On the CC CPRF Plenum

 

The IX joint Plenum of the Central Committee of the CPRF and the Central Control and Auditing Commission of the CPRF  held on May 25, 2024 wasdevoted to the question of uniting anti-fascist forces in the struggle against imperialism, reaction and the military threat in light of the developments in the world with special emphasis on international solidarity and pooling of efforts of all the progressive forces in the struggle against resurgent fascism, that veritable ‘plague of the 20^th century.”

The keynote speech “On the Tasks of the CPRF in Uniting Anti-Fascist Forces in the Struggle Against Imperialism, Reaction and the Military Threat” was delivered by the Chairman of the CC CPRF Gennady Zyuganov.

In his speech he revealed the origins of modern fascism, the essence of its ideology and its link with international imperialism.

 Below are excerpts from the speech:

It has long been noticed that the periods of world historic events seem to speed up the progress of time. What in other periods stretched over years, occurs within weeks and days under turning-point, revolutionary conditions. The gilding falls off the statues previously held sacred. The world is changing fast.

Humankind is on the threshold of cardinal changes.

Without an awareness of their causes, dynamics and consequences one may well fall victim to circumstances and even to the darkest and most evil of forces. The task of our party is to provide the working people with clear-cut orientations, to answer the complex questions and offer solutions in order to unite forces in the struggle against reaction, fascism and the military threat. In the struggle for socialism!

Our ideas and our movement are alive. The secret of the endurance of our ideas is not far to seek. It is the fact that capitalism, with its exploitation, inequality, poverty and disfranchisement has not gone away. As before, the masses want to see this injustice redressed.

Karl Marx and Friedrich Engels, exposing the avaricious nature of capitalism, showed that the underlying contradictions of that system inevitably lead to crises.

V.I.Lenin  proved that imperialism is the highest and last stage of the bourgeois epoch. He argued that the inherent contradictions of capitalism tend to grow sharper, the process of “inner decay” reaches its peak and the end is inevitable.

In the last century inter-imperialist contradictions have led to two world wars and gave birth to the monster of fascism.Is humanity guaranteed against a repeat of this scenario? Of course not! You have only to look around you.

Capitalism in the 2020s is as fraught with fascism as it was in the 1920s. There are sprouts of inhumanity everywhere.This is evident in the international policies of the leading powers and in their internal life.Ultra-right movements are gaining strength. The ideology of neo-Nazismis again enjoyingsupport in the highest echelons of power.

Like a century ago, only the masses of working people led by the communists are capable of stopping fascism. An effective strategy of defeating the absolute evil of Nazism is of paramount importance today. First and foremost, it is necessary to have a clear idea of what fascism is, where its sources lie,  what is the environment in which it thrives and how to put an end to it.

We communists will never agree with those who ignore the key fact that fascism has been engendered by big capital and expresses its interests. It is our duty to resolutely expose any attempts to disguise the causes that give rise to the evil of Nazism. In the opinion of the CPRF, solidarity on this issue is a key precondition for the forging of any alliances and coalitions with the communists.

Nationalism, totalitarian control over society, cult of the leader and other features of fascist dictatorships are merely derivatives, a superstructure over the basis. In reality, fascism is a logical result of the development of the Western capitalist society.

An objective analysis of fascism is impossible without recognizing its genetic link with capitalism. The current situation increasingly favors the resurgence of Nazism. It paves the way for the growth of ultra-right organizations and their bid to seize power. The reason is that capitalism has entered its worst crisis in the last 100 years. This is the result of two main factors.

First, the undermining of the Euro-Atlantic hegemony. The West is fast losing its position of the sole capitalist “center” that can dictate its will to the rest of the world. As Lenin wrote, “the unevenness of economic and political development is an indisputable law of capitalism.” The economies of some non-Western countries are growing steadily. The share of BRICS in the world GDP according to purchasing power parity has reached 35% to exceed that of the Big Seven. Its share in global production has grown by 37%.

China’s economy has outstripped that of the USA according to PPP and may become the world’s biggest power according to “ordinary GDP” within the next ten years. The yuan continues to grow stronger.

The situation is changing. More and more countries refuse to bow to the dictate of Western capital. African countries are “catching up” with the peoples of Latin America and Asia in their quest for genuine independence.  The USA and the European Union, notably France, got a slap in the face in Mali, Burkina Faso and Niger. These countries chased out pro-Western regimes and “gave the marching orders” to foreign military contingents.

Millions of people reject imperialism and its bloody crimes.  Protests are spreading against Israel’s genocide of the Palestinian people. Countries demand a lifting of the blockade of Cuba and affirm the principle of “one China.” The West has failed to knock together a global front against Russia. The peoples of the world do not want to be pawns in others’ games and sacrifice their interests.

The global demand for change is obvious. Humanity is not prepared to reconcile itself to a world system which dooms it to stagnation and degradation and threatens nuclear war. Meanwhile global capitalism is taking steps to consolidate its power and prevent its demise.

The 15^th Congress of the CPRF gave its assessment of how the bourgeoisie reacts to the crisis. The imperialists are increasing the concentration of economic and political power in the hands of the big financial-economic groups. The might of big monopolies and their influence on the IMF, the World Bank, the WTO, NATO and other supra-national structures is growing. The interests of the globalists are being promoted by the Davos forum, the Tripartite Commission, the Bilderberg Club and other such centers.Capital increasingly merges with the power institutions. The big companies have at their disposal the growing repressive machines of the biggest states. Imperialism is stepping up its policy of neo-colonialism.

Time has vindicated the analysis given by our party’s congress. Capital counters the decline of the profit rate by stepping up exploitation, increased speculation and military adventures. The world predators would not stop at unleashing a world military conflict. The West has engineered a government coup in Ukraine and provoked a bloody conflict in Donbas. There are growing tensions in the Asia Pacific region. The situation in the Middle East has worsened. Multiple hot spots are appearing on the African continent. Capital increasingly encourages neo-fascist methods in the external and internal politics of bourgeois states.

 

 

In his speech the Chairman of the CC CPRF stressed the role of the international communist and workers’ movement in the struggle against the international system of imperialist exploitation and the active involvement in this process of the Communist Party of the Russian Federation which has always been an active participant in the world revolutionary movement which unites the progressive left and anti-fascist forces.

 

Excerpt from the speech:

 

The international communist movement is becoming an active anti-imperialist force today. Being the core of anti-imperialist struggle of the working people and the cementing element of all the progressive left-wing forces, it can effectively resist the resurgent man-hating nationalistic ideology and bring people the truth about its bloodthirsty essence and untold woes that it carries with it.

The communists and the masses of working people rallied around them are the only consistent and effective forces which can oppose reaction and stop the fascist monster. The 20^th century has proved it. The 21^st century continues to prove it.

We see more and more examples of successful struggle against reaction. In Brazil, the masses haveremoved from power the right-wing government of Bolsonaro.In Argentine, the left is spearheading the struggle against anti-people reforms of president Milei. Indian communists are in the front ranks of resistance to Hindutva. The Turkish communist Party is exposing Erdogan’s neo-Ottoman aspirations and his links with the pro-fascist “Grey Wolves.” Left-wing forces are actively resisting the “brown wave” in Europe.The communists of China, Vietnam, Cuba, the DPRK and Laos continue to be examples of loyalty to the socialist cause. 

In the meantime in the capitalist world the deepening crisis spurs the growth of reactionary trends, curtailment of democratic norms and the onslaught against the rights of the working class. Global capital, led by the US ruling circles, in its struggle for re-carving the world political map, seeks the support of neo-fascists and radical nationalists. In a number of countries heroization of Nazism is being elevated to the level of government policy. In its struggle against the working people the bourgeoisie increasingly uses the political right. The history of the Second World War is being rewritten. The crimes of fascists are being hushed down. Their rehabilitation is taking place. Monuments to anti-fascists are being dismantled. The results of the Nuremberg trial of Nazi criminals are ignored.

It has to be understood that the significance of the struggle against imperialism, neo-fascism and the threat of a world war will only grow. This work is being done every day. International meetings of communist and workers’ parties make an important contribution to the cause of uniting the left-wing forces.

The meeting of these parties held in Izmir (Turkey) in October of 2023 passed a resolution “Stop the Spread of Fascism, Prevent a New Tragedy of Humanity.”It read in part: “In the 20^th century the Soviet Union,led by the Communist Party, defeated fascism… In the 21^st centuryfascism, the sworn enemy of the working class, again reared its head and gained access to the levers of power… Fascism is becoming one of the main weapons in the hands of the world bourgeoisie in its struggle against the working class.”

The participants in the International Meeting called for unity in the struggle against reaction, neo-Nazism and militarism. It drew this conclusion: “The new era of trials again calls for coordinated actions in the framework of a broad anti-fascist front of progressive forces.”

This chimes with the conclusions of the International Anti-Fascist Forumcalled in Minsk on April 22, 2023 on the initiative of the CPRF and the UCP-CPSU, in which representatives of 50 countries took part. It adopted a Manifesto for Unity of the Peoples of the World which makes a profoundly argued case for the urgent need for the anti-fascist forces to unite.

The Manifesto reads in part: “The red flag over the Reichstag in May 1945 is not only a special fact of the past. The meaning and significance of the Great Victory over Fascismare addressed to the future. They sound like a tocsin appealing to the hearts of new generations. Like in the 1930s, the black smoke of war conflagrations is spreading over our planet. It looms ever more ominously on the horizon. People of good will need to show unity and courage in their principled struggle.

The situation is extremely worrisome. Neo-colonialism reminds of itself in Africa and America. Imperialists are stoking up tensions in Asia. Blood is being spilled in Europe and other parts of the planet to the roar of cannons. The misery and suffering of people are increasing… The Nazi beast has licked up its old wounds and is fast gaining strength. It has become bold enough to creep out of its wolf den in search of new prey.

World evil is back in a neo-liberal guise. It has created a global system of plundering entire countries and peoples. It has smeared itself with aggression against Yugoslavia, Iraq, Afghanistan, Libya and Syria. Attempts have been made to topple legitimate governments in Venezuela, Nicaragua, and Byelorussia. Sanctions pressure has been brought to bear on the peoples of Russia and China, Cuba and the DPRK. Military threats and political blackmail are being used. On the eve of the Second World War financial capital directed Hitler’s storm troops. In the 21^st century it is directing latter-day Nazis.”

The Minsk Anti-Fascist Forum stated: “Direct support of the USA and its NATO allies has elevated Nazism to the state level in Ukraine. For years now Bandera ghouls have been having a bloody ball in Kiev abusing the popular masses. They have turned Ukraine into a concentration camp for dissenters, shut down the media outlets they do not like, banned opposition activities and launched a victimization campaign against communists. All those who preserved the ideals of the brotherhood of peoples and loyalty to the Great Victory over Fascism have become victims of repression. The Nazis burned alive people in Odessa, staged explosions and shot people from behind the corner. Year after year the Azov thugs with wolf hooks on their chevrons terrorized Donbas.

Today we reaffirm our total solidarity with the conclusion of the Minsk forum: “The flaming years of the Second World War saw the emergence of a great fighting alliance of the opponents of fascist barbarism– the union of communists and patriots, fighters against tyranny and democrats. It was created in spite of social and ideological divergences, the difference of political and religious views. Such was the bidding of the time.

 The new era of trials calls for united actions of all the people of good will. Let us close ranks in the struggle against neo-Nazism, reaction and militarism!

 Long live the united front of progressive forces! Long live solidarity of the working peoples and nations in the fight against Fascism!

Together with our comrades from the UCP-CPSU we are prepared to initiate the Second International Anti-Fascist Forum. I am sure that the participants in the Plenum will all support this idea.

Dear comrades,

We have always been united by love of our country, pride of the Soviet era, hatred of Fascism and war which capitalism inevitably breeds. Readiness to devote our lives to the cause of restructuring society along socialist lines is a distinct feature of a true communist.

In the name of the right of the peoples to follow the path of socialism our party will continue to work to unite all the people of good will who come out for a just life, honest work and social progress!

We are marching forward with profound faith in our rightness, in the cause of Marx-Lenin-Stalin, we know that socialism will triumph!

Let us be firm in our choice!

Sobre el Pleno del Comité Central del PCFR

 

El 25 de mayo de 2024 se celebró el IX Pleno conjunto del Comité Central y la Comisión central de Control y auditoría del PCFR, que examinó la cuestión de la unión de las fuerzas antifascistas en la lucha contra el imperialismo, la reacción y la amenaza militar a la luz de los acontecimientos que tienen lugar en el mundo, destacando especialmente la importancia de la solidaridad internacional y la unión de los esfuerzos de todas las fuerzas progresistas en la lucha contra el resurgimiento del fascismo, la verdadera "plaga del siglo XX".

El Presidente del Comité Central del PCFR, G. A.Ziuganov, presentó El informe "sobre las tareas del PCFR para unir las fuerzas antifascistas en la lucha contra el imperialismo, la reacción y la amenaza militar". Зюганов.

En su discurso, reveló los orígenes del surgimiento del fascismo moderno, la esencia de su ideología y la relación con el imperialismo internacional.

Del informe:

Durante mucho tiempo se ha observado que, en los períodos de acontecimientos de importancia histórica universal, el tiempo parece acelerar su curso. Lo que en otro período se extendió durante años, en condiciones revolucionarias, cabe en semanas y días. Los principios habituales se tambalean y colapsan. De las estatuas "sagradas" se derrama el dorado. El mundo está cambiando rápidamente.

La humanidad se encuentra hoy en el umbral de un cambio radical.

 Sin comprender sus causas, dinámicas y consecuencias, es fácil ser víctima de las circunstancias, e incluso de las fuerzas más oscuras y malvadas. La tarea de nuestro partido es dar a los trabajadores orientaciones claras, responder a las preguntas más difíciles y proponer soluciones, y sobre esta base unir fuerzas para luchar contra la reacción, el fascismo y la amenaza militar. ¡A la lucha por el socialismo!

Nuestras ideas y nuestro movimiento están vivos. El secreto de la supervivencia de nuestras ideas es fácil de descubrir. Es que el capitalismo no ha ido a ninguna parte. Con él subsisten la explotación, la desigualdad, la pobreza, la privación de derechos de miles de millones de trabajadores. El deseo de las masas de corregir esta injusticia.

Karl Marx y Friedrich Engels, al exponer las entrañas codiciosas del capitalismo, descubrieron que las contradicciones subyacentes a esta formación conducen inevitablemente a crisis.

1. I. Lenin estableció que el imperialismo es la etapa superior y última de la época burguesa. Señaló quelas contradicciones internas del capitalismo se agudizan, el proceso de su "descomposición interna" alcanza su máxima agudeza y el fin es inevitable. 

En el siglo pasado, las contradicciones interimperialistas llevaron a dos guerras mundiales y dieron lugar al monstruo del fascismo. ¿Está la humanidad a salvo de repetir este escenario? ¡Por supuesto que no! Para asegurarse, basta con mirar a su alrededor.

El capitalismo de los años 20 del siglo XXI está tan "embarazada" del fascismo como en los años 20 del siglo XX. Los brotes de ideología inhumana se ven por todas partes. Esto se ve claramente en la política internacional de las principales potencias y en su vida interna. Los movimientos de extrema derecha están ganando fuerza. La ideología del neonazismo vuelve a recibir el patrocinio en los pisos más altos del poder.

Como hace cien años, sólo las masas de trabajadores lideradas por los comunistas pueden bloquear el camino del fascismo. Hoy es muy importante para nosotros una estrategia efectiva para derrotar el mal incondicional del neonazismo. En primer lugar, es necesario saber claramente, ¿qué es el fascismo, dónde está su origen, cuál es su medio de cultivo y cómo se debe acabar con él?

Nosotros, los comunistas, nunca estaremos de acuerdo con aquellos que ignoran un hecho clave: el fascismo es la generación del gran capital y el portavoz de sus intereses. Tenemos la obligación de rechazar con firmeza cualquier intento de enmascarar las causas del mal nazi. Según el PCFR, la solidaridad en este tema es una de las condiciones fundamentales para la creación de cualquier alianza y coalición con la participación de los comunistas.

El nacionalismo, el control totalitario sobre la sociedad, el caciquismo y otras características de las dictaduras fascistas son solo productos derivados, una especie de superestructura sobre la base. En realidad el fascismo es el resultado natural del desarrollo de la sociedad capitalista occidental.

Sin el reconocimiento de la conexión genérica con el capitalismo es imposible dar un análisis objetivo del fascismo. La situación actual favorece cada vez más el resurgimiento del nazismo. Se abre el camino para el fortalecimiento de las organizaciones de extrema derecha y su conquista del poder. La razón es que el capitalismo entra en su crisis más aguda en 100 años. Esto es causado por dos factores principales.

En primer lugar, es socavando la hegemonía euroatlántica. Occidente está perdiendo rápidamente la posición del único "centro" capitalista capaz de dictar su voluntad a todos los demás. "La desigualdad del desarrollo económico y político es una ley incondicional del capitalismo", escribió Lenin. Las economías de varios países no occidentales están creciendo con confianza. La participación de los países BRICS en el PIB mundial en términos de paridad de poder adquisitivo aumentó a 35% y superó la participación del G7. Aún mayor es la contribución de los países BRICS a la producción global: 37%.

La economía China ha superado a Estados Unidos en paridad de poder adquisitivo. En los próximos 10 años, puede convertirse en el más grande del mundo y en el PIB "ordinario". En términos de crecimiento, China está por delante de los Estados Unidos. El yuan sigue fortaleciéndose.

La situación está cambiando. Cada vez más países no están dispuestos a someterse a los dictados del capital occidental. En la búsqueda de la verdadera independencia, los pueblos de América Latina y Asia están "alcanzando" a los países de África. Los Estados Unidos y la Unión Europea, especialmente Francia, recibieron una bofetada de Mali, Burkina Faso, Níger. Los regímenes pro-occidentales fueron expulsados de estos países y "se mostraron a la puerta" a los contingentes militares extranjeros.

Millones de personas rechazan el imperialismo y sus crímenes sangrientos. Aumentan las protestas contra el genocidio israelí contra el pueblo palestino. Los países exigen el levantamiento del bloqueo a Cuba y reafirman el principio de "una sola China". Occidente no logró armar un frente global contra Rusia. Los pueblos del mundo no quieren ser peones en los juegos de otras personas y sacrificar sus intereses.

La demanda global de cambio es evidente. La humanidad no está lista para soportar un sistema que lo condena a la inactividad y la degradación, amenaza con una guerra nuclear. El capital global está tomando medidas para fortalecer su poder, para evitar su desaparición.

En XV Congreso del PCFR hemos evaluado cómo reacciona la burguesía a la crisis. Los imperialistas refuerzan la concentración del poder económico y político en manos de los principales grupos económicos y financieros. El poder de los grandes monopolios y su influencia en el FMI, el banco mundial, la OMC, la OTAN y otras estructuras supranacionales están creciendo. Los intereses de los globalistas son promovidos por el foro de Davos, la Comisión Trilateral, el Club Bilderberg y otros centros similares. La fusión del poder del capital con las instituciones del poder es cada vez más fuerte. A disposición de las empresas más grandes, el creciente aparato represivo de los estados más fuertes. El imperialismo intensifica la política neocolonialista.

El tiempo confirmó el análisis de nuestro Congreso del partido. Con la caída de la tasa de ganancia, el capital lucha contra el aumento de la explotación, el aumento de la especulación, las aventuras militares. Los depredadores del mundo son capaces de conflicto militar global.  Occidente organizó un golpe de estado en Ucrania y provocó un sangriento conflicto en el Donbass. La situación en la región de Asia y el Pacífico se ha complicado. La situación en Oriente medio se ha agravado. Se multiplican los puntos calientes en el continente africano. El capital fomenta cada vez más los métodos neofascistas, tanto en la política exterior como en la interior de los estados burgueses..

 

 

En particular, en el discurso del Presidente del Comité central del PCFR se destaca el importante papel del movimiento comunista y obrero internacional en la lucha contra el sistema internacional de explotación imperialista y la participación activa en este proceso del partido comunista de la Federación de Rusia, que siempre ha sido y sigue siendo un participante activo en el movimiento revolucionario mundial, que une a las fuerzas progresistas de izquierda y antifascistas.

"El movimiento Comunista internacional se está convirtiendo en una fuerza antiimperialista activa de la modernidad. Siendo el núcleo de la lucha antiimperialista de los trabajadores, el elemento unificador de todas las fuerzas progresistas de izquierda, es realmente capaz de luchar contra la ideología nacionalista misantrópica que está resurgiendo, para transmitir a la gente la verdad sobre su naturaleza sedienta de sangre y los innumerables males que conlleva. 

La única fuerza coherente y eficaz que puede resistir la reacción y detener el monstruo del fascismo son los comunistas y las masas de trabajadores que se han unido a su alrededor. Así lo demostró el siglo XX. Esto sigue demostrando el siglo XXI.

Nuevos ejemplos de éxito en la lucha contra la reacción aparecen ante nuestros ojos. En Brasil por la voluntad de las masas, el gobierno de derecha de Bolsonaro fue destituido del poder. La lucha contra las reformas antipopulares de Milei en Argentina se desarrolla bajo la dirección de las fuerzas de izquierda. Los comunistas indios están a la vanguardia de la resistencia al hundutva. Partido comunista de Turquía expone las aspiraciones neo-otomanas de Erdogan y sus conexiones con los "Lobos grises" pro-fascistas. Las fuerzas de izquierda se oponen activamente a la "ola marrón" en Europa. Comunistas de China, Vietnam, Cuba, República Popular Democrática de Corea, Laos siguen siendo un ejemplo de lealtad a la causa del socialismo.

En aquellos tiempos en el mundo del capital, la profundización de la crisis incita al aumento de las tendencias reaccionarias, al colapso de las normas democráticas y a la ofensiva contra los derechos de la clase obrera. El capital global liderado por los círculos gobernantes de los Estados Unidos en la lucha por la redistribución del mundo recurre al apoyo de neofascistas y nacionalistas radicales. En varios países, la glorificación del nazismo está llegando al nivel de la política estatal. En la lucha contra los trabajadores, la burguesía recurre cada vez más a la extrema derecha. Se reescribe la historia de la segunda guerra mundial. Silencian los crímenes de los fascistas. Se está llevando a cabo su rehabilitación. Se desmantelan los monumentos antifascistas. Los resultados del juicio de Nuremberg contra los criminales nazis son ignorados.

Es necesario entender que la importancia de la lucha contra el imperialismo, el neofascismo y la amenaza de una guerra mundial solo aumentará. Y este trabajo va todos los días. Importante contribución a la cohesión de las fuerzas de izquierda hacen las Reuniones internacionales de partidos comunistas y obreros.

En octubre de 2023, en la Reunión de los partidos en Izmir turco, se adoptó una resolución "Detener la propagación del fascismo, prevenir una nueva tragedia de la humanidad". Destaca: "En el siglo XX, la Unión Soviética, liderada por el partido comunista, derrotó al fascismo... En el siglo XXI, el archienemigo de la clase obrera, el fascismo, volvió a levantar la cabeza y obtuvo acceso a las palancas del poder... El fascismo se convierte en uno de los principales instrumentos en manos de la burguesía mundial en su lucha contra la clase obrera".

Los participantes de la reunión internacional pidieron unir esfuerzos en la lucha contra la reacción, el neonazismo y el militarismo. Conclusión:"Una nueva era de pruebas exige una vez más una acción coordinada dentro del amplio frente antifascista de las fuerzas progresistas".

Por lo tanto, se apoyan las conclusiones Foro internacional Antifascista, convocado por iniciativa del PCFR y la UPC-PCUS el 22 de abril de 2023 en Minsk. Asistieron representantes de 50 países. Aprobaron el manifiesto por la unión de los pueblos del mundo. En este documento se argumenta profundamente la necesidad urgente de unir a las fuerzas antifascistas.

El Manifiesto declara:"La bandera roja sobre el Reichstag en mayo de 1945 no es solo un hecho especial del pasado. El significado y la importancia de la Gran Victoria sobre el fascismo se dirige hacia el futuro. Suenan como un golpe, llamando a los corazones de las nuevas generaciones. Como en los años treinta del siglo pasado, el humo negro de los incendios militares se extiende por nuestro planeta. Cada vez cubre más el horizonte. De los hombres de buena voluntad es necesaria la unidad y el valor en su lucha de principios.

La situación es extremadamente preocupante. El neocolonialismo se recuerda en África y América. Los imperialistas están calentando la situación en Asia. Bajo el zumbido de los cañonazos en Europa y otros rincones del planeta se derrama sangre. El dolor y el sufrimiento de las personas se multiplican... La bestia del nazismo lamió sus viejas heridas y rápidamente ganó fuerza. Se atrevió y se arrastró fuera de su guarida de lobo en busca de nuevas víctimas.

El mal del mundo ha vuelto a su forma neoliberal. Creó un sistema global de saqueo de naciones y pueblos enteros. Se ha manchado con la agresión contra Yugoslavia, Irak, Afganistán, Libia, Siria. Se han hecho intentos de derrocar gobiernos legítimos en Venezuela, Nicaragua y Bielorrusia. Contra los pueblos de Rusia y China, Cuba y la RPDC se despliegan sanciones. Se utilizan amenazas militares y chantaje político. En vísperas de la segunda guerra mundial, el capital financiero controló los aviones de ataque de Hitler. En el siglo XXI, él también está gobernando a los nuevos nazis".

El foro antifascista en Minsk registró:"El apoyo directo de los Estados Unidos y sus aliados de la OTAN elevó la ideología del nazismo al rango de estado en Ucrania. Durante muchos años, los vampiros de bandera han gobernado un baile sangriento en Kiev, burlándose de las masas populares. Convirtieron a Ucrania en un campo de concentración para disidentes, cerraron los medios de comunicación no deseados, prohibieron las actividades de la oposición y lanzaron represalias contra los comunistas. Todos los que conservaron los ideales de fraternidad de los pueblos y la lealtad a la Gran Victoria sobre el fascismo fueron sometidos a la represión. Los nazis quemaron vivos a personas en Odessa, volaron y mataron desde la esquina. Año tras año, los militantes de Azov con un gancho de lobo en galones militares aterrorizaron a Donbass".

Hoy reafirmamos nuestra total solidaridad con la conclusión del foro de Minsk: "En los años ardientes de la segunda guerra mundial, se formó una gran alianza militar de opositores a la barbarie fascista: la alianza de comunistas y patriotas, luchadores contra tiranía y demócratas. Fue creado a pesar de las diferencias sociales e ideológicas, la diferencia de puntos de vista políticos y religiosos. Ese era el mandato del tiempo. La nueva era de las pruebas exige insistentemente la unidad de acción de todos los hombres de buena voluntad. ¡Unámonos en la lucha contra el neonazismo, la reacción y el militarismo! ¡Viva el frente único de las fuerzas progresistas! ¡Viva la solidaridad de los trabajadores y de los pueblos en la lucha contra el fascismo!

Junto con nuestros compañeros de la UPC-PCUS, estamos listos para iniciar la El segundo foro internacional antifascista. ¡Estoy seguro de que los participantes del pleno apoyarán esta idea!"

О Пленуме ЦК КПРФ

 

25 мая 2024 г. состоялся IX совместный Пленум Центрального Комитета и Центральной Контрольно-Ревизионной Комиссии КПРФ, который рассмотрел вопрос о сплочении антифашистских сил в борьбе с империализмом, реакцией и военной угрозой в свете происходящих в мире событий, особо подчеркнув важность международной солидарности и объединения усилий всех прогрессивных сил в борьбе с возрождающимся фашизмом – настоящей  «чумой 20 века».

С докладом «О задачах КПРФ по сплочению антифашистских сил в борьбе симпериализмом, реакцией и военной угрозой» выступил Председатель ЦК КПРФ Г.А. Зюганов.

В своем выступлении он вскрыл истоки появления современного фашизма, суть его идеологии и взаимосвязь с международным империализмом.

Из доклада:

«Давно замечено, что в периоды событий всемирно-исторической важности время словно ускоряет свой ход. То, что в другой период растягивалось на годы, в переломных, революционных условиях умещается в недели и дни. Привычные ранее устои шатаются и рушатся. Со «священных» статуй осыпается позолота. Мир быстро меняется.

Человечество и сегодня стоит на пороге кардинальных изменений.

 Не понимая их причин, динамики и последствий легко оказаться жертвой обстоятельств, а то и самых тёмных и злобных сил. Задача нашей партии –давать трудящимся чёткие ориентиры, отвечать на самые сложные вопросы и предлагать решения, а на этой основе – объединять силы на борьбу против реакции, фашизма и военной угрозы. На борьбу за социализм!

Наши идеи и наше движение живы. Секрет живучести наших идей раскрыть несложно. Он в том, что капитализм никуда не делся. С ним сохранились эксплуатация, неравенство, нищета, бесправие миллиардов трудящихся. Живо и стремление масс исправить эту несправедливость.

Карл Маркс и Фридрих Энгельс, обнажая алчное нутро капитализма, открыли, что противоречия, лежащие в основе этой формации, неизбежно приводят к кризисам.

В.И. Ленин установил, что империализм является высшей и последней стадией буржуазной эпохи. Он отмечал, что внутренние противоречия капитализма обостряются, процесс его «внутреннего разложения» достигает предельной остроты и конец неизбежен. 

В прошлом веке межимпериалистические противоречия привели к двум мировым войнам и породили монстра фашизма. Застраховано ли человечество от повторения этого сценария? Разумеется, нет! Чтобы убедиться, достаточно осмотреться по сторонам.

Капитализм 20-х годов XXI века так же «беременен» фашизмом, как в 20-е годы XX века. Ростки бесчеловечной идеологии проглядывают всюду. Это хорошо видно и в международной политике ведущих держав, и в их внутренней жизни. Набирают силы ультраправые движения. Идеология неонацизма вновь получает покровительство на самых высоких этажах власти.

Как и сто лет назад, преградить путь фашизму могут только массы трудящихся, руководимыекоммунистами. Сегодня для нас чрезвычайно важна действенная стратегия победы надбезусловным злом неонацизма. Прежде всего, необходимо ясно знать, что такое фашизм, где егоистоки, какова его питательная среда и как следует с ним покончить.

Мы, коммунисты, никогда не согласимся с теми, кто игнорирует ключевой факт: фашизм есть порождение крупного капитала и выразитель его интересов. Мы обязаны решительно вскрывать любые попытки маскировки причин, порождающих нацистское зло. По мнению КПРФ, солидарность в этом вопросе – одно из принципиальных условий для создания любых союзов и коалиций с участием коммунистов.

Национализм, тоталитарный контроль над обществом, вождизм и другие черты фашистских диктатур – это лишь производные продукты, своего рода надстройка над базисом. В действительности фашизм – это закономерный итог развития западного, капиталистического общества.

Без признания родовой связи с капитализмом дать объективный анализ фашизма невозможно. Сегодняшняя ситуация всё больше благоприятствует возрождению нацизма. Пролагается путь к усилению ультраправых организаций и завоеванию ими власти. Причина в том, что капитализм вошёл в самый острый за 100 лет кризис. Это вызвано двумя основными факторами.

Во-первых, это подрыв евроатлантической гегемонии. Запад стремительно теряет положение единственного капиталистического «центра», способного диктовать свою волю всем остальным. «Неравномерность экономического и политического развития есть безусловный закон капитализма», – писал Ленин. Уверенно растут экономики ряда незападных стран. Доля государств БРИКС в мировом ВВП по паритету покупательной способности увеличилась до 35% и превысила долю «большой семерки». Ещё выше вклад стран БРИКС в глобальное производство – 37%.

Экономика Китая обогнала США по паритету покупательной способности. В ближайшие 10 лет она может стать крупнейшей в мире и по «обычному» ВВП. По темпам роста Китай опережает США. Юань продолжает укрепляться.

Обстановка меняется. Всё больше стран не готово подчиняться диктату западного капитала. В стремлении к истинной независимости народы Латинской Америки и Азии “догоняют” страны Африки. США и Евросоюз, особенно Франция, получили оплеуху от Мали, Буркина-Фасо, Нигера. Из этих стран выгнали прозападные режимы и «показали на дверь» иностранным военным контингентам.

Миллионы людей отвергают империализм и его кровавые преступления. Ширятся протесты против израильского геноцида палестинского народа. Страны требуют снятия блокады с Кубы и подтверждают принцип «одного Китая». Западу не удалось сколотить глобальный фронт против России. Народы мира не хотят быть пешками в чужих играх и жертвовать своими интересами.

Глобальный запрос на перемены очевиден. Человечество не готово мириться с системой, которая обрекает его на прозябание и деградацию, угрожает ядерной войной. Глобальный капитал же предпринимает шаги, чтобы укрепить свою власть, не допустить своей гибели.

На XV съезде КПРФ мы дали оценку того, как буржуазия реагирует на кризис. Империалисты усиливают концентрацию экономической и политической власти в руках крупнейших финансово-экономических групп. Растёт мощь крупных монополий и их влияние на МВФ, Всемирный банк, ВТО, НАТО и другие наднациональные структуры. Интересы глобалистов продвигают Давосский форум, Трёхсторонняя комиссия, Бильдербергский клуб и другие подобные центры. Всё сильнее сращивание мощи капитала с институтами власти. В распоряжении крупнейших компаний растущий репрессивный аппарат сильнейших государств. Империализм активизирует политику неоколониализма.

Время подтвердило анализ нашего партийного съезда. С падением нормы прибыли капитал борется усилением эксплуатации, ростом спекуляций, военными авантюрами. Мировые хищники способны и на глобальный военный конфликт.  Запад организовал госпереворот на Украине и спровоцировал кровавый конфликт на Донбассе. Осложнилась обстановка в Азиатско-Тихоокеанском регионе. Обострилась ситуация на Ближнем Востоке. Множатся горячие точки на африканском континенте. Капитал всё чаще поощряет неофашистские методы как во внешней, так и во внутренней политике буржуазных государств.

 

 

Особо в выступлении Председателя ЦК КПРФ подчеркивается значимая роль международного коммунистического и рабочего движения в борьбе с международной системой империалистической эксплуатации и активное участие в этом процессе Коммунистической партии Российской Федерации, которая всегда была и остается активным участником мирового революционного движения, объединяющим прогрессивные левые и  антифашистские  силы.

 

Из доклада:

 

«Международное коммунистическое движение становится активнодействующей антиимпериалистической силой современности. Являясь стержнем антиимпериалистической борьбы трудящихся, объединяющим элементом всех прогрессивных левых сил, оно реально способно дать отпор возрождающейся человеконенавистнической националистической идеологии, донести до людей правду о ее кровожадной сути и неисчислимых бедах, которые она несет.

Единственной последовательной и действенной силой, которая может противостоять реакции и остановить чудовище фашизма, являются коммунисты и сплотившиеся вокруг них массы трудящихся. Это доказал XX век. Это продолжает доказывать век XXI.

Всё новые и новые примеры успехов в борьбе с реакцией появляются на наших глазах. В Бразилии волей масс отстранено от власти правое правительство Болсонару. Борьба против антинародных реформ Милея в Аргентине разворачивается под руководством левых сил. Индийские коммунисты находятся на переднем крае сопротивления «хиндутве». Компартия Турции разоблачает неоосманские устремления Эрдогана и его связи с профашистскими «Серыми волками». Левые силы активно противостоят «коричневой волне» в Европе. Коммунисты Китая, Вьетнама, Кубы, КНДР, Лаоса остаются примером верности делу социализма.

Тем временам в мире капитала углубление кризиса подстёгивает нарастание реакционных тенденций, свёртывание демократических норм, наступление на права рабочего класса. Глобальный капитал во главе с правящими кругами США в борьбе за передел мира прибегает к поддержке неофашистов и радикальных националистов. В ряде стран героизация нацизма выходит на уровень государственной политики. В борьбе против трудящихся буржуазия все чаще использует крайне правых. Переписывается история Второй мировой войны. Замалчиваются преступления фашистов. Происходит их реабилитация. Демонтируются монументы антифашистам. Результаты Нюрнбергского суда над нацистскими преступниками игнорируются.

Необходимо понимать, что значимость борьбы с империализмом, неофашизмом и угрозой мировой войны будет только возрастать. И эта работа идёт каждый день. Важный вклад в дело сплочения левых сил вносят Международные встречи коммунистических и рабочих партий.

В октябре 2023 года на Встрече партий в турецком Измире принята резолюция «Остановить распространение фашизма, предотвратить новую трагедию человечества». В ней подчёркивается: «В ХХ веке Советский Союз во главе с коммунистической партией разгромил фашизм... В XXI веке заклятый враг рабочего класса фашизм снова поднял голову и получил доступ к рычагам власти... Фашизм становится одним из главных орудий в руках мировой буржуазии в её борьбе против рабочего класса».

Участники Международной встречи призвали объединить усилия в борьбе против реакции, неонацизма и милитаризма. Сделан вывод: «Новая эра испытаний вновь требует скоординированных действий в рамках широкого антифашистского фронта прогрессивных сил».

Таким образом, получают поддержку выводы Международного Антифашистского форума, созванного по инициативе КПРФ и СКП-КПСС 22 апреля 2023 года в Минске. В нем приняли участие представители 50 стран. Принят Манифест за объединение народов мира. В этом документе глубоко аргументирована острая необходимость сплочения антифашистских сил.

В Манифесте заявлено: “Красный флаг над Рейхстагом в мае 1945 года – это не только особый факт прошлого. Смысл и значение Великой Победы над фашизмом обращён в будущее. Они звучат набатом, взывая к сердцам новых поколений. Как и в тридцатые годы прошлого столетия, по нашей планете расползается чёрный дым военных пожарищ. Он всё сильнее застилает горизонт. От людей доброй воли необходимо сплочение и мужество в их принципиальной борьбе.

Ситуация исключительно тревожна. Неоколониализм напоминает о себе в Африке и Америке. Империалисты накаляют обстановку в Азии. Под гул канонады в Европе и других уголках планеты проливается кровь. Множатся горе и страдания людей... Зверь нацизма зализал свои старые раны и быстро набирается сил. Он осмелел и выполз из своего волчьего логова в поисках новых жертв.

Мировое зло вернулось в неолиберальном обличии. Оно создало глобальную систему грабежа целых стран и народов. Оно запятнало себя агрессией против Югославии, Ирака, Афганистана, Ливии, Сирии. Предприняты попытки свержения законных правительств в Венесуэле, Никарагуа, Белоруссии. Против народов России и Китая, Кубы и КНДР развёрнуто санкционное давление. Используются военные угрозы и политический шантаж. Накануне Второй мировой войны штурмовиками Гитлера дирижировал финансовый капитал. В ХХI веке он же управляет новоявленными нацистами”.

Антифашистский форум в Минске зафиксировал: “Прямая поддержка США и их союзников по НАТО возвела идеологию нацизма в ранг государственной на Украине. Уже многие годы бандеровские вурдалаки правят кровавый бал в Киеве, издеваются над народными массами. Они превратили Украину в концлагерь для инакомыслящих, закрыли неугодные СМИ, запретили оппозиционную деятельность, развернули расправы над коммунистами. Репрессиям подверглись все, кто сохранил идеалы братства народов и верность Великой Победе над фашизмом. Нацисты заживо сжигали людей в Одессе, взрывали и убивали из-за угла. Из года в год боевики «Азова» с волчьим крюком на шевронах терроризировали Донбасс”.

Сегодня мы подтверждаем полную солидарность с выводом минского форума: “В огненные годы Второй мировой войны сложился великий боевой союз противников фашистского варварства – союз коммунистов и патриотов, тираноборцев и демократов. Он был создан, невзирая на социальные и идейные расхождения, на разность политических и религиозных воззрений. Таково было веление времени. Новая эпоха испытаний настойчиво требует единства действий всех людей доброй воли. Сплотимся же в борьбе с неонацизмом, реакцией и милитаризмом! Да здравствует единый фронт прогрессивных сил! Да здравствует солидарность трудящихся и народов в борьбе с фашизмом!

Вместе с нашими товарищами по СКП-КПСС мы готовы инициировать проведение Второго Международного Антифашистского форума. Уверен, что участники Пленума дружно поддержат эту идею!»

Заключительная часть доклада Г.А.Зюганова:

«Дорогие товарищи!

 Нас с вами объединила любовь к Родине, гордость за Советскую эпоху, ненависть к фашизму и войне, которые неизбежно порождает капитализм. Готовность посвятить жизнь делу социалистического переустройства общества – вот что отличает подлинного коммуниста.

Во имя права народов идти по пути социализма наша партия продолжит дело сплочения всех людей доброй воли – сторонников справедливой жизни, честного труда и социального прогресса!

С глубокой верой в нашу правоту, в дело Маркса-Ленина-Сталина мы идём вперед и знаем: социализм – победит!

Будем же неизменно тверды в нашем выборе!

Новых больших побед в борьбе за интересы трудового народа!»
