Appeal and Resolutions of the 29th Congress of the Communist Party of Israel

 

The 29th Congress of the Communist Party of Israel, held from February 12 to 14, 2026, in the city of Shfa'amer, approved a series of resolutions and summaries, extending its warm greetings to the party's cadres, who exerted all effortsto ensure the holding of this congress, which we meant it to be an organizational lever in the decades-long path of the Party, on the foundations of Marxist-Leninist thought, and on the support of the weakened and the oppressed classes, and the unwavering struggle for the just cause of the Palestinian people, and the end of the occupation and settlements, and against all forms of oppression and discrimination, the first of which is national discrimination against the Palestinian masses in Israel, and for progress and social justice.

Our Internationalist Party represents the real means of establishing peace and the unity of the workers in the struggle against the system of class oppression and against rampant fascism, in parallel with the intensification of racist Zionist thought, against national and racial oppression, for social progress, for gender equality, and for the horizon of democratic revolutionary socialism.

Congress Appeal

The congress expresses its pride in the party cadres, and calls on all party cadres to strengthen the party organization, especially after all the changes that occurred during the genocidal war against the Palestinian people, which we witnessed between two congresses, and which still continues in altering paces, as well as the continuation of its effects and repercussions, on many areas of life, especially political work.

The strengthening of organizational life in the branches and regions is the basis of political, trade union and social activity in the life of the Party, together with the cadres of the Democratic Front for Peace and Equality (Hadash/Al-Jabha), of which the Party is the backbone, with the aim of expanding the popular base participating in struggles and fights in various fields, and extending a hand to all Jewish and Arab forces that aspire to true peace and equality.

The CPI extends its warm greetings to the Young Communist League, the young guardian of the Party, which constitutes the incubator that refines the future cadres of the Party and its leadership; and the Party also salutes the dozens of comrades of the youth who were promoted on the eve of the Congress, continuing the long tradition of promoting young comrades to the ranks of the Party. Our congress extends its militant greetings to the cadres of the Students'Fronts, in universities, colleges, and institutes of higher education, in their distinguished activity and in the framework of collective action, to raise the level of political awareness among the younger generations.

CPI calls on the young generations of workers and students, and all those who are convinced of the ideology and program of our Communist Party, from different generations, women and men, to join its ranks and to contribute to this historic revolutionary process, and to contribute to making a new breakthrough in thisveteran rooted path, towards a renewed Communist Party in its essence, and in its solid march on clear foundations, with a precise compass, which is the intellectual and ideological basis, away from theZionist, bourgeois, conservative and reactionaryinfluences and agendas. We are leading the way of the working class, Arabs and Jews, in a revolutionary struggle for liberation from the tyranny of the colonial power of capital, and we are advancing towards the desired horizon of socialism.

 

Congress Resolutions

Palestinian Independence

After two years of the continuous genocidal war, our Communist Party of Israel, at the conclusion of its 29th Congress, reaffirms the necessity to end the occupation and reaffirms its adherence to the right of the Palestinian people to self-determination, the establishment of their independent and fully sovereign State on the borders of June 4, 1967, with East Jerusalem as its capital, the removal of settlements and the guarantee of the right of return, in accordance with United Nations resolutions, no matter how gloomy the situation may seem, and in the absence of any breakthrough on the horizon, despite all the jurisprudence and assessments put forth and worth of discussion.

In 1948, Israel took the legitimacy of its establishment under the Partition Resolution, which was adopted by the United Nations on November 29, 1947, but it violated it by occupying areas allocated to the Palestinian state; the Resolution has two principal sides, one completes the other, and vise versa; Israel was established while the Palestinian state was not, and this is what must be implemented.

Accordingly, the Palestinian people's right to a state and sovereignty must be guaranteed, otherwise, it only consolidates the occupation and settlements, by direct and indirect means, as we currently see in the Gaza Strip, and the Trump Council, which is falsely and calumny called the "Peace Council", whereas the US imperialist regime wants it to be a primary tool to liquidate the Palestinian cause and erase the right of the Palestinian people to represent themselves and manage their own affairs.

The targeting of Palestinian refugee camps in the Gaza Strip and the West Bank, and then the attack on the United Nations Relief and Works Agency for Palestinian Refugees, UNRWA, suspending its work andbranding it as a "terrorist" organization, in addition to the strike on international institutions, with the support of the US administration, are part of the plan of successive Israeli governments, especially since 2010, to liquidate the Palestinian refugee issue by removing the camps and stopping the work of UNRWA.CPI considers these actions as war crimes that fall into the war crimes Israel is committing against the Palestinian people, and the world must stand against this scheme.

At this stage, CPI calls for a complete cessation of the genocidal war and an end to the daily murders despite the declaration of a "ceasefire", which is being violated by the Israeli occupation moment by moment; CPI calls for the occupation army to withdraw completely from the Gaza Strip, to open all crossings linking the Gaza Strip with the world, and to ensure access to the West Bank.

Israel must take responsibility for its destruction of the Gaza Strip, remove all restrictions on reconstruction, and contribute substantially to its financing.

CPI warns against the so-called "Peace Council" led by Donald Trump, as this is a council that has nothing to do with its name, but rather is an instrument of total control over the Gaza Strip and the prevention of the natural Palestinian right to manage the affairs of the Gaza Strip.

This "Council" has multiple objectives, all of which fall within the framework of liquidating the Palestinian cause, preventing the establishment of a Palestinian state, and preventing the legitimate representation of the Palestinian people, in addition to imperialist and colonial economic goals, as appeared in many reports, together with the ambitions of the Israeli occupation in the gas field off the shores of the Gaza Strip, in addition to the separation of the Gaza Strip, in the future, completely and definitively from the occupied West Bank, in order to further isolate the West Bank and accelerate the annexation processes there.

The Communist Party of Israel calls for an end to all aggressive military attacks by the occupation army and settler gangs throughout the occupied West Bank, including the killing and destruction of property, as part of the approach of ethnic cleansing in the occupied West Bank and Jerusalem, in addition to political persecution and severe restriction of transportation through the imposition of dozens of checkpoints and hundreds of closures.

 At the same time, stop all forms of settlement projects and remove outposts as a first step to remove settlements, including occupied East Jerusalem, stop attacks on the city and its Islamic and Christian holy sites, especially the Al-Aqsa Mosque, stop settler incursions, and guarantee freedom of worship for Muslims there.

- CPI reaffirms its position on the need for Israel to withdraw from all Syrian and Lebanese territories occupied since 1967 and later, including the new occupation of Syrian territories, which we witnessed at the end of 2024 and during 2025, under the eyes and ears of the de facto authority in Syria.

- Our congress salutes the cadres of our party and Hadash/Al-Jabhafor the field struggles initiated nationally and locally, especially the first anti-war demonstration held by CPI and Hadash/Al-Jabha, on November 18, 2023 in Tel Aviv, and the activities of the Higher Follow-up Committee of the Arab Population, as well as the "Peace Partnership" field alliance, which our Party initiated at the beginning of the war, and proved its presence on the ground, in demonstrations and all forms of confronting the war of extermination.

CPI  calls for the widest militant partnerships, in which progressive forces converge with all those who oppose the fascist regime and the Kahanist control of the governmentand the Israeli street, together with the political forces in the Arab society, to confront the incursion of the fascist regime and its absolute control over the reins of the government and its various institutions, fascism knows no boundaries, as it begins by fabricating the "enemy" and then begins to strike at anyone who disagrees with it, within the public in which it has crystallized.

Our Party also warns against the attemptsto divert the collective struggle into spaces of dependence and domestication, thus servingforeign agendas.

 

The Arab Palestinian Masses

The issues of the indigenous Palestinian Arab masses in Israel are at the top of our Party's militant agenda, alongside other basic issues: racial discrimination and oppression against the Arab masses have taken a legal basis to accelerate this approach, through the so-called "Nation-State Law" passed by the Knesset in July 2018. Since 1948, our Party has been the spearhead in defending the rights of the Palestinian Arab masses in their homeland, and our Party laid the foundations of this struggle, which formed the cornerstone for all the following stages. Therefore, CPI calls for:

- The escalation of the struggle against the authoritarian plan to destroy Arab society through crime organizations, and turning a blind eye to the proliferation of weapons and gang lawlessness, which threatens the lives of citizens and imposes "protection money" on people and economic businesses, a scheme that was clear after October 2000, and it is constantly escalating, and more intensely under the extremist settlers government headed by Benjamin Netanyahu.

 - Ensuring full equality for Arab citizens in all areas of life, and in the distribution of financial and public resources.

- Expanding the jurisdiction of Arab cities and towns, which originally means the retrieving of these towns, at least partially, some areas of jurisdiction which were confiscated; all that in order to ensure their expansion and development, to ensure the existence of building spaces, industrial zones and public facilities, and to stop the policy of demolishing Arab houses, in parallel with the search for real solutions for thousands of houses, whose owners were forced to build without permits, due to the authoritarian restrictions on Arab towns and the deprivation of building spaces. The policy of discrimination on the issue of land and housing, despite its seriousness over the years, has intensified further after the Knesset passed the so-called "Kamenetz Law" in April 2017, which is also one of the goals of our struggle to repeal it. 

- CPI warns against the continued implementation of the uprooting plans for Arab towns in the Negev/Naqab deprived of recognition, as dozens of these villages have been long based on those lands with known owners for tens and hundreds of years, hence before 1948;the basic right of their inhabitants is to continue to stay in these villages and develop them by allocating the naturally deserved budgets.

- The CPI affirms its natural and historical position on the right of Palestinian citizens of Israel, those who were displaced from their towns in 1948 and afterwards, to return to them.

- CPI calls for an end to all forms of political persecutions, arrests and oppressive trials; the lifting of all restrictions on freedom of political activity in Arab society, and the abolition of all repressive restrictions, aiming to prevent the right to demonstrate.

- CPI emphasizes the importance of the existence of popular bodies in the Arab society and is proud of the Party's fundamental role in establishing them, including the Higher Follow-up Committee, and calls for strengthening its role and the role of the Committee of Arab Mayors.

The Follow-up Committee constitutes the umbrellawhich brings together the political forces, and the Committee of Arab Mayors, to fight the struggles in a unitary and stronger manner in the service of the interests of Arab citizens; its constant test is in its commitment to the patriotic, collective and democratic principles.

Social Justice, Trade Union Organizing and Equality

• Our Communist Party is fighting against the power of capital, the control of the money whales on governance and the economy in general, and in order for social justice to be the pillar of economic policy, by employing sufficient budgets to ensure the development of infrastructure, the opening of employment projects, the cessation of the privatization process of the remaining social and life services, and the restoration of large service sectors from privatization.

Our party calls for a fair tax policy, raising the minimum wage to at least 60% of the average wage, and reducing the working hours that are a requirement for the full minimum wage, from 182 hours per month to 176 hours.

Our Party considers the strengthening of the role of trade unions to be an essential protector of workers' rights, as an essential aspect of the struggle for social justice.

Our 29th Congress reaffirms the socio-economic program, contained in the report of the Congress, as the program of action of our Party.

• Our Party fights against all forms of discrimination in society, including discrimination against women in public life and society, and to ensure their natural presence in all popular bodies, institutions and frameworks, and to end discrimination in the labor market, including job opportunities, access to jobs, as well as salary levels, where serious gender gaps persist.

Foundations of Democracy and Freedoms

- The fascist settler government, headed by Benjamin Netanyahu, is working to undermine freedoms and political action against anyone who genuinely opposes them, and as the Arab society is the most targeted, it is not the only one; the persecutions, which have reached the point of threatening people's livelihood and work places, prominently in the education and higher education system, affect progressive people and forces, as we witnessed in the two years of war, in addition to seeking to impose regulations that prevent educational institutions, as well as cultural institutions of all kinds, for example, from presenting different points of view, which opposethe existing policies.

In light of this, the project of this government, from the first days of its formation, emerged as a project of the so-called "judicial coup" aimed at overturning the judicial systemand completely subordinating it to the ruling political apparatus, and this also applies to the professional apparatus, judicial consultations in the government, ministries, and various governing institutions.

In its assessments, CPI pointsan accusing finger at the main parliamentary opposition, which claims to stand against the project of "overturning the judicial system", but with an overwhelming majority it extended its hand and supported all racist laws targeting the Arab society, as well as laws to support and consolidate the occupation and settlements;this means that its opposition is selective, not fundamental nor sincere in serving the concept of true democracy.

In these assessments, too, our Party emphasizes that the judiciary system, especially the Supreme Court, has never been a "beacon of democracy and justice", but that the Supreme Court has legitimized almost all policies of racial discrimination and laws targeting the Arab masses, including land confiscation, deprivation of displaced people in their homeland from returning to their villages, and later legitimized all policies of occupation and repression, to name but a few.

Despite this, CPI sees the danger in the government's scheme, and seeks to exploit the differences between the different forces, no matter their size, in order to confront this fascist plan, because it will bring worse than what exists, and this will reflect on everyone, including the Arab masses; CPI calls for active participation in the mass field struggle, under the slogans of our Communist Party and the Democratic Front for Peace and Equality.

 

Imperialism and International Issues

- The Communist Party of Israel calls on the forces of progress in the world to mobilize their peoples to confront the imperialist plans, especially the American imperialism, which is openly accelerating to a renewed and intense domination of regions and countries in the world, and to steal their wealth and the rights of their peoples to govern themselves and manage their affairs with complete independence.

CPI has warned, since the beginning of the so-called "Arab Spring", against the endeavor of world imperialism, first and foremost the United States of America, but also the old European colonial countries, especially France and others, to steal the will of the Arab peoples and to gain more control over their homelands. We have affirmed all along, the right of the Arab peoples, similar to all other peoples of the world, for social justice and just distribution of their homelands' wealth, their right to democracy and decent livelihood. What did occur, was the infiltration of imperialist forces and its reactionary extensions, then the Israeli ruling apparatus, in order to steal the will of the people, and to transformthe popular mobilizations, which were correct in their beginnings, to create chaos that lasts for many years. We have also seen how once imperialism and reactionary interfere- they leave a land on fire, as in Libya, Yemen, Sudan, and also in the unstable Iraq.

The shining example at the moment is Syria, about which we have said from the beginning, that the target is the Syrian homeland, the entity, and its people, because everyone sees which regime is in control now, with the terrorist militias supporting it, since this is a system of American, imperialist, reactionary, and Israeli making.

Our Party affirms its full solidarity with the countries facing the American and imperialistriotousness, including Venezuela, Cuba, Iran, and Denmark through America's attempt to control the island of Greenland.

- Our Party believes that this is the hour of the internationalCommunist Movement and the forces of progress in the world, to increase coordination among them, with the aim of mobilizing the peoples against the imperialist plans, and our Communist Party, with its long history, is ready, as always, for any cooperation and coordination with the fraternal parties in the world and the region, and extends its hand to consolidate relations with all communist parties.

 - Our communist Party is fighting for a world free of weapons of mass destruction and all nuclear and lethal weapons in the entire world, regardless of the origin of these weapons and their projects.

The Climate

- Our party is fighting for the quality of the climate in the planet, as the world is witnessing a profound environmental crisis, manifested in a dangerous acceleration of various forms of climate change, as the greed of the capitalist class and its constant quest to maximize profits at the expense of nature and humankind, constitute the main driving force behind the overexploitation of natural resources and the pollution of the environment, and the destructive wars, especially in the Middle East, and the Israeli wars, especially the results of the war of extermination, which exacerbates the phenomenon of global warming and the disruption of environmental systems.

نداء وقرارات المؤتمر الـ 29 للحزب الشيوعي

 

أقرّ المؤتمر الـ29 للحزب الشيوعي الإسرائيلي، المنعقد بين 12 و14 شباط 2026، في مدينة شفاعمرو، سلسلة من القرارات والتلخيصات، موجها تحياته الرفاقية الحارة إلى كوادر الحزب، التي عملت جاهدة لضمان انعقاد هذا المؤتمر، الذي أردناه رافعة تنظيمية في طريق الحزب، القائم على مدار عقود طويلة، على أسس الفكر الماركسي اللينيني، وعلى نصرة المستضعفين، والطبقات المسحوقة، والنضال الثابت من أجل قضية الشعب الفلسطيني العادلة، وإنهاء الاحتلال والاستيطان، وضد كل أشكال الاضطهاد والتمييز، وأولها التمييز على أساس قومي، ضد الجماهير العربية، ومن أجل التقدم والعدالة الاجتماعية.

إن حزبنا الأممي يمثّل السبل الحقيقية لإرساء السلام، ووحدة العاملين في نضالهم ضد نظام الاضطهاد الطبقي، وضد الفاشية المستفحلة، بموازاة استفحال الفكر الصهيوني العنصري، وضد القهر القومي والعنصري، ومن أجل التقدم الاجتماعي والمساواة الجندرية، وأفق الاشتراكية الثورية الديمقراطية.

نداء المؤتمر

يعبّر المؤتمر عن اعتزازه بالكوادر الحزبية، ويدعو جميع كوادر الحزب لتعزيز التنظيم الحزبي، خاصة بعد كل المتغيرات التي طرأت في ظل حرب الإبادة على الشعب الفلسطيني، التي شهدناها بين مؤتمرين، وما تزال قائمة بهذه الوتيرة أو تلك، واستمرار آثارها وانعكاساتها، على الكثير من مجالات الحياة، وخاصة العمل السياسي.

إن تعزيز الحياة التنظيمية في الفروع والمناطق، هو قاعدة النشاط السياسي والنقابي والاجتماعي في حياة الحزب، جنبا إلى جنب مع كوادر الجبهة الديمقراطية للسلام والمساواة، التي يشكل الحزب عمودها الفقري، بهدف توسيع القاعدة الشعبية المشاركة في النضالات والكفاحات في مختلف المجالات، ومد اليد لكل القوى اليهودية والعربية الطامحة للسلام والمساواة الحقيقيين.

ويوجَه الحزب الشيوعي تحياته الحارة لاتحاد الشبيبة الشيوعية، الحارس الفتي للحزب، الذي يشكل الحاضنة التي تصقل الكوادر المستقبلية للحزب وقيادته، كما يحيي الحزب عشرات رفاق الشبيبة الذين تم ترفيعهم عشية انعقاد المؤتمر، مواصلة لتقليد ترفيع رفاق الشبيبة لصفوف الحزب الشيوعي بشكل دائم. ويوجّه مؤتمرنا تحياته الكفاحية لكوادر الجبهات الطلابية، في الجامعات والكليات، ومعاهد التعليم العالي، في نشاطهم المميز، وفي إطار العمل الجماعي، لرفع مستوى الوعي السياسي بين الأجيال الشابة.

ويدعو حزبنا الشيوعي، الأجيال الشابة العاملة والطلابية، وكل من هو على قناعة بفكر وبرنامج حزبنا الشيوعي، من مختلف الأجيال، نساء ورجالا، للانضمام إلى صفوفه، وإلى هذه المسيرة التاريخية الثورية، والمساهمة في إحداث انطلاقة جديدة، قدمًا في هذا الطريق العريق، نحو حزب شيوعي متجدد في جوهره، وفي مسيرته الراسخة على أسس واضحة، ببوصلة دقيقة، هي الأساس الفكري الأيديولوجي، بعيدا عن التأثيرات والأجندات الصهيونية، البرجوازية والمحافظة والرجعية. نحن نقود درب طبقة العمال، العرب واليهود، في نضال ثوري للتحرّر من غبن سلطة رأس المال الاستعمارية، ونتقدّم نحو أفق الاشتراكية المنشود.

قرارات المؤتمر

الاستقلال الفلسطيني

-بعد عامين من حرب الإبادة المستمرة، يؤكد حزبنا الشيوعي، مع ختام مؤتمره الـ 29، على ضرورة إنهاء لاحتلال، ويؤكد مجددا، تمسكه بحق الشعب الفلسطيني، بتقرير المصير، وإقامة دولته المستقلة كاملة السيادة، على حدود الرابع من حزيران 1967، وعاصمتها القدس الشرقية، وإزالة المستوطنات، وضمان حق العودة، بموجب قرارات الأمم المتحدة، مهما بدت الأوضاع سوداوية قاتمة، وعدم وجود أي انفراج يلوح في الأفق، ومع كل ما نسمعه من اجتهادات وتقييمات جديرة بالنقاش.

فإسرائيل في العام 1948، اتخذت شرعية لقيامها بموجب قرار التقسيم، الذي اتخذته الأمم المتحدة في 29 تشرين الثاني/ نوفمبر 1947، إلا أنها انتهكته، باحتلال مناطق مخصصة للدولة الفلسطينية، فالقرار بشقين أساسيين، الأول يُكمل الثاني، وبالعكس، لكن ما جرى، هو قيام إسرائيل، بينما الدولة الفلسطينية لم تقم، وهذا أساس يجب تطبيقه.

وبناء عليه، يجب ضمان الحق الفلسطيني بدولته وسيادته، وغير ذلك، سيكون تكريس الاحتلال والاستيطان، بأدوات مباشرة، وغير مباشرة، كما نرى حاليا في قطاع غزة، ومجلس ترامب، الذي يسمى زورا وبهتانا، "مجلس سلام"، الذي يريده النظام الأمريكي الإمبريالي أداة أولية لتصفية القضية الفلسطينية، وشطب حق الشعب الفلسطيني بتمثيل نفسه، وإدارة شؤونه.

إن استهداف مخيمات اللجوء الفلسطينية، في قطاع غزة وفي الضفة الغربية، ومن ثم ضرب وكالة غوث وتشغيل اللاجئين الفلسطينيين، "الأونروا"، ووصمها "بالإرهاب"، وضرب المؤسسات الدولية، بمساندة الإدارة الأمريكية، يندرج في مخطط الحكومات الإسرائيلية المتعاقبة، خاصة منذ العام 2010، بتصفية قضية اللجوء الفلسطيني، من خلال إزالة المخيمات، ووقف عمل وكالة "الأونروا"؛ إن حزبنا الشيوعي يرى أن هذه جرائم حرب أخرى، تندرج ضمن جرائم الحرب التي ترتكبها إسرائيل ضد الشعب الفلسطيني، وعلى العالم أن يقف ضد هذا المخطط.

وفي هذه المرحلة، يدعو حزبنا الشيوعي إلى وقف تام لحرب الإبادة، ووقف جرائم القتل اليومي، رغم الإعلان عن "وقف إطلاق النار"، الذي يخرقه الاحتلال الإسرائيلي لحظة بلحظة، وأن ينسحب جيش الاحتلال كليا من قطاع غزة، وفتح جميع المعابر، التي تربط قطاع غزة مع العالم، وضمان الوصول إلى الضفة الغربية.

وعلى إسرائيل أن تتحمل مسؤولية تدميرها لقطاع غزة، وتزيل كافة القيود على إعادة البناء، وأن تساهم بشكل أساسي في تمويلها.

يحذر حزبنا الشيوعي مما يسمى زورًا، "مجلس السلام"، بزعامة دونالد ترامب، فهذا مجلس لا علاقة له باسمه، بل هو أداة السيطرة كليا على قطاع غزة، ومنع الحق الفلسطيني الطبيعي في إدارة شؤون القطاع.

فهذا "المجلس"، أهدافه متعددة، وكلها تصب في إطار تصفية القضية الفلسطينية، ومنع إقامة الدولة الفلسطيني، ومنع التمثيل الشرعي للشعب الفلسطيني، إلى جانب أهداف اقتصادية إمبريالية استعمارية، كما ظهر في العديد من التقارير، سوية مع أطماع الاحتلال الإسرائيلي، بحقل الغاز قبالة شواطئ قطاع غزة، إلى جانب فصل القطاع، على صعيد المستقبل، كليا ونهائيا عن الضفة الغربية المحتلة، للاستفراد أكثر بالضفة، وتسريع عمليات الضم فيها. 

ويدعو حزبنا، إلى وقف كل الهجمات العسكرية العدوانية لجيش الاحتلال وعصابات المستوطنين على جميع أنحاء الضفة الغربية المحتلة، من قتل وتدمير ممتلكات، وهذا ضمن نهج التطهير العرقي، في الضفة والقدس المحتلة، إلى جانب الملاحقات السياسية، وتقييد شديد لحركة المواصلات، من خلال فرض عشرات الحواجز، ومئات الإغلاقات.

وفي ذات الوقت، وقف كل أشكال المشاريع الاستيطانية، وإزالة البؤر الاستيطانية، كخطوة أولى لإزالة المستوطنات، بما فيها القدس الشرقية المحتلة، ووقف الاعتداءات على المدينة، والمقدسات الإسلامية والمسيحية فيها، وبشكل خاص المسجد الأقصى المبارك، ووقف اقتحامات المستوطنين، وضمان حرية العبادة للمسلمين فيه.

- إن حزبنا الشيوعي يؤكد، مجددا، على موقفه بضرورة انسحاب إسرائيل من كافة الأراضي السورية واللبنانية المحتلة منذ العام 1967 ولاحقا، ومنها الاحتلالات الجديدة للأراضي السورية، التي شهدناها في نهاية العام 2024 وخلال العام 2025، تحت سمع وبصر سلطة الأمر الواقع في سوريا.

- يحيي مؤتمرنا كوادر حزبنا وجبهتنا بالكفاحات الميدانية، التي بادرت لها الجبهة قطريا ومحليا، وخاصة أول مظاهرة للجبهة والحزب، يوم 18 تشرين الثاني 2023 في تل أبيب، ونشاطات لجنة المتابعة العليا للجماهير العربية، كما يحيي تحالف "شراكة السلام" الميداني، الذي بادر حزبنا لإقامته مع بدء الحرب، وأثبت حضوره الميداني، في المظاهرات، وكل أشكال التصدي لحرب الإبادة، ويدعو إلى أوسع شراكات كفاحية، تتلاقى فيها القوى التقدمية، مع كل من يعارض النظام الفاشي وسيطرة الكهانية على الحكم، في الشارع الإسرائيلي، مع القوى السياسية في المجتمع العربي، للتصدي لتوغل النظام الفاشي، وسيطرته المطلقة على مقاليد الحكومة ومؤسساته المختلفة، فالفاشية لا تعرف لها حدودا، إذ تبدأ باختلاق "العدو"، ثم تبدأ في ضرب كل من هو مختلف معها، داخل الجمهور الذي تبلورت فيه.

كما يحذر حزبنا من محاولات جهات لحرف النضال المشترك إلى مساحات التبعية والتدجين، وخدمة أجندات غريبة.

الجماهير العربية  

-إن قضايا الجماهير العربية الفلسطينية الأصلانية في إسرائيل، تقف على رأس أجندة حزبنا الكفاحية، إلى جانب قضايا أساس؛ فالتمييز العنصري والاضطهاد ضد الجماهير العربية اتخذ لنفسه قاعدة قانونية لتسريع هذا النهج، من خلال ما يسمى "قانون القومية" الذي أقر في الكنيست في شهر تموز العام 2018.

وكان حزبنا منذ العام 1948، وعلى مدى العقود الأولى، رأس الحربة في الدفاع عن حقوق الجماهير العربية في وطنها، ووضع حزبنا أسس هذا النضال، التي شكلت ركيزة لكل المراحل التالية، ومن هنا، فإن حزبنا يدعو إلى:

-تصعيد النضال ضد المخطط السلطوي، لتدمير المجتمع العربي، من خلال عصابات الإجرام، وغض طرف أذرع تطبيق القانون، بموجب قرارات من أعلى مؤسسات الحكم، عن انتشار السلاح، وانفلات العصابات، التي تهدد حياة المواطنين، وتفرض الخاوة (الإتاوة) على الناس والمصالح الاقتصادية، وهو مخطط كانت واضحة معالمه، بعد العام 2000، وهو في تصاعد مستمر، وبشكل أشد في ظل حكومة المستوطنين المتطرفة، برئاسة بنيامين نتنياهو.

-ضمان المساواة الكاملة للمواطنين العرب، في كافة مجالات الحياة، وفي توزيع الموارد المالية والعامة.

-توسيع مناطق نفوذ المدن والبلدات العربية، وهذا أصلا يعني استرداد هذه البلدات، ولو جزءا، مما صودر من مناطق نفوذها، خلال العقود الماضية، لضمان توسّعها وتطورها، وضمان وجود مساحات بناء، وإقامة مناطق صناعية، ومرافق عامة، ووقف سياسة هدم البيوت العربية، بموازاة البحث عن حلول حقيقة لآلاف البيوت، التي اضطر أصحابها لبنائها من دون تراخيص، بسبب التضييق السلطوي على البلدات العربية، وحرمانها من مساحات البناء. إن سياسة التمييز في قضية الأرض والمسكن، ورغم خطورتها على مر السنين، إلا أنها استفحلت أكثر بعد أن أقرّ الكنيست ما يسمى بـ "قانون كامينتس"، في شهر نيسان العام 2017، وهو أيضا ضمن أهداف نضالنا لإلغائه. 

-يحذر حزبنا الشيوعي من استمرار تطبيق المخططات الاقتلاعية للبلدات العربية في النقب، مسلوبة الاعتراف، فعشرات هذه القرى قائمة على أراضي أصحابها، منذ عشرات ومئات السنين، بمعنى قبل العام 1948، والحق الأساسي لأهاليها، هو استمرار البقاء في هذه القرى، وتطويرها برصد الميزانيات الطبيعية لها.

-يؤكد حزبنا على موقفه الطبيعي والتاريخي، على حق المهجّرين من بلداتهم في العام 1948 وما بعده، في العودة إليها.

-يطالب حزبنا بوقف كل أشكال الملاحقات السياسية، والاعتقالات والمحاكم الجائرة، ورفع كافة القيود عن حرية العمل والنشاط السياسي في المجتمع العربي، وإلغاء كافة القيود القمعية، في سعي لمنع الحق في التظاهر.

-يؤكد حزبنا الشيوعي، على أهمية وجود هيئات شعبية في المجتمع العربي، ويعتز بدوره الأساسي في إقامة هيئات شعبية عرفتها الجماهير العربية، ومنها لجنة المتابعة العليا، ويدعو إلى تعزيز دورها، ودور لجنة رؤساء السلطات المحلية العربية.

إن لجنة المتابعة تشكل السقف الأعلى الذي يجمع القوى السياسية، ولجنة الرؤساء، لخوض النضالات بشكل وحدوي وأقوى، خدمة لمصالح المواطنين العرب، ويبقى اختبارها الثابت، بمقدار تمسكها بالثوابت الوطنية الجامعة، والديمقراطية.

العدالة الاجتماعية والتنظيم النقابي والمساواة

-يناضل حزبنا الشيوعي ضد سلطة رأس المال، وسيطرة حيتان المال على مقاليد الحكم، وعلى الاقتصاد عامة، ومن أجل أن تكون العدالة الاجتماعية ركيزة السياسة الاقتصادية، بتوظيف الميزانيات الكافية، لما يضمن تطوير البنى التحية وفتح مشاريع عمل، ووقف عملية الخصخصة لما تبقى من خدمات اجتماعية وحياتية، واستعادة قطاعات خدماتية واسعة من الخصخصة.

ويدعو حزبنا إلى انتهاج سياسة ضريبية عادلة، ورفع الحد الأدنى من الأجر إلى ما لا يقل عن 60% من معدّل الأجور، وتقليص ساعات العمل التي هي شرط الحصول على أجر الحد الأدنى كاملا، من 182 ساعة شهريا، إلى 176 ساعة.

إن حزبنا يرى بتعزيز دور النقابات، لتكون حامية أساسية للدفاع عن حقوق العاملين، جانبا أساسيا في النضال من أجل العدالة الاجتماعية.

ويؤكد مؤتمرنا الـ 29 على البرنامج الاقتصادي الاجتماعي، الوارد في تقرير المؤتمر، كبرنامج عمل لحزبنا.

ويناضل حزبنا ضد كل أشكال التمييز في المجتمع، وبضمن هذا، التمييز ضد النساء في الحياة العامة، والمجتمع، ولأجل ضمان حضورهن بالقدر الطبيعي في كافة الهيئات والمؤسسات والأطر الشعبية، ويناضل من أجل إنهاء التمييز في سوق العمل، من فرص العمل، ومنالية الوصول إلى وظائف، وأيضا مستويات الرواتب، التي يستمر فيها فجوات جدية على أساس جندري.

أسس الديمقراطية والحريات

- تعمل حكومة المستوطنين الفاشية، برئاسة بنيامين نتنياهو، على تقويض الحريات والعمل السياسي، ضد كل من يعارضها بشكل حقيقي، وإذا المجتمع العربي هو الأكثر استهدافا، إلا أنه ليس وحده، بل أيضا تطال الملاحقات، التي وصلت إلى حد التهديد بأماكن العمل، بشكل بارز في جهاز التعليم والتعليم العالي، أشخاصا وقوى تقدمية، كما شهدنا في عامي الحرب، إضافة إلى السعي لفرض أنظمة تمنع مؤسسات التعليم، وأيضا مؤسسات قطاع الفن على أنواعه، كمثال، من طرح وجهات النظر المختلفة، التي تناهض السياسات القائمة.

وفي ظل هذا، برز مشروع هذه الحكومة، منذ الأيام الأولى بعد تشكيلها، مشروع ما يسمى "الانقلاب على الجهاز القضائي"، ليكون خاضعا كليا للجهاز السياسي الحاكم، وينسحب هذا أيضا على الجهاز المهني، والاستشارات القضائية في الحكومة والوزارات، ومختلف مؤسسات الحكم.

إن حزبنا الشيوعي وفي تقييماته، يشير بأصبع الاتهام إلى المعارضة البرلمانية الرئيسية، التي تزعم وقوفها ضد مشروع "الانقلاب على الجهاز القضائي"، لكن بأغلبيتها الساحقة مدت يدها، ودعمت كل القوانين العنصرية، التي تستهدف المجتمع العربي، وقوانين دعم وتثبيت الاحتلال والاستيطان، ما يعني أن معارضتها انتقائية، وليست جوهرية صادقة بما يخدم مفهوم الديمقراطية الحقّة.

وفي هذه التقييمات أيضا، يؤكد حزبنا على أن الجهاز القضائي، وخاصة المحكمة العليا، لم تكن في تاريخها "منارة الديمقراطية والعدالة"، بل إن المحكمة العليا شرعنت على مدى العقود الثمانية، تقريبا، كل سياسات التمييز العنصري والقوانين التي تستهدف الجماهير العربية، بما في ذلك مصادرات الأراضي، وحرمان المهجّرين في وطنهم من العودة إلى قراهم، ولاحقا شرعنت كل سياسات الاحتلال والقمع، والأمثلة كثيرة.

وعلى الرغم من هذا، يرى حزبنا الشيوعي الخطورة في مخطط الحكومة، ويسعى لاستغلال الفوارق بين القوى المختلفة، مهما كان حجمها، من أجل مواجهة هذا المخطط الفاشي، لأنه سيأتي بأسوأ مما هو قائم، وهذا سينعكس على الجميع، وبضمنهم الجماهير العربية، ويدعو إلى المشاركة الفعالة في النضال الميداني الجماهيري، تحت شعارات حزبنا الشيوعي والجبهة الديمقراطية للسلام والمساواة. 

الإمبريالية والقضايا العالمية

-يدعو حزبنا الشيوعي، قوى التقدم في العالم، لتحريك شعوبها للتصدي للمخططات الإمبريالية، وبالذات الإمبريالية الأمريكية، التي تسارع بشكل علني، لسطوة متجددة، وأشد، على مناطق ودول في العالم، وسرقة ثرواتها، وحقوق شعوبها في أن تحكم نفسها بنفسها، وتدير شؤونها باستقلالية تامة.

-لقد حذر حزبنا الشيوعي منذ بدايات ما يسمى زورا، "الربيع العربي"، من مسعى الإمبريالية العالمية، وأولها الولايات المتحدة الأمريكية، ولكن أيضا دول الاستعمار القديم، الأوروبية، وخاصة فرنسا وغيرها، لسرقة إرادة الشعوب العربية، والسيطرة بقدر أكبر على أوطانها، فقد أكدنا طيلة الوقت، على حق الشعوب العربية، مثل سائر شعوب العالم، بالعدالة الاجتماعية، والتقاسم العادل لثروات الأوطان، وحقها بالديمقراطية والعيش الكريم، لكن ما جرى هو تغلغل القوى الإمبريالية، وأذرعها الرجعية، ثم النظام الإسرائيلي الحاكم، لسرقة إرادة الشعوب، وتحويل الحراكات الشعبية الصحيحة في بداياتها، لخلق فوضى تدوم سنين طويلة، لسرقة الأوطان. ورأينا كيف أنه متى وضعت الإمبريالية والرجعية أصابعها، تركت هذه الدول أرضا مشتعلا، كما هو الحال في ليبيا واليمن والسودان، وأيضا العراق الذي يفتقر للاستقرار.

والمثل الساطع حاليا، هو سوريا، التي قلنا عنها منذ البداية، أن المستهدف هو الوطن والكيان السوري، وشعبه، فالجميع يرى أي نظام يسيطر الآن، مع العصابات الإرهابية المساندة له، فهذا نظام صنيعة أمريكية، وإمبريالية، ورجعية، وإسرائيلية.

-إن حزبنا يؤكد تضامنه الكامل مع الدول التي تواجه العربدة الأمريكية والامبريالية، ومنها فنزويلا وكوبا وإيران، والدانمارك من خلال محاولة أمريكا للسيطرة على جزيرة غرينلاند.

-يرى حزبنا أن هذه ساعة الحركة الشيوعية العالمية، وقوى التقدم في العالم، لتزيد من التنسيق في ما بينها، بهدف تحريك الشعوب ضد المخططات الامبريالية؛ وحزبنا الشيوعي، مع تاريخه العريق، جاهز، كما هو دائما، لكل تعاون وتنسيق مع الأحزاب الشقيقة في العالم والمنطقة، ويمد يده لتوطيد العلاقات مع كل الأحزاب الشيوعية.

-  يناضل حزبنا من الشيوعي من أجل عالم خال من أسلحة الدمار الشامل، وكل الأسلحة النووية والفتاكة، في العالم أجمع، وأيًا كان موطن هذه الأسلحة ومشاريعها.

المناخ

- يناضل حزبنا من أجل جودة المناخ في الكرة الأرضية، إذ أن العالم يشهد أزمة بيئية عميقة، تتجلّى في تسارع خطير لمختلف أشكال تغيّر المناخ؛ فجشع الطبقة الرأسمالية وسعيها الدائم إلى تعظيم الأرباح على حساب الطبيعة والإنسان، يشكّلان القوة الدافعة الأساسية وراء الاستغلال المفرط للموارد الطبيعية، وتلويث البيئة، وما يرافع هذا من حروب مدمّرة خاصة في الشرق الأوسط، والحروب الإسرائيلية، وبالذات ما خلفته حرب الإبادة، وهو ما يؤدي إلى تفاقم ظاهرة الاحتباس الحراري واضطراب الأنظمة البيئية.
