To the comrades in the Sudanese Communist Party, and to the Communist and Workers' Parties that signed the joint statement,

Comradely greetings,

The Egyptian Communist Party has received the joint statement concerning the events that took place in the Egyptian-Sudanese border region, and what it contained in terms of condemning what it described as Egyptian military incursions and aggressions. While we appreciate the sentiments of solidarity with the brotherly Sudanese people and the concern of sister parties to defend Sudan's sovereignty and the rights of its people, we find it necessary to make some observations before taking our final position on the statement.

The Egyptian Communist Party reaffirms its firm stance on the unity of the Egyptian and Sudanese peoples, the depth of the historical ties between them, and its rejection of any infringement on the sovereignty and independence of either country. It also affirms its absolute rejection of the loss of civilian and worker lives as victims of armed conflicts or military operations.

At the same time, the information available to us so far does not enable us to independently ascertain that the Egyptian armed forces carried out military operations inside Sudanese territory. The official position of the Egyptian side affirms that the tasks of the armed forces and police in this area were aimed at combating illegal gold prospecting and pursuing illegal mining gangs, and that they took place within Egyptian territory and in border areas.

Therefore, we believe that determining responsibility for the events and their location should not be subject to prejudgment, but rather must be based on an independent, transparent, and credible investigation that reveals the truth of what happened, the location of the events, those responsible, the number of victims, and the circumstances of their deaths.

Accordingly, the Egyptian Communist Party, based on its fraternal and historical relations with the Sudanese Communist Party and with communist and workers' parties worldwide, reserves its position on signing the statement in its current form, especially regarding its attribution of full responsibility to the Egyptian state for the aggression and its call for the withdrawal of Egyptian forces from Sudanese territory, considering these facts as settled before an independent investigation has been conducted.

In return, we affirm our readiness to participate in any comradely or international effort aimed at uncovering the full truth, protecting civilians and workers, holding accountable any party proven responsible for aggression against them, and respecting the sovereignty of both brotherly countries.

We believe that the relations between the Egyptian and Sudanese peoples, and between the communist and workers' movements in both countries, are too great to allow disagreement over narratives that have not been independently settled to turn into a dispute among communist and workers' forces themselves.

Our position does not in any way target the brotherly Sudanese people, nor does it detract from their right to defend their country's sovereignty and wealth. Rather, it stems from our commitment to the truth first and foremost, to the independence of the political stance of the Egyptian communist movement, and to the continued unity and solidarity of the communist and workers' movement in the face of imperialism, wars, plunder, and exploitation.

We are ready to continue dialogue with the comrades on this issue, in a way that preserves our comradely relations while at the same time safeguarding our party's right to take its position based on verified information and an independent investigation.

إلى الرفاق في الحزب الشيوعي السوداني، وإلى الأحزاب الشيوعية والعمالية الموقعة على البيان المشترك

تحية رفاقية وبعد،

تلقى الحزب الشيوعي المصري البيان المشترك بشأن الأحداث التي وقعت في منطقة الحدود المصرية ـ السودانية، وما تضمنه من إدانة لما وصفه بالاعتداءات والتوغلات العسكرية المصرية، ونحن إذ نقدر مشاعر التضامن مع الشعب السوداني الشقيق، وحرص الأحزاب الشقيقة على الدفاع عن سيادة السودان وحقوق شعبه، فإننا نرى ضرورة إبداء بعض الملاحظات قبل اتخاذ موقفنا النهائي من البيان.

إن الحزب الشيوعي المصري يؤكد مجددًا موقفه الثابت من وحدة الشعبين المصري والسوداني، وعمق الروابط التاريخية بينهما، ورفضه لأي مساس بسيادة واستقلال أي من البلدين، كما يؤكد رفضه القاطع لسقوط المدنيين والعمال ضحايا للصراعات المسلحة أو العمليات العسكرية.

وفي الوقت نفسه، فإن المعلومات المتاحة أمامنا حتى الآن لا تمكننا من الجزم بصورة مستقلة بأن القوات المسلحة المصرية نفذت عمليات عسكرية داخل الأراضي السودانية. فالموقف المعلن من الجانب المصري يؤكد أن مهام القوات المسلحة والشرطة في هذه المنطقة كانت تستهدف مواجهة عمليات التنقيب غير المشروع عن الذهب وملاحقة عصابات التعدين غير القانوني، وأنها جرت داخل الأراضي المصرية وفي المناطق الحدودية.

ومن ثم، فإننا نرى أن تحديد المسؤولية عن الأحداث ومكان وقوعها ينبغي ألا يكون محل حكم مسبق، وإنما يجب أن يستند إلى تحقيق مستقل وشفاف وموثوق، يكشف حقيقة ما جرى، وموقع الأحداث، والمسؤولين عنها، وأعداد الضحايا وظروف سقوطهم.

وعليه، فإن الحزب الشيوعي المصري، انطلاقًا من علاقاته الرفاقية والتاريخية مع الحزب الشيوعي السوداني ومع الأحزاب الشيوعية والعمالية في العالم، يتحفظ على التوقيع على البيان بصيغته الحالية، ولا سيما ما يتضمنه من تحميل الدولة المصرية المسؤولية الكاملة عن العدوان والقول بانسحاب القوات المصرية من الأراضي السودانية، باعتبار هذه الوقائع أمورًا محسومة قبل إجراء تحقيق مستقل.

وفي المقابل، فإننا نؤكد استعدادنا للمشاركة في أي جهد رفاقي أو دولي يستهدف كشف الحقيقة كاملة، وحماية المدنيين والعمال، ومحاسبة أي طرف تثبت مسؤوليته عن الاعتداء عليهم، واحترام سيادة البلدين الشقيقين.

ونرى أن العلاقات بين الشعبين المصري والسوداني، وبين الحركة الشيوعية والعمالية في البلدين، أكبر من أن تسمح للخلاف حول روايات لم تُحسم بصورة مستقلة بأن يتحول إلى خلاف بين القوى الشيوعية والعمالية نفسها.

إن موقفنا لا يستهدف بأي شكل من الأشكال الشعب السوداني الشقيق، ولا ينتقص من حقه في الدفاع عن سيادة بلاده وثرواتها، وإنما ينطلق من حرصنا على الحقيقة أولًا، وعلى استقلال الموقف السياسي للحركة الشيوعية المصرية، وعلى استمرار وحدة وتضامن الحركة الشيوعية والعمالية في مواجهة الإمبريالية والحروب والنهب والاستغلال.

ونحن على استعداد لمواصلة الحوار مع الرفاق حول هذه القضية، بما يحفظ علاقاتنا الرفاقية ويصون في الوقت نفسه حق حزبنا في اتخاذ موقفه استنادًا إلى المعلومات الموثوقة والتحقيق المستقل.
