profit du réarmement, de l’UE et de l’OTAN !

L’initiative populaire « pour un service citoyen » entend répondre à la crise du système de milice suisse en généralisant l’obligation de servir. Il s’agit d’une proposition présentée avec des arguments séduisants – égalité entre les sexes, cohésion nationale, promotion de l’engagement civique – mais qui cache en réalité de nombreuses embûches.

L’initiative prévoit d’introduire dans la Constitution fédérale le principe du « service citoyen », selon lequel « toute personne de nationalité suisse accomplit un service au bénéfice de la collectivité et de l’environnement ». Le paragraphe suivant précise que ce service « s’effectue sous la forme du service militaire ou d’un autre service de milice équivalent reconnu par la loi », comme le service civil (SC) ou la protection civile (PCi), tout en donnant la priorité aux besoins de l’armée. En résumé, l’initiative vise donc à étendre l’obligation de servir à l’ensemble de la population suisse, y compris les femmes et les étrangers (!), garantissant ainsi les effectifs d’une armée déjà surdimensionnée.

L’ancien chef de l’armée suisse, l’atlantiste Philippe Rebord, a lui-même reconnu qu’en cas d’acceptation de l’initiative, « on passerait de 35 000 à 70 000 conscrits potentiels. L’armée aurait donc davantage de choix ». En pratique, cette initiative utilise un langage altruiste et rassembleur, mais son véritable objectif est d’encourager la folle course au réarmement et de militariser encore davantage la société suisse, conformément aux exigences de l’Union Européenne et de l’OTAN – ce que les promoteurs se gardent évidemment bien de dire.

Cette initiative alimenterait également le dumping salarial : les personnes contraintes d’accomplir un « service citoyen » mais non recrutées par l’armée seraient affectées à des domaines d’utilité publique, ce qui créerait une forte pression supplémentaire sur le marché du travail. Le manque de personnel dans les secteurs sociaux, sanitaires ou éducatifs serait ainsi compensé par des milliers de jeunes peu formés et sous-payés, justifiant un moindre investissement public dans ces structures et accentuant le dumping salarial au détriment des travailleuses et travailleurs. Voilà pourquoi le think tank néolibéral AvenirSuisse soutient l’initiative – et voilà pourquoi le Parti Communiste la rejette fermement !
