Faisalabad – Regarding the recent defense agreement between Pakistan and Saudi Arabia, there was neither any discussion in the National Assembly, nor was the Senate taken into confidence, nor was approval sought from the Cabinet. The people and their elected representatives have been rendered meaningless. The decision for this agreement was taken by an individual and an unelected, non-political government institution, which does not even possess the constitutional authority to do so. This confirms that the country is being ruled by undemocratic and non-political institutions, and that the Parliament has been reduced to a mere showpiece.
Furthermore, war clouds are looming over the Middle East. In such a situation, by entering into this agreement, Pakistan has added to its list of enemies. These views were expressed by Comrade Imdad Qazi, General Secretary of the Communist Party of Pakistan, in a statement issued to the press following the Central Committee meeting of the Party.
The statement further warned that there is a fear Pakistan may again be made a proxy of some imperialist power, just as it was in the 1950s when it became a part of U.S.-led military pacts like SEATO and CENTO. Pakistan must not become a proxy of any of the two imperialist centers. The Communist Party demands that Pakistan resolve issues with neighboring countries based on peaceful coexistence, end hostilities, reduce military expenditures, and work toward becoming a welfare state.
At the conclusion of the two-day Central Committee meeting held in Faisalabad, a comprehensive discussion on global and national issues took place. The statement declared that certain individuals within the country’s security establishment consider themselves all-knowing and are making national and international decisions that are weakening the country instead of strengthening it. Their continuous attempts to undermine democratic institutions, violate political, democratic, and fundamental human rights, seize the constitutional powers of federating units, take control of their natural resources—particularly minerals and land—alter the NFC (National Finance Commission) formula, and now plan to abolish provinces' authority to create new provinces, have transformed the federal structure of the Constitution into a unitary one. This has hollowed out the roots of the nation.
Those who raise their voices against this are being forcibly disappeared. Political forces are being targeted with false cases reminiscent of martial law eras. After the PECA Act and the 26th Constitutional Amendment, not only has press freedom been snatched away, choking journalism, but even the courts have been rendered powerless, and judges have been placed under the control of a field marshal—an arrangement that will prove disastrous for the country.
The Communist Party warns that as a result of these actions, various national units and the general public are increasingly forming the view that the country has been taken hostage by a few officers of the establishment. These developments are indicative of dangerous times ahead.
The statement also asserted that the rise of China as a global power has not created a bipolar or multipolar world. In the past, such poles represented ideological blocs—Socialism versus Capitalism—but after the counter-revolution in the Soviet Union, that distinction ended. Now, the world is dominated by multiple capitalist centers within a single global capitalist system. While the United States remained the imperialist power of the neo-colonial era, the world is now trapped in a new kind of imperialism, led by China in the form of financial imperialism.
Anti-imperialist forces must come out of their illusions and continue the organized struggle against both the old and the new imperialism.
The Central Committee also discussed the recent popular uprising in Nepal, the earlier fall of Sheikh Hasina’s government in Bangladesh, and the electoral defeat of the Left in Bolivia. It observed that internal systemic flaws allowed external actors to play their game, resulting in the victory of right-wing forces in Bangladesh and Bolivia, and raising concerns of a similar outcome in Nepal.
These situations prove that if Communists or leftist forces come to power through the ballot but do not dismantle the capitalist system entirely and fail to replace the old state machinery with a new one to build a socialist system, then the result will be the same as seen in Nepal and other such countries.
Therefore, unless Lenin’s path is followed—through a people’s revolution to decisively defeat the exploitative classes and demolish the old system to establish a complete socialist order—even Communist parties will fall into the trap of corruption, nepotism, and abuse of power within the bourgeois political system.
The Communist Party also condemned the ongoing genocide of Palestinians and Israel’s brutal and fascist actions. It denounced the silent support of rulers in Europe, the U.S., and other imperialist centers, and paid tribute to the people in those regions who held massive rallies in support of Palestinians.
