CPI Gears For Badlaav Zaroori Hai Rally: Change is Necessary to Save the Nation

The following is the communiqué issued by Communist Party of India General Secretary D Raja at the press conference on August 27, 2026:

India is passing through multiple and deepening crises, with the Narendra Modi-led BJP government showing neither the willingness nor the capacity to address them. The economy is under increasing strain, with weak employment generation, rising prices, declining purchasing power and concerns over investment and capital moving out, while ordinary people struggle to cope with the growing cost of living. Public education and healthcare are being weakened even as social and economic inequalities widen. Farmers continue to demand a legal guarantee for MSP and workers face growing insecurity, while students and youth protesting for their rights are met with police repression rather than answers. At the same time, Dalits, Adivasis, minorities and other marginalised sections face increasing discrimination and insecurity. The government's attempts to push through measures concerning delimitation and One Nation, One Election threaten to disturb India's federal balance, while growing political interference and the weakening of opposition parties undermine democratic institutions. Instead of confronting these crises, the RSS-BJP establishment is increasingly relying on communal polarisation, repression and the misuse of state institutions to silence dissent. It is against this backdrop of economic distress, social injustice, attacks on democracy and threats to India's federal and constitutional framework that the Communist Party of India has launched the Badlaav Zaroori Hai campaign and is mobilising people across the country for a political alternative.

Badlaav Zaroori Hai Campaign

The CPI has intensified preparations for the Badlaav Zaroori Hai rally at Ramleela Maidan, Delhi, on September 1. The campaign is not confined to Delhi or to a single day. Nationwide padayatras were organised from August 6 to August 15, with many continuing beyond that period, taking the questions of price rise, unemployment, education, healthcare, MSP, workers' rights, electoral reform and social justice directly to the people.

The campaign has also been accompanied by an extensive programme of political education. Booklets on Badlaav Zaroori Hai: Writings of D. Raja, Electoral Reforms, Women Reservation, Workers' Rights Are Human Rights by Amarjeet Kaur, BJP's Great Betrayal: Legal Guarantee of MSP and Ram Temple Donation Theft: Running from 1949 Till Today have already been released involving eminent personalities like Former CEC Dr. SY Quraishi, Prof. Nandita Narain, AAP MP Sanjay Singh, Former Kerala Revenue Minister K. Rajan, workers from Delhi etc. along with the CPI’s leadership.

Two further publications, dealing with discrimination against Dalits and other marginalised sections and with tribal rights, forest capture by corporates and discrimination, will be released tomorrow. The publications are intended for reading, political discussion and distribution among the people and are available through the CPI's website, cpofindia.com.

CPI units across the country are working intensively to make the September 1 rally a major mobilisation around the issues confronting the people. Participants are being mobilised from different states, with youth, students, women, workers, farmers and democratic sections expected to participate.

The cancellation of special trains booked from Kerala and Tamil Nadu has created serious concern about how impartial even transport has remained under the BJP. In BJP-ruled Uttar Pradesh, police personnel pressurising  comrades and reaching to their homes, including at midnight, have further heightened concerns about attempts to intimidate those participating in the mobilisation.

Such pressure will not stop the campaign. The determination of CPI units and supporters to reach Delhi remains strong. Attempts to obstruct a peaceful democratic mobilisation only reinforce the importance of defending the right to organise, protest and dissent.

The Badlaav Zaroori Hai rally is bringing together the diverse sections of India affected by the present direction of governance—youth and students demanding jobs and affordable education; workers demanding security and dignity; farmers demanding a legal guarantee of MSP; women demanding equality and representation; Dalits and Adivasis demanding justice and constitutional protection; minorities demanding security and equal citizenship; and democratic citizens demanding institutions free from communal and authoritarian influence.

The CPI believes that India needs political change and a change in the direction of governance. This means restoring Parliament as an institution of accountability, strengthening federalism, protecting constitutional rights, investing in public education and healthcare, guaranteeing social and economic justice, protecting workers and farmers, and ensuring that India's institutions remain independent of communal ideology.

The RSS-BJP government cannot suppress the aspirations of the people through propaganda, communal polarisation, fear and institutional pressure. The anger of students, the demands of farmers and workers, the struggles of Dalits and Adivasis, the concerns of minorities and the demand for democratic accountability are all part of a wider demand for change.

The CPI has the support of youth, students, women, workers, farmers, minorities and democratic people across the country. The task now is to take the message of Badlaav Zaroori Hai to more people, strengthen democratic resistance and build a political alternative. The September 1 rally at Ramleela Maidan will be a powerful expression of the people's demand for change and for a government that places people, democracy, social justice and the Constitution above communal and corporate interests.
