Memorandum of the Sudanese Communist Party

Submitted to the Facilitation Committee at the Addis Ababa Meeting

Referring to our vision presented previously to the Facilitation Committee on 16 March 2026 (in Cairo) regarding the design of the political process in Sudan, and on the occasion of the consultative meeting held in Addis Ababa from 1–4 June 2026,

our party submits this memorandum to clarify its position and views on the ongoing consultations concerning the design of the political process leading to democratic transformation in our country. 

The party welcomes the role of international, regional, and national institutions and states that seek to address the Sudanese crisis, stop the war, and provide humanitarian assistance to the affected people in camps, shelters, and inside Sudanese cities. 

The party’s participation in the Addis Ababa discussions with the Facilitation Committee comes as a continuation of previous understandings with political and civil forces, based on the decisions of the party and on positions consistent with the demands of the Sudanese people and the slogans and objectives of the December Revolution. 

The party had previously withdrawn from the Forces of Freedom and Change alliance in 2020, emphasizing its commitment to working with all political and civil forces that support ending the war and achieving democratic transformation. 

The Sudanese Communist Party submits the following observations and proposals, which it considers necessary for the success of the political process and for ensuring acceptance by the Sudanese masses. 

 

First: Purpose of the Meeting 

The party emphasizes that the Addis Ababa meetings are exploratory consultations intended to identify the views of political and civil forces regarding the proposed political process in Sudan. They are not negotiations among political parties, since the participating parties do not represent all segments of Sudanese society, nor can any single political force claim to speak on behalf of the Sudanese people. 

Therefore, the final judgment on the political process, the shape of the political system, issues of power and wealth, and related matters must be left to the Sudanese people through their political and civil organizations and through the forces that led the December 2018 Revolution under its slogans of freedom, peace, and justice. 

The party notes several negative indicators concerning the selection of participants in these meetings, including repeated invitations to specific political groups without clear criteria regarding representation and diversity.

Some invited groups have promoted differing interpretations of the objectives of these consultations, which creates confusion regarding their purpose. 

Accordingly, the Facilitation Committee should clearly define the objectives of the meetings and affirm that they are not intended to replace the Sudanese people or speak on their behalf. 

In line with the principle that the political process belongs to the people, the Facilitation Committee should not itself determine which forces are included or excluded from the political process; rather, the Sudanese people should decide this through their living revolutionary forces.

 

Second: Parties to the Political Process 

The party believes that the political process should be limited to the forces that led the December Revolution and that rejected the war after 15 April 2023. 

Political and civil forces that supported the war or justified its continuation under the pretext of protecting legitimacy or supporting democratic transition should not dominate the political process. 

The role of regional and international actors should be limited to facilitation and support, not intervention in determining outcomes or imposing political visions. 

The Facilitation Committee should not act as a substitute for the masses or for Sudanese political forces. Instead, mechanisms should be created to ensure continuous communication with political and civil forces committed to ending the war and achieving democratic transformation, including clear timetables for the different stages of the political process.

 

Third: Subjects and Mechanisms of the Political Process 

For the political process to be comprehensive and representative of all Sudanese, it must begin with ending the war and ensuring broad participation. 

The process must include representatives of workers, farmers, professionals, displaced persons, refugees, women, youth, resistance committees, trade unions, and grassroots organizations that played a leading role in the December Revolution. 

The role of political parties should not overshadow the role of these living revolutionary forces. 

The political process must remain committed to the goals and slogans of the December Revolution and reject any partnership with military actors that undermines civilian democratic rule. 

Accountability for war crimes and serious violations committed before and during the war must be an integral component of any political settlement, along with the pursuit of justice and lasting peace. 

The party also stresses the need for coordination between the Facilitation Committee and humanitarian actors regarding a ceasefire, humanitarian corridors, and relief operations, as these are necessary prerequisites for a meaningful political dialogue. 

The current situation remains characterized by ongoing war, weak protection for civilians, lack of rule of law, and inadequate humanitarian assistance for victims and affected populations. 

Finally, the Facilitation Committee should clearly define its relationship with participating political forces to avoid repeating policies that contributed to the current crisis, including economic policies that removed subsidies from essential goods and services, weakened national industries, privatized public institutions, and exploited the country’s resources for the benefit of parasitic capital and war profiteers.
