Nationwide 24-hour strike in the public sector

On August 28, public sector workers held a nationwide 24-hour strike, demonstrating in Athens and a number of other cities in response to the government's attempt to criminalize their trade union and political activities through the "reform" of disciplinary law.

The march of striking public sector workers in Athens ended outside the Parliament building, with slogans against state- sponsored terror, demanding money for public health and education, the hiring of new workers and wage increases. The workers expressed their complete opposition to the reactionary content of the bill and made it clear that ‘Struggles cannot be silenced. We will not compromise with medieval conditions, wars and exploitation.’

The KKE's support for the public sector workers' strike was conveyed by KKE MPs Christos Katsotis and Aphrodite Ktena.

At the same time, the General Secretary of the KKE Central Committee, Dimitris Koutsoubas, referred to the bill on the new disciplinary law in the public sector while speaking in Parliament during the debate on the draft law, noting that "all governments, without exception, have always sought, in various ways, to control the civil service (...) because the state is the basic tool of the bourgeoisie, which is dominant today, to shield its power, impose its self-serving interests, and cloak its unjust class policy in the guise of a supposed “public interest”. With this bill, you want to silence the workers. You are targeting the healthiest among them, those who expose shortcomings, who demand solutions, who defend the rights of the people. You want to see them apathetic, resigned, puppets.

You are deluded if you believe that such regulations will stop the struggle of workers and civil servants, the exposure of your anti-popular policies, and the fight to overturn them. (...) You want them to be puppets of a state that is hostile to the people because it is only friendly to “investors” and “capitalists”. A state that reeks of decay and inhumanity.

However, there is a major contradiction that you are trying to address, but you will not succeed, you will not be able to address it, not only because civil servants themselves are affected by your unjust and inhumane policies, not only because of the intensification, the miserable wages in the 21st century we live in, the tax theft by all means, the dismantling of public health and education, the exorbitant cost of living, affect all of them directly, but also because every militant, civil servant, every honest worker wants and tries to stand on the right side, together with all the other popular strata who suffer from your anti-popular policies. That is why, despite your efforts to tighten control, discontent is growing and the fighting spirit is growing stronger. The balance of power in trade unions and public sector associations is shifting against you, that is, against the forces of government-controlled trade unionism, and in favour of class-conscious, militant forces and the candidates supported by the KKE.

After all, all these people are out on the streets today, and civil servants are striking with their mass organisations, their trade unions, against your despicable bill.

You may have the majority here in Parliament today to vote it through. But when you try to implement it, it is more than certain, and mark my words, that you will get a slap in the face! Because your terrorism will not succeed! You will find yourselves up against the workers, the unions, the entire Greek people, who will not bow their heads. And we will be there, together with the workers, to make your life difficult.

Общенациональная 24-часовая забастовка в государственном секторе

28 августа в Афинах и ряде других городов прошла забастовка работников государственного сектора в ответ на попытку правительства криминализировать их профсоюзную и политическую деятельность путем реформирования дисциплинарного законодательства.

Бастующие работники государственной сферы маршем прошли до здания греческого парламента, скандируя лозунги против государственного террора, требуя выделения денег на здравоохранение и образование, принятия на работу новых сотрудников и повышения заработной платы. Они выразили своё полное несогласие с реакционной сутью законопроекта, ясно заявив, что борьбу не заглушить и что они «не желают мириться со средневековыми условиями труда, войной и эксплуатацией».

Поддержку работникам государственного сектора выразили депутаты от КПГ Христос Кацотис и Афродити Ктена.

В то же время в ходе парламентского обсуждения законопроекта, касающегося изменения дисциплинарного законодательства, Генесек ЦК КПГ Димитрис Куцумбас в своем выступлении отметил: «Все правительства без исключения всегда стремились различными способами контролировать государственный сектор (…), поскольку государство является сегодня главным инструментом правящей буржуазии, чтобы она могла защищать свою власть, навязывать свои эгоистические интересы, прикрывать свою несправедливую классовую политику якобы «общественными интересами». Этим законопроектом вы хотите заткнуть рот трудящимся. Вы нацеливаетесь на самую здоровую часть работников, на тех, кто выявляет недостатки, требует решений, защищает права народа. Вы хотите, чтобы они были апатичными, уступчивыми, марионетками.

Вы глубоко ошибаетесь, если думаете, что такие поправки в закон остановят борьбу трудящихся, госслужащих, прекратят обличение вашей антинародной политики, борьбу за её изменение. (…) вы хотите, чтобы они стали марионетками враждебного народу государства, именно потому, что оно дружелюбно только к «инвесторам» и «капиталистам». Государства, от которого веет гнилью и бесчеловечностью.

Однако существует огромное противоречие, которое вы пытаетесь разрешить, но вам это не удастся сделать. Вы не сможете разрешить его не только потому, что сами государственные служащие страдают от этой вашей несправедливой и бесчеловечной политики, не только потому, что интенсификация труда, нищенские зарплаты в 21-м веке, грабительское налогообложение всеми способами, развал здравоохранения и образования, дороговизна касаются их всех напрямую, но и потому, что каждый борец за справедливость, каждый государственный служащий, каждый честный работник стремится встать на правильную сторону истории вместе с другими народными слоями, бедствующими от вашей же антинародной политики. Вот почему, несмотря на попытки ужесточения контроля, недовольство постоянно растёт, боевой дух крепнет. Изменяется расклад сил в профсоюзах государственного сектора не в вашу пользу, не в пользу сил правительственного синдикализма, а в пользу классовых, боевых сил, избирательные бюллетени которых на выборах поддерживает КПГ.

Все они сегодня вышли на улицы, государственные служащие вместе со своими массовыми организациями, своими профсоюзами участвуют в забастовке, выступая против этого вашего гнусного законопроекта.

Скорее всего, сегодня в парламенте найдется большинство, готовое поддержать этот законопроект. Но когда вы попытаетесь претворить его в жизнь, то с большей долей вероятности свернете себе шею, запомните это! Потому что ваш террор не пройдёт! Противостоящие вам трудящиеся, профсоюзы, греческий народ не склонят головы. А мы будем  бороться вместе с ними, чтобы усложнить вам жизнь».

Huelga nacional de 24 horas en el sector público

El 28 de agosto, los trabajadores en el sector público realizaron una huelga nacional de 24 horas, manifestándose en Atenas y en otras ciudades respondiendo al intento del gobierno de criminalizar la actividad sindical y política mediante la “reforma” del derecho disciplinario.

La marcha de los huelguistas del sector publico llegó frente al Parlamento en Atenas con consignas contra la intimidación estatal, exigiendo dinero para la Salud y la Educación Públicas, la contratación de nuevos trabajadores y aumentos salariales. Los trabajadores expresaron su oposición total al contenido reaccionario del proyecto de ley y dejaron claro que “Las luchas no se silencian. No nos conformamos con condiciones laborales propias de la Edad Media, con la guerra y la explotación”.

Los diputados del KKE Christos Katsotis y Afroditi Ktena transmitieron el apoyo del KKE a la huelga de los empleados del sector público.

Al mismo tiempo, el Secretario General del Comité Central del KKE, Dimitris Koutsoumpas en el Parlamento en el debate del proyecto de ley se refirió en su discurso al nuevo derecho disciplinario en el sector público destacando que “todos los gobiernos sin excepciones, han intentado siempre, de diversas maneras, ejercer control sobre los funcionarios públicos (…) porque el Estado es la herramienta básica de la clase burguesa dominante hoy para blindar su poder, imponer sus propios intereses y encubrir su política clasista injusta bajo el manto de un supuesto “interés público”. Con este proyecto de ley ustedes quieren callar la boca a los trabajadores. Apuntan contra la parte más sana de ellos, contra los que revelan las deficiencias, que demandan soluciones, que defienden los intereses del pueblo. Quieren que los trabajadores sean indiferentes, conformistas, títeres.

Se engañan si creen que con estas medidas detendrán la lucha de los trabajadores, de los funcionarios públicos, la revelación de su política antipopular, la lucha por su derrocamiento. (…) Quieren que sean títeres de un Estado hostil hacia el pueblo, precisamente porque es favorable solo a los “inversores” y los “capitalistas”. Un Estado que apesta a podredumbre e inhumanidad.

Pero hay también otra gran contradicción que buscan afrontar pero no lograrán hacerlo, no conseguirán afrontarla, no solo porque los propios trabajadores en el sector público se ven afectados por su política injusta e inhumana, no solo porque la intensificación, los salarios miserables en el siglo 21 en que vivimos, el expolio fiscal por todos los medios, la destrucción de la sanidad y la educación públicas, el altísimo coste de vida, les afectan a todos ellos y ellas directamente, sino además porque todas y todos los luchadores, los funcionarios públicos, junto con los trabajadores honestos, quieren y se esfuerzan por estar en el lado correcto, junto con las demás capas populares, que sufren de su política antipopular. Por eso, a pesar de los intentos de ejercer un control más asfixiante, se está aumentando constantemente el descontento, se está fortaleciendo el espíritu de lucha. Las correlaciones en los sindicatos, en asociaciones del sector público están cambiando en su contra, es decir en contra de las fuerzas del sindicalismo gubernamental y a favor de las fuerzas clasistas militantes, de las listas que apoya el KKE en los sindicatos.

Todos ellos están hoy en las calles, los funcionarios públicos están en huelga con sus organizaciones de masas, sus sindicatos, contra su proyecto de ley despreciable.

Quizás hoy en el Parlamento tengan la mayoría para aprobar este proyecto de ley. Pero cuando intenten a aplicarlo es más que seguro, guarden mis palabras, que fracasarán. Porque su intimidación no pasará. Se enfrentarán a ustedes los trabajadores. los sindicatos, todo el pueblo griego, que no bajará la cabeza. Y nosotros estaremos allí, junto a los trabajadores, haciéndoles a ustedes la vida difícil.”

إضراب على المستوى الوطني لمدة 24 ساعة في القطاع العام

 نفَّذ العاملون في القطاع العام إضرابا لمدة 24 ساعة على المستوى الوطني  يوم 28\8، و تظاهروا في أثينا و عدد من المدن رداً على محاولة الحكومة تجريم عملهم النقابي والسياسي من خلال "إصلاح" قانون التأديب.

هذا و اختتمت مسيرة عمال القطاع العام المضربين في أثينا أمام البرلمان، مع شعارات ضد إرهاب الدولة، مطالبين بتخصيص أموال للصحة العامة والتعليم، وتوظيف عاملين جدد، وزيادة الأجور. وأعرب العمال عن معارضتهم التامة للمضمون الرجعي لمشروع القانون، و أوضحوا أن «لن تُكمَّ أفواهُ النضالات. و لن نتوافق مع  الحرب والاستغلال القروسطيين».

هذا وأعرب النائبان عن الحزب الشيوعي اليوناني، خريستوس كاتسوتيس وأفروذيتي كتينا، عن دعم الحزب الشيوعي اليوناني لإضراب عمال القطاع العام.

في الوقت نفسه، تطرَّقَ الأمين العام للجنة المركزية للحزب الشيوعي اليوناني، ذيميتريس كوتسوباس، إلى مشروع قانون التأديب الجديد في القطاع العام، في سياق كلمته في البرلمان خلال مناقشة مشروع القانون، مشيراً إلى أن:

«جميع الحكومات دون استثناء سعت دائماً، بمختلف اﻷساليب للسيطرة على موظفي الدولة (...) لأن الدولة هي الأداة الرئيسية للطبقة البرجوازية الحاكمة اليوم، من أجل تحصين سلطتها وفرض مصالحها الأنانية، و إلباس سياستها الطبقية الظالمة لبوس ما يُزعم أنه "مصلحة عامة".  تريدون بمشروع القانون هذا كمَّ أفواه العمال. و تستهدفون الجزء الأكثر صحة منهم، أولئك الذين يكشفون عن أوجه القصور، والذين يطالبون ببعض الحلول، والذين يدافعون عن حقوق الشعب. تريدون أن تروهم لا مبالين ومُتواطئين،  و دُمى.

أنتم واهمون إذا كنتم تعتقدون أنكم بمثل هذه الإصلاحات ستوقفون صراع العمال وموظفي القطاع العام، وإيقافَ تبيان سياستكم المعادية للشعب والنضال من أجل الإطاحة بها. (...) تريدونهم دمىً لِدولة مُناهضة للشعب لأنها و بالضبط دولةٌ صديقة فقط "للمستثمرين" و"مالكي رؤوس اﻷموال". هي دولةٌ تفوحُ منها رائحة العفن واللاإنسانية.

ومع ذلك، هناك تناقض كبير تحاولون مواجهته، لكنكم لن تُفلحوا ولن تتمكنوا من مجابهته، و ذلك ليس فقط لأن موظفي القطاع العام أنفسهم يتضررون من سياستكم الجائرة واللاإنسانية، وليس فقط لأن تشديد وتيرة العمل، والرواتب البائسة في القرن الحادي والعشرين الذي نعيش فيه، والنهب الضريبي الجاري بكل الوسائل، وتفكيك خدمات الصحة العامة والتعليم، وغلاء المعيشة، هي شؤون كلها تمسهم جميعاً رجالاً و نساء بنحو مباشر، بل و أيضاً لأن كل مناضل و مناضلة من موظفي القطاع العام، و كل شرفاء العاملين و العاملات، يريد ويحاول الوقوف إلى الجانب الصحيح، إلى جانب سائر الشرائح الشعبية الأخرى، التي تعاني من ذات سياستكم المناهضة للشعب.

 لذا، و رغم محاولات السيطرة الخانقة، يتزايد الاستياء باستمرار ويتعزز المزاج الكفاحي. و يتحول تناسب القوى في نقابات و جمعيات عاملي القطاع العام على حساب قوى نقابيي الحكومة، و في صالح القوى ذات التوجه الطبقي و القوى الكفاحية، و لصالح القوائم التي يُسندها الحزب الشيوعي اليوناني.

و غير ذلك، فإن هؤلاء جميعاً يتظاهرون في الشوارع اليوم، و يُضربُ موظفو القطاع العام عِبر منظماتهم الجماهيرية ونقاباتهم ضد مشروع قانونكم الحقير هذا.

 قد يكون لديكم اليوم هذه الأغلبية في البرلمان لإقراره. لكن عندما تحاولون تطبيقه، فإن ما هو أكثر من يقين – و تذكروا هذا الكلام -  أنكم ستفشلون فشلاً ذريعاً! لأن إرهابكم لن يمر! ستجدون العمال والنقابات والشعب اليوناني بأكمله في مواجهتكم، و هو الذي لن يطأطئ رأسه. و سنكون نحن هناك، مع العمال، لنُصعّب عليكم حياتكم».
